Summary of Work
The major focus during this past month was progressing design work from the various design units into
construction ready documents, preparing contract submittals required to begin construction, and
construction activities for the critical work in Montague Trench and Montague Expressway as well as
construction activities at both Hostetter Road and Berryessa Road.
The July 2013 update forecast a 5+ month (166 cd) delay to achieving Substantial Completion. The
project schedule slipped during August due to a conflict between the fiber optic cable alignment and
the location of two piles that are essential for the Milpitas Station shoring. The conflict was resolved by
reconfiguring the permanent fiber optic cable alignment and re-sequencing the 48” storm drain at
Montague Expressway. SSH is able to mitigate a portion of this slippage through implementing a recent
plan to install the 48” storm drain during a September weekend lane reduction. As a result of these
changes, the Substantial Completion forecast date slipped 11 days and is now forecast to be achieved
on October 22, 2016 instead of October 11, 2016. Overall, the Substantial Completion forecast date is
measuring a 177 calendar day delay (6 months) in comparison to BCS, Rev 2.0.
Project Status
SSH inserted additional milestones into the project schedule to provide a more comprehensive
summary view of the construction status. Included below is a comparison of these milestones between
the BCS, Rev 2.0 schedule, the prior monthly update (July 2013) and current forecast dates:
As shown in the above table, several of the milestones have shifted since the July 2013 update. Both
MS-2 and MS-3 milestones have slipped approximately 2 weeks, consistent with the overall delay to
project completion. MS-4 and MS-5 both slipped 116 days since last month due to re-sequencing of
the Berryessa Aerial Superstructure. MS-6 slipped another month however MS-6 is based on re-opening
Sierra/Lundy after full closure begins and this milestone is still planned to be achieved 270 cd after the
start of the full closure. SSH is still concerned with this milestone because the start of the full closure is
being delayed. SSH will be evaluating mitigation options to address this slippage.

Critical Path
The project schedule has multiple float paths that need to remain on schedule in order to meet the
project milestones. Appendix 1 of the Contract defines the critical path as “the longest continuous
sequence of Activities in the Current Schedule, with zero Float, which ends on a Contract Milestone
Date or Completion Deadline.” In other words, the project critical path is the longest continuous path
of activities from NTP through substantial completion that has the least amount of float. In addition to
the longest path, there are other near-critical paths due to relationships with the longest path and/or
through other project constraints that are necessary to maintain in accordance with the contract
specifications to ensure timely completion of the project.
Current Critical Path
Using the critical path definition described above, the current continuous sequence of activities
remains consistent with the July 2013 update. In general, the critical path continues to run through
activities related to work at or around Montague Expressway, then shifts to Montague Trench Section
6, then through Milpitas Station activities until shifting to activities related to S40 Equipment Room and
then finally through Phase 2 & 3 Functional sand Systems Integration Testing.
The critical path starts with the ongoing relocation of the 48” storm drain as well as the reconfigured
fiber optic cable installation at Montague Expressway as part of the Phase 3 work. SSH is planning to
complete a portion of the fiber optic line and the remaining 48” storm drain during a weekend lane
closure at Montague Expressway between September 13th and 15th, 2013 and will then complete the
fiber optic relocation concurrently with the construction of the curb, sidewalk and barrier for Phase 3 of
Montague Expressway O/H. Phase 3 and Phase 2 activities will continue until December 6, 2013. The
critical path then shifts to Montague Trench Section 6 starting with Excavation and Bracing on
December 10, 2013. The critical path will continue through Montague Trench Section 6 activities for
approximately 9 months until the removal of SOE on September 15, 2014. Completion of the
Montague Trench Section 6 will drive the start of construction at the Milpitas Station, which is now
scheduled to start on September 16, 2014. The critical path continues in the Milpitas Station for over
10 months until Permanent Power is available, which is forecast to occur on July 29, 2015. From here,
the critical path shifts to installing the equipment at Train Control House S40 and then through
Communications equipment and system testing at S40, forecast to complete by May 2, 2016. The
critical path will then shift to Systems Integration Testing activities, starting with Phase 2 – Reach 1
Dynamic & Systems Integration Testing and continuing through Phase 3 System Integration Testing.
Substantial Completion is currently forecast to be achieved on October 22, 2016. Substantial
Completion is followed by the remaining punchlist and closeout activities until Final Acceptance is
achieved on April 20, 2017. A copy of the CPM longest path is included in Appendix A – August 2013
CPM Schedule - Critical Path.
Critical Path Comparison
As stated above, the August 2013 critical path is generally consistent with the July 2013 update. There
were some changes made to the Montague Expressway Phase 3 sequencing, but the critical path is

