(U) GM-19-001:
(U) Prototype: Software and Simulation Source, Engineering White Papers, Technical Data Package. Theexpected prototype deliverables are the missiles and any additional hardware integrated within the weaponsystem. The feasibility of the prototype (e.g. Advanced Target Discriminator) will be demonstrated/testedby both the Government and the Contractor. The expected prototype deliverable quantity is four (4) toinclude an advanced target decimation system module for air-to-ground missile insertion.
(U) Requirement: The Government is seeking proposals for the development, integration, and demonstration of state-of-the-art hardware and software (HW/SW) for air/ground/sea missile applications that advance component, subsystem, system technologies for the Air-to-Ground Missile System (AGMS) to engage priority targets in complex environments. The desired outcome is a technical readiness level (TRL) 7+.

- The Government is looking for advancements in the dissemination, and command and control of sensor, weapons and communication interfaces that improve the ability to find, fix, finish, exploit, and analyze target information.
- Development tasks for the prototype include, but are not limited to component and system level numerical simulations; algorithm and software development; prototype hardware development; performance verification testing over relevant environments; and integrated Hardware-In-the-Loop (HWIL), captive-carry, field, and flight testing.
- Key advanced areas of interest are:• Autonomous Systems• Machine Learning• Multiple Simultaneous Engagement Targeting• Advanced Target Discrimination • Novel non-GPS guidance systems

KEY AGMS CHALLENGES
- The AGMS requires mature technologies (component, subsystems, and software concepts).
- Evaluation criteria includes leveraging existing HW/SW, C4ISR, platform infrastructure, and ICD. Performance should meet MIL STD for soldier safety and use.
- Prior experience with other air-to-ground systems is critical to mitigate technical and program risk.

(U) GM-19-002:
(U) Prototype: The prototype to be developed is a weapon management system hardware, software, andtechnical data package to evaluate the technical feasibility, manufacturing feasibility, and military utility forrapid retrieval and dissemination within the kill chain throughout development, testing, and operation useof the AGMS. The expected prototype deliverable quantity is four (4) to include ground based (safetymanagement system). The feasibility of the prototype (e.g. Flight Termination System) will bedemonstrated/tested by both the Government and the Project Agreement Holder. The prototype is applicableto ground/air/sea platforms.
(U) Requirement: The Government is seeking proposals for the development of Weapon Management System (WSM) for air/ground/sea missile applications that advance component, subsystem, system technologies to increase the control, communications, and safety air-to-ground missiles. Advancements will improve the effectiveness and efficiency of future air-to-ground missile enhancements while reducing the development, testing, and operational system costs. The desired outcome is a system readiness level (TRL) 7+

AFLCMC… Providing the Warfighter’s Edge(U) AMTC-19-02:
(U) Prototype: The expected prototype deliverable(s) are to be material(s) that deliver Embedded GlobalPosition/Inertial Navigation (EGI) system performance. Materials delivered should include Inertial MeasurementUnit (IMU), Global Positioning System (GPS) receiver, processors, housing unit, backplane/sufficient data transfercapability, and software that drives Position, Navigation, and Timing (PNT) solutions.
(U) Requirement: The Government is seeking proposals for a single system design agent. The system design agent will be referred as the Project Agreement Holder (PAH) throughout this document. The PAH will be required to solicit, evaluate and manage a specific extent of diverse expert design teams from Government, Industry and Academia. The teams will participate in the development of an Open Architecture (OA), for a Positioning, Navigation & Timing (PNT) prototype that maximizes the ability to incorporate new technology and/or alternative PNT solutions in a timely and affordable fashion to defeat evolving PNT threats. This prototype will be considered for the Resilient Embedded Global Positioning/Inertial Navigation (GPS/INS) (R-EGI) System Program.
The effort will be targeted at demonstrating and evolving the PNT architecture through instantiation in a Line Replaceable Unit (LRU) based on the EGI and EGI-Modernized (EGI-M) systems designed to support a Joint Armed Forces program. This ORD covers a 12 month period of performance for generation of a Government Reference Architecture (GRA) and proof-of-concept prototypes utilizing a “Best of Breed” competitive process.

KEY CHALLENGES AND ADDITIONAL GUIDANCE
- EGIs are typically closed off by the owning vendor making it very difficult to introduce new technology in a timely manner.
- Technology is more software drive than hardware driven now. This prototyping effort should evaluate/use open system architectures to the largest possible extent.
- Attributes that allow for quick insertion of technology should be developed to either speed or eliminate certification process later on.
- Develop procedures that allow for the protection of intellectual property and data rights while still allowing for quick adaptation and third party development in the prototype.
- Technical Data Packages should be detailed enough that a separate entity could reproduce the prototype with no oversight from the original developer.
- Proposers should identify any capabilities that are lacking or needed in order to accomplish their submission.
- Proposers need to be able to have flexibility to provide deliverables needed. Government has suggested a number of deliverables but that can change based on progress.

