MAYOR WELCOMES OUR NEW CITIZENS

LAST Wednesday was a special day for two Jabiru residents, as the Mayor of

West Arnhem Regional Council officially welcomed them as Australian citizens.Vinay Banymadhub, from Mauritius, and Somphon McAllister, from Thailand, proudly made their Pledge of Commitment in Jabiru Town Plaza on Australian Citizenship Day, Wednesday 17 September – the final step in becoming dinky di Aussie citizens. After receiving commemorative certificates, our newest Australians and their friends then joined West Arnhem Regional Council staff for a morning tea with scones and lamingtons – and

you can’t get much more Aussie than that. After acknowledging the traditional owners, the Mirarr people, Mayor Lothar Siebert congratulated Mrs McAllister, and Mr Banymadhub (or ‘Blue’ as he is known to mates at the Croc Hotel) and welcomed them to this part of Australia.“As Mayor of West Arnhem Regional Council, I know how special this region is,” Mayor Siebert said.“We have the culture and history of the local Aboriginal people in West Arnhem land. We live and work in the midst of a World Heritage-listed area, in Kakadu National Park.

“But what makes West Arnhem truly special is not only this, but the people who choose to live here. Places like Jabiru demonstrate that regional Australia is a multicultural place.“Personally I have a German background, although I have lived here in West Arnhem, in Gunbalanya, for many years, and this is my home.

“Mrs Somphon McAllister comes from Thailand, and Mr Banymadhub is from Mauritius.“You can take the best parts of your culture, and mix them with the best parts of life here in Australia. “It is people like you - people like all of us – who make Australia the great multicultural nation it is today.”

service providers which rely on the Jabiru Airport. ERA advises the airport will remain open to helicopters throughout the works. The airport will be closed to all fixed-wing aircraft (except helicopters) on 10-11 October, 15 October, 18 October and 21 October. SINKING THEIR TEETH INTO TRAININGWEST Arnhem Regional Council

(WARC) workers have spent two days of intensive training recently

learning state-of-the art techniques to deal with stray dogs in the Jabiru town area.WARC Works Supervisor Paul “Porridge” Stevens and Works Officer Dallas Hope recently completed an accredited unit of competency in Companion Animal Handling and Safety.Ken Innes, Training and Education Manager at Hanrob, said the two-day course taught the employees techniques needed to safely capture, handle and transport difficult dogs.“This is the first time workers from this council have received the training,” Mr Innes said. “The techniques they learned are humane, with the animal’s welfare and the health of the worker at heart.”Dallas, who has dogs of his own, said during the first day of training they learned how to identify “dog body language”.“This helps us determine whether the dog is friend or foe,” Dallas said.

Mr Innes said the second day of the course taught capture techniques and how to use different types of equipment. It also covered restraint and lifting techniques, he said.“The workers used their own dogs to practise techniques such as using a bite stick to direct the dog’s aggression to something away from the handler,” he said.Dallas said the capture techniques could only be applied to domesticated dogs. “The techniques won’t work with wild dogs, because they won’t come near you – they just run off when you approach, so unfortunately

DOG REGISTRATIONS NOW DUE

Dog registration fees for the 2014-15 financial year are now due. It is important you know it is an offence to keep an unregistered dog in Jabiru.

West Arnhem Regional Council can impose fines for unregistered dogs kept in yards and can also seize registered or unregistered dogs which are not properly secured. If this occurs, all applicable fees need to be paid before the dog can be released from the pound.

Council has elected to keep registration fees the same as 2013-2014. Schedule of fees and charges can be found at: www.westarnhem.nt.gov.au/dog-registration-and-control.

To pay your fees, please visit WARC office in the Jabiru Town Plaza.

these dogs need to be trapped,” he said.Mr Innes said anyone encountering a fighting or dangerous dog in Jabiru should call the council for assistance.“Do not approach a dangerous dog, just keep your eye on it from a distance and call the council,” Mr Innes said.

