This voluntary Statement is designed to meet the disclosure requirements of the Australian Commonwealth Modern Slavery Act 2018 which come into effect in 2021 for the reporting period 1 January to 31 December 2020.

This Statement is made on behalf of Oil Search Limited and has been approved by the Oil Search Health, Safety and Sustainability Board Committee. This Statement covers all entities within the Oil Search Limited Group structure - see p 139 of Oil Search’s 2019 Annual Report for a listing of all entities. Each entity is covered by Oil Search policies, procedures and systems, including those relating to contracting, purchasing and human resources.

The modern slavery potential risks and impacts for projects which we do not control or operate do not form part of, and are not included in, this Statement.

Oil Search Limited is a Papua New Guinea (PNG) oil and gas company with operations in PNG and Alaska, USA. The Company’s vision is to generate top quartile returns for shareholders through excellence in socially responsible oil and gas exploration and production.

Since being established in 1929, Oil Search has grown into PNG’s largest single investor and most active explorer. We operate all PNG’s producing oil fields and hold an extensive PNG oil and gas appraisal and exploration portfolio. We have interests in PNG LNG (operated by ExxonMobil PNG Limited) and several major undeveloped gas fields in PNG.

Our PNG assets are located in Southern Highlands, Hela and Gulf provinces and offshore in the Gulf of Papua. Most of the crude oil and natural gas that we produce is sold into the Asia-Pacific region. Our customers include integrated oil companies, refiners, commodity trading organisations and energy generators.

In Alaska, Oil Search is the second largest holder of oil and gas leases. The Company is in the process of constructing a three-drill-site

greenfield oil development – the Pikka Unit project. This is one of the largest conventional, onshore oil fields discovered in the USA in the last few decades.

All our Alaskan assets are based in the oil-rich North Slope of the State, which contains highly prospective exploration and appraisal opportunities.

Oil Search’s operating model includes three business units: PNG, Alaska, and Corporate. These are supported by functional centres of expertise and capability and specialist teams dedicated to special projects.

We have offices in Port Moresby, Sydney, Tokyo, Anchorage and Abu Dhabi.

Oil Search is listed on the Australian and Port Moresby security exchanges (share code: OSH) and its American Depository Receipts (ADRs) trade on the US over-the-counter market (code: OISHY).

As an oil and gas company, our supply chain is predominantly made up of large international oil and gas suppliers for engineering, construction and technical services, drilling and well services, logistics and aviation services, as well as large equipment manufacturers. Most suppliers work with us under multi-year master agreements.

In 2019, we sourced goods and services directly from approximately 1,900 suppliers to the value of US$1,217 million. Of these, around 38% were based in Australia, 31% in PNG and 18% in the USA. The remainder were from Asia, New Zealand, the UK and Europe.

The Company has direct contractual relationships with several businesses established by members of local communities. Alaska Native Corporations and PNG Landowner Companies (Lancos) provide many core services to Oil Search, including drilling support, security, camp management, catering, ice roads, general maintenance and transportation.

Promoting the inclusion and development of local businesses is a key principle underpinning our contracting and procurement strategies. We have contracting and purchasing guidelines which seek opportunities to work with suppliers who apply the same principles in their supply chain. In 2019, approximately 45% of the supplier spend for our PNG business unit was with PNG-based companies, and 81% of contracted spend for our Alaskan business unit was with Alaskan- based companies.

At Oil Search, we recognise our responsibility to respect human rights. Grounded in our desire to do no harm, this respect is a fundamental commitment for our Company. We support the elimination of all forms of modern slavery.

Oil Search is a good corporate citizen, focused on responsible business practices and sustainable development. These elements of our approach to operating responsibly help to build the mutual trust and respect with stakeholders that is fundamental for maintaining a stable operating environment and supporting the Company’s long-term value creation.

