Turnaround Contracts Specialist(August 2015 thru Present)

CFI Expansion, Donaldsonville LATo manage various subcontractors during the expansion of the ammonia plant. Contracts include refractory, NDE, surveying, architectural, and various other contracts.

Turnaround Contracts Special(March 2014 thru October 2014) Toledo Refining Company, Oregon OH

To assist the Turnaround Team in placing 20 major and minor contracts for the entire plant outage scheduled for October 2014. This process included the pre-award design of the contract thru the use of company approved standard contracts and exhibits. Also, the negotiation of the terms and conditions with the contractor when exceptions are taken with the standard terms and conditions. Followed the established procedures for routing all executed contracts thru all the necessary departments for the required approval.

Contracts Administration Coordinator(July 4, 2012 thru December 12, 2013) Kashagan Field Experimental Program, Kazakhstan

The contracts coordinator for the two major hook-up and commissioning contracts with a value of $5,000,000,000. The contracts consisted of the hook-up and commissioning of the offshore operations and the management of the 120 vessels required for the offshore construction operations. The overall value of the project is $44,000,000,000. The main task is closing the two contracts and coming to a final account. The supervision of 20 people consisting of contract administrators, junior contract administrators, administrative, and cost engineers in 3 locations.

Fluor Experience

(September 4, 2010 thru May 30, 2012) – Contracts Manager for Infrastructure Ivanhoe Mines, Oyu Tolgoi, South Gobi, Mongolia

The contracts manager for all infrastructure contracts associated with the mine with a value of approximately $650,000,000. I had hands on involvement in the RFQ process and the drafting of the contracts and exhibits for the infrastructure contracts. Followed the established procedures for drafting, and executing the contract up to and thru the Owner final approval. This includes a 220kv line from the Chinese border to the mine site, a highway from the mine site to the Chinese border, and the construction of a new regional airport of southern Mongolia. As well as numerous other infrastructure

contracts as the need arises. Also, the supervision of 13 contracts administrators and 5 contracts assistants.

(November 4, 2008 thru July 29, 2010) - Supervisor, Contract Management Saudi Kayan U & O Project, Jubail, Saudi Arabia

The administration and management of contracts for the control building and the substations. Also, the cooling tower construction, the plant security system, and the HAZOP review. Manage the day to day correspondence, invoices, client problems, and weekly progress meetings. Updating CMSI as needed with the various changes to the contract as they occur.

Also, served as the backup person for the vendor representative coordinator in his absence.

ConocoPhillips Contracts Administration Experience____________________________

ConocoPhillips is the third-largest integrated energy company in the United States. With approximately 32,600 employees work worldwide, with operations in nearly 40 counties. The Sweeny refinery, located in Old Ocean, Texas, 65 miles southwest of Houston, has crude oil processing capacity of 247,000 barrels per day. The refinery processes mainly heavy, high-sulfur crude oil, but also processes light, low-sulfur crude oil.

(2001 to May, 2008) Contract Administrator –RMT (Refining) Division - Sweeny Refinery

Day to day administration of the contractors under my realm of responsibility as well as the pre-award and execution of all new contracts as required to meet the needs of the refinery. Following the standard processes and procedures for routing all contracts and exceptions thru the Legal Department and also thru the various levels of plant management for approval before execution.

In 2007 used an online auction system to bid out the plant trash pickup and disposal. Estimated savings for each year are $30,000 and vastly improved service.

During 2007 thru the use of the competitive bid process, I was able to save approximately $410,000.

Created and maintained the rates schedules for all of our alliance contractors, Zachry, ISI, and Hydrochem in outline agreements in SAP. The annual spend for all 3 contracts is $22,000,000. Actively manage any and all changes to these agreements to allow ebilling to occur and fully utilize our electronic systems.

In 2006, facilitated the team that selected ISI as our Alliance Contractor for scaffolding, painting, insulation, and asbestos abatement. This contractor was set up under OCIP, (Owner Controlled Insurance Program), and generated a savings of $159,000 per year for the next 3 years for a total savings of $477,000. Reduced the total markup by having the FUI and SUI deducted out and we will pay only actual costs incurred. This generated estimated savings of $180,000 per year or $540,000 over the next 3 years. The value of this contract is approximately $2,000,000 per year.

Instituted the use of contractor commitment letters for our major scheduled turnarounds to overcome the shortage of highly skilled labor along the U.S. Gulf Coast Area after Hurricane Katrina.

Applied the new directive where ConocoPhillips provides all the rental equipment required for all the tank cleaning and tank repair contractors. Thus eliminating contractor markups and using favorable previously established corporate discount pricing.

In 2005 led the team that negotiated a new 3 year contract with Zachry to perform all of our day to day maintenance and turnaround support. This contract has a yearly value of approximately $10,000,000.

In 2004 competitively bid out the tank seal inspection for the refinery with a savings of $100,000.

During 2004, led a team that was able to find an alternate process of treating the desalter mudwash waste stream. By switching contractors and processes, over 1000 tons of solid hazardous waste was eliminated. The annual operating savings are in excess of $750,000 per year.

Use ISNetworld as a tool to prospect for and evaluate new contractors that could add value at our facility. This is an online database of companies with all their safety statistics and prequalification information available for review.

Actively participated on the Purchasing Safety Action Team and the Contractor Safety Association. We actively try to educate and influence the behaviors of the contract employees to reduce the number of incidents and accidents that occur onsite.

Devoted extensive time and energy to improving communications with all internal customers. These improved lines of communications led to a greater cooperative relationship between Procurement and Operations Teams. This relationship has led to earlier contract administration involvement and greater cost savings in jobs that are formally bid.

Identify and actively recruit minority and woman owned companies to provide needed services at our facility.

The majority of my expertise is in purchasing services, but every eight weeks I am the buyer on call for the entire refinery. In the past I have purchased materials as varied as steel plate, concrete, catalyst, nitrogen, valves, and everything in between. Services are my main area but I do have a background in purchasing commodities as well.

Networked with other ConocoPhillips refineries on an ongoing basis to share best in class practices and to find out more information about contractor performance at different sites. This active sharing process has been highly beneficial to the company as whole. It has greatly expanded the knowledge base of the contract administrators.

(1981 to 2001) – Traffic and Product Accounting

Worked in various positions dealing with crude receipts and finished products shipments thru different modes of transportation.

Became a subject matter expert on four different positions: raw material receipts, finished products shipments, crude oil receipts, and truck shipments.

Maintained the crude oil receipts report which showed receipts, inventory levels in all storage tanks, and crude oil processed on a daily and monthly basis.

Obtained a strong background and working knowledge in the regulations that govern the shipping of hazardous materials.
