Jeep Patriot is the lowest-priced SUV by ANN M. JObAssociAted Press

Buyers with a small-car budget don’t have to settle for a small car when they would rather drive a sport utility vehicle. In fact, they can get a new Jeep for less than the retail price of a 2013 Toyota Corolla sedan.

The 2013 Jeep Patriot, with rugged good looks and the high ride height that many drivers enjoy, has the lowest starting manufacturer’s sug-gested retail price, including destination charge, of any new SUV on the market.

The base, five-passenger, two-wheel drive, 2013 Pa-triot with five-speed manu-al transmission starts at just $16,990, while the base 2013 Patriot with a continuously variable transmission (CVT) that operates like an auto-matic starts at $18,090.

Even with four-wheel drive added, the American-made, 2013 Patriot remains bargain-priced at $18,990.

In comparison, compet-ing compact SUVs by South Korea’s Kia and Hyundai brands have starting retail prices of more than $19,800 as two-wheel drive models.

And the top-selling Honda CR-V and Toyota RAV4 compact SUVs have starting MSRPs, including destina-tion charges, of more than $23,600 for base, two-wheel drive models.

Buyers of the Patriot, however, shouldn’t expect to get all the features of the higher-priced SUVs.

The lowest-priced Patriot model — the Sport — does not include air conditioning and has manual, crank win-dows and manually adjusted outside mirrors.

In addition, the Patriot comes with a choice of two four-cylinder engines — one offering 158 horsepower

and the other 172 horses — but neither has great fuel economy. Federal govern-ment ratings range between 20 and 23 miles per gallon in city driving and 23 and 30 mpg on the highway, depending on the Patriot model.

In comparison, the 2013 Mazda CX-5 with four cylin-der and automatic trans-mission is rated at 26/32 mpg and leads all non-hy-brid, four-cylinder-pow-ered, compact SUVs in fuel economy.

Plus, the 2013 Patriot comes with a smallish, 13.6-gallon fuel tank. So the range for the Patriot on a single tank of gasoline can be less than 330 miles.

The test Patriot Latitude 4X4 model, with uplevel, 172-horsepower four cylin-der, averaged only 19 mpg, providing a range of less than 260 miles on a single tank. Most of the driving was in city and suburb conditions.

Yet, this Patriot’s trans-mission was the CVT, which is designed to optimize gear ratios for improved fuel economy.

Alas, the Patriot’s CVT also annoyed by keeping the engine at noisy, high revs, even as acceleration lagged. Torque in this uplevel, 2.4-liter four cylinder peaks at 165 foot-pounds at 4,400 rpm.

Jeep officials are address-ing the CVT issue by substi-tuting a six-speed automatic in the 2014 Patriot. The five-speed manual and the two four cylinder powerplants remain.

Mechanically, the Patriot, which was introduced as a new 2007 model, is based on the Dodge Caliber hatchback that Chrysler. built through the 2012 model year.

The Patriot also uses many of the same components,

such as four-cylinder en-gines, as the Jeep Compass. The Compass, however, comes with more standard features than the Patriot and has a higher starting retail price of $20,490.

The Patriot is available with two-wheel drive as well as two different kinds of four-wheel drive systems — one of which includes a low range and other off-roading necessities.

The Patriot looks like a Jeep, with upright grille and boxy styling. Inside, the 2013 Patriot has a straightfor-ward, not fancy, dashboard and instrument cluster and doesn’t offer a rearview camera, which is a standard feature on the RAV4 and CR-V.

The ride is quite good. The test Patriot Latitude 4X4, with uplevel 17-inch, all-terrain tires, rode nicely on both pavement

and dirt lanes.The front, independent

MacPherson strut suspen-sion and rear, independent, multi-link setup worked well to keep harsh jolts away from passengers. There was a tippy feeling in sweep-ing curves, but the Patriot moved along with purpose.

Too bad the rack-and-pinion steering wasn’t precise.

Driver and passengers liked the good views that the 5-foot-6-inch-tall Patriot 4X4 provided.

Ground clearance can be as much as 8.1 inches, which means the Patriot is ready for straddling off-road ob-stacles.

There’s a good 39-plus inches of legroom in front and back seats. But back seat passengers must arrange their feet around front-seat tracks that intrude into rear foot space.

The Patriot has ample headroom of at least 40 inches in both front and back seats.

Seats have upright posi-tioning and are rather flat, not sculpted, in their shape. Cushions have a spongy feel and are not plush and the cloth on the seats of the test Patriot looked basic even though Jeep calls it “deluxe.”

The Patriot comes stan-dard with usual safety equipment, such as elec-tronic stability control, trac-tion control and frontal and curtain air bags. But seat-mounted side air bags are extra on the base model.

While earning four out of five stars in federal govern-ment crash testing overall, the 2013 Patriot only re-ceived three out of five stars for occupant protection in frontal crash testing. This compares with across-the-board five stars for the CR-V.

2013 Jeep Grand Cherokee lives up to traditionWhile the Jeep brand

heralds that it is the original sport-utility vehicle begin-ning in 1941, the American-built Jeep Grand Cherokee traces its origins back to American Motors Corp. in 1983, when the automaker sought to create a successor to the smaller Jeep Cherokee XJ. When Chrysler bought AMC in 1987, Grand Chero-kee became the first Chrys-ler-badged Jeep product.

The current generation SUV went on sale in summer 2010 as a 2011 model and it is scheduled to be replaced by the all-new next-generation 2014 Jeep Grand Cherokee to be built at Chrysler Group’s Toledo Assembly Plant in Toledo, Ohio. It will arrive in dealer showrooms in the third quarter of this year.

