About two and a half years ago, the concept of a smart government was foreign to our

region but, thanks to the vision and foresight of our inspiring leadership: the vision of His

Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minister

and Ruler of Dubai, “God bless him”, the smart government has become the prevailing method

and approach when planning any project. It has become the common culture as customers

want easy and convenient services and apps.

Just like Dubai was able to create a successful model for an electronic government in

the Middle East with high efficiency; there is no doubt that building on its experiences in this

field will allow it to offer the world a pioneering and entrepreneurial model for the desired

transformation in the smart government. During the previous period, Dubai Smart Government

Department has been working side by side with its partners to employ its full potential for the

interconnected smart government services model to become a reality lived by people who are

able to access government services quickly leading to happiness and satisfaction, just as HH

Sheikh Mohammed wanted.

The variety of apps and smart services from the smart transformation makes the experience

of Dubai a one of a kind, a rich and promising experience. Back to school is just around the

corner which represents one of the significant areas of smart transformation. The education

sector as a vital sector has been armed with a unique bundle of apps and services that meet

the needs of the educational process, students, teachers, administrators and parents allowing

them to complete their paperwork in the easiest possible way.

There are a number of apps and smart services provided by the Ministry of Education,

Knowledge and Human Development Authority in Dubai, and Mohammed Bin Rashid Program

for Smart Education which aims to create a new educational culture in public schools through

the “Smart Classrooms” initiative which will provide every student with a tablet PC with access

to fourth generation high speed networks by the year 2019. The Smart Clinic from the Health

Authority in Dubai represents a revolutionary model in smart education in Dubai.

2015 designated as year for creativity and innovation at Al Ain University

In line with the vision and strategy of the UAE government to make 2015 a year for creativity and innovation, Al Ain University’s Science and Technology board of trustees decided to open the door and stimulate creativity and innovation in both faculty and students. These directions are a translation of the university’s vision in the field of creativity and innovation where the board approved the formation of a committee for the development of scientific research and organizing international science conferences to attract international expertise.

75% of Dubai Paramedic app and 70% of Smart Ambulance app completed

The city builders’ team has completed 75% of the Dubai Paramedic app and 70% of the Smart Ambulance app as part of the strategic shift initiative for the command and control centre. Through the Dubai Paramedic app, users will be able to call a unified number to report cases instead of multiple numbers to ensure a swift service delivery. Through this unified system, cases received by the command and control centre will be classified; in addition to providing a doctor in the centre to provide medical advice and directly coordinate with the receiving hospital.

The Ministry of Labour launches the Smart Services and Apps Award

The Ministry of Labour launched the “Ministry of Labor Smart Services and Apps Award” which aims to motivate and encourage all the ministry’s employees, users and partners to provide innovative ideas and solutions in the field of smartphone applications to ensure access to government services around the clock in accordance with easy, highly effective and transparent procedures to not only meet users’ needs but to also exceed their expectations.

Dubai’s Health Department adopts the “Happiness” Program

Dubai’s Health Department adopted the “Happiness” program which enables nationals to schedule appointments with their doctors online, in addition to providing their medical data in just a minute and a half which reduces congestion in health facilities.

The “Happiness” program for the health insurance of nationals in Dubai targets around 130,000 nationals living in the Emirate.

Pillars of smart educationSmart education includes four main pillars namely:

leadership initiatives, using innovative teaching methods and approaches, adopting new teaching tools and using modern applications.

Leadership initiatives The “Mohammed Bin Rashid Program for Smart

Learning” comes on top of these initiatives, which aims to improve the educational system in the UAE moving towards the next stage in educational and cultural development. The program was launched under the patronage of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai in April 2012 in line with the UAE Vision 2021 aiming to promote the concept of a knowledge-based economy through integrating advanced technologies with the educational process by implementing the best teaching methods and approaches adopted in the world; in addition to utilizing modern sophisticated technology to empower students to reach their potential and become the leaders of the future. Through this program the UAE government is intensifying its efforts and investments in order to provide the latest technology for schools and to encourage the development of creativity, critical thinking and innovation. The program aims to create a new educational and cultural environment in public schools through the launch of the “smart classrooms” initiative which will provide every student with a tablet PC with access to fourth generation high speed Wi-Fi networks by the year 2019.

Creating country-level awards for innovation and scientific excellence as implemented in some schools is considered a catalyst for scientific and innovative excellence in different schools.

Innovative teaching methodsA virtual learning environment can be defined as a set of

teaching and learning tools designed to enhance student’s learning experience using computers and the Internet. The main components of virtual learning environments include school curriculum and subjects which are divided and displayed in different ways. These systems track students’ progress and provide assistance through the internet to both students and teachers via online communication tools such as emails, threaded discussions, chat rooms, online publishing and links to external resources relevant to class material. Users access is set for those using virtual learning environments to be either a student or a teacher, where a teacher can view what’s written by students with additional access to edit, create content and track students’ performance.

