October 2020 Seasonally Adjusted Employment and Labor Force Informaon Total Nonfarm employment (1,877,200 jobs) gained 21,500 jobs over the month but lost 105,800 jobs over the year. Louisiana nonfarm employment has seen 17 consecuve over-the-year losses. Louisiana has added 154,800 jobs from the April 2020 Covid employment low point of 1,722,400 jobs. Private sector employment (1,554,000 jobs) added 25,100 jobs over the month but lost 96,700 jobs over the year. Private sector employment has lost jobs over-the-year for 17 straight months. Private sector employment has added 153,700 jobs since the April Covid low point of 1,400,300 jobs. Mining and Logging (27,700 jobs) lost 400 jobs over the month and lost 8,400 jobs over the year. The series has lost jobs over the month in seven of the last 10 months, and for 13 of the last 14 months over the year. This is the lowest employment level in series history (began 1990). Construcon (134,100 jobs) gained 6,700 jobs over the month but lost 2,500 jobs over the year. Construcon has lost jobs over the month in 17 of the last 24 months. Construcon has lost jobs over the year for 21 consecuve months. Manufacturing (127,500 jobs) lost 800 jobs over the month and lost 8,600 jobs over the year. This is the 2nd lowest employment level in series history (April 2020, series began 1990). Manufacturing has lost jobs over the year for 10 straight months. Trade, Transportaon, and Ulies (370,500 jobs) gained 4,500 jobs over the month but lost 8,200 jobs over the year. The series has lost jobs over the year for 20 straight months. Wholesale trade (63,000 jobs) showed no change over the month but lost 5,300 jobs over the year. Retail trade (221,100 jobs) added 3,400 jobs over the month but lost 1,000 jobs over the year. Retail trade has lost jobs over the year for 46 consecuve months. Transportaon, warehousing, and ulies (86,400 jobs) added 1,100 jobs over the month but lost 1,900 jobs over the year. Informaon (19,800 jobs) gained 200 jobs over the month but lost 1,400 jobs over the year. This is the 14th straight over-the-year loss for the series. Financial Acvies (91,500 jobs) lost 1,300 jobs over the month and lost 700 jobs over the year. Professional and Business Services (209,000 jobs) added 5,600 jobs over the month but lost 5,500 jobs over the year. Professional, scienfic, and technical services (89,000 jobs) added 3,300 jobs over the month but lost 400 jobs over the year. Administrave and support and waste management and remediaon services (98,700 jobs) added 2,300 jobs over the month but lost 3,900 jobs over the year. Educaon and Health Services (299,700 jobs) gained 2,500 jobs over the month but lost 22,100 jobs over the year. The educaonal services subsector (46,600 jobs) lost 100 jobs over the month and lost 2,200 jobs over the year. The healthcare and social assistance subsector (253,100 jobs) added 2,600 jobs over the month and lost 19,900 jobs over the year. Leisure and Hospitality (203,700 jobs) gained 8,000 jobs over the month but lost 35,800 jobs over the year. Arts, entertainment, and recreaon (24,200 jobs) added 500 jobs over the month but lost 5,700 jobs over the year. Accommodaon and food services (179,500 jobs) added 7,500 jobs over the month but lost 30,100 jobs over the year. Other Services (70,500 jobs) gained 100 jobs over the month but lost 3,500 jobs over the year. Government (323,200 jobs) lost 3,600 jobs over the month and lost 9,100 jobs over the year. State government (90,900 jobs) lost 600 jobs over the month and lost 200 jobs over the year. Local government (199,300 jobs) lost 1,100 jobs over the month and lost 10,300 jobs over the year. Civilian Labor Force - Statewide and Naonal Trends: The October 2020 preliminary, seasonally-adjusted unemployment rate for Louisiana increased to 9.4 percent from the September rate of 8.0 percent. The naonal unemployment rate for October 2020 was 6.9 percent, a decrease from its September rate of 7.9 percent. Unemployment in the state for October was 198,710. The state civilian labor force increased to 2,113,377 with a decrease in total employment to 1,914,667. October 2020 Seasonally Adjusted Employment and Labor Force Information

Total Nonfarm employment (1,877,200 jobs) gained 21,500 jobs over the month but lost 105,800 jobs over the year. Louisiana nonfarm employment has seen 17 consecutive over-the-year losses. Louisiana has added 154,800 jobs from the April 2020 Covid employment low point of 1,722,400 jobs.

