STUDENT AND STAFF RECOGNITION 1. Recognition of Student The Auburn School District Board of Directors will recognize James

Halford, a senior at Auburn Riverside High School, for being an outstanding student.

James has impacted his school profoundly. He is an exceptional young man

whose passion is to make Auburn Riverside and the world a better place. His authentic caring and concern for all students was pivotal in his election as ASB President this year. He leads with a maturity and adeptness that is exceptional at this age.

Academically, James also excels. He has a 3.976 grade point average and

has taken numerous advanced placement and honors courses throughout high school. His favorite subjects are math, physics, leadership, computers and fitness. In addition to his academics, he is a dedicated athlete and participates in cross-country and lacrosse.

James is a servant leader. Twice per year, he helps run the school food

drive and he serves at the Auburn Food Bank. He was a camp counselor at Cispus, participated in creating meals for Goodwill and the Greater Chehalis Food Bank and provided stocked backpacks for foster children.

One of James’ passions is aviation and his goal is to be a pilot. He is

currently enrolled in flight school and is dedicated to a life of flying airplanes and flies many weekends. James plans to attend Embry-Riddle Aeronautical University to achieve this goal.

Staff and students alike respect this outstanding young man. A current

freshman recently wrote, “One leader that I hope to follow and be like is our ASB President, James Halford. He works hard to make me, and all of us freshmen feel welcome at Auburn Riverside.”

1. Recognition of Staff The Auburn School District Board of Directors will recognize Becky

Thibodeau, the secondary fiscal accountant at Auburn Riverside High School, for her outstanding service.

Becky is in her fourth year at Auburn Riverside. Prior to working in

Auburn, she was a financial coordinator in the Franklin Pierce School District for nine years and worked in the private sector.

Becky is responsible for the general fund and ASB bookkeeping in the

building. In addition, she works with students and parents at the cashier’s window when they are paying for class fees or ASB purchases. She loves her job and loves working at Auburn Riverside.

Becky said, “At Riverside, it’s not just coming to work. It’s like being

part of a family. The culture for students and staff is so warm, welcoming and supportive.”

Her coworkers think very highly of her. She is described as

compassionate, humble and hard-working. She always goes the extra mile for students and staff.

Born and raised in the Buckley area, Becky lives in Sumner with her

husband Kurt. She has three grown daughters. In her off time, she loves to work in her yard. She and Kurt have

STUDENT PARTICIPATION 1. Athletics/Activity: Terminal Park Elementary School 5th Grade Basketball Ryan Foster, associate superintendent of principal leadership and school

programs, will introduce Tom Dudley, Terminal Park Elementary School principal, who will introduce Michelle Comstock, Terminal Park Elementary School coach, who will introduce and Bridget Both, Nashiah Hale, Joel Juda, and Bailey Stine, students. The team will present the Terminal Park Elementary School 5th Grade basketball program and answer questions from the board.

CONSENT AGENDA 1. Student Requests for Travel a. Twenty-four Auburn Riverside High School students request permission

to travel to Victoria, British Columbia, Canada, Friday to Sunday, October 27-29. The purpose of the trip is to compete in the Spooktacular Boys Water Polo Tournament. Lodging will be at the Capitol City Center Hotel, meals will be at local restaurants and travel will be by private vehicles. All expenses will be paid by ASB funds. Mike Van Eaton and Kyle Ridge, Auburn Riverside High School coaches, request permission to accompany the students. Two substitutes will be needed for one day. Anne Perry, Heidi DeVries, Jeff Jones and Matt Earnhardt, parents, request permission to accompany the students as chaperones.

b. Twenty Auburn Riverside High School students request permission to

travel to Bellevue, Sunday to Tuesday, October 29-31. The purpose of the trip is to attend the DECA Fall Leadership Conference. Lodging will be at the Hyatt Regency hotel, meals will be at local restaurants and travel will be by school bus. All expenses will be paid by CTE and ASB funds. Doug Aubert and Raeshelle Wilson, Auburn High School teacher and para educator respectively, request permission to accompany the students. One substitute will be needed for two days.

c. Ten Auburn Riverside High School students request permission to travel to Pasco, Thursday to Saturday, November 2-4. The purpose of the trip is to compete in the State Cross-Country Track Meet. Lodging will be at the Quality Inn, meals will be at local restaurants and travel will be by rental vans. All expenses will be paid by ASB funds. Sandy Halford, Tim Wright, Bill Sumner and Kaisa Swenddal-White, Auburn Riverside High School coaches, request permission to accompany the students. Two subs will be needed for one day.

d. Five Auburn High School students request permission to travel to

Yakima, Thursday to Saturday, November 2-4. The purpose of the trip is to attend the Washington State Prevention Summit. Lodging will be at the Fairfield Inn & Suites, meals will be at local restaurants and travel will be by charter van. All expenses will be paid by Auburn Prevention Coalition grant funds. Sonia Amado, Auburn High School para-educator and family engagement liaison, and Lawrence Davis, Cascade Middle School prevention specialist, request permission to accompany the students. No substitutes will be needed.

e. Twenty Auburn Riverside High School students request permission to

travel to Kennewick, Thursday to Saturday, November 9-11. The purpose of the trip is to compete in the State Volleyball Tournament. Lodging will be at the Red Lion hotel, meals will be at local restaurants and travel will be by charter bus. All expenses will be paid by ASB and district funds. coaches, request permission to accompany the students. One substitute will be needed for one day.

f. Twelve Auburn High School students request permission to travel to Port Townsend, Thursday to Saturday, December 28-30. The purpose of the trip is to compete in the Auburn Girls Christmas Basketball Tournament. Lodging will be at the Red Lion Inn, meals will be at local restaurants and travel will be by private vehicles. All expenses will be paid by ASB funds. Jon Price, Michael Smith, Dan Strojan and Diana Ramirez, Auburn High School coaches, request permission to accompany the students. No substitutes will be needed.

g. Thirty-eight Auburn High School students request permission to

travel to Anaheim, California, Sunday to Thursday, May 27-31, 2018. The purpose of the trip is for the AHS Choir to perform at Disneyland. Lodging will be at the Howard Johnson hotel, meals will be at local restaurants and travel will be by airplane. All expenses will be paid by CTE and ASB funds. Ryan Hutchison and Terry Thibodeaux, Auburn High School teachers, request permission to accompany the students. One substitute will be needed for one day. Molly Brinn, Nicole Hutchison and Dwight Van Vleet, request permission to accompany the students as adult chaperones.

