CHAIRPERSON’S MESSAGE
On behalf of the organizing committee, it is my pleasure to
welcome you to attend the 2007 International Symposium on
Antennas and Propagation (ISAP2007) to be held at the Niigata
Convention Center ''TOKI MESSE'' in Niigata, Japan, August 20
(Monday) through August 24 (Friday), 2007. This Symposium, the
12th ISAP, is sponsored and organized by the Institute of
Electronics, Information and Communication Engineers (IEICE)
and is held in cooperation with the International Union of Radio
Science (URSI), the Antennas and Propagation Society of the
Institute of Electrical and Electronics Engineers (IEEE/APS), the
Antennas and Propagation Professional Network of the Institution of Electrical Engineering and
Technology (IET) and the Korea Electromagnetic Engineering Society (KEES).
The International Symposium on Antennas and Propagation (ISAP) was born in 1971 and had been
held only in Japan. ISAP2005 in Seoul, Korea and ISAP2006 in Singapore, were the first and the second
Symposia held outside of Japan. During the period of ISAP2006 in Singapore, the ISAP International
Steering Committee (ISAP ISC) was established with members from nine Asia-Pacific countries/regions.
ISAP ISC is responsible for planning a series of future ISAP symposia in the Asia-Pacific region. After the
great success of these two symposia outside of Japan and the establishment of ISAP ISC, ISAP now begins
as a truly international series of symposia steered by Asia-Pacific countries/regions.
ISAP2007 is now coming back to its homeland Japan. It provides an international forum for the
exchange of information on the progress of research and development in antennas, propagation,
electromagnetic wave theory, and related fields. Thanks to the intensive collaboration with the steering
committee members from the AP community as well as the local organizing committee from Niigata
University, we have almost completed preparations for a very attractive and rich symposium. Thanks to the
intensive works conducted by the Technical Program Committee chaired by Prof. T. Hori, we have been
finalizing the Symposium Program. A total of 34 topics including 6 special ones were prepared in the call
for papers. As a result, we have received more than 410 submissions and the TPC have reviewed and
selected about 370 papers. TPC has put together a rich set of sessions, that is, 61 oral sessions with 5 papers,
a plenary sessions and 1 poster session. These include progress in basic topics of broadband/Multi-band
antenna design as well as the latest topics focused in the Special topics, such as metamaterials and systems
study such as MIMO/Ubiquitous, etc. Five invited talks and four short courses will be scheduled; two
plenary talks will focus upon future radio telecommunications policy and spectrum management in Japan
toward Ubiquitous Network Society and polarimetric radar remote sensing including the local information
of the Niigata Chuetsu Earthquake in 2004. ISAP2007 will award Young Scientist Travel Grants, paper
awards and poster presentation awards. A Special Section on ISAP2007 is planned for the June, 2008 issue
of the IEICE Transactions on Communications.

The venue “TOKI MESSE” is located on the waterfront of Niigata city, which is the largest city along
the Japan Sea side and is surrounded by Japan’s longest river, the Shinano River, and the Agano River.
Niigata is rich in food including delicious rice, a variety of locally brewed Sake (Japanese rice wine), fresh
seafood and various agricultural products. So you can enjoy ISAP in Niigata with a relaxed atmosphere and
excellent food. The social program includes popular tourist attractions such as visits to the Northern
Culture Museum, the Shirone Giant Kite Museum. Also, Sado Island is full of natural beauty and historic
monuments and was the island of exile and gold mine in the ancient and middle ages. A dressing school in
Yukata will also be held in Venue, where participants will learn how to wear a Yukata and will receive a
Yukata, an obi (belt) and a pair of geta (wooden clogs) as a souvenir. In the technical tour, you can visit
Niitsu Rollingstock Manufacturing.
With an interesting scientific program arranged by TPC, an excellent conference organization and
hospitality from the local organizing committee including students volunteers, the members of the steering
committee and I are looking forward to welcoming you to ISAP2007 Niigata.