Private sector employment (1,554,000 jobs) added 25,100 jobs over the month but lost 96,700 jobs over the year. Private sector employment has lost jobs over-the-year for 17 straight months. Private sector employment has added 153,700 jobs since the April Covid low point of 1,400,300 jobs.

Mining and Logging (27,700 jobs) lost 400 jobs over the month and lost 8,400 jobs over the year. The series has lost jobs over the month in seven of the last 10 months, and for 13 of the last 14 months over the year. This is the lowest employment level in series history (began 1990).

Construction (134,100 jobs) gained 6,700 jobs over the month but lost 2,500 jobs over the year. Construction has lost jobs over the month in 17 of the last 24 months. Construction has lost jobs over the year for 21 consecutive months.

Manufacturing (127,500 jobs) lost 800 jobs over the month and lost 8,600 jobs over the year. This is the 2nd lowest employment level in series history (April 2020, series began 1990). Manufacturing has lost jobs over the year for 10 straight months.

Trade, Transportation, and Utilities (370,500 jobs) gained 4,500 jobs over the month but lost 8,200 jobs over the year. The series has lost jobs over the year for 20 straight months. Wholesale trade (63,000 jobs) showed no change over the month but lost 5,300 jobs over the year. Retail trade (221,100 jobs) added 3,400 jobs over the month but lost 1,000 jobs over the year. Retail trade has lost jobs over the year for 46 consecutive months. Transportation, warehousing, and utilities (86,400 jobs) added 1,100 jobs over the month but lost 1,900 jobs over the year.

Information (19,800 jobs) gained 200 jobs over the month but lost 1,400 jobs over the year. This is the 14th straight over-the-year loss for the series.

Financial Activities (91,500 jobs) lost 1,300 jobs over the month and lost 700 jobs over the year.

Professional and Business Services (209,000 jobs) added 5,600 jobs over the month but lost 5,500 jobs over the year. Professional, scientific, and technical services (89,000 jobs) added 3,300 jobs over the month but lost 400 jobs over the year. Administrative and support and waste management and remediation services (98,700 jobs) added 2,300 jobs over the month but lost 3,900 jobs over the year.

Education and Health Services (299,700 jobs) gained 2,500 jobs over the month but lost 22,100 jobs over the year. The educational services subsector (46,600 jobs) lost 100 jobs over the month and lost 2,200 jobs over the year. The healthcare and social assistance subsector (253,100 jobs) added 2,600 jobs over the month and lost 19,900 jobs over the year.

Leisure and Hospitality (203,700 jobs) gained 8,000 jobs over the month but lost 35,800 jobs over the year. Arts, entertainment, and recreation (24,200 jobs) added 500 jobs over the month but lost 5,700 jobs over the year. Accommodation and food services (179,500 jobs) added 7,500 jobs over the month but lost 30,100 jobs over the year.

Other Services (70,500 jobs) gained 100 jobs over the month but lost 3,500 jobs over the year.

Government (323,200 jobs) lost 3,600 jobs over the month and lost 9,100 jobs over the year. State government (90,900 jobs) lost 600 jobs over the month and lost 200 jobs over the year. Local government (199,300 jobs) lost 1,100 jobs over the month and lost 10,300 jobs over the year.

