BACKGROUNDOver the years, Waste Management has had a long standing partnership with the Baldwin Park Unified School District.The organization has provided scholarship and internship opportunities for Baldwin Park students, held creative artcompetitions for elementary and middle school students, as well as providing support to our District's maintenancedepartment.

Recently, Waste Management approached the District to share that they had an opportunity to donate 100 Galaxy NoteTablets for student use.

BACKGROUNDEach year, the District attempts to maintain and hire highly skilled, fully qualified educators. On occasion, the District isfaced with vacancies resulting in a shortage of fully qualified educators to fill these positions. For this reason, theCommission on Teacher Credentialing (CTC) requires that the District files a Declaration of Need for Fully QualifiedEducators each year anticipating the employment of teachers; including substitutes, who are not fully credentialed fortheir assignment but are eligible to obtain an authorization through an emergency permit, allowing them to teach whilecompleting the requirements of a fully qualified educator.

Currently, the District does not have any educators employed on emergency permits, with the exception of substituteteachers. However, there are two areas of anticipated need for hiring on an emergency permit in the near future; bothare hard-to-fill, high incident areas, in particular, Special Education, Math and Science assignments. With thisDeclaration, the District will be able to obtain the necessary authorization from the CTC, such as a Special EducationLimited Assignment Permit, that will allow the educator to teach in these assignments.

A Declaration of Need for Fully Qualified Educators must be authorized at a public meeting by the Governing Board ofthe Baldwin Park Unified School District in order to submit the application to the CTC. The Declaration of Need for FullyQualified Educators represents a statement of anticipated needs for the 2018-2019 school year (including ExtendedSchool Year). This Declaration shall remain in force until June 30, 2019.

make them more aware of community resources, and help them relate their school experiences to the outside world.The Board believes that careful planning can greatly enhance the value and safety of such trips.

If the Board allocates funds for school-sponsored trips, individual schools may be provided with budgetary allocations sothat they can plan ahead. Special trip expense funds may be established when necessary for fund-raising purposes. Allfundraising must be conducted according to District policies, procedures, and regulations. No field trip shall beauthorized if any student would be excluded from participation because of a lack of sufficient funds. The Superintendentor designee shall coordinate with community groups to supply funds for students in need. (Education Code 35330)

All school-sponsored trips that are not study trips shall require the prior approval of the Board. Such trips shall occuronly before or after participating students have attended at least a minimum day on school attendance days to insurefull funding of a daily actual attendance allocation. All out-of-state trips or overnight trips or trips involving travelbeyond a 50-mile one-way limit shall require the prior approval of the Board. Other trips may be approved by theSuperintendent or designee.

Study trips are intended to provide an enriched and/or extended learning opportunity not readily available at theschool. These activities must relate to and be appropriate for the approved curriculum. Students are to be adequatelyprepared for these activities in terms of objectives, behavior, and student responsibility.

Fiscal ImpactThe cost of each trip will be paid using specific funding sources, information is provided in the attached documentcontaining a list of Student Study/Field Trips submitted for the Board's consideration and approval.

N. CONSENT CALENDAR - BUSINESS SERVICES

BACKGROUNDContract proposals are subject to acceptance by the signing of the contract, issuance of an appropriate purchase order,and approval by the Board of Education. The District reserves the right to accept or reject any and all quotes.

The originating department or school site must submit, along with the Professional Service Agreement/Contract, thepurchase requisition. Once the Professional Service Agreement/Contract is approved by the Board, Business Serviceswill forward the packet to the Purchasing Department. The Purchasing Department will then convert the PurchaseRequisition into a Purchase Order and mail it along with a fully executed Service Agreement/Contract to the vendor.ThePurchasing Department will be responsible for approving, canceling, or voiding the Purchase Requisition.

The Contractor shall not commence work until the required insurance has been provided to the District. The Contractor

Baldwin Park Unified School District (BPUSD) has requested thatLACOE provide Positive Behavior Intervention and Support (PBIS) consulting and training to BPUSD leadership teams,site administrators, and coaches. LACOE has agreed to perform services in accordance with the terms and conditions ofthe contract and its exhibit. The term of the service contract is from July 1, 2018 through June 30, 2019. The intent of the AdultEducation Block Grant (AEBG) was to expand and improve the provision of adult education via these consortia.

Under this agreement, Baldwin Park Adult and Community Education (BPACE) will be a member of the Mt. San AntonioCollege Regional Consortium for Adult Education, and therefore eligible for AEBG funding.

Using the nation’s capital as a living classroom, participants get a “close up” view of government -interacting with the people, processes, and places that make this federal city so unique. Close Up customizes trips forgroups from around the country that are tailor-made to meet the specific needs of each group/school.

Since 1971, over 850,000 students and educators have graduated from Close Up’s experiential programs. Each year,they welcome students from every state and every U.S. territory on the fast-paced and educational programs inWashington DC.

Students from Sierra Vista High School would like to participate on an educational tour of Washington DC from June 8,2019 through June 14, 2019. Participating students will fundraise to cover all expenses. The required adult supervisionwill be available during all times of the trip.

