Good news: Andrea Litzhoff, our summer intern, has done an amazing job for us the last few months. Bad news: She has been offered a full time job in Carlsbad California, and she starts August 1. Maria mentored Andrea, so it was natural for her to join us while she looked for a job. Our intention was to have her work on special projects, including the selection of a firm to codify our ordinances, and she not only accomplished those tasks but also stepped in to help with the staff transition this summer. Her new job will have her rotate between different departments every few weeks, much like a Medical school resident, so she can learn how the various parts of a city fit together. I usually start writing the newsletter by taking a walk around the Village. I put on a set of

headphones and some music and start running ideas thru my head. On occasion, I start working

whatever thoughts develop out loud so that I can get them to sound right. I have no doubt that the sight

of me walking and talking to myself while bopping to the music looks goofy, but somehow it helps me

prioritize what I want to talk about.

There is no one big thing to focus this newsletter on, but rather a series of issues which sound

like the setup from the old joke that goes “I’ve got good news and bad news, which do you want to hear

first?” These could also be seen as the glass is half full/ half empty depending on your point of view.

Good news: Andrea Litzhoff, our summer intern, has done an amazing job for us the last few

months.

Bad news: She has been offered a full time job in Carlsbad California, and she starts August 1.

Maria mentored Andrea, so it was natural for her to join us while she looked for a job. Our

intention was to have her work on special projects, including the selection of a firm to codify our

ordinances, and she not only accomplished those tasks but also stepped in to help with the staff

transition this summer. Having worked with Lincolnwood prior to joining us she was amazed at how

different the same job could be when you have such a small staff. Her new job will have her rotate

between different departments every few weeks, much like a Medical school resident, so she can learn

how the various parts of a city fit together. It sounds like a great opportunity and I’d like to thank her

for all the help and wish her well.

Jon came to us when a conversation with my State Farm agent mentioned that the son of one of his clients needed to

complete an internship prior to graduation. Did I know of anyone needing an intern? I mentioned this to Chief Price and before

you knew it, Jon was working here. When I was Police Commissioner, I looked into the accreditation process, but what was

available was just too expensive and time consuming for a department of our size. Basically, it would require taking one officer off

the streets for a year to fill out paperwork, and that didn’t sound like a good idea to me. We would essentially lose 17% of the

workforce. A new program, ILEAP (Illinois Law Enforcement Accreditation Program), came out a few years ago, which was better

suited for a small department. Accreditation is an ongoing process where the policies and procedures of an agency are benchmarked

against established criteria. Compliance with the criteria is evaluated by trained, independent and professional peers and the

ultimate goal of all accreditation programs is enhanced service delivery. We picked the ILEAP program because of its relatively

low cost, and comprehensive, obtainable guidelines. The ILEAP Program recognizes the limited financial and manpower resources

of many police departments. The program was designed and implemented to enable police departments to achieve accreditation

and compliance with standards customized to Illinois statutes and community values without placing overwhelming demands on

agency and community resources.

Jon has been pulling documentation together for this process for the past couple of months. Although Chief Price and Lt.

Heneghan had started the process a few times, it’s hard to get everything accomplished when you have to try to get things done

between calls, especially as busy as our police department is. Jon brought us to the point where we can submit for the off-site

review. After the paperwork is reviewed, ILEAP submits a list of proposed changes to us. After we implement those changes, an

on-site review is completed and we should be done. Jon’s help has been crucial for us to get this done. Thanks Jon.

Bad news part 1: It’s rained a lot this year- and as a result-

Bad news Part 2: The restoration work on Cedarcrest & Orchard took longer to complete than anticipated.

Good news Part 1: we planned to spend about $12,000 watering the new plantings on Half Day Road, but haven’t needed

to spend a dime because of all the rainfall.

Good news Part 2: The rain gardens and the new/ repaired/replaced sewers worked the way they were supposed to. Our

storm damage was minimal, but others were not so lucky, especially if you saw the Marriott Golf Course. For a while, the only

parts visible were the elevated tees and greens, and the only way you could golf was from an airboat.

