• Monitored trees for drought stress. • Repaired 2 potholes on roadway near Cowarts’ Creek Bridge on

northbound lanes. • No active work on punchlist work by contractor. • City continued maintenance of medians. • Met with Center Point regarding streetlight installation, CPE stated that

street light installation will not be possible due to proximity with power lines on the east side from SH 35 to FM 518.

• Staked light locations on east side to show distance and work on issue resolution with CPE.

• Traffic signal installation at Oakbrook/Westfield is non-standard and will not be accepted, no correction has been made.

• Coordinated with BDD#4 and Public Works regarding authorization for Oakbrook detention pond at Dixie Farm Rd to be filled, with credits being accounted for at the East Mary’s Creek Regional Detention Pond.

• Notify the Oakbrook HOA Work regarding filling the pond when work is scheduled.

• Obtained cost proposal for signal pre-emption and authorized work to proceed with Public Works supervision.

• Contractor has struggled to complete warranty items. • Contractor repaired HVAC due to equipment failures, however has not

resolved all failures, so 2nd chiller is still not functional. • No work has been done on the 11 month inspection correction list. • Sent letter to Bonding Agent regarding issues with completion of

warranty and 11th month inspection repairs.

Planned activities for the period ending September 30, 2011: • Address warranty issues, and 11 inspection repairs. • Process final payment to architect. • Public Works to decommission old PISD lift station.

Project schedule: • Substantial completion: July 29, 2010 (adjusted per contract)

Hickory Slough Detention at Max Rd & Max Rd Sports Complex, Phase 1 Engineer: Jacobs Engineers, Inc. Progress this period:

• Continued work on draft Interlocal agreement with BDD#4. • Staff working on draft developer agreement with MUD engineer and

developer on CR 403 and future subdivision utility and drainage needs. • Staff reviewing 75% Pond, CR 403 PS&E package, draft H&H report. • Property acquisition ongoing.

Planned activities for the period ending September 30, 2011:

• Complete staff review and comments on 75% PS&E package. • Complete draft of developer agreement, submit for Council consideration. • Finalize environmental report and submit to USACE • Finalize H&H report. • Work towards 90% PS&E submittal. • Complete geotechnical work. • Coordinate with BDD#4.

• Consultant finalizing the report of Decanter issues review • Contacted UV system manufacturer regarding issues with the system.

• Review report on Decanter options, Decide on decanter option, • Discuss UV repair options with manufacturer. • Re-scope proposal for design of improvements.

Hatfield Basin Trunk Sewer Engineer: Freese & Nichols, Inc. Progress this period:

• Survey and geotechnical, and Phase 1 ESA work ongoing. • Draft Phase 1 ESA report completed. • Held progress meeting to discuss routes to 2 lift stations. • Requested BDD#4 to review slab protection for sanitary sewer crossing at Mary’s

Creek due to environmental permitting necessary for the work. • Depth issue noted at Corrigan Ditch outfall at Fite Rd.

Planned activities for the period ending September 30, 2011:

• Complete environmental site work and submit draft report. • Review and address implications of Mary’s Creek crossing. • Continue survey, environmental and geotechnical investigation. • Continue to refine routes and pipe sizes. • Work to resolve the depth issue at Fite Rd./Corrigan Ditch. • Approve contract amendment to adjust scope of work regarding McLean

segment elimination, environmental investigation/permitting for Mary’s Creek crossing and segment added to Centennial Park.

• Review possible contract amendment to increase scope for possible environmental permitting.

Old Alvin Road Water Line Design Engineer: Charles D. Gooden Consulting Engineers, Inc. Progress this period:

• Held monthly progress meeting. Updated PER draft submitted as well as alignment alternatives for the line. During design review it became apparent that modification to the storm sewer north of Orange Street would be prudent to address conflicts with the water line. Additional services were added to Gooden’s contract per a contract amendment for the storm sewer design.

Planned activities for the period ending September 30, 2011: • Review updated design with modified storm sewer.