consistent with the July update from the start of Montague Expressway Phase 2 activities in late
September 2013 through Substantial Completion.
The Montague Expressway O/H Phase 3 work is progressing well. The July update forecast the MT Sec
5.3 SOE to complete in early August followed by the abutment cap, F/R/P of the girders, and then
complete the F/R/P of the Structural Deck by September 6, 2013. The August update demonstrates
that the structural deck work started 1 day earlier than planned and is forecast to complete as
scheduled.
The successor activity, Construct Median, Curb, Sidewalk and Barrier, however will not start until
September 18, 2013 due to changes to the fiber optic cable installation. The July update planned for
both the fiber optic cable and 48” storm drain to be installed in phases concurrently with the Phase 3
O/H work. However, in August SSH determined a conflict between the existing FO line location and two
(2) essential pile locations that need to completed soon for connection to the Milpitas Station shoring.
SSH met with Santa Clara County to revise the permanent FO alignment to eliminate any temporary
replacements and jointly develop a re-route to put the FO in its final configuration and avoid impacting
the Milpitas Station shoring. This re-configuration consists of a joint trench within an existing casing
that will avoid Phase 3 and Phase 2 work. During Phase 1, the cable will need to be pulled through the
permanent casing.
A significant lane reduction is required at Montague to complete the re-configured FO line. SSH
recently received COM approval to schedule a weekend lane restriction starting September 13th in
which Montague Expressway will be reduced from a 3:3 down to a 1:1 configuration. This lane
reduction will enable SSH to complete some of the FO line (activity LE-FO-2.2) during this weekend and
install the remaining FO line work (LE-FO-3) by September 23, 2013. SSH will also be able to utilize the
weekend lane restriction to perform all of the remaining 48” SD installation at this location much more
efficiently, albeit over the weekend. The July update previously showed installation of the 48” RCP
Storm Drain (LE-SD-2.1, 2.2, and 2.3) through a phased approach, but SSH can now complete all of
these activities concurrently during the weekend.
The resulting impact of the revised sequence for the FO and 48” SD activities is a 9 cd slip to the start of
activity “Construct Median, Curb, Sidewalk and Barrier” from September 9th to September 18th. This
activity cannot begin until the FO line is complete. Therefore, instead of these activities being
completed concurrently with the Montague Expressway O/H work by early September to enable the
activity “Construct Median, Curb, Sidewalk and Barrier” to start on September 9th, the FO line re-
sequencing will push this successor activity to September 18th. Montague Expressway Phase 3 work
will complete shortly thereafter followed by Phase 2 activities, consistent with the July update.
The August 2013 update forecasts starting the Montague Trench Section 6 activities on December 10,
2013, which is approximately 2 weeks later than the July 2013 update forecast. The overall planned
duration of Montague Trench Section 6 from excavation & bracing through SOE removal did not change
and this section is forecast to complete by September 15, 2014, measuring a 2 week slip compared to
the July 2013 update. Completion of Montague Trench Section 6 is still driving the start of Milpitas
Station and therefore the start of this work is also showing the same slip. This slippage is carried
throughout the remaining critical path activities, as illustrated through a comparison of certain interim
milestones (Start Construction @ MS: 9/3/14 to 9/16/14; Permanent Power Available: 7/16/15 to
7/29/15; Complete S40 System Test COM Equip: 4/19/16 to 5/2/16). Accordingly, the forecasted

Substantial Completion date is showing a 11 calendar day slippage from October 11, 2016 to October
22, 2016.
Overall, the forecasted Substantial Completion date is measuring a 177 calendar day delay (6 months)
in comparison to BCS, Rev 2.0. SSH will continue to explore re-sequencing and other mitigation options
to minimize this project delay, however current mitigation options are primarily focused on avoiding
any further delay to this milestone. SSH has previously discussed with the VTA its position that the
project delay incurred to date consists of excusable delays for which SSH is entitled to a 6 month time
extension. SSH and VTA are currently discussing alternate ways to resolve this issue. Quick resolution
to this project issue will enable better planning and possible mitigation strategies going forward to
maintain a realistic completion date based on the events and impacts incurred to date.