Good news: Duffy Lane was repaved between storms and looks great.

More good news: Cedarcrest was paved July 15th and has never looked this good. The water main is now looped between

Orchard and Telegraph Road. This gives us improved pressure and fire protection in addition to more options to supply residents

with water in case of a main break.

Good news: Because Andrea and Jon worked out so well, we decided to continue the intern

program. Northern Illinois University has an internship associated with their Masters of Public

Administration program and provided us with candidates.

Better news: Ryan, Maria and Ron interviewed and selected Cory Poris for the job. Cory has an

interesting CV. Among other jobs, she has worked as the executive director of a Chamber of

Commerce, and also been a police dispatcher, so she will be able to help both the office as well as the

police department. We hope to have her for about 24 hours per week, depending on her course load.

Last year about this time, we sent a mid-year “State of the Village” update. In a couple of pages, it describes where we stand

on last year’s goal list. I think we are doing well, but preparing the list helps focus your attention on what needs to be done. It is

enclosed later in this issue.

One thing that never goes away here is paperwork. When I started as trustee about 14 + years ago, I

believe we had about a dozen or so 4 drawer file cabinets in the basement for Village records, plus 4

or 5 for police records and 3 flat files for blueprints. We now have 50 file cabinets downstairs, 5 or

6 more for the police, 15 flat files, and racks of banker boxes. It’s not that we are packrats, it’s

because local government is perhaps the most regulated “business” in the world. In order to jettison

paper, a request has to go to Springfield describing the documents and the number of cubic feet it

takes up (paperwork). Then a local ordinance authorizing the clerk to destroy the documents is

enacted (more paperwork) before anything can be pitched. As a result, the paper builds up faster

and faster. The good news is that some of the new eyes we have working here are thinking about

ways to put the info directly to the computer, bypassing the paper entirely. Our Board packets are now electronic, saving a stack of

paper about 15 feet high per year. Other paper saving possibilities include perhaps sending out

water bills, animal licenses and business licenses by e-mail. Can building applications be done

electronically? I don’t know that answer yet, but at this rate barring a fire or flood, the basement

will be full of dead, mildewing records in another 30 years or so. Perhaps the copy machine can get

a rest.

On a brighter note, the 2nd annual Bannockburn Battle of the BBQ competition,

commemorating the 699th anniversary of the battle of Bannockburn (Think Braveheart) will take

place at Bannockburn Green Retail Center on Saturday August 24th between 1:00 pm & 4:30 pm.

Two more towns have joined up so we now will have 7 competing municipalities (Highland Park,

Bannockburn Day’s celebration will be held on Sunday, September 8, 2013 from noon to 4:00 p.m.

Kids activities include balloon animals, bounce houses, and face painting. The Bears are playing, and

you can enjoy the festivities and still see the game on a big screen at the shelter! Please join your

friends and neighbors for conversation, refreshments, games, and fun at the Bannockburn Open Space!

As reported previously, the Village of Bannockburn has selected MC Squared Energy Services (mc2) as the new provider for

electricity supply services starting in September 2013. The Opt-Out letters have already been sent and the period to respond

is now over. If you received the letter and did not respond, you will be automatically enrolled.

If you did not receive the Opt-Out notice, you still have an opportunity to enroll with mc2. In early August, mc2 will be

sending out letters to residents who may not have been on the initial list from

the previous supplier or receive services from another provider. The letter will

explain the simple process to Opt-In to the Village’s Electricity Aggregation

Program.

WHERE DO MY PROPERTY TAX DOLLARS GO?

Shortly, you will receive your annual property tax assessment notice from Lake County (blue 8 x 11 sheet). This is the first step in determining your property tax bill.

What Can I Do?

Be pro active. Each taxing body prepares an annual tax levy, and you are billed a portion of that levy. The total of each of these levies yields your annual tax bill. A change in your property tax bill can result from a change in your EAV, the total taxing body levies, and/or your exemptions. If you wait until you have your 2013 tax bill in May, 2014 to question any of these tax bill components, you will have acted too late.