We set expectations for how our businesses conduct their activities at Group level. These expectations are reflected in the Oil Search Code of Conduct, Social Responsibility Policy and supporting procedures, as well as our Human Rights and Responsible Supply Chain work programmes. Each business is required to conform with these expectations when

conducting its activities and to manage risks accordingly.

This approach applies to all employees and we expect all our suppliers and contractors to do the same.

Responsible Supply Chain management

Our Responsible Supply Chain (RSC) management processes aim to promote and protect the wellbeing of supply chain workers, local communities and the environment. This approach mitigates risk to the Company and builds trust with stakeholders.

The Oil Search Health, Safety and Sustainability Board Committee (HSSC) oversees all aspects of the Company’s social responsibility performance, including human rights and modern slavery. In 2018, the HSSC endorsed a new Responsible Supply Chain Strategy. This Strategy was grounded in the UN Guiding Principles for Business and Human Rights and promotes a holistic, integrated approach to RSC management. It forms a key part of our response to the Modern Slavery Act.

In 2019, the Responsible Supply Chain Steering Group and Working Group

convened. These groups are made up of members of the Company’s senior management team, senior procurement and contracting staff for PNG and Alaska, and relevant subject matter experts. They support the coordinated delivery of RSC objectives across the business and the development of a comprehensive Company approach to monitoring how effective the workplan actions are at identifying and minimising modern slavery risks.

Industry collaboration

During 2019, Oil Search continued to actively participate in the Global Compact Network Australia (GCNA) Modern Slavery Community of Practice and the IPIECA Social Responsibility, Human Rights and Supply Chain Working Groups. The Company also participated in the GCNA Australian Dialogue on Business and Human Rights.

These forums provide a valuable opportunity to discuss human rights, modern slavery and supply chain challenges with our peers and others, and to contribute to tools and guidance.

The key drivers and root causes behind modern slavery are context-specific, necessitating a specific analysis for countries, sectors, services and products. Our risk assessments combine country and category risks.

However, there are some common factors that make workers more vulnerable. They include poverty and inequality; discrimination (including against women, minorities, youth and migrants); conflicts and humanitarian crises; criminality and corruption; geographic isolation; illiteracy and lack of education.

The key modern slavery risks in PNG are found in the logging, construction, mining, fishing, agriculture, tourism and hospitality, domestic worker and sex work sectors. This latter sector risk is also present in Alaska, although to a much lesser degree.

The 2018 Global Slavery Index ranked PNG in the top 10 countries in Asia and the Pacific for vulnerability to slavery. The USA was ranked 158 out of 167

countries, with one of the strongest government frameworks in response to modern slavery.

In 2019, Oil Search finalised a desktop modern slavery risk review with assistance from an external international labour and human rights specialist. The analysis identified areas of potential vulnerability relevant to Company operations including:

X Outsourced services, such as construction, cleaning, catering, maintenance and facility management in all our countries of operation.

X Sourcing goods in PNG, predominantly in primary and plantation agriculture, seafood supply chains and logging supply chains.

X Use of domestic workers by expatriate staff in PNG.

In 2020, we will continue to work with our suppliers to better understand and mitigate risks in these areas.

Oil Search’s approach to human rights within our business and our supply chain is integral to conducting business responsibly.

Our employees and suppliers are required to act in a safe and responsible manner that aligns with our Code of Conduct and the standards therein including human rights, integrity, personal safety, environmental protection and good governance.

We provide mandatory Code of Conduct training to new employees and completion of annual refresher training is required by all employees to ensure that the Code is understood and in practice.

The Code of Conduct is covered during inductions and our expectations are included for discussion at regular supplier forums. For our suppliers, conducting their activities in a manner that respects human rights includes ensuring:

X No forced or compulsory labour is used, so that all work is freely chosen and access to employee documentation is not withheld.

X All workers are of applicable legal age, to prevent the use of child labour .

X Fair remuneration and work conditions for all workers.

