WHEREAS,the new organizational structure and the creation of new positions in the City EconomicManagement and Development Office aims to establish, operate, manage and maintain a sustainable city economic enterprise to generate more revenue and enhance the delivery of public service pursuant to the social and economic objectives of the city; WHEREAS, Section 3(b) of Republic Act 7160, otherwise known as the Local Government Code of 1991, states that there shall be established in every local government unit an accountable, efflcient, and dynamic organizational structure and operating mechanism Ordinance No.76, Series of 2018 www.spgensantos.ph 554.0475 Page 1 ~

that will meet the priority needs and service requirements of its communities, and acontinuing mechanism to enhance local autonomy not only by legislative enabling acts butalso by administrative and organizational reforms;

WHEREAS,the effectiveness of the various services in the City of General Santosmustbe enhanced through a body which will be responsible for coordinating the programs andactivities of existing units, offices, and organizations and provide functions and services notpresently performed or not adequately performed by existing units, offices, and organizations;

NOW,THEREFORE,on motion of City Councilor Jose Edmar J. Yumang, duly secondedby City Councilor Elizabeth B. Bagonoc, Alberto D. Pacquiao, RosalitaT. Nunez, Jose OrlandoR. Acharon and Vandyke B. Congson, be it -

AN ORDINANCE ADOPTING THE NEW ORGANIZATIONAL STRUCTUREOF THE CITYECONOMIC MANAGEMENT AND COOPERATIVE DEVELOPMENTOFFICE (CEMCDO)

Be it ordained by the SangguniangPanlungsod,City of General Santosthat:

Section 1. Adoption. - The new organizational structure of the City EconomicManagement and Cooperative Development Office (CEMCDO)is hereby adopted, the detailsof which are shown in the attached structure which shall form part of this ordinance markedas "ANNEXA":

Section 2. Composition. - The new organizational structure of the City EconomicManagement and Cooperative Development Office (CEMCDO) shall have the followingcomposition:

Section 3. Function. -

a.) Investments Division. - The Investments Division shall have the followingfunctions, to wit:

i. Formulate economic investment policies relevant to the attainment of awell-balanced economic growth for General SantosCity;

ii. Undertake research and special studies necessary to support theeconomic development programs of the city;

iii. Identify and/or undertake to implement plans, programs, projects andother activities pursuant to economic development programs of thecity;

iv. Organize, conduct and participate on trade investment mission to otherregions or foreign countries to promote the favorable business milieu ofthe city;

v. Further develop and maintain a strong database necessary to create a"One Stop Investments Information Center" for prospective investors,and for the purpose of program conceptualization;

vi. Effect implementation of projects necessary for the attainment of thecity's defined short-run economic and development goals;

vii. Conceptualize and operationalize program and extension servicesrelevant to the attainment of the city's long-run goal for a well-balanceddevelopment and sustained growth;

viii.Coordinate with other local and national government units in identifyingspatial and growth centers to effectively provide provisions for envisionsfor environmental protection; and

ix. Perform such other functions as may be determined but the Office ofthe City Mayor.

b.) Tourism Division. - The Tourism Division shall have the following functions, towit:

i. Implement and support an integrated tourism program for GeneralSantosCity for industry preparation;

ii. Provide for its tourism growth, in its complimentary and supplementaryrelationship with the SOCSKSRAGENarea's tourism industry;

iii. Develop General Santos city as a primary tourist attraction anddestination with the goal of promoting investment for the city;

iv. Take charge of General Santos City's heritage focusing on thepreservation and promotion of the rich historical relics, history, culture,tradition of the tri-people living in General Santos City and its nearbyenvirons; and

v. Perform such other function as may be determined by the Office of theCity Mayor.

c.) Special Projects Division. - The SpecialProjects Division shall have the followingfunctions, to wit:

i. Design and initiate special projects, services or activities geared towardsthe promotion and acceleration of the city's economic development;

ii. Further develop livelihood programs for micro-enterprises which willincrease income and provide employment opportunities; (A)

iii. Develop and initiate plans and strategies for cooperative education anddevelopment and undertake pilot projects which the private sector is notkeen; and

iv. Perform such other function as may be determined by the Office of theCity Mayor.

d.) Cooperative Division. - The Cooperative Division shall have the followingfunctions, to wit:

i. Formulation of measures and provision of technical assistance tocooperative;

ii. Development of plans and strategies for integration of cooperativeprogram and projects;

iii. Development of support mechanism for growth and advancement ofcooperatives and MSMEs,groups and individuals;

iv. Institutionalization of cooperative, livelihood enterprise andentrepreneurial development endeavors;

v. Provision of technical and financial support to income-generatinginitiatives;

vi. Establishment and operationalization of community-based economicincome generating activities;

vii. Development of support projects to cooperatives, MSMEssector; and

viii.Collaboration and networking in the implementation of skills trainingprogram and activities.

e.) Administrative Division. - The Administrative Division shall have the followingfunctions, to wit:

i. Provide administrative services/support to all three (4) technical divisionsof the CEMCDO;

ii. Facilitate personal capability building/developmenttraining/workshops/seminars and information-feedbacks;

through

iii. Ensure proper management of office equipment and facilities for aneffective and efficient operation of the department; and

iv. Perform such other function as may be determined by the Office of theCity Mayor.

Section 4. Funding of New Positions. - On top of the existing funded positions, theexecutive department shall include in the budget for approval by the SangguniangPanlungsod the funding for the new positions in the organizational structure of the CityEconomicManagementand Cooperative Development Office.

Section 5. Separability Clause. - If, for any reason or reasons, any part or provision ofthis ordinance is held to be unconstitutional or invalid, other parts or provisions hereof whichare not affected thereby shall continue to be in full force and effect.

Section 6. Repealing Clause. - Ordinances, rules and regulations or parts thereof, whichare inconsistent or in conflict with the provisions of this ordinance are hereby repealedand/ormodified accordingly.

Section 7. Effectivity. - This ordinance shall take effect fifteen days after its publicationin a newspaper of general circulation in GeneralSantosCity.

Enacted by the 18th Sangguniang Panlungsod, City of General Santos, on its 10ihRegularSessionheld on November 27, 2018.