Civilian Labor Force - Statewide and National Trends: The October 2020 preliminary, seasonally-adjusted unemployment rate for Louisiana increased to 9.4 percent from the September rate of 8.0 percent. The national unemployment rate for October 2020 was 6.9 percent, a decrease from its September rate of 7.9 percent. Unemployment in the state for October was 198,710. The state civilian labor force increased to 2,113,377 with a decrease in total employment to 1,914,667.

Statewide

Nonfarm employment (1,882,700 jobs) in Louisiana gained 29,300 jobs over the month but lost 112,000 jobs over the year. This is the 17 th

consecutive over-the-year loss for the series.

Total private employment (1,554,700 jobs) showed a gain of 28,800 jobs over the month but a loss of 102,800 jobs over the year. This is the 17th

consecutive over-the-year loss in the series.

Mining and logging (28,100 jobs) lost 600 jobs over the month and lost 8,800 jobs over the year. This shows 10 consecutive over-the-year losses,

and is the lowest employment level in series history.

Construction (132,400 jobs) added 4,600 jobs over the month but lost 6,800 jobs over the year. The series has lost jobs over the month in 19 of

the last 28 months, and for 21 straight months over the year. The construction of buildings subsector added 500 jobs over the month but lost

4,300 jobs over the year. The heavy and civil engineering subsector gained 800 jobs over the month but lost 100 jobs over the year. Specialty

trade contractors added 3,300 jobs over the month but lost 2,400 jobs over the year.

Manufacturing (128,300 jobs) lost 500 jobs over the month and lost 8,200 jobs over the year. Manufacturing has lost jobs over the year for 13

consecutive months. This is the 3rd lowest employment level in series history (began in 1990), and is the lowest level of employment for the

month of October. Durable goods manufacturing lost 800 jobs over the month and lost 5,000 jobs over the year. Non-durable goods

manufacturing gained 300 jobs over the month but lost 3,200 jobs over the year.

Trade, transportation, and utilities (369,400 jobs) added 5,500 jobs over the month but lost 8,100 jobs over the year. The series has lost jobs over

the year for 20 straight months. Wholesale trade showed no change over the month but lost 5,300 jobs over the year. Retail trade gained 4,400

jobs over the month but lost 1,000 jobs over the year. Retail trade has lost jobs over the year for 45 straight months. Transportation,

warehousing, and utilities added 1,100 jobs over the month but lost 1,800 jobs over the year.

Information (19,300 jobs) added 300 jobs over the month but lost 1,500 jobs over the year. The series has lost jobs over the year for 14 consecutive

months.

Financial activities (91,800 jobs) lost 1,000 jobs over the month and lost 600 jobs over the year. The depository credit intermediation industry lost

300 jobs over the month and lost 700 jobs over the year.

technical services added 4,000 jobs over the month but lost 1,400 jobs over the year. The architectural, engineering, and related services

industry gained 1,400 jobs over the month. Administrative and support and waste management and remediation services gained 3,600 jobs over

the month but lost 4,100 jobs over the year. The employment services industry lost 6,500 jobs over the year.

Education and health services (301,600 jobs) added 4,500 jobs over the month but lost 22,300 jobs over the year. Educational services added 700

jobs over the month but lost 2,200 jobs over the year. Health care and social assistance gained 3,800 jobs over the month but lost 20,100 jobs

over the year. The series has lost jobs over the year for eight straight months, the only over-the-year losses in the series since August 2006.

Leisure and hospitality (202,200 jobs) gained 8,000 jobs over the month but lost 36,200 jobs over the year. Arts, entertainment, and recreation

added 600 jobs over the month but lost 5,500 jobs over the year. Gambling industries lost 2,300 jobs (-28%) over the year. Accommodation and

food services added 7,400 jobs over the month but lost 30,700 jobs over the year. The accommodation industry gained 700 jobs over the month

but lost 8,300 jobs (-25.2%) over the year. Food services and drinking places added 6,700 jobs over the month but lost 22,400 jobs from last year.