But the 2013 Grand Chero-kee is no lame duck, with a sleek body and new upscale standard features for its Overland Summit models, including front park assist, power folding outside mirrors and headlight washers and Nappa leather seating.

Trademark grilleJeep’s trademark 6-verti-

cal bar grille leads the steel uniframed four-door sport-utility that weighs in with a curb weight of 4632 pounds and measures 189.8 inches in length, 84.9 inches in width at the mirrors (body width is 76.5 inches), and 69.3 inches in height at the roof rails, on a 114.8-inch wheelbase, with a sill step-in height of 20.7 inches and a minimum ground clearance of 8.6 inches.

The traditional rugged Jeep look is rounded and sophisticated now, with such enhancements as body side molding, body-color front and rear bumpers, chrome and bright trim around the side windows and on the side of the body, body-color heated driver and passenger power door mirrors, front fog lights, halogen headlights with complex surface lenses, laminated side windows, al-

loy-look trim, pearl paint rear side windows, rear window with defroster, roof spoiler, tinted glass and intermittent windshield wipers.

Powerful enginesJeep power comes from

either the more economi-cal 3.6-liter Pentastar V-6 Engine that is flex-fuel, and is rated at 16 mpg in the city and 23 mpg on the highway for its 4x4 models, or the 5.7-liter V-8 engine that gets 13/20. The larger engine produces the most power – 360 hp and 390 lbs.-ft. of torque and also delivers the best performance, brawn, towing power and fun factor, but the 3.6-liter is dependable and powerful in its own right with 290 horses and 260 lbs.-ft. of torque.

My test Cherokee Limited was outfitted with the smaller engine and it performed ad-mirably. I averaged 19.9 mpg and was able to pass well at speed, tackle and defeat long hills and inclines, muscle out of off-road mud pits and dash around the track during a 9-second flat zero-to-60 mph sprint and 16.9-second quarter-mile.

My Grand Cherokee took the bumps and lumps out of early spring macadam irregu-larities and hugged the road well both in normal driving and aggressive autocross activities. Extreme turns at speed showed heavy steering, but my test Jeep was confi-dent and reliable in all tests.

Packed cabinThe cabin is filled with an

assortment of items that pamper as well as function. Packed with optional items listed below, the standard Grand Cherokee cabin also

comes with climate control, compass, trip computer, out-side air temperature indicator, headlight control with dusk sensor, low tire pressure indi-cator, front and rear reading lights, rear view mirror, steer-ing wheel mounted remote audio controls, remote con-trol trunk/hatch release, six speakers, leather-trimmed, tilt telescoping steering wheel and ventilation system with micro filter.

Cabin space is accom-modating, but not spacious. Front headroom measures 39.9 inches with rear head-room coming in at 39.2; first row legroom is 40.3 inches with second-seat passen-gers getting 38.6 inches and shoulder room is 58.7 inches in the first seats with 58 inches in row two.

Safety measuresJeep Grand Cherokee in-

cludes more than 50 safety and security features and is an Insurance Institute for Highway Safety Top Safety Pick. Standard safety features include electronic stability control, electronic roll miti-gation, four-wheel anti-lock brake system with rough-road detection, four-wheel brake traction control system and seat-belt pretensioners.

Other standard safety features include full-length side-curtain air bags, seat-mounted side thorax air bags and active head restraints, which deploy in the event of a rear collision.

The 2013 Jeep Grand Cher-okee is offered in six trims and more than a dozen varia-tions beginning with the base Laredo 4x2 at $27,695 and upscaling to the SRT8 Vapor at $62,790. In between you get the Laredo X starting at $34,995; Altitude at $36,195; Limited at $37.095; Overland at $40,495; Trailhawk at $41,995; Overland Summit at $44,495 and the SRT8 class starting at $60,295.

My test Laredo 4x4 based at $29,695. The Laredo E Group option added Bright Side roof rails, Keyless Enter-

After more than an hour of dis-

cussion, Carlisle Borough Council

passed its contentious rental hous-

ing ordinance by a vote of 4-2.

Council members Don Grell and

Matt Madden cast the dissent-

ing votes, while council members

Linda Cecconello, Dawn Flower,

Robin Guido and Tim Scott voted

in favor.Council President Perry Heath,

who is also acting mayor until a

new mayor is appointed, did not

vote on any matters before coun-

cil Thursday night. He said at the

outset of the meeting that be-

cause, as mayor, he could cast a

tie-breaking vote on any issues on

which council was unable to de-

cide, he would not be voting.

The ordinance requires landlords

to register with the borough; no-

tify the borough within five days

of any changes in tenancy; and

calls for voluntary inspections that

would earn landlords a “certificate

of compliance” from the borough.

Before council voted on the or-

dinance, which was advertised af-

ter its Dec. 8 meeting, members of

council raised several concerns.

The first was Madden, a Real-

tor, who sat on the Rental Housing

Task Force, which voted to send

this draft of the ordinance to the

borough.Madden expressed concern with

the 25-mile radius in the ordi-

nance, recalling that it was pro-

posed arbitrarily. He also ques-

tioned whether having designated

agents conferred upon owners the

need to engage with property man-

agement companies, rather than

using themselves as agents.

Guido was concerned with the

provision of the ordinance which

will make a list of landlords and

tenants “publicly available.” She

wanted to know what that meant,

such as being on a website or being

available upon request.

After council had voiced its con-

cerns, the floor was opened to the

public. Almost a dozen people

commented, most of them op-

posed to the ordinance.