You need to review the detailed data relating to your EAV. If you choose to appeal your assessment, you must act promptly, usually within 30-days of the assessment roll publication. If you have questions or seek an adjustment, refer to the specific time periods and contact information provided in your assessment notice, or check the Lake County Assessor’s website at

http://www.lakecountyil.gov/assessor/Board-of-Review/Pages/filing-deadlines.aspx

Review your tax exemptions. Are you missing a senior homestead, veteran, or other exemption? Unsure? You may want to contact the Lake County Assessor at (847) 377-2050 or [email protected], or visit the County website at www.lakecountyil.gov or contact the West Deerfield Township Assessor at (847) 945-3020 or [email protected], or check the Township website at www.westdeerfieldtownship.org.

Attend an information meeting offered by the Chief County Assessment Office of Lake County to understand your property assessment. Check their web site frequently for updates, especially on assessment help centers.

Attend meetings and public hearings of the various taxing bodies listed on your tax bill. Participate in the tax levy discussions; be involved in the process.

Before you make your next payment on your quarterly

water/sewer bills, may I suggest taking a look at the

Village’s Homepage website (www.bannockburn.org)

for another option to pay your bill. A new link has been

set up that will direct you to an online payment system

where you can pay your bill by credit card (not all of

them are accepted at this time). By using this online

system, it allows you to pay your bill without having to

mail the physical payment or stub back to the Village

office. Once you make the payment to the system, it

will automatically send an email to Village staff informing

them that you have successfully paid your bill. While this

service has already been available to residents, we hope

that advertising this service can help those of you who

may be out of town frequently or anyone who is very

busy with multiple daily tasks. Going forward, we will

continue to do our best to accommodate the digital

advances to make it more convenient to pay your bills.

Dutch Elm Disease

Bannockburn Book Club

The Bannockburn Book Club is a group of ladies who hope to promote the enjoyment of reading among our neighbors. We get together the third Tuesday evening at 7:30 p.m. each month. We read a variety of books, enjoy stimulating conversation and offer different views of the books. All ladies of the Village are invited; you are welcome to join us anytime. If you are reading the same book we are for that month, please come and be a part of the discussion. This is a great way to visit with fellow book lovers and get a variety of opinions on the book.

On Tuesday Aug 20th at 11:30 a.m. we are having our annual book club luncheon at the home of Patty Rothing at 1350 Aitken Dr.

On Tuesday Sept. 17th at 7:30 p.m., we will discuss The Light Between Oceans by M. L. Stedman. We will get together at the home of Rita Kirby, 1340 Aitken Dr.

Dutch elm disease is a vascular disease. The pathogen, Ophiostroma ulmi, is a fungus which spreads through the vascular system of elm trees. The natural response to infection in trees is a process called occlusion. This defense response blocks the trees vascular system in an effort to stop the spread of diseases. The flow of water to the occluded area is also stopped, and the infected branches wilt. Branch wilt is a diagnostic feature in which our forestry surveyors look for to find infected elm trees. Dutch Elm Disease is spread to other elms by elm bark beetles and root graft connections. Bark beetles bore into elms and deposit eggs into the vascular region of the trees. The beetle larva then eat the vascular tissue. This creates tunnels where the reproductive structures of the fungus develop and attach to the mature beetles. The beetles then leave the infected elm to find another elm there-by spreading the disease. Dutch elm disease can spread among elms in close proximity to each other. The spread is through connection of vascular canals in the roots are known as root grafts. Infected trees in these situations must be removed immediately. Sanitation or removal of diseased trees is the most important tactic in the control of this disease. Therefore, the Village is removing its diseased elm trees as soon as possible after they are detected. The Village of Bannockburn forester will be visiting all properties in August to evaluate all trees within the Village. If identified, the Village will require any diseased private elms to be removed within 30 days of notification. These measures will help to preserve the remaining elms within the Village. Roads. David Korer, Commissioner Recovery Zone Bond Road Improvements: Completed road improvements on North Lakeside Drive.

