    In 2002 the United Nations issued aMillennium Declaration, setting out the hopesof member nations for a peaceful world with adecent standard of living for all.

    TheConventionon the Rightsof the Child

    The Convention on the Rights of the Child,

    adopted by the UN General Assembly in 1989, is aninternational human rights treaty that places childrenat the center of the quest for the universal applicationof human rights.

    The Convention is the most universally acceptedhuman rights instrument in historyit has beenratified by every country in the world except two:Somalia and the United States.

    The Convention spells out the basic human rightsthat children everywherewithout discriminationhave: the right to survival; to develop to the fullest;to protection from harmful influences, abuse andexploitation; and to participate fully in family, culturaland social life.

    In 2002 more than 7,000 peopleparticipated in the Special Session of the UN

    General Assembly on Children. The nations of the

    world committed themselves to a series of goalsto improve the situation of children and youngpeople.

    Some 180 nations adopted the document,A World Fit for Children.

    The new agenda forand withthe world's children,included 21 specific goals and targets for the nex tdecade. The agenda focused on four key priorities:promoting healthy lives; providing quality education for all; protecting children against abuse, exploitation andviolence;combating HIV/AIDS.

    The document called upon all of us to join in a globalmovement to build a world fit for children.

    The 2002 United Nations SpecialSession on Children was uniquethe first timechildren were official delegates to such a session.

    More than 400 children and adolescents,representing 154 countries, met before thesession in a Childrens Forum. All the participantshad been selected through competitions inschools or communities.

    The young people took part indecisions, discussions, mediaevents and celebrations. Theydiscussed ways for childrento work with governments

    and organizations to makethe world a better place.

    Two children selected by thegroup presented thestatement, A World Fit for Us,at the opening of the GeneralAssembly debate, formally addressingthe Assembly on behalf of children for the firsttime in the United Nations history.

    hen Phan Van Rotwas 14 years oldhe walked downto the stream near

    his house in the village ofQuet Thang in Viet Nam tocheck his familys fish traps.He noticed a strange objectin the water. Rot picked it upto look at it more closely andit exploded in his hand. It wasa cluster bomb, left in thearea by US Navy attacks

    many years ago.

    The bomb took off Rots lefthand above the wrist and his

    left leg below the knee.He also had many internalinjuries, and his family didntexpect him to live. Aninternational charity providedfunds for Rot to be treated ata local hospital, and willmake sure that he gets thetreatment he needs, and anew hand and leg.

    Rots family is very poor, andthough he will have

    treatment and artificial limbs,it will take a lot of courageand perseverance for him tosucceed in his new life.

    90 percent of domestic workers, the largest group of childworkers in the world, are girls between 12 and 17 years old.

    There are between 120 million and 150 million children and young people with

    disabilities in the world. It is estimated that less than 2 percentof them go to school.

    In Japan, by law, children born out of wedlock only inherit halfof what children born to married couples receive.

    In Bulgaria, 42% of the Roma, a minority subjected to racism, prejudice

    and rejection, have not completed basic education. In Bosnia and Herzegovina

    up to 80% of Roma children are not enrolled in school.

    2002 United Nations SpecialSession on Children selectedto deliver a message to theGeneral Assembly. It was thefirst time that children hadaddressed a formal sessionof the United Nations.

    We are children whose

    voices are not being heard:it is time we are taken intoaccount, Gabriela said. Weare united by our struggle to

    make the world a better placefor all. You call us the future,but we are also the present.

    Children all over the world,despite many difficulties, aretaking charge of their ownlives, creating networks, andinfluencing policy.

    Adults must examine their priorities in everyarena to ensure that children come first.Childrens needs are often the last consideredthey are the most powerless members of acommunity.     At the UN Special Session on Children in 2000 more than 400 children

    from 154 nations attended the Childrens Forum, where they explored ways toexpand childrens rights.

    Voices of Youth, a UNICEF sponsored Internet discussion site, has reachedthousands of young people in more than 180 countries.

    Almost half of Iraqs total population is children under 18. The war in Iraqputs children at particular risk. UNICEFs key priorities in Iraq are therecovery of basic health services and the immediate opening of classrooms.

    years old when histeacher told his class

    about people in Africa whohad a hard time getting cleanwater and access to wells.

    Without clean water, people,especially children, can getsick and sometimes die.

    Ryan asked his parents forextra chores so that he could

    earn money to dig wells inAfrica. Soon he discoveredthat one well cost $2,000,but he wasnt discouraged.He began to make speeches

    and helped to raise moreand more money. Hisorganization, RyansWell.comeventually helped to raisenearly a million dollars.

    Ryan says, I have learnedthat every child needs certainthings if they are going to behealthy and happy no matterwhere they live. Kids needclean water and sanitation,they need enough food to

    eat, they need to be able togo to school, and they needa chance to play and havefun. That way they can helpout in the world too.