“On no account should you go in with your hands.”WARC Service Manager Ian Lindsay is asking Jabiru residents to ensure their dogs are kept secured in their yard while they are away.“We also remind residents that dogs are not allowed in the street unless they are on a leash,” Mr Lindsay said.“Barking is also an issue – dog owners should not be leaving their dogs barking at all times of the day or night. These are the complaints the council is receiving continually, and dealing with them is wasting council time and costing ratepayers money.“We have bylaws in Jabiru covering these issues, but they are not being adhered to.”To report a problem dog in your area please call WARC on 8979 89444.

A FRENCH company is understood to be planning legal action against the Australian government over its decision to veto mining at a deposit near Nourlangie Rock by including it in Kakadu National Park. The Age reports that the world’s biggest nuclear company Areva – controlled by the French government – will seek to recover costs from the Australian government for its Koongarra project, which it bought in 1995.Areva’s plans were blocked by the traditional owners, who, rather than take a big payout from the French group, offered their land to the government for inclusion in the World Heritage-listed Kakadu National Park.At the forefront of their stand was Djok senior Traditional Owner Jeffrey Lee, who three years ago took his fight to Paris to address the UNESCO World Heritage committee. On June 28 this year, Mr Lee was awarded the inaugural Ochre Green Territory Environmental Award for his work to have Koongarra included in Kakadu.

The Koongarra deposit sits near the tourist attraction Nourlangie Rock, a sacred site for traditional owners. In a bipartisan decision in March last year, the Senate passed a bill that reversed the exclusion of Areva’s Koongarra uranium deposit from the Kakadu National Park, and in doing so

removed the possibility of future uranium mining at the site.At the time, Environment Minister Tony Burke said “mining will be prohibited forever” at Koongarra.Areva reacted angrily the decision, saying it would seek legal advice over a possible infringement of its property right. It may also sue for lost earnings, which could run to several hundred million dollars. The French uranium project covered 12.5 square kilometres and contained about 14,500 tonnes of uranium at an average grade of 0.8 per cent uranium oxide. Depressed uranium prices recovered to $US36.50 a pound this month, their highest levels since July last year. Prices reached heights of $US138 a pound in June 2007 but crashed following the 2011 Fukushima nuclear disaster in Japan and have been under pressure since.Former Areva boss Anne Lauvergeon was appointed to the Rio board this year.

A 29-year-old man has been flown to Darwin after a suspected stonefish sting on a remote beach on the Cobourg Peninsula. The Darwin tour guide was with a tour group when he experienced sharp pain in his foot in shallow water in Garig Gunak Barlu National Park in West Arnhem. He was driven in extreme pain to the nearby Black Point Rangers Station. Fortunately the man knew how to treat the sting by immersing his foot in hot water to dilute the venom. A fixed-wing CareFlight aircraft with a medical crew was called to the scene, landing at an airstrip 5km away. After providing initial pain relief the man was flown to Darwin for further treatment.Stonefish are regarded as one of the world’s most venomous fish Disguised amongst rocks and sand, their sting is potentially fatal.

JABIRU is really splashing out this time, and the pool may never be the same again! The Jabiru community has managed to raise just shy of $15,000 to in order to purchase a new pool inflatable. The West Arnhem Regional Council pool at Maningrida has a pool inflatable, but there is not one in Jabiru. That is about to change. Jabiru United in Community Events (JUICE) volunteer Aoife Harrison says the group is ”beyond excited” to announce the community has met its fundraising goal and will go ahead with the purchase.“This purchase has only been possible through the amazing support JUICE has received for fundraising events such as The Croods Movie Night,

Mahbilil Festival, Street Market Stalls, Kakadu Groove Market Stalls, Raffles and International Women’s Day,” she said.“Together with the generous financial support of West Arnhem Regional Council, Jabiru Sports & Social Club and Energy Resources of Australia, as well as donations from Children’s Ground, Westpac

Bank Jabiru and the Kakadu Groove Committee, we have met our goal.”Funds raised will purchase the Exmouth Dual Racer inflatable, as well as a blower, trolley, non-slip mat, Rules of Play sign, logos and freight to Jabiru.“The Exmouth Dual Racer will take six to eight weeks to complete and will then be flown, all 118 kilos of it, to Darwin,” Aoife said. “It will then travel by courier to

Jabiru.”The highly anticipated launch of The Exmouth Dual Racer is planned for this year’s Children’s Christmas Party, to be held at Alberto Luglietti Memorial Swimming Pool in Jabiru on Saturday December 6.Registrations will open early November.

