At Crag Mill LC ES informed the NWR representative on site and our OLE Supervisor about this situation. NWR representative has informed the NWR Level2 investigation team.

21.07.18 Wellingborough

Whilst setting up an engineering worksite a member of the public was sat in the down fast cess approx

100yds south of the station platform (fast lines open). Kettering signal box were informed whom cautioned

the approaching train through.

Reported to British transport police who arrived and escorted member of public off site. Raised as close-call to Amey control (incident numver 368244)

Safety Related Reminders

Following a site safety audit in which a few issues were raised, we would like to remind all workers of the following key points when working on site:

1) All workers engaged in work activity being undertaken MUST have received and signed to confirm that they have understood the task briefing given by the COSS. If a new worker joins work activity being undertaken, then the COSS must ensure that they brief this worker prior to allowing them to join the work group. This includes site supervisors or managers working for the client.

2) In line with PTS work safe practices any tools and equipment must not be placed any closer than 2 metres (6 feet 6 inches) from a line which a train could pass.

Close Calls – A Guide

Close calls are a vital tool in recognising patterns of behaviour, preventing accidents, and improving the overall safety of our work environment. As such, it is very important that as well as noticing and rectifying any issues you find, that you also record these close calls to help develop our understanding of the general and specific issues faced in the planning and delivery of our works.

We can raise close calls in a number of ways as follows:

- By text to the ISS labour close call number 07870 842610- By email to [email protected] Via our company website at https://isslabour.co.uk/close-call-form/- By using the close call cards and posting in the depot- By calling or speaking to a line manager or the SQE team on 01332 370829 - Option 4- Directly to the Macrail operator onsite

There are numerous types of close calls which you can and should report, and you can use the close call communication methods above to highlight areas of good practice also. In fact, raising and recognising good practice is a great way of getting into the habit of identifying close calls, and gives a better understanding of what we are doing well, not just what needs to be improved.

Consider the following areas:

SACS and site set-up Did you receive a briefing from the SAC; was your PPE checked; are there adequate welfare facilities provided; are there adequate parking arrangements; is there sufficient lighting provided? Is there signs for PPE,Access arrangements, first aid provision?

Briefings and paperwork - Did you receive a briefing from your COSS or SWL? Does it cover all the site specific details? Did you receive your paperwork in good time prior to your shift? Have all your staff signed in? OLE paperwork in place, briefed to staff?

Infrastructure - Are the access arrangements suitable? Adequate parking and lighting at access point? Is there an Access Point board detailing track mileage, train speeds, directions etc?Any damage to gates, steps, troughing, Overhead line equipment?

People, Plant, Equipment - Anyone with missing PPE, wrong sponsor? Are you using tools or equipment, is in calibrated, in date, fit for use? Did you not understand any instructions, or feel uncomfortable undertaking any task? Is there an exclusion zone around plant/RRVs etc? Is this being managed properly?

The above is just some examples of areas to consider, if in doubt raise it and we can check. Also, the items noted above can be raised as a positive close call for good practice, if the arrangements are in place and all is proceeding as planned.

If in doubt – speak to someone and raise the issue, you may make a difference in preventing an accident and injury.

Environmental

PPE Recycling

The recycling and reuse of PPE can ensure that we help with waste management and promote sustainability through-out our working practices. The recycling of PPE has many benefits including:

• Cost savings on the purchasing of PPE• Landfill costs reduced – as there is less PPE going to landfill• Better waste management• Carbon footprint reduced• Improved sustainability

We will now be supplying orange recycling PPE bins in our Manchester & Derby offices – so that any old or used PPE can be recycled. Please ensure that when you require new PPE items to be issued from your local ISSL depot, that you bring any old used items back to be recycled. These items include:

1) All orange hi-vis items2) Safety Glasses3) Gloves4) Hard hats

Items collected from the orange bins will then be collected from site & taken to a recycling facility.