Status of Major Project Components
Major Submittals
There are approximately 1,735 submittals to be provided (not including design work packages
submittals) on the project. These submittals are included in the Contract Submittal Schedule, which is
being maintained in excel format and is included herein as Appendix F. The excel file includes a column
to differentiate the submittals into four major groupings: Project Management, Project Support,
Facilities, and Systems. SSH is continuing to populate the related P6 construction activities and
associated start dates for these submittals.

SSH is maintaining a Parcel tracking sheet, included herein as Appendix G: Parcels. It should be noted
that there are several parcel activities that currently indicate negative float. The negative float is due to
the individual parcels not becoming available prior to, or on the dates listed in Table 5.2 of Appendix 5.
However, based on a review of the construction successor activities to these parcel availabilities, there
is a significant amount of free float currently associated with some of these parcels. As such, SSH does
not believe there is any reason to initiate mitigation measures at this time and SSH will work with VTA
to determine the required dates for these parcels to avoid impacting construction. Appendix G: Parcels
has been updated to include needs dates for each parcel. Need dates that are within 4 months have
been highlighted red to show them as priority parcels. These need dates will be updated monthly.

DU 11 – Dixon Landing: SSH is planning to submit FD drawings on 9/6/13.

DU 17 - Berryessa Aerial Guideway: Resolution for the station superstructure was achieved in August
and SSH is anticipating approval by the middle of September to allow the construction of the station
superstructure. VTA is currently in review of the north guideway structure and SSH anticipates approval
by 9/27/13.
DU 21 - Montague Trench: SSH is revising the trench structure back to the factor of safety of 1.0 per
the BFS versus the ACI 1.6. SSH anticipates being able to begin concrete trench work by mid-September
in Montague Trench Sections 1-4.
DU 22 - Hostetter Trench: SSH received VTA comments to RFC, Rev. 0 on 7/25/13 and is currently
reviewing these comments.
DU 23 – Milpitas Station: SSH submitted RFC design for DU23 in its entirety (substructure and building)
on 7/16/13. VTA is currently reviewing this design unit.
DU 24 – Berryessa Station: A RFC review status meeting was held on 7/17/13. During August, SSH
addressed various issues with the station platform design and a CRM meeting was held on 8/28/13 and
SSH plans to submit CRM disposition form this week.
DU 25 – Milpitas Wayside Facilities: VTA comments to RFC design were received on 6/18/13 with an
additional set of VTA comments received on 6/25/13. SSH is currently addressing these comments
while developing RFC, Rev 1 drawings. SSH plans to submit RFC, Rev 1 drawings on 9/6/13.
DU 26 – San Jose Wayside Facilities: SSH received VTA comments to RFC, Rev. 0 on 7/15/13 and a CRM
meeting was held on 8/27/13. SSH plans to submit RFC, Rev 1 drawings on 9/11/13.
DU 27 – Fremont Wayside Facilities: SSH received VTA comments to RFC, Rev. 0 on 7/26/13 and is
currently reviewing these comments.
DU 28 – Traction Power: SSH submitted FD drawings on 8/12/13 and FD AMD on 8/27/13.

Construction
Throughout the month of August SSH continued to progress utility work, including the 42” SCVWD
waterline, at Piper Drive and at the Milpitas Campus. Montague Trench Sections 1-4 are prepped to
receive invert rebar, which section 4 currently being installed. Hostetter Road North structure has been
completed and the traffic switch to begin work in the south portion is schedule of the night of
September 9, 2013. The Berryessa Road closure continues and will remain closed in the foreseeable
future due to the need for installation of Bent 2 prior to 10/15/13. The BAS continues to progress with
the installation of piles on the south guideway.
Construction progress for all of the areas mentioned above has required extensive coordination with
multiple 3rd party agencies including but not limited to SJWC, PG&E, City of Milpitas, and City of San
Jose.
Major Intersections
SSH is trying to start in each major intersection as soon as reasonably possible to mitigate impacts
already incurred to date. Montague Expressway activities are on the critical path activity and other
intersections are showing negative float.
• Montague Expressway: SSH continued work on the southern 1/3 (Phase 3) of the bridge deck
structure, completing the abutment cap on 8/14/13 and carrying on with the installation of
girders on 8/23/13. The bridge deck construction began 8/26/13 and is planned to be poured
on 9/6/13. Construction of the curbs, sidewalks, and barriers will follow concrete curing. Phase
3 activities will be complete by the end of September. The soldier piles for Phase 2 are planned
to be complete by 10/9/13 and Phase 2 bridge deck construction will begin on 10/16/13.
• Capitol Avenue: SSH is currently forecasting to start the SOE for the south portion of the
Capitol Ave. bridge on 9/18/13 concurrently with the installation of the 42” waterline relocate
on the southern portion of Capitol Ave.
• Hostetter Road: SSH is currently continuing work on the north side of Hostetter Road (Phase 1).
Post-tensioning completed on 8/8/13 then sandblasting took place from 8/12/13 to 8/16/13.
Construction of the sidewalk and barriers is underway and expected to be complete for the
traffic switch to the south side closure around the 9th of September.
• Berryessa Road: The south side closure of Berryessa Road (Phase 1) is still in place. A portion of
the storm drain lines were completed in the intersection and construction of Bent 2 began on
8/12/13.
Trench Work
• Montague Trench: Work is still underway in trench sections 1.1 through section 4 (not
including 1.2). Excavation and bracing installation has been completed in all five sections.
Additionally, SSH installed subgrade and rock in sections 1.1 through 4 (not including 1.2).
Construction of section 4 has progressed with the installation of drainage and mud slab,