(U) GM 19-04:(U) Prototype: S3I is seeking ideas/prototype deliverable(s) for Model and Simulations (M&S), prototype hypersonic HWIL, sensor/signal processing algorithms for analysis and assessment of offense and defense hypersonic capabilities for GFE emerging threats and intelligence situational awareness.(U) Requirement: The Government is seeking proposals in the area of the design, development, analysis, prototyping and testing of hypersonic HWIL capabilities for system/component-level that can:
a) Develop and integrate hypersonic HWIL subsystems to include:• flight motion simulators and chambers• collimators, scene projectors/generators• real-time 3 Degree of Freedom (DOF)/6 DOF simulations and facility control.

• Looking for relatively mature technologies (past proof of concept). Previous demonstrations of concepts and technologies should be noted. • Example hypersonic HWIL Items Required:
÷ Flight Motion Simulator: designed for high dynamic motion÷ Collimator: Narrows a beam of particles or waves. ÷ Scene Projector Array: Infrared and RF sources÷ Scene Projector: Produce high definition dynamic IR/RF scenes ÷ Scene Generator: Computer model that creates a world representation using phenomenology, physics, and
behavioral models, to achieve a useful rendition of the domain of interest. ÷ RT 6-DoF Simulation: Change position as forward/backward (surge), up/down (heave), left/right (sway)
translation in three perpendicular axes, combined with changes in orientation through rotation about three perpendicular axes, often termed yaw (normal axis), pitch (lateral axis), and roll (longitudinal axis).
÷ Facility Control: Controls the hypersonic HWIL and collects data• Concepts/ideas proposed need to be supported with a some level of experience in designing/developing hypersonic HWIL capabilities in support of AMRDEC customers (current or potential). • Proposal evaluation criteria includes past performance, technical capabilities, overall concept, schedule, cost, etc.• Proposers should identify any capabilities that are lacking or needed in order to accomplish their submission. • Proposers need to be able to have flexibility to provide concepts/capabilities needed. (U) GM-19-006: On The Move Engagement
(U) Prototype: The prototype to be delivered will be an integrated system consisting of the necessarysensor(s), C2, launcher(s) and missile(s) necessary to demonstrate successful engagements of air andground targets while all system components are in motion. The prototype can consist of GovernmentFurnished components.
(U) Requirement: The Government is seeking proposals for the development of prototype systems forperforming air defense and indirect fire support while moving that, at a minimum, consists of weapons,sensors, and fire control that are mounted on moving platforms. Prototype systems will participate in livefire demonstrations that span multiple phases of the effort.

- This S&T effort will inform requirements for On The Move engagement capabilities for Air Defense, Long Range Precision Fires, and Next Generation Combat Vehicles.
- Current Army Air Defense and Indirect Fire Missile/Radar Systems are designed for stationary detection and launch.
- On The Move engagements inherently require the use of high bandwidth datalinks to pass target information.
- For this effort, no Electromagnetic Spectrum degradation will be considered.- Demonstrations will occur at Redstone Arsenal (non-kinetic) and an existing DoD
range capable of supporting the interceptor/missile being fired. Possible ranges include, but are not limited to Eglin AFB, Yuma Proving Grounds, White Sands Missile Range, and Dugway Proving Grounds.
- Demonstrations of this capability will be scheduled on an approximate 18 month rotation as the capability evolves.
- This effort will require an integrated system that can consist of any combination of:- Existing Government Equipment modified for on the move use, - New or Novel System Components that will allow for successful one the move

(U) GM-008_IBCS:(U) Prototype:Maturation of the IBCS Weapons System through Agile Technical Insertion
(U) Requirement:The Government is seeking proposals for efforts to define, apply, refine, and prove the use of anagile development process for the Operational Test & Evaluation (IOT&E) of the Army IntegratedAir and Missile Defense (AIAMD) Battle Command System (IBCS). The Government requirestransformation of the IBCS Incremental Development Process to an Agile Development Processwhile enhancing mission effectiveness. The Government will receive an initial softwaredevelopment plan with a section describing the Agile process, which will be utilized and furtherrefined and tested in the development of two successive prototype iterations of software (SW).This prototype project supports the Army Integrated Air and Missile Defense (AIAMD) ACAT 1Dprogram headquartered at Redstone Arsenal, AL. A follow-on production effort to this OTA may beawarded as an extension to this OTA, as a new OTA, or as procurement contract without furthercompetition. - (U) Additional Guidance- (U) Respondents that are determined to be acceptable based upon the initial
evaluations will be provided with Specifications and desired capabilities for development and specific Hardware and Software requirements and architectures. These details will be used to refine the Enhanced White Paper and Statement of Work.
- (U) Technical Data Package (TDP) content will be limited to the data required to perform the Agile Software Development effort.
- (U) The following statement has been clarified to recognize that the Potential Agreement Holder (PAH) is required to develop the Software Development Plan documenting the Agile Development Process.
- (U) Develop a working prototype of the SW using the Agile SW development process, consistent with the Government provided Section 873 Alignment Plan, as defined in the PAH developed Software Development Plan. The initial starting point for the working prototype is defined in using the current IBCS Technical Data Package (TDP). Expect updates to the SW and HW TDPs periodically throughout the effort as the IBCS system progresses to Limited User Test culminating in April 2020.

