Russian nuclear sub test-fired 2 Bulava missiles from White SeaTass | Military & Defense | September 28, 9:51

MOSCOW, September 27. /TASS/. The Yuri Dolgoruky nuclear-powered ballistic missile submarine has conducted an experimental launch of twoBulava intercontinental ballistic missiles from the White Sea, the Russian Defense Ministry said on Tuesday.

"Today, on September 27, the Yuri Dolgoruky strategicnuclear-powered ballistic missile submarine conductedexperimental launches of two Bulava intercontinentalballistic missiles from the White Sea to the Kura firingrange on the Kamchatka Peninsula," the ministry said."Both missiles were fired from the submarines silos ina routine regime. The first missiles warhead completedthe entire cycle of the flight program and successfully hitthe designated targets at the firing range. The secondmissile self-liquidated after the first stage of the flightprogram."

The missiles were fired from the submerged submarine. The lead Borei-class submarine of Project 955 - YuriDolgoruky - was delivered to the Russian Navy in January 2013, however, the boat wascommissioned with the Navy combat forces only in 2014. The Yuri Dolgorukysubmarine is in service with the Northern Fleet. The Yuri Dolgoruky is 160 meterslong and 13 meters wide, with a displacement of 24,000 tonnes. The Project 955nuclear-powered submarine is armed with the advanced R-30 Bulava missilesystem with a flight range of more than 8,000 kilometers (4,971 miles). Thesystem is furnished with multiple individually-targeted reentry vehicles.

Each Project 955 nuclear-powered submarine can carry 16 solid-propellantintercontinental ballistic missiles.

A multiple launch of two Bulava intercontinental ballistic missiles was lastperformed by the nuclear-powered submarine Vladimir Monomakh on November14, 2015. Col. Eugene Caughey, 46, assigned to Air Force Space Command staff at Peterson Air Force Base, Colorado, was to begin his court-martial Oct. 17 oncharges of rape, assault, adultery and other lewd acts dating back to 2013. The Colorado Springs Police Department is investigating the cause of his death, the Air Force said in a statement. Sgt. Tim Stankey, a police department spokesman, told Military.com on Monday police were dispatched to investigate an apparent suicide. Stankey saidpolice "do not suspect foul play at this time" but added that investigators will look to the coroner's office for the official cause of death. The coroner's office said it could be four to six weeks before the findings of an autopsy are released. Caughey's court-martial originally was set for August, but he was granted a continuance. The 23-year veteran of the service was formally charged Dec.10 with rape and assault. He allegedly used "unlawful force" to hold the victim "againstthe wall and floor" while committing a sexual act sometime "in late 2014 or early 2015," according to his charge sheet. Read All ^ Russias Newest Nuclear Submarine Arrives in Pacific OceanBy Damien Sharkov | Newsweek | 9/26/16 at 11:19 AMRussias newest nuclear submarine has been sent on permanent deployment to the countrys Far East, state news agency Itar-Tass reports.Russias navy has made several moves to shore up its presence in the Pacific Ocean, as Moscow bids to display a strong relationship with China, while also spearheading talks with Japan and South Korea. Earlier this month Russia and China held an eight-day naval drill in the South China Sea,after Russia backed Beijings contested territorial claims in the region. Now the Russian Pacific Fleet has announced the arrival of its latest nuclear submarine, Vladimir Monomakh, to its new permanent deployment base inthe far-eastern Kamchatka Peninsula. The peninsula has access to the Sea of Okhotsk, shared between Russia and Japan and the Bering Sea, shared byU.S. and Russia. The submarine was handed to the navy in 2014, eight years after construction first began and has since been in the jurisdiction of Russias NorthernFleet. Special facilities have been set up in Kamchatka for the new generation vessel, which is Russias third Borei-class submarine. Another Borei-classsubmarine is already deployed in Kamchatka, as the Alexander Nevsky vessel made its way there last year.

