So a squirrel, living in a pine tree, eels a shaking, looks down, and sees an elephant climbing the tree. Tesquirrel asks, What are you doing climbing my tree? Well, says the elephant, Im coming up here to eatsome pears. You idiot! barks the squirrel, Tis is a pine tree, there are no pears! o which the elephant says, I brought my ownpears.

    So stupid its funny...

Positive ruth is that St. Marie was a total success andcan be again. I have been told that St. Marie has always been aailure and all have given up; no it was a success and can easilybe again. My only purpose being here is to make St. Marie abeautiul community again. I need cooperation and unds ora quiet title so property can be sold and taxes paid.

    1. Te Federal Government spent tens o millions o dollarstrying to find a use or the ormer Glasgow Air Force Base andailed. Tey gave the commercial buildings and runway to the

County and put the housing up or sale.2. Tey sold the 1223 housing units by internationalauction and the top three bidders were all salvage companies, there should never have been a dime o taxable value to ValleyCounty, only 1223 basements and a lot o asphalt, liability andcost.

    3. Luckily, the GSA top bidder afer paying the twentypercent down was later denied the promised financing by GSA,rumor was it was done by influential people o Glasgow withtheir own agenda who had experience in salvage concerningthe ormer AF Base.

    4. Luckily again, the salvage company that purchased theunwanted buildings and was being orced into bankruptcyhad a silent partner, a couple named Judy and Pat Kelly. Teywould not let the people who had invested in their companygo unpaid. Tey had a plan that would not only pay the debts,

but save the tremendous asset or the Eastern Montana thattheir amilies had migrated to over a hundred years beore. (Itsounds pretty corny to me, how about you?)

    5. Not only corny in the sense o a do-gooder, but unrealisticand nave at the same time, they had no money, no experience, and Valley County and the City o Glasgow lined up to stopthem. Te City needed the water going to the closed AF Basetheir deep wells had gone rom bad to worse.

    6. No one was threatened by this nave little couple andthey were openly laughed at, and rightully so, what chancedid they have to bring people to this cold windblown hill. TeCounty Attorney was said to have made the statement thatHe, the County Attorney would stop them, not only did thecity want the water, the County did not want the expense oproviding water in perpetuity to the base.

    7. First miracle and many more to come breakthrough orthe young couple was getting financed by a loan rom fivedifferent participating Credit Unions; which was unheard o.Te Kellys had sold the concept o a Military RetirementCommunity to the lenders and it worked.

    8. Te Air Force came to the County with a proposalto blow up the runway, test a new rapid repair system, andthen put it back as good as new. Boeing was using the airfield in a limited way and did not want that it to happen, so

made a proposal to purchase the Countys holdresponsible or providing water to the housing.

    9. Te County had not been able to stop tho St. Marie and wanted Boeing and the water, they do. Well here come people to St. Mameetings with residents telling them that thewater aquier o good water under St. Marie anneed the County to provide water, not true anshut down St. Marie.

    10. I was threatened personally and they wershoot my dog i I demanded the water and scoming to Glasgow. Te local Econ Developmthey wanted Boeing over St. Marie even thou

said they had no plans to develop the acility.11. I held ast on the water issue and Boeingresponsibility o taking on the water and Glasgthe water system.

    12. St. Marie was a total success, military retall over the US and some rom overseas. High rand enlisted, pilots, a banker, one was the curOlympia WA when he purchased; a total sugrowing in the most positive way, it could not bmaybe it could be.

    13. Te County raised the taxes 1000% a

destroyed St. Marie. I had not been able to pay mysel a wageor seven years and they raised my taxes rom $700 to $7,000a month, a tremendous amount twenty some years ago. Weprotested the tax increase, but the Valley County Attorneydeended the 1000% increase at the State level and won. Judyand I were under great stress, and as a result I had a heartattack and soon afer my wie died o an aneurism.

    14. I was devastated by the circumstances , especially thedeath o my wonderul wie, I was orced to sell. Te purchaserturned out to be dishonest and went bankrupt and the resultsare a destroyed St. Marie that is still being held down by thelocal powers with their own agenda.

    15. Te reason or the timing o telling this story is I have beendemonized by the locals so bad that it has been impossible tobring St. Marie back even though I have spent hundreds othousands o dollars and committed to another $500,000.Tey deny that St. Marie was a success and state that St. Mariehas always been a problem and it happened so long ago thatmany believe them. Te leaders o Glasgow are stating St.Marie has always been a ailure and they have convinced thebanks and others not to help.

    16. Te point is that i Valley County had supported St. Marieand not raised the taxes a 1000% percent St. Marie would be a100 million dollar plus asset or Valley County creating manyhundreds o jobs. Most o the taxes would have gone to the

St. Marie continued from page 5 school system providing a superior education and a Class Asports program.

    17. What should St. Marie look like today? Well, go tostmariemt.com and look at the video done in 1996 o theSt. Marie Judy and I developed, we never once talked aboutmaking money, it was a commitment to do somethingpositive. Look at that video and know that the gol course andswimming pool would have been completed; money rom thesale o each home was going into that development. Terewould be more than the three restaurants, the gif shop, beautyand barber shop, health club and bowling alley. People wereso happy living here that they were bringing other amilymembers to St. Marie. Do not let anyone tell you St. Marie

was always a problem, no, the problem lies, then and now, with the sel agenda (black cloud) o the so called leadersin Valley County, leadership should be or the good o thecommunity not their own agenda. My wie died building asuccessul St. Marie and that act needs to be told. St. Mariewas a total success. Te Glasgow AFB was a total disaster untilJudy and I came and developed St. Marie, we did not do it orour ego and credit, but I will not let our efforts and success bedemonized especially when it is used to stop me rom buildingSt. Marie back. Go to stmariemt.comor more inormation.Be positive please and assist i possible.

    Sincerely,

    Pat Kelly, St. Marie