completed on 8/27/13, to installation of the invert which should be finished at the end of
September.
Stations
• Berryessa Station: SSH has completed construction of Bents 9-19 and 24-27 (not including Bent
19E). The construction of columns and regrading for Bents 19E through 23 is expected to be
completed the first week of September. SSH has completed the excavation and installation of
sheets and bracing for Bent 2. Pile driving is planned to begin 9/3/13.
• Milpitas Station: The class 1 soil in Milpitas station and plans to remove the soil early
September and transfer to Hostetter borrow pit to enable SOE installation to take place in
Milpitas Station area.
SSH Utilities
• Piper Drive Utilities –The utilities in Piper Drive are complete except for the portion of the
waterline underneath the shoofly which will need to be installed after the shoofly is removed.
• 42” SCVWD Waterline – SSH still anticipates to complete with the 42” waterline by the end of
September. SSH completed the installation of the 42” waterline under the Milpitas campus (LS-
06-W1.1) and through the north part of Capitol Ave. (LS-06-W-1.2) and is continuing through
the south part of Capitol Ave. (LS-06-W-1.3).
• Montague Intersection Utilities- SSH completed the installation of future casings (LE-E-3/4) in
the south portion of Montague Expressway on 8/29/13. The Falcon Drive bypass installation
began on 8/26/13 and is anticipated to finish early September.
• Milpitas Campus Utilities – SSH completed the installation of the sanitary sewer line through
Milpitas campus area. Construction on the storm drain is still underway and expected to be
finished late September.
3rd Party Utility Coordination
• PG&E: PG&E completed the tie-in of the TPG lines south of Capitol Avenue on 8/19/13, but still
needs to remove the existing lines. PG&E plans to remove these lines by 10/30/13, which will
complete its TPG Relocation scope of work. PG&E underground electrical (LS-05-E-2) and
overhead (LS-05-OHE-8) were completed on 8/19/13. PG&E’s overhead electrical (LS-05-OHE-7)
was completed on 8/30/13. All of these actual dates are later than the July 2013 forecast dates.
Although PG&E has completed relocations, their ongoing work to remove existing lines keeps
PG&E crews on the construction site.
• Chevron Schedule: Chevron completed its pipe removal in Hostetter intersection on 8/2/13.
This was the first of the Chevron pipe removals within an intersection.

• MCI Schedule: SSH is continuing to work with MCI to complete their work in Dixon Landing
Road and to begin additional relocates north of Calaveras Blvd.
• Air Products: AP completed their removal of the existing pipe on 8/9/13.
• SJWC: SJWC is continuing their work on the installation of their waterline in Trimble/Lundy and
are anticipating a completion date of 9/13/13.