Other services (70,900 jobs) increased by 400 jobs over the month but decreased by 3,600 jobs over the year. This is the lowest employment level for

October since 2012.

Government (328,000 jobs) added 500 jobs over the month but lost 9,200 jobs over the year. State government (94,700 jobs) added 900 jobs over

the month and added 400 jobs over the year. Local government (200,500 jobs) added 1,800 jobs over the month but lost 10,800 jobs over the

year.

jobs over the year for 10 consecutive months. Trade, transportation, and utilities gained 300 jobs over the month. Local government

added 100 jobs over the month but lost 400 jobs over the year.

Baton Rouge MSA Not Seasonally Adjusted

The October 2020 estimate is 393,100 jobs. The MSA gained 5,900 jobs over the month but lost 18,600 jobs over the year. The MSA has

lost jobs over the year for 17 consecutive months. Construction added 2,500 jobs over the month but lost 900 jobs over the year.

Construction of buildings lost 800 jobs over the year, heavy and civil engineering gained 900 jobs over the month, and specialty trade

contractors gained 1,400 jobs over the month. Manufacturing lost 400 jobs over the month and lost 1,600 jobs over the year. Trade,

transportation, and utilities added 900 jobs over the month but lost 1,300 jobs over the year. The series has lost jobs over the year

for 14 consecutive months. Wholesale trade lost 500 jobs over the year. Retail trade gained 600 jobs over the month but lost 200 jobs

over the year. Retail trade has lost jobs over the year for 37 consecutive months. Transportation, warehousing, and utilities added 200

Houma MSA Not Seasonally Adjusted The October 2020 estimate is 83,700 jobs. The MSA added 700 over the month but lost 4,600 jobs over the year. The MSA has lost jobs

over the year for eight consecutive months. Mining and logging lost 1,300 jobs over the year. The series has lost jobs over the year in 15

of the last 18 months. Construction lost 500 jobs over the year. Trade, transportation, and utilities gained 100 jobs over the month but

lost 900 jobs over the year. Leisure and hospitality lost 1,000 jobs over the year. Local government added 300 jobs over the month but

lost 300 jobs over the year.

Lafayette MSA Not Seasonally Adjusted

The October 2020 estimate is 193,900 jobs. The MSA gained 1,100 jobs over the month but lost 11,100 jobs over the year. The MSA

has lost jobs over the year for 14 straight months. Mining and logging lost 3,300 jobs over the year. The series has lost jobs over the

year for 10 straight months. Construction added 200 jobs over the month but lost 500 jobs over the year. Manufacturing lost 200 jobs

Glossary & Technical Notes Average Hourly Earnings/Average Weekly Earnings/ Average Weekly Hours

(CES/BLS) - average total money earnings, in the survey week (i.e., the week that

includes the twelfth of the month), of production workers plus nonsupervisory

workers not in production, including overtime, paid vacation and sick leave.

Civilian Labor Force - that portion of the population, age sixteen or older, which

is employed or unemployed and actively seeking employment during the refer-

ence week of the twelfth of the month.

Employed - the members of the labor force who worked for pay or

profit, or had a job from which they were temporarily absent because of

illness, vacation, labor dispute, or other reasons not reflecting a short-

age of work, or who worked fifteen hours or more as unpaid workers

in an enterprise operated by a member of the family.

Unemployed - the members of the labor force who did not work but

were seeking work or were awaiting recall from layoffs or the beginning of a

new job within thirty days.

Unemployment Rate - the number of unemployed persons expressed as a percentage of the labor force.

Continued Claim - each week claimed subsequent to the filing of the initial claim for a week of unemployment compensation.

Current Employment Statistics (CES) - estimates of nonfarm employment and

production workers hours and earnings by industry. They are produced as part of

a nationwide program, in cooperation with the Bureau of Labor Statistics (BLS),

for the state and each metropolitan statistical area (MSA) from a sample of em-

ploying establishments.