Any suspected breaches of the Oil Search Code of Conduct can be reported by employees to their supervisor or manager, General Counsel, Legal, Compliance or People and Culture or through the Oil Search Whistle-blower Hotline (Hotline). Suppliers can report any suspected breaches to their Company representative or through the Hotline. The Hotline is managed by an independent third party and languages other than English are available.

We have several policies, procedures and controls in place covering potential modern slavery risk areas in our own workplace, including over recruitment and selection and workforce management. Personal work-related grievances can be reported by employees to their supervisor, manager or a People and Culture representative.

Our Whistle-blower Policy provides protection for employees, suppliers and other third parties to encourage speaking up, outlines the mechanisms available to report and the investigation

1 Based on the International Labour Organisation’s definition of child labour as ‘work that deprives children of their childhood, their potential and their dignity. It is work that is mentally or physically dangerous and harmful to children and interferes with schooling’. It does not include children’s or adolescents’ participation in work that does not affect their health and personal development or interfere with their schooling, such as assisting in a family business outside school hours.

and communication process that will be followed, as well as advise of the protections available. Reports can be made anonymously.

Targeted internal audits provide risk-based assurance on the effectiveness of the controls in place to manage safety and broader regulatory compliance risks associated with contracted services. These audits assure compliance with contract requirements, including safety performance, and adherence to legislative requirements. Where necessary, we issue corrective action plans and progress towards their close-out is monitored by the Audit and Financial Risk Board Committee.

Regular engagement occurs with our Joint Venture partners throughout the project lifecycle on key issues affecting project outcomes. This includes particiwpation in planning and budgeting and decision-making forums, and assurance activities including those relating to managing potential human rights impacts.

5.1 AC T I V I T I E S I N 2 019

During 2019, Oil Search continued to take key steps towards the development of a risk-based RSC approach. Our activities included:

X Finalising our Company-wide Human Rights Risk Assessment and desktop review of potential modern slavery risks and impacts. These provide an overview of potential human rights and modern slavery risks and impacts associated with each type of Company and contractor activity.

X Implementing Oil Search’s Responsible Sourcing Principles. These Principles are intended to

achieve the standards set by Oil Search’s Code of Conduct, Company policies and the United Nations Guiding Principles on Business and Human Rights.

X Developing an RSC supplier risk framework. This framework considers potential worker, community, environmental and ethical impacts associated with supplier industry, activity and country, as identified in the Oil Search Human Rights Risk Assessment and other sources such as the Global Slavery and Environmental Performance Indices.

X Preparing Oil Search’s supplier data for mapping. This included applying a consistent categorisation to all goods and services provided by Oil Search’s suppliers, identifying registered entities and trading names, and extracting supplier domicile information in preparation for supplier risk mapping.

X Implementing a new grievance management system. This included a new company-wide procedure that outlines the process and mechanisms for identifying, assessing, escalating and responding to a broad range of issues raised by external stakeholders and a new management system that will improve oversight and consistency of stakeholder issues management from receipt to resolution.

X Updating human and labour rights contract clauses. This clause is planned for inclusion initially in large and higher risk contracts being tendered during 2020, and more widely on a risk basis going forward.

5. 2 P L A N N E D AC T I V I T I E S F O R   2 02 0

The results of our efforts during 2019 will inform several activities planned for 2020. These will further our understanding of potential modern slavery risks and impacts in our supply chain.

They will also clarify and assist with strengthening our RSC management controls, particularly around suppliers identified as being at higher risk in any of our responsible business risk areas.

The activities include:

X Implementing Oil Search’s Responsible Sourcing Principles.

X Risk mapping Oil Search’s current supplier base to identify areas of potential high, medium and low risk.

X Implementing a responsible sourcing procedure to ensure Oil Search’s Responsible Sourcing Principles are embedded into the Company’s pre-award and post-award supplier assessment and engagement processes.

We remain committed to improving our understanding, management and elimination of modern slavery risks over time. We expect that our approach to managing the risk of modern slavery to continue to develop and evolve as we implement our risk assessments and planned activities for 2020.
