Professor Andrew O'Neil
Dean (Research) and Professor of Political Science,
Griffith Business School
Andrew O’Neil was previously Head of the School of Government and
International Relations at Griffith (2014-2016) and Director of the Griffith Asia
Institute (2010-2014).
Prior to entering academia in 2000, Andrew worked as an intelligence analyst
with the Australian Government. He has won competitive funding from the
Australian Research Council; the Australia-Korea Foundation; the Japan
Foundation; the Australia-Japan Foundation; and the Australia-China Council.
Andrew has undertaken consultancies for (among others) the Council on Foreign
Relations; US Pacific Command; Lowy Institute for International Policy; Korean
Institute for National Unification; the Konrad-Adenauer-Stiftung; and Australia’s
Department of Defence.
His most recent book is China’s Rise and Australia-Japan-US Relations (Edward
Elgar, 2018, co-edited with Michael Heazle).

Steve Grzeskowiak
Deputy Secretary Estate and Infrastructure, Department
of Defence
Following a Career in Engineering Management in the United Kingdom, Steve
moved to Australia in 2003 to take up a position within the Department of
Defence.
Steve was promoted into the Senior Executive Service in July 2004 as the
Director General Occupational Health and Safety (OH & S) for Defence and was
responsible for overseeing Defence’s corporate OH & S programs. He moved
into Personnel Policy in July 2006 as the Director General Personnel Policy and
Employment Conditions. In 2008 Steve became Head People Policy in the new
People Strategies and Policy Group, with responsibility for Policy issues across
the HR spectrum for Defence the Australian Public Service (APS) and the
Australian Defence Force (ADF).
In 2011 Steve transferred into the Defence Support Chief Operating Officer
position and in January 2013 Steve was promoted to Deputy Secretary Estate
and Infrastructure. As a consolidated service delivery organisation for Defence,
Steve is responsible for a range of enabling services where Defence works, trains
and lives across Australia and the development and management of the Defence
estate.
Steve is married with two children and lives in Canberra, Australia.

Alison McKechnie
Regional Manager Physical Infrastructure, Cardno
International Development
Alison is the Regional Manager of Physical Infrastructure for Cardno’s Asia
Pacific International Development region. She has corporate responsibility for
leading the business priorities which includes managing client relationships,
framing business strategy and delivering quality project outcomes.
Alison oversees a diverse team of technical and operational infrastructure
professionals delivering programs for donors including World Bank (WB),
Australian Development Bank (ADB) and Department of Foreign Affairs and
Trade (DFAT) in project locations such as Solomon Islands; Tonga; Tuvalu;
Nauru; Indonesia; Papua New Guinea; Vanuatu and Myanmar.
She values collaboration through team work, technical leadership from ongoing
delivery improvements, and shared understanding of stakeholder aspirations by
engaging with private companies, government organisations and civil society.
Her primary focus is to lead conversation in best practice infrastructure delivery
across the development sectors.
Alison is a registered Architect in Western Australia and Victoria, and holds a
Bachelor of Architecture (Hons) and a Bachelor of Applied Science (Architectural
Science). She has worked as a Principal Architect, Design Manager, Project
Director and multi-disciplinary design lead for numerous government,
community, defence and aid-related projects. Alison is also the Senior Lecturer
for the Design Management elective as part of the University of Melbourne’s
Masters of Construction Management in the Melbourne School of Design. She
is a member of Australian Institute of Architects; National Women in
Construction; and Australian Institute of Company Directors.

Jonathan Large
Asia Pacific Defence Director, Cardno
Jonathan Large is Cardno’s Asia Pacific Defence Director and is responsible for
business development and project delivery.
An engineer with 30 years’ experience, Jonathan has a broad range of private,
public and defence-related engineering experience. This includes all facets of
project delivery, including planning; detailed design; construction supervision;
and project management, gained in both the private and public sectors.
Jonathan has held roles as a military engineer in a theatre of operations and in
capability development, including two years undertaking infrastructure
development in the Southern Highlands Province of Papua New Guinea.
Jonathan is a Trustee of CEDA.

Research and policy
CEDA’s only agenda is to pursue good public policy to progress Australia’s

Australia’s long-term budget position, the effects of temporary migration, a survey
of Australian businesses on their approach to economic development, and new
approaches to addressing entrenched disadvantage.