Completed final landscaping improvements on Broadleys Court. Route 22 Widening Project: Completed the Illinois Department of Transportation Route 22 widening

project. Installed landscaping at the medians and installed rain gardens and bioswales along the right of way on Route 22.

Stirling and Valley Roads: Completed punch list landscaping items on Stirling and Valley Roads. Pathways: Completed the pathway along Route 22. Wilmot Road Improvements: Completed a grind and overlay project on Wilmot Road. Duffy Lane Road Improvements: Completed a grind and overlay project on Duffy Lane. High Terrace and Sunset Lane: Completed construction plans and obtained approval for Motor Fuel

tax funding for a grind and overlay project on High Terrace and Sunset Lane. Project to be completed by fall of 2013.

Orchard Lane: Following a water main loop project, Orchard Lane was restored.

Storm, Sewer, and Water. Timothy Fisher, Commissioner

Infiltration Issues: Made progress toward eliminating infiltration issues with the Village’s sanitary sewer system.

Illinois Environmental Protection Agency Section 319 Projects: a. Began implementing best management practices at the Village’s 12 acre site. To be

completed by August 1, 2013, and b. Began implementing best management practices along the Waukegan Road business corridor

to Middle Fork of the North Branch. To be completed by August 1, 2013. Illinois Environmental Protection Agency projects: Completed two drinking water projects

(Waukegan Road and Cedarcrest watermain replacements). Water Cross Connection Program: Updating our water system cross connection program. Del Mar Woods: Completed an agreement with Del Mar Utility and interconnection watermain

project to enable water to be supplied by the Village to Del Mar Woods residents. Reduced Unaccounted for Water Flow: The Village domestic drinking water consumption increased

approximately 5% to 125 million gallons per year in 2012. The "unaccounted for" water loss decreased from 6 million (2011) to 5 million gallons (2012) which is a reduction from 5% to 4% unaccounted for water volume.

There has been a lot of work going on the Village, some work visible to the naked eye, some in the background. We are very proud of all that has been accomplished in the last year. Please read on to learn more of what is happening in the Village.

Economic Development. Frank Rothing, Commissioner Bannockburn Green Retail Center: Worked with Bannockburn Green Retail Center's management

and leasing teams to facilitate leasing space at Bannockburn Green Retail Center. New tenants include: North Shore Yoga, Elements Salon, Exercise Coach, LAX Shop, Sleepy’s - The Mattress Professionals, M&M Events, and Green Cleaners.

Sears site: Worked with developers to market this site. New owner is expected Fall of 2013. Existing Commercial Sites: Worked with commercial property owners to remodel their properties

(including 2275 Half Day Road and 1200 Lakeside). Waste Hauling: Negotiated and executed new waste agreement, saving money for residents. The

Village is presently seeking RFP’s (Requests for Proposals) for the commercial district. Community Events: Conducted the following events at Bannockburn Green Retail Center:

a. Bannockburn Battle of the BBQ b. Auto Shows c. Community Service Day

Building and Zoning. Daniel Orth, Commissioner Comprehensive Plan: The Village is in the process of updating the Comprehensive Plan. It was last

updated in 2005. The Comprehensive Plan is an important element in protecting the integrity of our zoning ordinances. Maintaining a currently updated Comprehensive Plan provides strong legal support for maintaining our large lots and abundant open space.

Municipal Code: Recently, the Village began the process to codify our ordinances and Zoning Code. The selection of a codification company is anticipated by September 2013 to incorporate all codes into one municipal code in an organized and cohesive manner for ease of use by staff, residents and will be accessible via the Village’s website.

Current Building Matters: Consistent with our historical practice of maintaining a small but knowledgeable staff, we continue to improve our building and planning procedures and our permit process. We work closely with the City of Lake Forest’s Building Department outsourcing our plan reviews (consistent with our ordinances) and building inspections of work performed. Internally, we continue to monitor compliance with our building code, Architectural Review Commission approvals, and ordinances thru our Village Manager and the Village’s Building Official.