It is armed with 16 Bulava intercontinental ballistic missiles, each containing up to 10 warheads. ^ The Simple Reason Why America's Virginia-Class Submarines Are So GoodDave Majumdar | The National Interest | September 26, 2016

The United States Navy might defer developing a new next-generation SSN(X) unless such a design holds thepotential to provide a revolutionary leap over a modernized variant of the current Virginia-class attack submarine(SSN).

While the Virginia-class was developed in the 1990s to be a cheaper alternative to the much more capable andexpensive Seawolf-class (SSN-21-class), the SSN-774-class was designed to be as stealthy and to have greatermulti-mission capabilities than its larger counterpart. Over the years, the Virginia-class has proven to be anadaptable and versatile design with plenty of room for growth. Indeed, the Virginia-class submarineor VCS asmany senior U.S. Navy officials call itmay prove so capable that a future SSN(X)which is tentatively

planned for 2034might prove to be unnecessary.

When is the transition from Virginia-class submarine to SSN(X)? And its currently scheduled for about 2034. Naval Sea Systems Commandsprogram executive officer for submarines Rear Adm. Michael Jabaley told The National Interest during a Sept. 16 interview in his office. So we haveBlocks V, VI and VII on the Virginia and at some point in the future, well have to sit down and make that decision. And the decision will be: Ok, hasour science and technology and research and development work to date shown there is enough there to warrant designing a new submarine and startingto built it at that point or should we move that pointmost probably out to the rightand keep building Virginia because with Block VIII we can insertthe most promising technologies and make it still be the best submarine out there and perhaps wait for some phenomenal technological development tocome to fruition. The Navy will have to make the decision on developing a new SSN(X) with potentially game-changing technologies or continue building advancedVirginia-class variants roughly seven or eight years from now, Jabaley said. Though Jabaley didnt address what kinds of phenomenal technologicaldevelopments it might take to justify developing a future SSN(X), during his earlier testimony before the House Armed Services Committee (HASC)in July, he suggested that a future SSN might act as an underwater mothership for unmanned underwater vehicles.

Moreover, in order to drastically improve acoustical performance, a next-generation submarine would need to dispense with moving parts. At somepoint were going to have to move beyond a rotating mechanical device to push the ship through the water, Jabaley told the HASC. Althoughwere not there yet on the oceans being transparent, one of the biggest things that causes noise to be radiated into the water is the rotating machineryand the propulsor itself moving through the water and exciting various parts of the stern and the submarine to radiate noise. The Navy has essentially reached the limits of what is possible for acoustic signature reduction with a purely mechanical system. While the future OhioReplacement Program ballistic missile submarines (SSBN) are expected to use a permanent magnetic motor to increase stealth, Jabaley wants to take astep further. The field of biomimetics is very interesting to me when you look at nature in action and you think: Boy, it would be great if we coulddesign something that would take that leap forward and get us into a realm that would be acoustic-self unlike anything weve ever done before,Jabaley said told the Congress. Read All ^ Rep. Adam Smith wants a smaller nuclear arsenalBy Jacqueline Klimas (@jacqklimas) 9/22/16 4:28 PM | Washington Examiner The country could stand to shrink its nuclear arsenal, the ranking member of the House Armed Services Committee said on Thursday. Rep. Adam Smith, D-Wash., said at the Stimson Center that the U.S. can't afford its nuclear stockpiles and could project the same level of deterrencewith a smaller number of them. "From a priority standpoint, it's the wrong priority," Smith said. "We need a nuclear deterrent, there's no question about that. But the level, size and costof the nuclear deterrent, I think it doesn't warrant the threats that we face." Smith said the current number of U.S. nuclear weapons would be needed if the U.S. enters a nuclear conflict with China, Russia and North Korea, and"at that point, we're pretty much all toast anyways," he said.^ The Viet Nam Memorial Facts 4There are 58,267 names.4The first known casualty was Richard B. Pampanito Undergoing Routine Maintenance Period(Updated September 26, 2016) USS Pampanito (SS-383) is a World War II Balao class Fleet submarine museum and memorial. She iscurrently in dry-dock at Bay-Ship and Yacht in Alameda and closed to the public, but you can still take avirtual tour of the sub. When she returns she will be open for visitors daily at San Francisco's Fisherman'sWharf. (Hours and Directions). Pampanito made six patrols in the Pacific during World War II during which she sank six Imperial Japaneseships and damaged four others. Operated by the Maritime Park Association, Pampanito hosts over 100,000