The Koongarra uranium deposit sits near the popular tourist destination Nourlangie Rock, a sacred site of the traditional owners.

LasT week the audaciously awesome Culture First class from West Arnhem College participated in the Yellow Water cruise to celebrate Kakadu Bird Week. The students quickly got into the bird watching mood as more and more magically appeared in front of the tour boat. Our students were often the first to spot birds and identify them on their bird charts, taking pride in their skills and knowledge. The Culture First students were astonished to find 23 different species of birds on the trip. The number of birds also amazed the many bird watchers, or ‘twitchers’, from around the world who were also on the cruise. While the Culture First students were busy bird watching they always had someone watch the water to make sure a croc wasn’t getting too close. They always made sure that everyone had their hands and any other body parts in the boat at all times.

The Culture First class enjoyed the cruise, with their teacher Paul Pollock commenting: “Living in Kakadu, home of more than one third of Australia’s bird species, afforded us a great opportunity to get involved in Bird Week.

“The students’ deep knowledge of country was on display, locating and identifying birds with remarkable accuracy. It was a good time all round.”The Culture First class would like to give a big thanks to Gagadju Lodge and Parks Australia for organising the event and allowing them to participate. Organised by Parks Australia, Kakadu Bird Week ran from 22-26 September.Visitors took part in a range of tours, events and hands-on scientific monitoring surveys, including surveying in areas not normally accessible to the public.

THE friends and families (“wantoks”) of the Papua New Guinea (PNG) community in Jabiru held their Independence Day celebration at the Jabiru Swimming Pool on Saturday 13 September. The gathering was to celebrate PNG’s independence on 16 September 1975.The celebrations were opened by Mr Andreas Pena with blessing and prayer by Ray Leach. This was followed by parade by the children with their traditional costumes. Different provinces were on show wearing different ornaments and markings. After singing the national anthem, the children performed the Manus Traditional Dance, led by Ms Joanne. This was the highlight of the day.

There was plenty of food and drink – cassava, kumu, sago, fish, curries, buffalo and much more … and the Independence Day cake.Everyone enjoyed the afternoon with cricket, volleyball, totem tennis or just lazing around. The afternoon weather was great, the cool breeze, the pool and the Pacific reggae music created a very chilled out vibe. If you squinted you could imagine you were anywhere in the Pacific.A big thank you to Stu Whitby for the music, West Arnhem Regional Council for the use of the pool, West Arnhem College for the sports equipment, Kakadu Bakery for the lovely cake, to all the mothers and fathers for the cooking, to Ms Joanne for teaching the kids the Manus dancing. Thanks to all the kids for the performance, to all out wantoks for coming out and celebrating the day with us.

The Black Dog Ride organisers have thanked Jabiru community and the West Arnhem Regional Council for the support they showed at a community breakfast to greet the charity riders –including our own OIC at Jabiru Fire Station Mick Hutton – on Monday August 4.“Our heartfelt thanks goes out to all sponsors, supporters, donors, community members and groups, our volunteers and especially Black Dog Riders for making the 2014 Black Dog Ride around Australia the most successful and memorable yet,”organisers said in a statement.“Along the way, tragedy struck, and we mourned the loss of our friend and Black Dog Ride Coordinator Les James. Led by our own “Padre”, Black Dog Ride conducted a solemn service of thanksgiving in New Norcia, and Les James’ sons led Black Dog Ride

on a poignant procession into Les’ hometown of Busselton.”The Black Dog Riders set out to start a national conversation about depression and suicide prevention and raise vital funds for mental health services. “We’ve succeeded in solidifying our strong national network of mental health advocates and boosting the profile of mental health in countless communities across the continent. “An incredible $405,000 was raised for Lifeline and MHFA which will be used to fund Lifeline’s Online Crisis Support chat service and rolling out the teen MHFA program to Australian highschools.“Together, we’re making an ongoing positive impact across Australian society, preventing suicide and giving hope to thousands.”