Current Population Survey (CPS) - a monthly household survey of the

U.S. population conducted for the Bureau of Labor Statistics (BLS) by the Bureau of t h e Census, of 60,000 selected households. Respondents are interviewed to obtain information on the employment status of each household member age 16 and over, during the reference week of the twelfth.

Durable Goods - items with a normal life expectancy of three years or more.

Automobiles, furniture, household appliances, and mobile homes are examples.

Extended Layoff Event - Fifty or more initial claims for unemployment insur-

ance benefits from an establishment during a 5-week period, with at least 50

workers separated for more than 30 days.

Initial Claims - a new claim, filed to open a claim for unemployment com-

pensation.

Metropolitan Statistical Area (MSA) - a geographical area comprised of a parish

generally containing a central city (or twin cities) of 50,000 inhabitants or more and

contiguous parishes that are socially and economically integrated with the central

city.

Micropolitan Statistical Area (MC) - a geographical area comprised of a parish

containing a central city of at least 10,000 but less than 50,000 inhabitants

and contiguous parishes that are socially and economically integrated with

the central city.

NAICS (North American Industry Classification System) - an industry classification system that groups establishments into industries based on the activities in which they are primarily engaged.

Nonfarm Employment - employment by place of work that does not include the

self employed, unpaid family workers, domestics, or agriculture workers. All esti-

mates of nonfarm employment in this publication are in cooperation with the

U.S. Department of Labor Bureau of Labor Statistics and include all full-time and

part-time workers who were employed during the pay period including the

twelfth of the month.

Nondurable Goods - items that generally last for only a short period of time (less

than three years). Food, beverages, apparel, and gasoline are common examples.

Seasonally Adjusted - monthly data that is adjusted to minimize the changes in any

time series which result from normal annual occurrences such as Christmas,

summer vacations, and weather patterns.

Separation - The release of persons from an employer as part of a mass layoff

event. Such releases involve both persons subject to recall and those who are

terminated by the establishment.

Subsector - refers to the three-digit NAICS code, which will fall under the partic-

ular sector. Example: If Manufacturing (31-33) is the industry sector, then Food

manufacturing (311), Paper manufacturing (322), Chemical manufacturing

(325), Transportation equipment manufacturing (336), are some of the subsectors of

manufacturing.

Services; Leisure & Hospitality; Other Services; and Government.

Industry Sector - 20 industry sectors based on two-digit NAICS code. They are Agricul-

ture, Forestry, Fishing and Hunting (11), Mining (21), Utilities (22), Construction

(23),Manufacturing(31-33),WholesaleTrade(42),RetailTrade(44-45),Transportation and

Warehousing (48-49), Information (51), Finance and Insurance (52), Real Estate and Rental

and Leasing (53), Professional and Technical Services (54), Management of Companies and

Enterprises (55), Administrative and Waste Services (56), EducationalServices

(61),HealthCareandSocialAssistance(62),Arts,Entertainment, and Recreation

(71),Accommodation and Food Services (72), Other Services (81), and Public Administra-

tion (92).

Constraints of the monthly civilian labor force and nonfarm employment estimates:

The civilian labor force estimates are derived by a monthly survey of approximately 723 households throughout Louisiana following the Bureau of Labor Statistics (BLS) methodology. The US Census Bureau conducts the survey by calling randomly selected households and providing BLS with sur-vey results. Households are asked for the number of residents who are sixteen and over and whether they were working or actively looking for work during the week of the twelfth of the month. Responses to these questions become part of the formula to determine the number of people employed and the num-ber of individuals unemployed for the state, MSAs, and each parish every month.

The nonfarm employment estimates are derived from responses received from the monthly BLS survey of approximately 7,000 businesses across the state. Responses capture employment activity during the 12th of each month. This survey relies on responses from these businesses to produce industry employment levels for the state and all metropolitan statistical areas.

Both data sets are comparable with estimates for the U.S., all 50 states, and 387 metropolitan areas across the U.S.