There is enough moneyand food on the planet to feed or providesupplements to every child. Yet every year, over10 million children under the age of five diefrom readily preventable and treatable illnessessuch as dehydration as a result of diarrhea, acuterespiratory infection, measles, and malaria.In half of the cases, illness is complicated by

    malnutrition. Accidents kill or seriously injure largenumbers of children in both wealthy and poor nations.

    We must protect children andtheir families from thedevastating impact of

    HIV/AIDS.

    People who live in wealthy nationsoften dont know about the horrifying impactthat HIV/AIDS is having throughout the world.The statistics listed here are only a small

    indicationof the

    worldwide effects of this scourge. Complicatedby misinformation and discrimination, AIDSimpacts children everywhere.

    While there are now many drugs on the marketthat effectively control AIDS, few of these areavailable or affordable in poor countries. Africahas 70 percent of the adults, and 80 percentof the children in the world who are livingwith HIV/AIDS, but the disease is also out of

    control in many other parts of the world.A UN report says Low visibility of thedisease is no guarantee that it i s notspreading.

    Two million children live with AIDS and over 15 million havebeen orphaned by AIDS, most of them in sub-Sahran Africa.

    One third of the 2 million children living with HIV were infected throughbreastfeeding.

    Fourteen million children under the age of 15 have lost one or bothparents to AIDS. By 2010, this number is expected to exceed 25 million.

    One in four people between 15 and 49 in Southern Africa isliving with HIV.

    olani Nkosi was bornwith HIV in SouthAfrica, where morethan 70,000

    children are born HIV-positiveevery year. Gail Johnson, avolunteer at an AIDS center,fell in love with the wide-eyedtwo year old Zulu boy. Shearranged to become hisfoster mother.

    When Johnson tried to send

    Nkosi to primary school,some parents opposed hisenrollment because he wasHIV-positive. Johnsoncomplained publicly andwon her case. Nkosi wentto school.

    Nkosi fought against hisdisease and for otherchildren. He became anational figure in thecampaign to help people tounderstand AIDS. In July2000 Nkosi addresseddelegates at the internationalAIDS conference in Durban.Please help people withAIDS, he said. Supportthem, love them, care forthem.

    Nkosi died on June 1, 2001.He was 12 years old, and anational hero.

    hen Iqbal Masihwas four years oldhe went to work ina filthy carpet

    factory in Pakistan. As hegrew older, he was chainedto a loom and worked twelvehours a day, six days a week.

    In 1993, when Iqbal was tenyears old, he went to ameeting sponsored by theBonded Labor Liberation

    Front. There he learned thatchildren had rights. He spokeabout his suffering, and hisspeech was printed in thelocal paper.

    Iqbal went to school andbecame a leader. He traveledand made speeches. Hetaught other children abouttheir rights, and helped tofree many thousands ofchildren from bonded labor.

    His dream was to grow upto become a lawyer. But hisactivities made him a targetof the carpet industry.In 1995, when he was

    twelve years old, Iqbal wasassassinated while ridinghis bike.

It is critical that childrens viewsbe sought out and considered, from thehighest levels of government to the dailyfunctions of family life.

    Listening is only one step; adultsshould also take action basedon childrens input.

    Listening to children andencouraging their

    participation in decision-making helps

    to give them the experience they needto lead effectively and contributeresponsibly as adults.

    Are therechildren on the governingcouncils of the schools, churches, and otherorganizations with which you are involved?

    UNICEF supports 23 weekly programs on Radio Mozambique,in 12 local languages, all written and produced by 27 children. Program

    topics range from childrens rights to HIV/AIDS.

    In Madagascar in 2004, 90 school children presented an action plan to the

    National Assembly. One student said that the experience made me forget

    that I am poor becauseat least someone has listened to me.

    In a 2001 UNICEF survey, adolescents said that they want to participate in

    decision-making processes concerning their lives. 86.7% of adolescent boys

    and 89.6% of adolescent girls want more say in family decisions.

    ennifer Jadwero, a 14-year-old Kenyan girl,addressed the UNSpecial Session on

    Children in 2002. She talkedabout the many differentkinds of discriminationagainst girl children.

    Jennifer described how shestarted a club in her school.She asked both boys and girlsto work together against

    violence. Jennifer said, Theproblem of gender-baseddiscrimination is not just amatter of a few bad boys andmen but is a problem ofour societys social make-up.

    So to find a solution to theproblem, both girls and boys,women and men, must worktogether.

    Jennifer said, If one child istold, and that child tellsanother child, the messagecan be spread rapidly.

    Jennifer was invited to speakat a conference on violenceagainst women, and has now

    helped to start clubs aroundthe world.