SH 35 South Water Line Design Engineer: HR Green, Inc. Progress this period:

• Successfully negotiated contract terms with HR Green

• Consultant Selection – 4th Quarter 2010. • Design/Acquisition – 3rd Quarter 2011 thru 2nd Quarter 2012

Trail Connectivity Ph 1 Design Engineer: Clark Condon Progress this period:

• Held pre-construction conference with Millis Development. NTP issued for September 6, 2011.

• Contracts executed. First change order in the amount of $53,050.00 to remove furnishings from the contract will be executed per direction of Council. Site furnishings will be purchased from the Buyboard for approximately $22,000.

• Start submittal approval process with contractor. • Coordinate site furnishings order with project schedule

Adaptive Traffic Signal Improvements Project Stars: Pearland Gateway Highway 35 Reconstruction

Cullen Parkway Improvement (Beltway 8 to FM 518)

Engineer: Design Engineers: Bury + Partners Contractor: Hassell Construction CM: TxDoT Elapsed time: 665 Days Progress this period:

• A completion evaluation walk-through was conducted by TxDoT Wednesday Apr 27

• Contractor has been notified to perform TxDoT items along with those identified by the City

• This signal contractor will be installing the final two street lights during the month of September. One of these had to be slightly relocated due to underground utilities and one required modification to the retaining wall foundation.

• TxDoT is revising the signal design at two intersections to correct for field conditions. Hawk Road will relocate the northbound pedestrian signal pole to align the crosswalk with the church driveway. Freedom will move poles to match existing conditions around the Post Office driveway.

• TXDoT is to provide new controllers for four signals and assist in the change- over. TxDoT must accept signals before controllers can be changed out. Staff waiting on TxDoT to schedule a signal walk-through upon completion of final modifications to the signals

• City will do an acceptance walk with TXDoT once they have completed final modifications to the signals and intersection markings/ sidewalks and ramps.

• A Change Order was executed to add the additional signage along the roadway and at the termination with the existing two lane roadway

Planned Activities for period ending Sept. 30, 2011:

• TxDoT should complete signal plan revisions and begin revisions to the pedestrian signals as soon as a change order is executed in mid-to late September

o Design Phase started in March 2008. o Complete Design November 2008

• Approval for letting in February 2009. • Detention Pond started April 6, 2009

o Pond completed and accepted Nov. 2009 • Street Preconstruction Conference April 9, 2009.

Public Safety Building

Design Engineer: JE Dunn/ Wilson Estes Police Architects Design Builder: JE Dunn CM: In House Billed to Date: $ 19,934,641 % Billed: 100.27 Contract Days Used: 786 to substantial completion % of Contract Days: 100 Progress this period:

• All LEED paperwork from Design and Construction has been re-submitted to Commissioning Agent for review.

o Syska Hennessey, City’s commissioning agent, has now stated the he is working on this during “off hours” due to his budget shortage. He is now projecting another several weeks to complete the work.

o It will then require a few weeks for USGB to review. Planned Activities for period ending Sept. 30, 2011:

• Will be making an all out effort to force a completion of the Commissioning work.

Project Schedule

• Held design kick-off meeting April 2008. • Break ground Nov.2008. • Building construction began December 2008. • Final Acceptance was issued July 8, 2011

• JE Dunn remains involved in the completion of the LEED certification process

Hillhouse Satellite Public Works Facility Design Engineer: Huitt-Zollars. Contractor: R. Hassell Construction, Inc. CM: In-House Billed to Date: $ 1,376,933 % Billed: 658 Contract Days Used: 261 % of Contract Days: 96 Progress this period:

• Building interior construction well under way o Interior wall framing completed o Inner wall mechanicals and electrical complete o Drywall hung, taped and floated o Interior door frames installed

• Exterior paint has begun o Primer and top coat complete, working on highlights

• Electrical wire pulling completed. o Panels installed and being terminated o Centerpoint completed installation of third phase leg & contractor is

setting up permanent electrical service which the City will take over upon designating the work Substantially Complete

• Fire Sprinkler piping is about 95% complete awaiting installation of ceiling grid to turn down drops

