Important Information Regarding Trade Bans on Various Products I. Avian Influenza Bans Japan currently prohibits the importation of certain poultry products from the below states, depending on the production dates. Exporters should verify prior to shipment what certification statements are necessary. ** Most poultry products may not be exported from states noted in red below. Update: On August 22, 2014, MAFF (Japanese animal health authorities) agreed to, for certain products under AMS and FSIS certification, limit LPAI bans to a 10 km radius zone rather than a State-wide zone. [HPAI bans are still statewide.] On September 9, 2014, MAFF agreed to similar changes for certain commodities certified by APHIS. Important Information Regarding Trade Bans on Various Products

I. Avian Influenza Bans

Japan currently prohibits the importation of certain poultry products from the below states, depending on the production dates. Exporters should verify prior to shipment what certification statements are necessary.**

Most poultry products may not be exported from states noted in red below. Update: On August 22, 2014, MAFF (Japanese animal health authorities) agreed to, for certain products under AMS and FSIS certification, limit LPAI bans to a 10 km radius zone rather than a State-wide zone. [HPAI bans are still statewide.] On September 9, 2014, MAFF agreed to similar changes for certain commodities certified by APHIS. Arkansas Product produced on or after May 9, 2008 but before September 22, 2008; Product produced on or after May 16, 2013 but before October 22, 2013; and product which is produced on or after February 10, 2015 but before August 28, 2015 (HPAI ban).

For product produced on or after August 22, 2014, only a portion of the State was banned until September 16, 2014 when the ban on that portion was also lifted [that portion is shown in NOTE ONE at the end of Section I of this document]; Product which is produced on or after December 31, 2014 but before August 28, 2015 (HPAI ban); product produced on or after August 15, 2018 but prior to August 20, 2019 from only the portion of the State shown in NOTE TWENTY-ONE at the end of Section I of this document, product produced on or after March 25, 2019 but prior to October 3, 2019 from only the portion of the State shown in NOTE TWENTY-SEVEN at the end of Section I of this document; and product produced on or after June 4, 2019 but prior to September 3, 2020 from only the portion of the State shown in NOTE TWENTY-EIGHT at the end of Section I of this document.

Connecticut Product produced prior to November 10, 2006; and product produced on or after March 6, 2019 but prior to July 19, 2019 from only the portion of the State shown in NOTE TWENTY-SIX at the end of Section I of this document.

Delaware Product produced prior to July 8, 2004; and product which is produced on or after March 12, 2014 but before July 7, 2014; and product produced on or after July 29, 2014 but before December 9, 2014 from only the portion of the State shown in NOTE TWO at the end of Section I of this document.

Georgia Product which is produced on or after February 27, 2017 but before July 20, 2017 from only the portion of the State shown in NOTE Sixteen at the end of Section I of this document.

Idaho Product produced on or after August 5, 2008 but before February 2, 2009; and product which is produced on or after December 17, 2014 but before August 28, 2015 (HPAI ban). Product which is produced on or after March 15, 2017 but prior to August 2, 2017 from only the portion of the State shown in NOTE Seventeen at the end of Section I of this document.

Iowa Product which is produced on or after March 22, 2015 but before December 21, 2015 (HPAI ban).

Kansas Product which is produced on or after February 12, 2015 but before August 28, 2015 (HPAI ban).

Kentucky Product produced on or after March 10, 2009 but before October 22, 2009. Product which is produced on or after February 23, 2017 but prior to August 24, 2017 from only the portion of the State shown in NOTE Fourteen at the end of Section I of this document.

Maryland Product produced prior to July 22, 2004; and product which is produced on or after March 10, 2014 but before August 7, 2014.

Michigan Product produced on or after November 9, 2014 but before August 28, 2015 from only the portion of the State shown in NOTE THREE at the end of Section I of this document, and product which is produced on or after September 10, 2015 but before January 14, 2016 from only the portion of the State shown in NOTE FIVE at the end of Section I of this document.

Minnesota Product produced on or after March 29, 2007 but before September 14, 2007; product produced after April 15, 2009 but before April 1, 2010; product produced on or after April 18, 2011 but before November 17, 2011; and product which is produced on or after February 5, 2015 but prior to December 11, 2015(HPAI ban); and product which is produced on or after September 28, 2018 but prior to May 1, 2019 from only the portion of the State shown in NOTE TWENTY-TWO at the end of Section I of this document; and product which is produced on or after October 9, 2018 but prior to May 1, 2019 from only the portion of the State shown in NOTE TWENTY-THREE at the end of Section I of this document; and product which is produced on or after January 1, 2019 but prior to May 1, 2019 from only the portion of the State shown in Note TWENTY-FOUR at the end of

of the State shown in NOTE THIRTY at the end of Section I of this document; and product produced on or after March 16, 2020 but before August 5, 2020 from the entire State.