Permits: For the past two years, or so, the Village has been very busy processing 157 building permit applications and preparing over 60 Architectural Review Commission plan reviews and reviews for over 20 requests for zoning relief.

Finance. David Ansani, Commissioner As newly elected and Finance Commissioner, I would like thank you all for the opportunity to

serve. I have been working with our Finance Director, Linda McCulloch, to help to increase revenues for the Village and manage costs, all while maintaining the best public services to our residents. Some highlights of projects that the Finance Department is in engaged are:

Lake County Council of Mayors: Processed paperwork for 70% - 30% funding for the Wilmot Road and Duffy Lane roadway projects. Village’s share of each project is 30%.

Electric Aggregation: Entered into an agreement with Constellation, which began in May 2012 and will end September 2013, for the Village’s electric aggregation program. A new electric aggregation agreement with mc2 will begin in September 2013 and end in August 2015.

Increase revenues: Entered into an agreement with Unison to facilitate leasing efforts for the current Village cell tower site.

Illinois Environmental Protection Agency: Obtained Illinois Environmental Protection Agency funding for two drinking water projects (Waukegan Road and Cedarcrest watermain replacements).

Section 319 Projects - Illinois Environmental Protection Agency: Secured Section 319 Illinois Environmental Protection Agency Grant funds for the Lakeside Drive Restoration Project and the Waukegan Road business corridor to Middle Fork of the North Branch Project.

Del Mar Woods: Entered into a conveyance agreement with Utilities, Inc. including and completed an interconnection watermain project to enable the Village to supply water to Del Mar Woods residents.

Clerk, Estelle Raimondi

In preparing to fulfill the position of Village Clerk, I have attended workshops and seminars sponsored

by the Lake County Municipal League and the Municipal Clerks of Illinois relating to the Open

Meetings Act and the Freedom of Information Act and other related information to better

understand the workings of Municipal Government. These workshops have helped to reinforce

my understanding of the “mountains” of reading put before me from many sources.

From my observances, I must tell you that your Village Staff, President and Board are committed to

perform their duties in compliance with the Law.

Looking forward to seeing all of you at the Open Space on Bannockburn Day.

Emergency Preparedness: a. Updated the Bannockburn Emergency Operations Plan and have submitted it to Lake County

for final approval. b. Completed table top exercises with County, Staff, Elected Officials, IPC, Trinity, Snow Plow

vendors, and Police Commissioner. Social Media: Launched and continue to update Bannockburn Police Department Facebook page. Grants: Pursued grants as they became available. The following grants have been obtained by the

Police Department: a. $3,000 for the DARE Program b. $1,100 for the tobacco Compliance Checks c. $6,028 for the K-9 Program d. Grant for the Emergency Cell Phone Bank e. $1,405 for the Bulletproof Vest Program from the Department of Justice f. Donation received from Trinity International University for DARE program

Community Outreach: a. Assisted with the planning and execution of the 1st Annual Battle of Bannockburn BBQ event.

The event featured two bands, a fun run sponsored by Midtown, and great BBQ from departments all over Lake County.

b. Awarded a 5 year old from Riverwoods for his quick thinking in dialing 911 in order to get help for his grandmother, who was in a diabetic coma.

c. Hosted 2nd annual Community Safety Day, which provided services such as installing child safety seats, microchip implanting family dogs, and providing families with photo and fingerprint identification packets.

Special Events: a. Points for the Plunge basketball game of Bannockburn school staff and police against the 8th

graders raised $1,000 for the Illinois Special Olympics. b. Polar Plunge raised $3,500 for the Special Olympics. c. Welcome Home Award Ceremony with Trinity International University honored returning

soldiers from Afghanistan and Iraq. d. 8th Annual Law Enforcement Exhibition at the Westfield Mall in Vernon Hills. There were over

24,000 attendees and 24 different law enforcement agencies. e. Community Services Day at the Brickyards Park in Deerfield. The event allows the public to get

up close and personal with the Police Departments, Public Works, and Fire Departments from area communities, including Bannockburn.