West Arnhem Regional Council CEO Brian Hylands snapped this croc at Cahill’s Crossing, East Alligator River, on a recent visit to Gunbalanya. “He was waiting to cross the road but couldn’t seem to make up his mind,” Brian said.

ALMOST two months’ work went into the design and build of a beautiful garden in the outstanding school grounds of West Arnhem College - Jabiru Campus. The aim of the garden project is to promote the development of student knowledge and skills while adding an aesthetically pleasing and relaxing area to the school. This project brought together staff, students and many generous community organisations to revamp a previously unattractive and underutilised area and create a project with a purpose. This project was led by the schools’ embedded trainer Peter Williams, supported by enthusiastic partners including Yates, Girraween Nursery, Birdie’s Garden Beds and the generous team at Bunnings

Palmerston. Kakadu Contracting also played a major part in this project by providing a significant amount of time and assistance with the much needed machinery. Many of the VET students practised their skills through the design and implementation phases of the project under the tutelage of Mr Williams. West Arnhem College Director Mark Monaghan spoke appreciatively of the Bunnings team who supported this project.“Our new garden provides ongoing teaching and learning opportunities,” Mr Monaghan said.“The knowledge provided by the new garden is invaluable and priceless. “This project, which was once just a plan, now is reality because of the support and help of Sim, Jodi and the wonderful and enthusiastic team at Bunnings Palmerston.”

THE Northern Territory Government is looking to open up the Mary River for recreational barramundi fishing all year round, with a public consultation period now open.Minister for Primary Industry and Fisheries, Willem Westra van Holthe, is calling on all parties with an interest to make submissions. At present, recreational barramundi fishing in the Mary River closes on 1 October and opens on 1 February each year.Mr Westra van Holthe said the Mary River

should be open all year round so anglers can wet a line regardless of the date.

“The Mary River is an extremely healthy and very lightly fished area with less than 5 per cent of spawning stock fished,” he said.“A combination of a of good wet seasons and improved management changes have allowed

the barramundi stock to recover to extremely healthy levels in the Mary River catchment. “For those who fish from Shady Camp, your chances of landing a ‘Shady Lady’ just increased.” He said the removal of seasonal barramundi fishing in Mary River has been endorsed by the Barramundi Fishery Management Advisory Committee and the Recreational Fishing Advisory Committee. For more information or to make a submission go to: www.fisheries.nt.gov.au

SWIMMING vOUCHERS HELP TEACH A ‘LIFE SKILL’SWIMMING classes are starting up again in Jabiru on 21 October – this time with a little help from the NT Government.Under the government’s new Learn to Swim Voucher scheme, parents can apply for two $100 vouchers a year to be used for swimming lessons for children under 5, not yet in school.Swim instructor Aoife Harrison, who runs classes at the Jabiru Pool, said to be eligible for the $200 voucher scheme, parents first had to complete the Government’s free Water Safety Awareness Program with their child under 5.

“After that, they can apply for the swimming vouchers, which can be used throughout this financial year for lessons for children from 6 months to age 10,” Aoife said.

“Living in the Territory, it really is important for everyone to know how to swim. It’s a life skill, not a sport.”Minister for Sport, Recreation and Racing Matt Conlan said the number of children enrolled in a Water Safety Awareness Program almost tripled last month following the introduction of the Swim Vouchers. “The month of July saw a 160 per cent increase

in enrolments through the WSAP course compared to the same month the previous year. In August, 291 registrations were received compared to 102 last year, a 185 per cent increase,” Mr Conlan said.“In the three months the Learn to Swim Voucher scheme has operated, the WSAP program has registered more than 600 new enrolments in total. Teaching children water safety and awareness is a vital survival skill, so it is very pleasing to see such strong uptake of both the WSAP and the Learn to Swim vouchers.”“As a parent of young children I know the Learn to Swim Vouchers are a great help to the family budget,” said Mr Conlan. For more information on the Learn to Swim Vouchers go to: www.sportvoucher.nt.gov.au or call 1800 817 860.To book classes with Aoife Harrison phone 0450 495 687 or email her at [email protected].