2. Staff Request for Travel a. Maeghan Bowman, Auburn Mountainview High School teacher, requests

permission to travel to Chevy Chase, Maryland, Sunday to Thursday, November 12-16. The purpose of the trip is to attend the SIOP (Sheltered Instruction Observation Protocol) Training of Trainers II: Advanced Strategies Conference. Lodging will be at the Marriott Courtyard hotel, meals will be at local restaurants and travel will be by airplane. All expenses will be paid by DSL-ELL funds. One substitute will be needed for four days.

BUILDING PROGRAMS 1. Resolution No. 1247 – Certification of Racial Balance for the Olympic

Middle School Reconstruction Project Resolution No. 1247 is attached certifying the Olympic Middle School

Reconstruction project will not create or aggravate racial balance within the boundaries of Auburn School District as required by WAC 392-342-025. This certification is required for the school district to be eligible for state funding assistance for the Olympic Middle School Reconstruction project.

Jeffrey Grose, Executive Director of Capital Projects, will be present to review and recommend adoption of the resolution.

Recommendation: That Resolution No. 1247 certifying the Olympic Middle School Reconstruction project’s racial balance be adopted.

2. Acceptance of Olympic Middle School Reconstruction Value Engineering

Report and Implementation A Value Engineering Report has been prepared by Sazan Group for the

Olympic Middle School Reconstruction project.

Attached are introductory, summary and owner implementation sections of the report.

It is requested the Board review and accept the Value Engineering Report and its implementation as required by the Office of Superintendent of Public Instruction.

Jeffrey Grose will be present to review the Value Engineering Report and recommend acceptance of the report and its implementation.

Recommendation: That the Olympic Middle School Reconstruction project Value Engineering Report and its implementation be accepted.

3. Resolution No. 1249 – Authorizing the Use of GC/CM Procedure – Chinook,

Dick Scobee, Pioneer and Terminal Park Elementary Schools Replacement Program

Resolution No. 1249 is attached authorizing the use of GC/CM procedure

for the Chinook, Dick Scobee, Pioneer and Terminal Park Elementary Schools Replacement program.

Jeffrey Grose will be present to review and recommend adoption of the resolution.

Recommendation: That Resolution No. 1249 authorizing the use of GC/CM procedure for the Chinook, Dick Scobee, Pioneer and Terminal Park Elementary Schools Replacement program be adopted.

4. Authorization of Award GC/CM Contract – Dick Scobee Elementary School

Project Pursuant to RCW 39.10, Auburn School District has conducted a

competitive process for selection of a General Contractor/Construction Manager (GC/CM) for the Chinook, Dick Scobee, Pioneer and Terminal Park Elementary Schools Replacement Program. This process consisted of the submittal of proposals by GC/CM firms, evaluation of proposals, interview of GC/CM firms, and the submittal of final proposals by Absher Construction Company, BN Builders and Skanska.

The GC/CM firms’ initial proposals, interviews and final proposals were

evaluated by a Selection Committee and scored on a competitive basis. Skanska earned the highest score, 92.54 out of 100 points, and has been determined to be the most-qualified GC/CM firm for this four school program.

A Final Tabulation Form showing the scores earned by final candidates

Absher Construction Company, BN Builders and Skanska is attached. Auburn School District will execute separate GC/CM contracts with

Skanska for each of the four projects included in this program. Dick Scobee Elementary School is the first project.

Auburn School District and Skanska have successfully negotiated a GC/CM contract for “Construction Manager as Constructor” for this project. This contract authorizes Skanska to provide preconstruction services for a not-to-exceed amount of $234,615.00. Upon completion the preconstruction phase and successful negotiation of a Guaranteed Maximum Price, the Administration will seek approval of an amendment to this contract to authorize Skanska to manage the construction work.

Jeffrey Grose will be present to recommend award of the GC/CM contract. Recommendation: That the GC/CM contract for the Dick

Scobee Elementary School project be awarded to Skanska.

DIRECTORS 1. Second reading of revised policies Revised policies 1410-Executive or Closed Sessions; 3116-Students in

Foster Care; 3122-Excused and Unexcused Absences; 3416-Medication at School; 4120-School-Support Organizations; and 5240-Evaluation of Staff are being submitted to the board for second reading and adoption. Debbie Leighton, assistant superintendent of human resources, will introduce Mike Weibel, director of human resources, who will present the revised policies and answer questions from the board.

Recommendation: That the above mentioned policies be accepted for second reading and adoption. 2. Discussion • School Board Work Sessions 2017-18

An executive session will be held as authorized by RCW 42.30.110 (1)(b), to consider the selection of a site or the acquisition of real estate by lease or purchase.

Auburn School District Strategic Plan 2017-22 Update: The Auburn School District Strategic Plan 2017-22 was adopted by the board in June of 2017. Since that time cabinet has identified six initial priorities and has been developing action plans for the 2017-18 school year.
