If you are among the thousands of people who turned the dark cloud of the recession into the silver lining of becoming self-

employed, you may feel you are now in a position to refinance your mortgage or to buy a home. Even with good credit and sufficient assets, though, you’ll find that even the best mortgage lenders will require you to produce your tax returns and possibly a quarterly profit-and-loss statement in order to establish that you have sufficient income to make your mortgage payments.

Most mortgage applicants today are prepared to go through a few hoops to qualify for a mortgage, but if you’re self-employed you may need more than a quick comparison of the best mortgage rates to find the best mortgage for you. If you’re new to self-employment, you will need to wait until you have two years of tax returns filed before you can be approved for a new mortgage in order to include your self-employment income in your loan application.

Low Debt-to-Income RatioLenders typically like to see an overall debt-to-income ratio of 41% or less, although borrowers with other compensating factors may still qualify for a mortgage with a ratio as high as 45%. You can use a mortgage calculator to estimate your housing costs along with your other debt. If you can pay off some bills to reduce your debt-to-income ratio that can be another compensating factor in your favor.

4 STEPS TO QUALIFY FOR A MORTGAGE IF YOU’RE

SELF-EMPLOYED

IncomeMany self-employed individuals reduce their income for tax purposes by deducting business expenses. Be aware that your income for a mortgage loan will be the income stated on your tax returns. So if your income is too low, you may qualify for a smaller mortgage amount than you thought. Your income will usually be the average of your two most recent tax returns, even if you made more money this year than last year, it may not matter to your lender. Lenders often require a quarterly profi t-and-loss statement in addition to your most recent tax returns. Some lenders want that self-employed borrowers are required to prove their ongoing income in the form of a year-to-date profi t and loss statement if more than one quarter has passed since the last tax return was fi led.

AssetsIf you are refi nancing, your mortgage will be based on the amount of your home equity. If you, like many other homeowners, experienced declining home values in your area, you may want to consider a “cash-in” refi nance. A cash-in refi nance builds your home equity faster and, if you are underwater on your home loan, can bring you back above water. If you’re buying a home, a bigger down payment can make it easier to qualify for a mortgage since the loan amount will be smaller.

ReservesThe rules about how much you need to have in cash reserves varies from one lender to another and for different mortgage products, but you should have at least two months or more of housing payments (principal, interest, taxes and insurance) in the bank to protect yourself in an emergency. Lenders particularly need to know that self-employed borrowers, whose income often fl uctuates more than regular employees, can handle their fi nances and have savings.

The Bottom LineIf you are self-employed and have solid income, assets and good credit, you are likely to be able to qualify for a mortgage as long as you provide the documentation needed to your lender.

REAL ESTATE’S CONTRIBUTION ‘NOT ENOUGH’

Dar es Salaam. Despite the fact the real estate sub-sector is booming in the country, its contribution to

the national income in terms revenue is negligible.

It is mainly due to the government’s failure to devise workable tax collection mechanisms for effective tapping into the potential of the real estate sub-sector that could support numerous development initiatives.

The sub-sector, legislators say it is not contributing enough to the government through payment of property tax, because there are no clear and sustainable mechanisms of ensuring good management of real estate and property owners are made responsible to pay their taxes.

There are some concerns that the Tanzania Revenue Authority (TRA), which has been mandated to collect tax from the sub-sector, does not have the required skills and expertise, especially in property valuation or enforcement of property tax payment.

This was raised recently in the Parliament as legislators criticized the laxity of the government in collecting the readily available proceeds from the sub-sector by consistently coming every year with the same sources of revenue – like alcohol, cigarettes, telecommunications, soft drinks and car levies, among others.

This shows that the government has failed to identify new sources of revenue although parliamentarians propose them every year.

“The TRA will not necessarily be in a superior position to administer local property rates, as it has no particular expertise in property valuation or enforcement of property tax payment,” said Ms Vicky Kamata (Special Seats – Geita) as she contributed to the 2013/14 government budget.

Ms Kamata said that despite the fact that Tanzania had a lot of skyscrapers and palatial buildings, including residential, commercial, and industrial buildings as well as hotels, there were still some weaknesses in the way revenue was collected and administered.

In addition to the collection and taxpayer compliance problems caused by lack of a uniform local revenue system, she said lack of a uniform local revenue system hindered the systematic collection of data on local government revenue.

She noted that, although the TRA lacked some expertise in property valuation or enforcement of property tax payment, this should not preclude the TRA from acting as a collection agent for the local government authorities (LGA) upon a mutual agreement

between the TRA and the LGA.Property tax has been identifi ed by various studies as one of the local taxes in Tanzania that has not lived up to its revenue potential, which dcalls for improvement to make the tax collection system more effective.This includes improving the process of maintaining the cadaster (an offi cial register containing information on the value, extent, and ownership of land for the purposes of taxation), valuation, assessment, administration, collection, and enforcement of the property tax.Currently, in Tanzania inequitable property taxation is also found in terms of taxing only the identifi ed properties captured in the valuation roll and other local government registers, occasioning a room for some property owners whose properties are not identifi ed and registered to avoid paying tax or evade it.With the resources we have in the country, Tanzania should have been one of the economic giants in Africa. But due to a poor tax collection system, it still lags behind in development.

ANNUAL CAP a limit on the amount of adjustment in the interest rate on

an adjustable rate mortgage over a twelve-month period.

Example: An adjustable rate mortgage has a current interest rate of 8%

and an annual cap of 2 percentage points. After one year, the highest the

interest rate can be is 10% and the lowest it can be is 6%, due to the cap.

BAD TITLE a condition where complete real estate ownership is impaired

by unsettled claims and liens and may prevent an owner from selling.

Example: Causes of bad title include unpaid taxes, unpaid liens, incorrect

survey, building code violations, and forged documents.

COMMON AREA MAINTENANCE (CAM) amounts charged to tenants

for expenses to maintain hallways, restrooms, parking lots, and other

COMMON AREAS.

Example: In a regional mall, the cost of utilities needed to heat, cool, light,

and clean the common areas was allocated to each tenant as common

area maintenance, charged back to tenants.

FLEX SPACE in a principally INDUSTRIAL PROPERTY, space that can be

apportioned in variable amount to offi ces, research laboratories, or

industrial purposes.

Example: Through fl ex space was more expensive to build than industrial

space; more than 25% could be easily converted to offi ce space. Thus