• Fuel island electrical rough-in complete, Building awning complete o Awaiting installation of fuel tanks and pumps

• Door and window awnings completed • Completed paving and parking

o Curbing outstanding • Completed negotiated change order #2 to add standard facility sign, fuel

island security cameras and roof weather-head for signal automation system antenna.

o This Change Order removes the work of installing building access control and security cameras from the General Contractor. Staff has established a separate contract for this work and will administer the contract directly. This will NOT require additional funding

• Siemens’ Adaptive Signal equipment installers have installed the receiver antenna on the building in preparation for completion of that system at the time of substantial completion of the building

been instructed to relocate their utilities as soon as possible. • BNSF has completed the installation of the Control House and have laid the new crossing

panels. • Calco has re-staked and re-paint the radii at the intersection for Centerpoint so they can move

the four electric poles that will be in conflict with the new roadway alignment and new traffic signal.

• TxDOT has not yet released the permit to work in their ROW. • Calco plans to close the intersection of Walnut and Veterans beginning September 6,

2011 for approximately 10 days. This closure will all Calco to complete all work in the intersection including completing the storm sewer and all paving work.

Planned activities for the period ending September 30, 2011:

• Hold bi-weekly progress meetings. • Complete all utility and paving work west of the BNSF railroad tracks. • Completely transfer all services to the new waterline east of the BNSF railroad tracks. • Coordination the relocation of all conflicting utilities at the intersection of Walnut and

unit. These problems have been corrected. • The Aaon manufacturer has ordered a part that was not originally included in the installation of

the unit that may resolve the humidity issues. The part has not been delivered yet.

• Continue working on the warranty list. • Determine the reason for the high humidity levels inside the station.

• Attended monthly progress/update meeting. • The inlet at Pipe and Tube installed at an incorrect elevation has been corrected. Texas

• Coordination with utility companies relating to the traffic signal installation at Mykawa/Orange intersection is on-going.

• AT&T has raised their service line and Comcast and Phonoscope are scheduled to raise their service lines shortly (to meet the sight distance requirements). TSC indicated that these adjustments will not delay any of TSC subcontractor’s efforts on the traffic signal pole installation.

• Centerpoint Energy (CPE) has installed decorative lighting for the project. Orange Street Improvements(cont.)

• Upon completion of the installation of the storm sewer and inlet near 4303 Orange, it was determined that the finished grade will cause ponding in the front yard. The City has asked Texas Sterling to submit an RFI to correct this problem.

• The storm sewer between Mykawa and Woody is completely installed. • The plans show the replacement of the storm sewer between Woody and Hatfield, but do not

provide drainage for the residents while the remove and replacement work is being done. Texas Sterling has proposed to dig a temporary swell ditch to take any water until the new storm line is laid.

• Texas Sterling has been coordinating with the City’s Urban Forester to complete try to safely work around the trees that remain on the project. Of particular concern are several large trees near the Hatfield intersection that are abutting the ROW.

Planned activities for the period ending September 30, 2011:

• Open the roadway between Washington and Mykawa to two way traffic. • Continue to monitor the sidewalks on the north side of Orange between San Antonio and

Mykawa to see if they return to the planned elevation. • Possibly combine two phases to help Texas Sterling recover the schedule.

• Construction to begin in January 2011. • Project completion 1st quarter 2012.

• Industrial TX’s fence contractor has completed the new fence around existing water plant site and is working on the electronic gate control for the new plant access location.

Planned progress for period ending September 2011: • Industrial TX and their sub-contractors will work on cleanup items

and punchlist items from the substantial completion inspection conducted on August 30, 2011.

• The contractor will complete filling the ground storage tank with water and complete the leakage testing of the tank.

• Once water becomes available from the City of Houston Industrial TX with assistance from the City of Pearland will start the new plant facilities, complete the remaining test requirements on the equipment and prepare for a final inspection. Water is anticipated to be available from the City of Houston and the 30-inch City of Houston water line connection disinfected and ready to provide water to the water plant site in October 2011.