Areas of Concern
In accordance with Specification Section 01 32 16 2.04C, SSH has identified numerous areas of concern.
SSH is proactively addressing these issues in conjunction with the VTA in an attempt to mitigate
potential future project impacts and delays. Notable potential impacts and problem areas along with
SSH current actions are included, but not limited to, the following list.
Current and Potential Delays
• Design: Design has been progressing over the last year, however there are still some
outstanding concerns that need resolution for SSH to start the associated construction
activities. The following is a list of SSH’s current concerns associated with design:
o DU 17: A re-design of the North section of the aerial guideway is required due to the
prescribed solution to move the hinge location. SSH has received approval of the
substructure and is currently constructing this portion. To date SSH has not received
approval on any of the superstructure. SSH is working closely with VTA to get approval
on the station portion as SSH is scheduled to construction false starting on September
17, 2013 and the superstructure construction will follow.
o Trench Structure Design - DU 21: Approved RFC packages for the Trench Structure
Design Units have slipped again due to the redesign of the concrete structure back to
the BFS FOS of 1.0 vs. the ACI FOS of 1.6. SSH anticipates these revisions will take a
couple of weeks to incorporate, which has impacted construction of the invert. SSH is
working closing with both its designers and VTA to minimize any further delays as the
first invert pour is scheduled for September 19, 2013.
o DU 023 Milpitas Station: DU23 RFC package was submitted on 7/16/13. SSH will
continue to work closely with VTA/BART and all other agencies to prevent a lengthy
design and approval process for these packages.
o Review procedures by COSJ: The COSJ review process mandates that RFC MCN
submission is not sufficient to allow work to begin, which is impacting the RFC review
process. The COSJ is requesting SSH to provide a clean set of documents (an FD set)
that incorporates the city’s comments and are subsequently stamped and sealed prior
to SSH beginning construction activities. SSH has been complying with this request,
which is an extra step in the approval process, and this could significantly impact the
start of the succeeding construction activities.
o Coordination with VTA and 3rd parties: The transition into construction with the
collaboration/coordination between VTA, SSH, and 3rd parties to get RFC approval for
DU’s to begin construction activities continues to be a concern. Currently, design units
have been fragmented in their approval with only portions getting approved at a time
and other portions going through multiple revisions prior to acceptance.

SSH Addressing Concerns: A more focused effort by VTA and SSH on completing DU’s
from definitive design to RFC.
• MCI: MCI relocation at Dixon Landing Road will delay the start of solider pile installation and
utility relocates as it is currently being communicated to SSH. Also the relocations along the at
grade portions of the guideway from Calaveras Blvd. to the beginning of the job at Station
45+00 will also impact the start of grading and retaining wall work in these areas. SSH is
working diligently with VTA/MCI to resolve these issues and get whatever lines need to be
relocated completed ASAP.
• 3rd
Party Utilities: Third party utilities have no contractual obligation to perform to SSH’s
schedule and the 3rd party utilizes have very long and unreasonable procurement and
mobilization periods. In some cases, these periods allow up to 1 year before the utility
companies’ complete mobilization to the site. Many of these utility companies have a
minimum of 6-months after the 1 year mobilization period to perform their scope of work with
some even allotted up to 1 year. These durations will greatly affect SSH’s ability to minimize
impacts to SSH construction activities.
SSH Addressing Concerns: SSH will diligently coordinate work with these utilities, and
alert VTA in writing, as to when a utility company needs to perform relocations.
Through this process SSH will discuss potential duration reductions for the 3rd party
work. In addition, SSH has identified utility work that could be revised from relocate
utilities to a “lift and lay” alternative which will also reduce their durations and have
been in discussions with these 3rd party utility companies and VTA regarding this
alternative.
• PG&E work: The following are SSH’s current concerns/potential delays associated with PG&E
work:
o HPG at Dixon Landing: PG&E redesigned their HPG line in Dixon Landing Road to a
directional bore to go under the BART trench structure. Current sequencing at Dixon
Landing Road Phase 1 has PG&E HPG directional bore occurring after the installation of
the soldier piles. PG&E may not be able to meet the required date to begin
construction due to the late design. SSH is evaluating its sequence for any potential re-
sequencing that could potentially mitigate this impact from extending the closure of
Phase 1 of Dixon Landing Road.
• CLOMR: The original design for CLOMR mitigation measures provided for installation of piping
at certain locations to allow water flow to be unimpeded across the VTA ROW. SSH received the
100 year flood elevations from VTA during the week of August 26, 2013. The elevations that
were given were higher than originally shown by VTA. These higher elevations have a potential
to impact the trench structure by causing thicker slabs for buoyancy and higher walls as well as
impacting the length of shoring due to deeper excavations at Capitol Avenue (Montague Trench
Section 7) and Montague Trench Sections 8-10. SSH is forecast a start of the Capitol Avenue
SOE installation on September 18, 2013. A slip to this date may cause SSH to be unable to
complete the road deck prior to the holiday period which would push the start back to January

2, 2013. SSH is working closely with its designer and VTA to fully understand the impact of
these recently received flood elevations and what the potential impacts are.