Innovative toolsThe smart or interactive blackboard is one of the latest

educational tools. It is usually an interactive touch screen whiteboards used to display a variety of applications on a computer’s screen. It can be used in classrooms, meetings, conferences, seminars, workshops and online communication and allows users to save, store, print or send what has been explained to others via email. Most have a “Microsoft Office” package along with the ability to freely surf the internet which directly contributes to enriching the scientific material by adding dimensions, special effects

and programs that help enhance the learning experience and facilitate the explanation of concepts while stimulating the learner’s interest and fulfilling his/her learning needs as it displays the material in attractive, exciting and interesting ways.

The smart clinic represents a revolutionary approach in smart education in Dubai. It provides many tips and free medical counselling for students and parents about meals and their ingredients and the importance of a healthy lifestyle g away from fast food and obesity, by stressing on the importance of healthy, nutritious meals containing all the basic nutrients needed by students. The health guide compels schools to have a sports class 3 times a week to maintain students’ physical activity. The smart clinic also offers many tips to students for better dental health and care.

Smart applications Smart applications help students in their scientific

endeavors in new innovative ways depending on visual and auditory elements, stored, analytical and hypothetical information which all aim to group information, figures, analysis, and graphics to help parents choose the best ways for their children and to ensure student comprehension of the material in new ways.

Smart Learning Apps’ Package 1. “KDHA” app gives Dubai parents, students, teachers and

investors happiness by making available all the info and data they need to be informed on education choices. The app allows users to search for private schools in Dubai by name, curriculum, inspection rating or location; check the inspection rating for all schools in Dubai in the last four years; search for universities in Dubai’s free zones by name, level of study, programme, type of quality assurance, fees and location; and access contact information and location maps of all private schools, universities and training institutes in Dubai.

2. The “Abu Dhabi Education Council” App (ADEC) is dedicated to connect parents, schools and the education council to create an integrated environment for monitoring students

and initiatives are geared towards students of the 21st century in the UAE and the region because teaching tools have changed and evolved to keep up with the recent developments of a globalized economy which has no place except for scientific and practical excellence mandatory for winning the race towards innovation and distinction.

RTA’s app: Drive smartly to lower your fuel consumption

With rising fuel costs, users of private means of transportation are searching for solutions to help them cut back on monthly fuel expenses; and with the growing culture of the smart shift in the UAE, everyone is seeking to take advantage of the

smart apps available to make their lives more convenient. Smart Drive and Smart Parking are two apps provided by RTA in Dubai that allow an optimal use of roads by users of private means of transportation. Here is a

review of the most important features and benefits of these two apps.

RTA Smart Drive The “Smart Drive” app gives users

the opportunity to plan their trips ahead and know which alternative routes are available to avoid traffic jams and save fuel. Additionally, the app provides accurate and direct traffic information on the status of roads in Dubai, so that you can move to another route.

Smart Parking to save your time

The “Smart Parking” app allows users to find empty parking spaces in Dubai. For example, you can see the parking available on Sheikh Zayed Road going from Dubai to Abu Dhabi which will contribute to saving time and energy in field searching for empty parking spaces and reducing resulting traffic. It has the ability to

search a specific area to know the number of available parking spaces, and shows the distance between the vehicle’s location and the location of the nearest empty parking spot. The app shows users the availability of parking spaces in the RTA’s multi-storey parking buildings and Dubai Mall parking. The app is updated through sensors placed in parking spaces that automatically update the status of parking in a specific area. •

shopping list again Sallety (my cart) is a mobile app to create your shopping list. The

app provides users with many other services including adding items to shopping lists, updating the list with purchased items, sharing the list with friends and family, instant syncing and getting notifications from

friends and family.

MyID is a cornerstone in building an inter-connected government

MyID is one of the aspects of implementing the concept of the interconnected government, in the context of putting the initiative of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minster and Ruler of Dubai to shift to the smart government into effect. This is represented in Dubai Smart Government and the Emirates Identity Authority launching MyID that allows users to have a unified access to all electronic services provided by government authorities in Dubai via smartphones, other smart devices or the internet through one login within a secure system that protects users’ data and payment transactions for government services. The number of registered users reached 45600 users.

Government integration MyID is in harmony with the most significant pillar for

the smart shift, which is the “inter-connected government” which integrates the services of all government authorities; describing it as a state of the art concept in the eTransformation process taking place in Dubai. This unified login is subject to high security standards that rely on the latest technologies and standards applicable to Dubai Government.