    Every childall girls andboys must be allowed

    to learn.

    Children are born eager to learn. All too often they do not have

    access to education. Today, more than 110 million school-age childrenworldwide, mostly girls, are not going to school and millions moreare receiving poor quality education.

    A quality, basic education is every childs fundamental right. Childrenfrom families without money are entitled to an education. Girls areentitled to an education. So are children who must work, children

    of ethnic minorities, children with disabilities, and children affectedby violence, conflict or HIV/AIDS.

    More than 15 percent of poor girls between seven and 18 have

    never been to school of any kind.

    Infants born to mothers with no formal education are twiceas likely to die before their first birthday thanare babies born to mothers with post-primary school education.

    One million children and adolescents aged 12 to 17 are still

    unable to read and write. More than 121 million children neversee the inside of a classroom.

    But the children have

    classroomsmade of woodframes and plastic sheets.They sit on the bare floorusing school supplies

    donated by UNICEF. Nobodycomplainsthey are happyto be able to go to school.

    For Makka, school is veryimportant. My mother didnot go to school, she says.She was going after thecattle. Now with theseterrible events, she has losther cattle and she hasnothing left. If she had beento school, she would not

    have lost her knowledge.Thats why I want to go toschool and learn how to readand write.

    Millions of children are witnesses,combatants, or victims of warfare every year.Hundreds of thousands lose parents or otherfamily members. Even when they are notdirectly involved, children suffer from theeffects of war.

    After the genocide in Rwanda in 1994, a clinicalpsychologist said, Among the symptomsmanifested by children are nightmares, difficultyin concentrating, depression and a sense ofhopelessness about the future. Everywhere in theworld, children worry about war, conflict and violence.

    Do youtalk to the children in your lifeabout their fears?

    At any one time, 300,000 children under the age of 18 are

    serving as child soldiers.

    Since 1990, more than 2 million childrenhave been killed in wars, 6 million have beenseriously injured and more than 22 million have been driven

    from their homes.

    In Cambodia children account for up to 50% of landmine

    casualties. In Somalia more than 55% of landminevictims are children.

    Sixteen of the worlds 20 poorest countrieshave suffered a major civil war in the past 15 years.

    lata Filipovic was 11years old when civilwar began in Bosnia.She kept a diary from

    1991 to 1993.

    Zlata wrote about her life ina city without food, electricityor water, and worst of all, thedeath of her best friend in abomb attack. One day shewrote, War has crossed outthe day and replaced it with

    horror, and now horrors areunfolding instead of days.

    It looks to me, she wrote,as though these politicsmean Serbs, Croats andMuslims. But they are allpeople. They are all thesame.

    Zlata and her family escapedto safety in Paris in 1992. Herdiary has been published in20 languages. Zlata and herparents started a charity tohelp the victims of the

    Bosnian war, especially thechildren of Sarajevo.

    Nearly two million children every year die from water-borne diseases. Another two million die of acute respiratory infections

    resulting from air pollution.

    One-third of global disease can be attributed toenvironmental risk factors. Over 40% of diseases caused by

    environmental factors affect children under five years of age.

    In a UNICEF survey, 26% of children polled inEurope and Asia would like their country to be a place in whichthere is no pollution. Environmental issues such as poor lighting and

    high levels of traffic were cited by 20 per cent of European and

    Central Asian children who feel unsafe in their neighborhoods.

    attended a meetingsponsored by the National

    Wildlife Fund. The meetinginspired him to become anenvironmental activist. He isalso determined to preservehis culture.

    Verner is soft-spoken, but

    passionate. He makesspeeches, writes newspapereditorials and letters, and hasstarted an environmental

    youth group in hishometown, a small, coastalcommunity where fishing isa way of life. Verner caresdeeply about issues liketoxins in subsistence foods,pesticides, and farmed fish.He sees these issues asthreatening his Nativeway of life.

    Verner was nominated for astatewide Spirit of Youth

    award for his efforts.

    anessa Burton is16 and a busyvolunteer in herhometown of

    Atlanta, Georgia. Sheconducts church tutorials,teaches preschool childrenwith challenges, and servesfood at homeless shelters onSaturday mornings.

    Vanessa had never been onan airplane before she and

    her group, from CARE CorpsTeens, took off for a ruralvalley outside Lima, Peru.

    Vanessa helped to harvest

    artichokes, tried weaving ona wooden loom, and taughtchildren about hand washingand recycling. She and herfriends worked with shovelsand pickaxes to help villagersbring clean water to theirhomes.

    It's given me a new respectfor hardworking people,

    diarrhea, and measles.

    Less than 50% of the population in 18 countries uses improved drinking

    water sources. Children are particularly susceptible towater-born diseases.