BACKGROUNDThe purpose of this agreement is to provide Early Childhood Education (ECE) programs with a three-year subscription tothe Learning Genie Application for the DRDP 2015 student assessments and portfolio that are mandated by theCalifornia Department of Education (CDE). Learning Genie, Inc. will allow ECE teachers to electronically upload studentportfolios and assessments. Program Administrators will have access to the application’s Dashboard to monitor progresson assessment for individual students, classrooms and programs. Dashboard monitoring will ensure timely and accuratereporting of assessment timelines and measure progress on ECE School Readiness Goals by ECE Administrators. TheData Analytic Module will generate unlimited reports for individual students, classroom trends, and agency andexecutive reports identifying student progress throughout the ECE program. BACKGROUNDThis ABA Therapy Service Agreement is entered into between the Baldwin Park Unified School District (District) andCalifornia Psychcare to set out and establish the terms and conditions under which California Psychcare of MontereyPark, California will carry out its services to a special education student while said student is on the District premisesattending school and/or is engaged in traveling to school activities.

California Psychcare will provide Behavior Therapy Services, care, and assistance according to the laws and regulationsfor provision of such service on a public school site in addition to the policies and regulations established by the District.Compliance thereto includes, but is not limited to, securing the necessary licenses, permits, authorizations,registrations, certifications and clearances in connection with the Behavior Therapy Services provided to an individualstudent while in transit to a public school site and while in attendance at a public school site.

BACKGROUNDThe College Board’s Early Participation Program is an initiative to support the involvement of all students in the college-going process at an earlier age, while there is still time to inform instruction and learning, and increase students’readiness for college expectations. Additionally, early involvement in the Preliminary Scholastic Aptitude Test andNational Merit Scholarship Qualifying Test (PSAT/NMSQT) program will expose students to a wealth of college planningand preparation tools to acquire and keep them actively involved in the process. The College Board supports thisinitiative by providing “districts pay” to engage at least one entire grade of sophomore students in taking thePSAT/NMSQT (“Participating Grade”). Shifting this financial obligation from the student to the District provides greateraccess for pre-junior students to the PSAT/NMSQT and initiates students’ early-entry and "on the road to collegeefforts."

BACKGROUNDThe United States Department of Agriculture (USDA) addressed Section 206 of the Healthy, Hunger-Free Kids Act of2010, which became effective on July 1, 2011. The provision essentially required school districts to ensure that theycollect adequate funding from the sale of Non-program Foods. Non-program food is food (including beverages) that issold in a participating school other than a reimbursable meal and is purchased using funds from the school food serviceaccount. These include a la carte items, adult meals and items purchased for vended meals. The USDA requires allSchool Food Authority’s (SFA) to ensure that revenues from the sales of non-program foods generate at least the sameproportion of SFA revenues as they contribute to SFA food costs. Adult lunch and a la carte price increase is required inorder to meet USDA non-program food requirements.

Adult lunch and a la carte prices will be rounded up to reflect pricing increases passed along by vendors to the District.The changes recommended are reflective of the true cost of food.

BACKGROUNDThe American Red Cross (Red Cross) plays a critical role in our nation’s health care system. It is the largest singlesupplier of blood and blood products in the United States, collecting and processing approximately 40 percent of theblood supply and distributing it to about 2,600 hospitals and transfusion centers nationwide. The Red Cross also plays aleading role in protecting the safety of donors and patients and increasing the availability of blood. The organization isimplementing initiatives throughout the country to increase the number of blood donors in diverse communities, raiseawareness of the need to donate blood, and also works to find rare blood donors to meet the specialized needs ofpatients all over the country.

This partnership will allow the Red Cross to provide trainings and informative workshops for students and staffthroughout the school year. School sites within the District will have the opportunity to host blood drives in collaborationwith the Red Cross. The Red Cross will have a staff member present at all times to monitor the donors after theycomplete their blood donation. In order to donate blood, all student donors will be required to have a signed parentalconsent form. In addition, certain schools will have the opportunity of taking part in a Scholarship Program.

The term of this Memorandum of Understanding (MOU) is from August 16, 2018 through June 30, 2019. A copy of theMOU is available for review in the Office of the Deputy Superintendent of Business and Operations.

BACKGROUNDNow in its 38th year, the Los Angeles County Teacher of the Year competition is the largest in the state and is part ofthe nation’s oldest and most prestigious honors contest for school teachers. The number of county winners isdetermined by program rules based on the total number of teachers in the county.

The county winners automatically advance, with other county finalists from around the state, to the California Teachersof the Year competition this fall. The Los Angeles County competition called for essays, lesson plans, resumes, letters ofreference, and interviews. The contest is designed to focus public attention on teaching excellence, and to honoreducators who have demonstrated exemplary dedication, compelling classroom practices, positive accomplishments,and professional commitment. BACKGROUNDOn November 14, 2017, the Board of Education approved an agreement with School Services of California to conduct acomprehensive review of the Special Education Program from November 15, 2017 through April 30, 2018. The Districtinitiated a comprehensive review of the program to ensure that it is providing the most appropriate and effectiveservices to students. In order to obtain an unbiased and thorough study, it was recommended that the District contractwith an outside agency to facilitate the review.

School Services of California (SSC) conducted a comprehensive review of the Special Education Department whichincluded the following components:

Income and Expenditures: Budget and Federal FundsOrganizational Effectiveness: Structures, Policies, Procedures; District Personnel Roles and ResponsibilitiesProgram Structure and Design: Alignment of Programs and Structure to meet the needs of students; Pre-ReferralInterventionsSpecial Education Staffing: Teachers, Paraprofessionals, and Service Providers