Contract Changes
SSH has received 33 change orders to date for approximately $8,893,117. Refer to Appendix J for a
listing of these change orders.
Directive Letters
A total of 109 Directive Letters have been issued through August 2013. SSH is currently evaluating the
potential schedule impact, if any, these directive letters may have to SSH’s current plan. Refer to
Appendix J for a complete listing of these directive letters.
NCR LOG
The NCR log contains 21 items issued as of August 30, 2103. Refer to Appendix J for the status of these
NCR’s.

Schedule Changes
SSH added approximately 200 activities in August, which were primarily associated to utility work and
design revisions. Additional activities were necessary to appropriately/more accurately
represent/reflect the work being performed and planned in the field which also helped to revise
relationship/logic to more accurately depict the current sequence planned in the field. A brief summary
of the changes is provided below and Appendix D provides a thorough review of the changes made to
the project schedule this month.
Activities Added/Deleted/Modified
• Added activities for ILB sequencing to add detail to what needs to be completed prior to the
opening of piper drive.
• Added Revisions to Design Units as required.
• Added an activity for CLOMR design that may impact Capitol Avenue construction and
Montague Trench Sections 8-10.
• Remove Waterproofing activities from sections 1-4 of the Montague Trench.
• Added utility activities to detail Sierra/Lundy section.
• Added various utility activities to Milpitas and San Jose segments to provide more detail.
• Added Bent 1 east and west activities.
• Added Bent 2 center activities.
• Divided the earthwork-cut/fill to subgrade, ductbank, and pullbox activities in Section B.09 into
five separate activities each based on stationing.
• Added activities for improvements at Flickenger.
Relationships and Logic
• Changed the sequence of the Hostetter Trench Section 1 SOE install concurrently with the
Montague trench Section 6 SOE install.
• Changed sequence of wayside facility sites to begin with SLP and continue to SHO/S44 to meet
equipment delivery schedule.
• Adjusted TPSS and TCH to reflect current design sequence.
• Adjusted SCC FO line to reflect current design and sequence. Installation will be performed over
weekend shutdown in permanent alignment and then will be placed in casing during Phase 1
activities.
• Adjusted Wayside facilities (SLP, SHO/S44, SKR/S26) to reflect current sequencing that will be
used to construct the site mainly utility feeds prior to site underground and grounding grids.

• Re-sequence Utilities on Piper Drive and Curtis avenue as some of the utility codes were
incorrect therefore some of the activity codes had to change (i.e. LS-05-W-8.1 became LS-05-W-
10.1 and LS-05-W-8.2 became LS-05-W-14, etc.)
• Revised logic associated with BAS to reflect current scope of north section
• Changed the sequencing on the BAS superstructure falsework to run linearly from the north
station to the south station to the south frame and then to the north frame, as opposed to
concurrently
• Changed the sequencing in B.09 to have ductbanks and laterals drive the retaining walls in
stations 209+74 to 261+00 and 289+50 to 313+50
• Added logic ties in BAS to enable the sequence: Bent 1 to Abutment 1 to Bent 28 to Abutment

• Changed the sequencing in Hostetter intersection to account for the activities for the siphon
Activity Durations
• Adjusted durations in the T-wall sequence to more accurately depict the construction method
that will be used to construct the T-Wall.
• Changed TPSS and TCH procurement to match current manufacturers’ delivery schedule.
Other Changes
• The rain day calendars have been revised through August 31, 2013 to reflect as-built conditions.
• Added C700 WBS coding to both new activities and existing activities that were missing this
detail
• Changed two (2) existing “Start on” constraints to “Start On or After” constraints per VTA
comments (LS-04-FO-2 & MOTTC-540)
• Updated Subcontractors to C700 Responsibility code
• Changed description of activities with VTA Review & Approve to VTA Review if the design unit
had not been approved and there is going to be Rev. 1 or higher. If design unit is still in review
or the drawings can be stamped to go to work then the description remained the same.
• Corrected any “actual” dates beyond the DD from the August 2013 update.
• Added Bid Packages to station procurement.

Weather
SSH has included a reasonable allowance for days adversely impacted by weather-related events in the
CPM schedule. The allowance for weather-related events is incorporated into specified P6 calendars on
a monthly basis and these calendars are applied to construction activities that could potentially be
impacted by weather.
Project records indicate that there was zero non-work weather days recorded in August 2013. A
comparison between the monthly allowance and the actual non-work weather days is being tracked
using the following table.