GENERAL INFORMATION Venue
Niigata is the largest city along the Japan Sea side with a population of 0.8 million and is also called “the water capital”, surrounded by the Japan’s longest Shinano River and Agano River. Niigata is rich in food including delicious rice, a variety of locally brewed Sake (Japanese rice wine), fresh seafood and various agricultural produce. So you can enjoy the ISAP in Niigata with a relaxed atmosphere and excellent food. Niigata International Airport has 7 regular international flights to and from locations which include Seoul, Shanghai, Khavarovsk and Guam. The trip from Narita International Airport to Niigata via Tokyo takes 3 hours by Narita Express (a shuttle train to Tokyo) and Joetsu Shinkansen (the bullet train from Tokyo). The ISAP2007 will be held at the Niigata Convention Center “TOKI MESSE”, which is located on the waterfront of Niigata city. The historical review of antenna systems in Japan will also be presented. A fully polarimetric and synthetic aperture FM-CW radar developed in Niigata University is displayed, together with a small scale model of airborne Pi-SAR system and ALOS-PALSAR system. Some polarimetric radar images acquired

with these radar systems and recent space-borne ALOS-PALSAR system are presented with video format. Exhibitors are listed on page 52 to 53. Information of the next ISAP (ISAP 2008) will also be given.
AWARDS ISAP2007 Paper Award The Technical Program Committee will select outstanding papers, which deserve special recognition through its originality and usefulness in oral or poster sessions. The ISAP 2007 Paper Award will be presented to the author(s) at the closing ceremony on August 24(Friday). Poster Presentation Award The Planning Committee will select the poster presentation award from the papers presented in the poster session. A vote on the poster presentation award will be received from the audience during the poster session. The Poster Presentation Award with extra prizes will be presented to the author(s) at the closing ceremony on August 24(Friday). Student Paper Contest In order to foster activities of students toward highly qualified researchers, the ISAP2007 will host the Student Paper Contest. About 20 finalists have been selected from the applicants. Each student selected as a finalist will be requested to make a presentation in a special poster session for Student Paper Contest in spite of his/her wish at the paper submission. The applicants have been notified of the result of selection with the acceptance letter. From the finalists, several winners would carefully be selected after the poster presentation. Awards will be presented to the contest winners at the Banquet, on August 23; not only the winners but also the finalists will be invited to the Banquet.

INSTRUCTIONS FOR ORAL SESSIONS 20 minutes are assigned for each oral presentation including Q&A. Working Language The working language of the Symposium is English. Visual Equipment Each session room is equipped with a stationary computer connected to a LCD projector (beamer). If you need a standard overhead projector for transparencies, please contact the ISAP Office no later than half-day before your session begins. Presenters choosing to use electronic presentation must load their presentation files in advance onto the central ISAP computer in the ISAP Office no later than half-day before their session beginning and use the ISAP computer in the session room for their presentation. Presenters are not allowed to detach the ISAP computer and attach their own notebook/laptop to the LCD projector. The central ISAP computer is equipped with a USB port and a CD-ROM drive. To load your presentation files to the ISAP computer in which PowerPoint 2003 is installed, you should bring a USB memory or a CD-ROM containing your presentation files to the ISAP Office. The staff will assist you to load your presentation files to the ISAP computer. Presenters can test their presentation at the ISAP Office no later than half-day before their session. Session Registration Presenters are required to report to the staff in their session room and to their session chair at least 10 minutes prior to the start of their session. The session chair must be present in the session room at least 15 minutes before the start of his/her session and must strictly observe the starting/ending time for each presentation and refrain from changing the paper presentation sequence. Presentation Time Each paper, except Invited Talks, is allotted 15 minutes for presentation and 5 minutes for discussion. Rehearsal Room Your presentation can be checked by a PC projector in the rehearsal room at 3rd floor.