Other: a. Seizure Funds- Pursued money owed from the Illinois State Police for seized vehicles and cash,

$930 returned to the police department in 2012. b. Automated External Defibrillator- Officer Kleffner, assisting the fire department and staff of

Midtown, saved the life of a 58 year old man in cardiac arrest. c. Training Hours- Bannockburn Police Officers participated in 851 hours of training in 2012.

SymptomsThe most visible sign of

infestation is crown dieback.

Branches at the top of the

crown will die and more

branches will die in subsequent

years. As the tree declines,

‘suckers’, or new young

branches, will sprout from the

base of the tree and on the

trunk. The bark may also split

vertically and woodpeckers may

feed on the beetle leaving

visible damage on the bark.

Successful treatments with

insecticides are limited but

continue to be studied. All ash

trees near any new infestation

will most likely become infested

and die.

Adult beetles emerging from

trees will leave a unique “D”

shaped exit hole. This is a

small 1/8 inch diameter dis-

tinctly “D” shaped hole that may

appear anywhere on the trunk

or upper branches.

Ash TreesAsh trees are very common in landscapes and most

species, mainly white ash (Fraxinus Americana) and

green ash (F. pennsylvanica) are native to Illinois

forests. It is estimated that as much as 20 percent

of street trees in the greater Chicagoland area are

ash.

Characteristics

of ash:

- Compound leaves made up of seven

small, glossy green leaflets (5-9 leaflets).

- Leaves, twigs and branches grow

symetrically in opposite pairs.

- Bark of mature trees is gray and

furrowed, often appearing in a diamond

Emerald Ash BorerThe emerald ash borer, (Agrilus planipennis

fairmaire) is a small (1/2 inch long, 1/8 inch wide)

metallic green beetle native to Asia. While it was

first found in Michigan in 2002, it is likely that the

beetle population had been established quite a few

years before discovery. Discovered in Kane County

Illinois in 2006, the beetles’ presence has since

been found in Bureau, Cook DeKalb, DuPage,

Kendall, Lake, LaSalle, McHenry, McLean and Will

counties. EAB’s natural spread is moderate, but its

artificial spread can be rapid by people unwittingly

transporting this pest through infested firewood and

landscape waste. Artificial movement of infested

trees has exacerbated the EAB problem in Illinois

and North America. To protect our ash trees, it is

our responsibility to minimize the spread of EAB

by not transporting firewood outside of its local

area. Fireplace owners should buy firewood from a

known local source and burn all of it before May 1.

Campers should buy firewood at your destination

and/or burn all wood before leaving the camp-

site.

Life CycleThe adult emerald ash borer

emerges May - July and the

female lays numerous eggs in

bark crevices and between

layers of bark.

The eggs hatch in 7-10 days into

larvae which bore into the tree

where they chew the inner

bark and phloem creating

winding galleries as they feed.

This cuts off the flow of water

and nutrients in the tree,

thereby causing

dieback and death.

You Can Help...

FIREWOOD

Emerald Ash Borer can easily be transported in

ash logs.

Purchase firewood locally (within county) from a

known source.

Be sure to use all the firewood in the cold months

so that no hidden EAB larvae or adults can sur-

vive on logs left through the spring.

movement of ash logs,

branches or other

material in certain

areas. The entire state

of Illinois is under

a federal quarantine,

which restricts the

movement of regulated

articles across the state

line. Additionally, an

internal state quarantine

is in effect for all or parts

of 25 counties in north-

eastern Illinois. If you give or sell any ash stock or other hardwood originat-

ing from within the internal state quarantined

area, inform the person receiving the wood of

that fact and the restrictions on wood move-

ment.

Monitor the health of ash trees. Look for dead

and dying branches at the top of the tree’s

crown and other EAB signs and symptoms.