South Dakota Product produced May 24, 2007-October 11, 2007; Product produced October 17, 2007-March 20, 2008; Product produced on or after January 9, 2012 but before August 31, 2012; and product which is produced on or after March 8, 2015 but before December 15, 2015 (HPAI ban).

Rhode Island Product produced prior to August 24, 2004 Tennessee Product produced on or after April 7, 2009 but before December 25,

2009; and product produced on or after February 9, 2017 but prior to August 14, 2017.

Texas Product produced prior to October 7, 2004; and product which is produced on or after February 9, 2018 but prior to June 21, 2018 from only the portion of the State shown in NOTE Nineteen at the end of Section I of this document.

Virginia Product produced on or after June 15, 2007 but before November 11, 2007

Washington Product produced on or after December 3, 2014 but before August 28, 2015 (HPAI ban).

West Virginia Product produced between March 10, 2007 and August 2, 2007 Wisconsin Product produced on or after June 3, 2013 but before October 30, 2013;

**Most poultry products under APHIS certification are believed to require certification statements that they did not transit (nor were stored in) “banned” states during the time periods identified above.

KNOWN EXCEPTIONS TO BAN- (For more information on these exceptions, please return to the previous page and select the pertinent article).

Finished, packaged, shelf-stable dry (“crunchy” or hermetically-sealed) pet food is not subject to these bans. Feathers (special certification required- may be required to be fumigated at port of entry). Egg shells- blown (disinfected) egg shells intended for ornamental purposes Certain Blood products (originating from birds) intended for technical/research purposes Certain heat-processed egg products for animal consumption.

Other exceptions to the bans may exist. Exporters should always have their Japanese importers contact the Japanese Animal Quarantine Service office for confirmation. NOTES (Zones Banned for LPAI bans in place on or after August 22, 2014):

II. Newcastle Disease Ineligibilities

Prior to March 5, 2019, Japan prohibited the importation of certain poultry products from areas within 50 km of confirmed detections of Newcastle disease (ND) as defined by the World Organization for Animal Health (OIE). This includes those commodities where the specific IREG indicates “50 km” related to Newcastle disease requirements. On March 5, 2019, Japan agreed to change for some commodities the ND restrictions to the county level. In February 2020, Japan agreed to make the same change to the remaining products covered by their ND restrictions. The counties listed in the following table are currently under ND restrictions for export to Japan (where the certificate requires to product to originate from counties free of Newcastle disease) for the referenced production dates:

III. Bovine Spongiform Encephalopathy Bans

The only exceptions to the following bans are the items with protocols listed on the previous page (items that meet all requirements of those protocols).

All products derived from cattle, sheep, goats, & products are prohibited.

Also prohibited regardless of species of origin (these materials are prohibited import even if derived from animals other than ruminants): bone charcoal (e.g. for water purification), bone meal, meat meal, meat-and-bone meal, blood meal, blood products (other than those used for cosmetics, pharmaceuticals, medical devices and specific research or experiment), skin meal (including leather meal), feather meal, hoof meal, horn meal, offal meal, hydrolyzed protein, fish meal, animal fat/oil, powdered animal fat/oil, greaves, dicalcium phosphate, gelatin, collagen, ossein, or any products containing these items which may be used as livestock feed or fertilizers. Spray dried meals and digests (liquid and dry) intended for the production of pet food are included in the ban (although finished pet food is generally exempt).

IV. Chronic Wasting Disease (CWD) Bans

Japan prohibits the importation of any US cervid products because of Chronic Wasting Disease (CWD). This includes products of deer, elk, moose, and caribou. The only product known to be exempt from the ban is fully tanned leather. For very limited research purposes, Japan may issue a special permit depending on the product and conditions. The importer or exporter should contact Animal Quarantine Station and submit all the detailed information. The special permit is issued very rarely by Japan for prohibited materials for only limited occasions. APHIS cannot issue an export certificate for cervid products to Japan unless a valid Japanese import permit (and an English translation) are provided to the issuing office at the time of endorsement.