The poster session and the student paper contest will be at Snow Hall from 16:00 to 17:40 on Thursday, August 23, 2007. Abstract : As antenna designers, our job is very challenging, since we are always asked to push the frontiers by developing antennas that fit in smaller and smaller spaces to cope with the perennial demand toward miniaturization of new wireless devices and sensors, with applications in WiMAX, UWB, MIMO and RFID systems. And yet, even as we strive to shrink the size of an antenna, we are asked to do so without compromising its gain, wide bandwidth and linear phase response, etc. The course will begin by discussing some recent trends in small antenna design for some of the popular applications mentioned above. It will review a number of ongoing developments at various centers around the world engaged in the development of communication and UWB antennas as well of RFID sensors. State-of-the-art design solutions for practical applications will be presented, and practical issues such as integration of small antennas into laptops will be discussed. Next, the course will discuss the topic of performance enhancement of antennas, including bandwidth enhancement; realization of high directivity, etc., using novel materials such as Electronic Band Gap (EBG) structures and Metamaterials, which may have single or double-negative refractive indices.
Short Course B SAR polarimetry and Interferometry

Abstract: The development of Radar Polarimetry and Radar Interferometry is advancing rapidly, and these novel radar technologies are revamping “Synthetic Aperture Radar Imaging” decisively. In this exposition the successive advancements are sketched; beginning with the fundamental formulations and high-lighting the salient points of these diverse remote sensing techniques. Whereas with radar polarimetry the textural finestructure, target-orientation and shape, symmetries and material constituents can be recovered with considerable improvements above that of standard ’amplitude-only Polarization Radar’; with radar interferometry the spatial (in depth) structure can be explored. In ‘Polarimetric-Interferometric Synthetic Aperture Radar (POL-IN-SAR) Imaging’ it is possible to recover such co-registered textural plus spatial properties simultaneously. This includes the extraction of ‘Digital Elevation Maps (DEM)’ from either ‘fully Polarimetric (scattering matrix)’ or ‘Interferometric (dual antenna) SAR image data takes’ with the additional benefit of obtaining co-registered three-dimensional ‘POL-IN-DEM’ information. Extra-Wide-Band POL-IN-SAR Imaging - when applied to ‘Repeat-Pass Image Overlay Interferometry’ - provides differential background validation and measurement, stress assessment, and environmental stress-change monitoring capabilities with hitherto unattained accuracy, which are essential tools for improved global biomass estimation. More recently, by applying multiple parallel repeat-pass EWB-POL-D(RP)-IN-SAR imaging along stacked (altitudinal) or displaced (horizontal) flight-lines will result in ‘Tomographic (Multi-Interferometric) Polarimetric SAR Stereo-Imaging’, including foliage and ground penetrating capabilities. It is shown that the accelerated advancement of these modern ‘EWB-POL-D(RP)-IN-SAR’ imaging techniques is of direct relevance and of paramount priority to wide-area dynamic homeland security surveillance and local-to-global environmental ground-truth measurement and validation, stress assessment, and stresschange monitoring of the terrestrial and planetary covers. In addition, various closely related topics of (i) acquiring additional and protecting existing spectral windows of the “Natural Electromagnetic Spectrum (NES)” pertinent to Remote Sensing; (ii) mitigating against common “Radio Frequency Interference (RFI)” and intentional “Directive Jamming of Airborne & Space borne POL-IN-SAR Imaging Platforms” are appraised.