One access to government services Thanks to the joint efforts of over 13 years of

eTransformation between Dubai Government and all the governmental authorities and departments in Dubai, more than 1,500 eServices have been provided for users government websites covering various aspects of a user’s life. Due to their distribution on different websites, the usage of these services required the pre-registration of

users in each government entity separately which meant having to deal with multiple accounts and remembering all those usernames and passwords, forming one of the barriers in the face of the adoption of e-services by the public. Thus, this initiative comes to spare users the trouble of having to memorize the login information for dozens of accounts taking advantage of the of the Emirates ID as the official document adopted by the UAE to verify individual’s identities and the fact that it contains the data of its holder on a microchip.

Service usage requirements To register in the “MyID” service login intohttp://myid.dubai.gov.ae

Users must ensure the availability of the following:- The availability of the card reader (can be obtained from

any of the Emirates Identity Authority service centres).- Knowledge of the Emirates ID PIN number (if you don’t

know your ID’s PIN number, you can obtain it from the “reset ID PIN option” on the “MyID” portal through touch devices)

- Program requirements: JRE 1.6 (Java), you must download the software from Oracle’s website, and the web browser should be compatible with IE, Firefox and Chrome. On the service’s website, you will find a detailed guide

available that contains all the necessary information for registration, service activation, retrieving login information, and everything related to managing the account.

Information is the fundamental pillar needed to gain access to the economy of knowledge, which has become a base for the development of countries in light of the ongoing transition to a smart government,

including the ability to have good planning, creativity and improvement of customer service.It is necessary to pay attention to the responsibility of ensuring the smooth flow of information. To

ensure the safety of this information from any hacking and to ensure multiple means of storing and sharing across the Internet or the smart devices, “Information Security” has been always necessary. Different tools and means are needed to provide protection from internal or external attacks, through

the adoption of strict standards and strong procedures.

The local government authorities have made great efforts in the field of information security. Accredited systems have started to introduce security directives which relevant for the eTransformation stage witnessed in the country. These authorities have been keen to ensure the security of customer information and government transactions in order to achieve Dubai’s goals of strengthening the trust of users, and the confidence of investors and businesses leading to ISO certifications.

The decree issued by His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council on the establishment of the Information Security Committee in Dubai Government was a culmination of these effort. A unified system of information security with three major themes related to the governance of the security of information and processes to run the information and protect it within of government entities in the emirate were created. This replaced having different levels and varied standards of security and protection making all of Dubai Government consistent with information security.

Information security plays a profound role in enhancing the confidence of customers in electronic smart services. When we protect smart services with security systems, we ensure the confidentiality for the users and the security of information channels and this increase users’

confidence of the safety procedures compatible with their requirements. As a result, information security becomes an e-transformation enabler.

Here are some guidelines and tips that keep you safe and help you avoid hackers’ attack:1. Never click on links or attachments in e-mail messages

received from strangers.2. Do not connect any media which is not officially

recognized by your operating systems.3. Do not use open Wi-Fi hot spots for financial transactions. 4. Download and install the smart phone apps from the

official stores only and read instructions carefully.5. Avoid downloading or installing any illegal content or

program.6. Do not discuss work-related issues on social media

channels or public websites.7. Use strong passwords composed of letters, characters

and numbers with a suitable length, taking into account to change them periodically.

8. Always save a backup copy of your information. 9. Download security software in order to prevent viruses

and hacking. 10. Do not rely on social networks/the cloud as your

primary backup when storing files. •

Wise governance: the third strategic pillar for smart Dubai

Operational efficiencies through joint integrated services

We will direct our attention towards the implementation of new joint integrated services in addition to more than 60 current joint services we implemented over the past years in more than 50 government entities in Dubai. We will continue to provide the current joint services among government authorities. At the same time, we will create and implement new services in all government authorities. Joint services will enable us to achieve high performance efficiency which will allow us to reallocate financial savings for the benefit of citizens and residents in Dubai in the form of better public services. Joint services was and will remain one of our core competencies in Dubai government.

Supporting and simplifying internal procedures

Modern technology aids us in supporting, simplifying and automating internal government procedures, and also in providing employees with new features on their mobile phones; and field employees will carefully utilize sophisticated means of smart technology to carry out everyday tasks in a more efficient manner. On the other hand, government employees will perform their tasks and activities anytime and anywhere faster through government operations provided via mobile phones to help us facilitate

our internal procedures to serve users in a better way. •

The smart transformation of the government’s internal operations will include providing services in a timely manner so we are planning to increase operational efficiencies through the use of joint services on a large scale by automated

internal administrative operations.

