Congressman Kagen says Re-publicans unfit to lead

During the state Democrat convention held in Stevens Point, Congressman Steve Kagen (D-Appleton) went on a tirade against Republicans and their ability to lead on all levels of government.

Kagen, the first term Congressman from Wisconsin’s 8th Congressional District, had a number of verbal miscues to start his term in Congress. One was an alleged run-in with White House strategist Karl Rove and another where Kagen said he called Laura Bush “Barbara” because "He learned on the campaign trail that the biggest insult you could do to another man is to call his wife by another name."

During his speech, Kagen said of the GOP “They don't belong in Washington, they don't belong in our statehouses, they don't belong in our local governments for centuries to come for what they've done to out country."

This appears to be a bit of a harsh statement considering the fact that the district Mr. Kagen represents generally leans more towards GOP candidates (55% GOP district) than for Democrats, and that a number of those same folks must have pulled the lever to elect Kagen in 2006.

Sen. Roessler gets a job in the Doyle Administration

In a surprising announcement from the East Wing of the State Capitol, Governor Doyle announced that retiring State Senator Carol Roessler (R-Oshkosh) was getting a new position as the Administrator of the Division of State and Local Finance at the Department of Revenue (DOR).

DOR’s Division of State and Local Finance is responsible for a variety of duties working in partnership with local governments. Specific examples of the statutory responsibilities of the division include: calculating shared revenue payments, enforcing levy limits, is suing equalized values for all properties in the state to ensure equitable distribution of state aid; and assessing all manufacturing, utility and telecommunications property.

Doyle said of Roessler in a press release: “Carol Roessler has honorably served her constituents for a combined 26 years of service in the State Assembly and State Senate. Her experience working with local officials for over the past two dec-ades as a legislator makes her well-suited for this position.”

Compromise on fee package offered

After working with WBA

President Jason Steen in consultation with WBA Senior Officers we have been in negotiations with the Department of Commerce on a compromise to the fee package that they recently offered. We have traded offers for the past 2 weeks and we are hopefully that a final agreement will be reached very soon. WBA would not support the package but we would remove our objections to the package and would not fight the package moving forward in the legislature if the Department of Commerce accepts our ideas on a compromise.

What is currently being discussed is that the Depart-ment of Commerce will increase the registration fee on the builder education credentials by only $5 (in the original rule the increase would have been $20, $35 and $20 total depending on what credential you were applying for); the seal fee would increase by only $5 (in the original rule the increase would have been $15, this fee has not increased since 2000); no increase in the NOI fee (in the original rule the increase would have been $175 for residential NOI permits); the $100,000 for UDC training will remain and the $100,000 for training to builders regarding business practices will be considered to go to bid after October 2008; we will not ask about the additional $600,000 in consumer education until after January 1, 2011.

Candidates are set for election 2008

As of 5:00 pm on Tuesday, July 8 the “stage” is now set for candidates running for the State Assembly and State Senate. This now gives candidates who must first win a primary to advance to the general election a full two months to take their case to the voters before the primary election on September 9.

We encourage all members and staff to meet as many candidates as possible before the primary or general election so you can learn more about where they stand on issues important to the housing industry.

Rep. Wood jumps ship on GOP

The biggest surprise of the filling deadline was Representative Jeff Wood of Chippewa Falls handing in his nomination papers for re-election not as a Republican (of which had run since his election in 2002) but as an Independent. Wood cited dis-satisfaction with positions the Republican Party has taken on government spending and the war as the main reasons he made the switch.

Wood was quoted in the Eau Claire Leader Telegram as saying: “It all comes down to fiscal responsibility and what our party is doing with this country at the national level mostly. This used to be a fiscally conservative party. It's not anymore."

How to Give to the BDF:

1. Funds to the Builders Direct Fund must come from individual and not corporate sources.

2. To qualify to contribute to the Builders Direct Fund the minimum individual contribution is $100.

3. Funds from the Builders Direct Fund can only go to candidates running for office on the state and local levels — not candidates running for President, U.S. Senate, or U.S. House of Representatives.

4. Please make checks out to Builders Direct Fund.

So what’s next for the GOP? Apparently, they will need to launch an effort to get enough people to vote for a write-in candidate as a GOP in order for that person to get on the fall ballot. Can this be done? Yes. However, there is no question this is a headache the Assembly GOP would rather not have as they work to keep their 3-seat majority intact.

Reminder on political giving from WBA Director of Political Affairs Kate Levanetz

Many members and staff have recently asked me about what it manes to give to the conduit. Most of the inquiries stem from political invitations folks have received this election cycle. The Builder Direct Fund (BDF) is a conduit which allows you to direct your contribution to individual candidates of your own choosing. Participation in the conduit is a good option for politically active individuals.