Short Course C Reverberation Chamber for Characterizing Antennas and Mobile Terminals under Rayleigh Fading: Efficiency, TRP, TIS, AFS, diversity, MIMO, UWB

Abstract : The reverberation chamber has for many years found application in the EMC area. Recently, we have shown that it with great advantage can be used also for antenna measurements as it simulates effectively a uniform multi-path propagation environment. The course will give the basic theory of reverberation chambers, and show how the chamber can used to measure radiation efficiency, free space radiation impedance, and diversity gain of antennas; total radiated power and receiver sensitivity of mobile phones and other wireless or mobile terminals (GSM, CDMA, DECT, Bluetooth, UMTS); and channel capacity of MIMO antenna systems. The chamber is the only known measurement instrument for measuring diversity gain and channel capacity; the alternative being to drive measurement instruments around in an actual urban environment. A major advantage with this new measurement method is that the measurements fast and easily can be performed when the antenna or phone is located in different talk positions relative to a head phantom or other environments. Special emphasis will be directed towards fast and accurate measurements of static and dynamic receiver sensitivities, known as Total Isotropic Sensitivity (TIS) and Average Fading Sensitivity (AFS), respectively. Reverberation chambers for EMC applications are normally very large, but we will show that for measurements at 900 MHz and above it is possible to use a small chamber that can pass through a 80 cm wide door. The course is based on recent both published and unpublished material related to extensive measurements in both large and small reverberation chambers. The course will include discussion of results measured on actual mobile phones and Bluetooth modules. Copies of slide presentations and journal articles will be provided in electronic format. The reverberation chamber with antenna measurement procedures have been commercialized by the company Bluetest AB (www.bluetest.se).

Abstract : This course provides an overview of recent studies on MIMO propagation theory and modeling for wideband communication systems. First, focusing on angular spread of multipath waves, wave propagation environments in mobile radio systems are discussed. A propagation channel representation of MIMO is then presented with respect to narrowband and wideband systems, and the critical role of the eigenvalue in the correlation matrix is discussed. The statistical characteristics of eigenvalues in MIMO channels are clarified by addressing cases in which the correlation between branches can be ignored and those in which it must be taken into consideration. A useful propagation simulation model called Kronecker model is also introduced. For extending an existing MIMO system to an isolated area, a MIMO repeater system becomes inevitable. For designing such a system, a multi-keyhole propagation channel model is necessary, and the model is introduced. For realizing high capacity with compact antenna system, use of multiple polarizations is promising. Channel models for dual- and tri-polarization antennas are also discussed. Finally, various MIMO transmission systems, such as STBC data transmission scheme, subband signal processing adaptive array, MIMO OFDM system, and systems robust to fast fading, are discussed from a propagation viewpoint.

The IEICE (Institute of Electronics, Information and Communication Engineers) Transactions on Communications announces a forthcoming Special Section on “2007 International Symposium on Antennas and Propagation” to be published in June, 2008.
The 2007 International Symposium on Antennas and Propagation (ISAP2007) will be held in Niigata, Japan on August 20-24, 2007, which aims at providing an international forum for exchanging information on the progress of research and development in antennas, propagation, electromagnetic wave theory, and related fields. This symposium, the 12th ISAP, is organized and sponsored by IEICE, and is held in cooperation with URSI, IEEE/AP-S, IET, CIE, and KEES. By taking this opportunity the Special Section on ISAP2007 has been planned to publish articles which are limited to the papers presented at oral or poster session in ISAP2007. Your participation to the ISAP2007 and the contribution to this special section would be greatly appreciated.

Papers have to be submitted by October 15, 2007 (JST). Manuscripts should be prepared according to the guideline given in the “Information for Authors”. The latest version is available at the web site, http://www.ieice.org/eng/shiori/mokuji_cs.html, or you can refer to its brief summary attached to IEICE Transactions. The length of the paper should not exceed 8 printed pages in principle. The term for revising the manuscript after acknowledgement of conditional acceptance for this special section could be shorter than that for other sections (60 days) because of the tight review schedule. In this special section, only electronic submission is accepted. Prospective authors are requested to follow the submission process described below carefully.
1. Authors have to present their paper at oral or poster session in ISAP2007 for submitting their paper to this special section. At least one of the authors must be an IEICE member when the manuscript is submitted for review. Deadline for online paper submission of the ISAP2007 is March 1, 2007 (JST).