Government 2020: a journey into the future of government

Deloitte, a reputed consulting firm, recently published a special report on the future of governments. Titled ‘Gov 2020: A Journey into the Future of Government’, this report was released at the Third Governmental Summit in Dubai in February 2015.

Paul Macmillan, Deloitte’s Global Public Sector Industry Leader commenting on the report said, “The goal of this research study is to help leaders in different sectors understand the changing demographic, economic and social trends defining our future, utilizing a scientific methodology based on the best research studies and

expertise to extrapolate the identity and nature of the government in 2020”.

Changing trends The report refers to important

factors that represent the demographic transition through multiple topics such as population aging, workforce living abroad, slow population growth in developed economies and the slow and long-term transfer of wealth from West to East, increasing workforce participation through improving the status of women and the emergence of a true global citizen by an increase in the interaction of cultural identities and high rates of global migration.

Social transformation is represented in safety and privacy concerns arising from internet usage and achieving governmental balance between delivering the latest services to its population via the internet and having access to those not connected to the internet. Citizens by virtue of being consumers play a vital role in solving social issues and in standing up to corruption where developments in sciences, health and education allow people to broaden their physical and mental horizons.

Economic transformation is represented in the new currency “Bitcoin” which requires social

awareness of e-currencies. The government will need to combat financial strains, infrastructure bottlenecks, increasing income inequality among citizens, climate change and it will also need to address the scarcity of basic needs such as water, food and shelter and raise the basic standards of living utilizing technology.

Pillars of digital revolution The report points out that the

digital revolution in the future will depend on the convergence of four distinct technologies namely, social networking sites, mobile communications, analysis and cloud computing. It suggests that in 2020 social networking sites will be a part of every aspect of our lives with individuals and governments discovering new ways to take advantage of the power of the crowd using advanced applications capable of performing complex analysis including identifying feelings and measuring desires and other emotions. In addition remote computing services will allow group collaboration in the exchange and transfer of large amounts of data

opening new prospects for more creativity and innovation. According to the report, 2020 will witness the introduction of unmanned technology in almost every aspect of our life such as the local police, geographical surveying, marine patrols, and delivery services, not to mention other commercial and military uses.

Seven key trends All over the world, when low

confidence levels in a government meets the high expectations of its citizens, a gap occurs and here we must clarify the seven key trends that will fill this gap between the government and its people.

First, the government is a supporter rather than being a traditional problem solver; second is the delivery of specialized services; third is distributed governance; fourth is being a smart data government; fifth are finding alternative forms of government funding; sixth is having a timely mannered civil service; and finally; the seventh trend is identifying new foundations for achieving national prosperity and gross domestic product.•

Smart apps panorama in a month:

the smart shift globally

Audi, the German car manufacturer recently presented an automated parking system that can be managed remotely via a smart app available on iPhone and iPad devices. The Audi Piloted Parking system, allows you to get out of your vehicle and activate the smart app to turn on the engine and automatically steer the car into the right spot.

The European Commission proposed that member states take new measures directed at making the Schengen borders “smart” via a special system for registering travellers’ entry and exit.

This proposed system uses a smart magnetic card instead of passports to go through EU electronic barriers within seconds. The cost of this project is estimated at more than a billion euros enabling EU countries to register the date, place of entry and exit of citizens of other nations coming to the EU and calculating the length of their stay electronically.

Using heartbeats to authenticate bank transactions

Nymi, an American technology company, has launched an electronic bracelet that monitors your heartbeat and uses this measurement to authenticate your login to your bank account. Its accompanying app enables users to login to computers, systems, ePayments and even secure offices and cars.

Irhal is an Arabic/English mobile app that has been launched for Arab travellers. The app not only guides users to tourist attractions and shopping places in 100 cities around the world but also lists the nearest halal restaurants and mosques for users.

The app allows the user to view complete information about tourist destinations in each city with their locations on maps. It also helps find the names and the locations of restaurants that serve food which matches Islamic standards. The app locates mosques and hotels which provide services that match Arabic values such as privacy in swimming pools.

One such service on the app is the police patrol service. The app sends notifications for immediate backup to areas that need more vigilance or where traffic has been held up. The service analyze database communications in order to direct patrols to the areas to be covered or predict the expected need for more police, in order to reduce the time needed to respond. The technology aids decision makers in Dubai Police with the required data, and the exchange of information and linking the information flowing

through the interactive platform to ensure the exchange of information among police officers, through chat and thermal mapping system. It also allows the research unit to achieve a comprehensive vision based on three main categories which are smart employee, happy user, and smart police

The service is compatible with the iPhone and it has been successfully tested on the general administration of smart services employees, before being used by the rest of the police employees in the near future. •