(U) The main focus of the effort is to develop an Agile process to include two successive working prototypes over the span of approximately 28 months. Each prototype will be composed of a Minimum Viable Product (MVP) and Next Viable Product (NVP) developed from a provided set of SRS requirements.
- (U) Challenges:- (U) Take a complex source code base for an integrated air and missile defense
enterprise and develop a defined set of capabilities for delivery within 1 year of contract award.
- (U) The code base is in development by the current prime contractor.- (U) A significant code base update will be provided by the Gov’t approximately 3
months after contract award.- (U) An additional update of source code based on bug fixes will be provided by the
Gov’t approximately 7 months after contract award.- (U) The awardee’s Agile framework will have to conform to the Agile framework
being defined by the Gov’t in conjunction with the Section 873 Realignment plan (to be provided at down-select).

(U) Prototype: The expected prototype deliverables are to be virtual models of Army weapon system critical computing hardware and software. The candidate weapon systems include, but are not limited to: Integrated Air and Missile Defense Battle Command System (IBCS), Patriot, Sentinel, Indirect Fire Protection Capability Increment 2-Intercept (IFPC Inc 2-I), Precision Strike Missile (PrSM), Air Defense Airspace Management (ADAM) Cell. The feasibility of the virtual models will be demonstrated/tested by the Government at Government facilities.
(U) Requirement: The US Army Program Executive Office Missiles and Space (PEO MS) is seekingsolutions to assess weapon system platforms for Cyber and Electromagnetic Spectrum resiliency. Thesolution will allow the PEO MS weapon system platforms to conduct destructive cyber and electronicwarfare assessments. Destructive assessments must be conducted within a Live, Virtual, and Constructiveenvironment due to the cost and availability associated with destroying tactical weapon system hardware.The assessments will allow PEO MS to identify system vulnerabilities, analyze system performance andmission impact while operating under cyber and electronic attacks, and develop mitigations to enhanceweapon system resiliency.

- Looking for mature design and delivery of high fidelity prototype virtualizations of critical computing hardware and software components for weapons systems (past proof of concept). Previous demonstrations of high fidelity virtual models and/or emulations of tactical weapon systems should be noted.
- Deliverables will be required hardware, firmware, software interfaces, and dynamic modeling and simulation (M&S) capabilities to allow for integration of the high-fidelity prototype virtualizations into test bed and/or hardware-in-the-loop (HWIL) environments to facilitate repetitive, destructive testing of the prototype virtualizations.
- Prior experience in development and integration of automated algorithms for threat detection and discrimination and advanced feature extraction.
- Demonstrate the ability to conduct laboratory and field testing and assessments of weapon system critical computing hardware and software prototypes in operationally relevant environments, including development of any required data collection and analysis, sensors, equipment, or tools.
- Proposers should identify any capabilities that are lacking or needed in order to accomplish their submission.

(U) AMTC 19-01:GM-001(U) Prototype: The expected prototype deliverables are both full scale and sub scale thermalprotection systems (TPS), seeker window technologies, and flight instrumentation applied tocritical components of hypersonic missiles to include hypersonic glide vehicles.
(U) Requirement:
• The US Army AMRDEC is conducting prototype thermal protection system and seeker window technologies development for future hypersonic missiles to include hypersonic glide vehicle airframes.
• TPS technologies of interest include nose tips, acreage, structural and non-structural insulations, leading edges, and control surfaces and supporting components required to provide system solutions for addressing the several aerothermal and thermostructuralenvironments of hypersonic flight
• Seeker window technologies include seeker windows, integral antenna planes, attachment technologies and other component and system technologies allowing for the use of hypersonic seekers

BACKGROUND
Hypersonics is an emerging technology that has recently been designated as one of the top priorities across many organizations in the US Department of Defense.• Dr. Michael Griffin, Undersecretary of Defense for Research and
Engineering recently described the development of hypersonic weapons as “the Highest Technical Priority” and everyone must understand the “Sense of Urgency” in developing, maturing and fielding this capability.
• Thermal Protection Systems (TPS) and seeker window design solutions for highly maneuverable hypersonic missile systems provide enabling capability to meet target lethality requirements while providing systemsurvivability.

Hypersonic missile system requirements present significant design and manufacturing challenges• High enthalpy flow fields
• Highly transient large thermal gradients
• High dynamic pressure environments
• Extreme aerodynamic loads (g-loads) for survivability
• Long duration thermal soak
• Potential for self emission on windows
• Severe attachment induced thermostructural loads for windows

SUMMARY
• The U.S. Army has been conducting research and development on hypersonic missile systems representing significant challenges to existing state of the art in thermal protection systems and seeker windows
• The design challenges require rigorous characterization of flight environments as well as the anticipated physics based effect on material thermodynamic response
• Coupled to any TPS/seeker window development is the requirement to conduct adequate ground testing and boundary condition characterization to develop flight design models
• Manufacturability and assembly/integration represent key challenges which must be addressed in parallel to any technology development
• Flight test and evaluation is the objective for transitioning technology to the warfighter