For instance, say you receive a fundraising letter from a candidate running for State Assembly who you support. Instead of sending a personal check directly to the candidate, you can send a check to the Builders Direct Fund and then specify the candidate of your choice those dollars are to go to. The conduit system is unique to Wisconsin and is a great system for allowing individuals to actively contribute to candidates on the state level and maximize the impact. Keep in mind, you can deposit funds in

It is the policy of the Racine Kenosha Builders Association to place the highest priority on following both the letter and spirit of the antitrust laws.

Meetings and activities of the RKBA shall be conducted in manners consistent with this policy.

Because the RKBA Meetings and activities involve competitors working in association, discussion of antitrust subjects shall be avoided at all times…before, during and after any association function or event. Examples of antitrust subjects include agreeing to fix or stabilize prices, allocating

territories or customers, and agreeing to limit production.

It is risky and potentially improper for RKBA members to discuss with competitors the following topics:

• Terms and conditions of sale

• Individual company costs

Or other elements and factors that affect the competition.

Housing Stimulus Package Offers New Tax Credit Incentive for First-Time Home Buyers

First-time home buyers purchasing a new or resale home are now eligible for a $7,500 tax credit.

(Sturtevant, WI) – July 30, 2008– Today, President Bush signed H.R. 3221, the Housing and Economic Recovery Act of 2008. Passed by Congress on July 26, 2008, the temporary decree will allow first-time homebuyers to qualify for a $7,500 tax credit from the purchase of a single-family home, townhome or condominium apartment. To qualify, buyers must close on the sale of the home on or after April 9, 2008 and before July 1, 2009. Originally set to expire in April of 2009, the eligibility period was extended so home builders will have the opportunity to include credit in their sales and marketing during the peak of home buying season come next spring and early summer.

After several months of lobbying by the Racine Kenosha Builders association, Wisconsin Builders association and other affiliates of the National Association of Home Builders, the much-needed legislation is seen as a significant milestone in the current restoration of the housing industry. The Housing and Economic Recovery Act of 2008 will temporarily serve as a housing stimulus package that will not only encourage home buying, but will reduce excess supply in housing markets and help normalize home prices. In order for this housing stimulus package to be effective, it is important that builders and their corresponding home building associations are quick to inform consumers about their new credit break. In addition to low interest rates and various tax advantages, first-time home buyers now have another powerful financial motive to leave the fence and take advantage of their unique opportunity in home purchasing.

Five years ago we started collecting school supplies for the needy students in the Racine and Kenosha areas. The first year we were able to supply roughly 20 students with all of their needed supplies for the school year. Last year those numbers leaped up to being able to supply over 75 students with all needed supplies and a few boxes of extras that were combined with other area donations from other groups to support even more children. Once again the PR committee will be collecting donations for school supplies to help all the children in Racine and Kenosha Counties start out the school year with needed supplies.

This will only encourage them the eagerness to learn.

Some of these initiatives may include over 50 proposals that are being promoted from the Governor’s Global Warming Taskforce. These proposals include required upgrades of appliances at sale, energy efficiency standards in rental property, Green House Gas Emissions and Vehicle Miles

Assembly Speaker Michael Huebsch will discuss the lay of the political landscape for the upcoming Fall Elec-tions. The Speaker has been a great ally to the business community and specifically our industry. He will also share targeted seats and provide backgrounds of each of these candidates. This is a great opportunity to learn about some of the specific races that will sure to be of great importance this Fall and even more important once the Legislature reconvenes in 2009.

‘Builders Direct Fund’ The BDF is a donor-directed account that allows you to make contributions to state and local candidates for office. Every member of the

Racine Kenosha Builders Association is able to participate by writing a personal check (credit card options also available) of at least $100 to

the ‘Builders Direct Fund’, PO Box 706, Sturtevant WI, 53177. Once you have funded your account, you simply

have to contact the RKBA and indicate how much and who you want your contribution to go to – we take care of the rest. The benefit of

using this approach is that both the industry and you are recognized by the candidate. Some members use this system as a way to limit

their respective contributions for a given year. Please understand that contributions made to this account are your sole discretion and the

dollars donated will continue to roll over year after year until completely expended.

Recently a fund Raiser for the Toys For Tots program was held at the Sly Fox in Silver Lake. While bills are still coming in to be paid we do know that we have gained over 100 toys and at least a few

thousand dollars from this one day event.

A few more events are planned for the coming months.

"Dues payments to RKBA are not deductible as charitable