visitors a year and is one of the most popular historic vessels in the country. Pampantino Volunteer USSVI Mare Island Base Member Chuck Butcher reports: "The Sub is up at Bay-Ship and Yacht in Alameda. It is slated to be up for 6weeks or less. The only internal work inside is blasting coating and close out of thesanitary tank that has been in use. It will no longer be used until funding is found toinstall a bladder to stop the internal steel wastage. Under water will include closing out all sea chests and overboard discharges. Weplan on doing over 100k in various spots in steel work. The Sub should be in great shape until the next Dry Docking."

Pampanito volunteers are active in three general areas:

Docent: Sharing the Pampanito Story with tens of thousands of visitors every year through our activedocent program, and Repair and Restoration: Getting your hands really dirty performing repair and restoration work aboarda National Historic Landmark World War II combat veteran submarine Yeoman's Work: Help in the office, curatorial, marketing, and more. In closing, you may recall that Pampanito was used in the making of the comedy flick Down Periscope. ^ In the submarine Force, Unconventional Career Paths Are More Normal: A ResponseThomas E. Ricks (with Lt. Jeff Vandenengel as guest respondent), ForeignPolicy.com, September 19

Last week in Best Defense, P-3 pilot Lt. Danny Kuriluk discussed his frustration with the Navy and the way it chooses officers for promotion tolieutenant commander. He is upset with a system that determined him worthy of selection for the prestigious Politico-Military Masters Program at theHarvard Kennedy School of Government, yet not worthy of selection for O-4.

Lt. Kuriluk identified the Army and Air Force as having mechanisms to identify, promote, and retain folks who take an unconventional path. Hewent on to assert, In the Navy, your actual leadership capabilities are meaningless. However, the submarine community is proof that the Navy isalready successfully sending its officers to complete numerous unconventional programs without negatively affecting their chances of promotion, ensuring that their performance at sea determines their future.

The first four years in the submarine force, including initial training and the division officer sea tour, have little room for flexibility. However, theensuing shore duty provides an excellent time for many junior officers to participate in a wide range of challenging programs and to takeunconventional career paths, as Lt. Kuriluk discussed. The system is not perfect, and many officers cannot participate because they are needed tofill demanding conventional billets, oftentimes in shift work or at sea. However, when possible, the submarine community does a good job at workingwith its members to send them to a wide variety of interesting programs. Detailers and community managers closely monitor proposed programs andtimelines to protect officers careers and ensure that they are ready for their next tour.

When these officers return to sea duty, they help form a highly educated and diverse wardroom. For example, during my division officer tour, thecommanding officer, executive officer, and three department heads had a combined six masters degrees between them. Those degrees were all fromdifferent prestigious schools, some as far away as Singapore and Cambridge, England. Additionally, half of the prospective department heads currentlycompleting the Submarine Officer Advanced Course with me already have masters degrees, in subjects ranging from nuclear engineering to catechesisand evangelization. In the submarine community, unconventional career paths are somewhat conventional. Read all ^ SUBMARINE VETERANS TO COMMEMORATE WW II EVENT - Rogue-Umpqua Base (Posted September 17, 2016)

Then she gave birth to a 7-pound girlBy Brock VergakisThe Virginian-PilotNORFOLK

A sailor who never reported she was pregnant has given birthaboard the aircraft carrier USS Dwight D. Eisenhowerwhile itoperates in the Persian Gulf, according to the Navy.

Cmdr. Bill Urban, spokesman for U.S. Naval Forces CentralCommand, said the sailor had complained of abdominal pain andrecently was admitted to the ships medical department, whereshe later give birth to a 7-pound girl.

Urban said the sailor and her daughter are healthy and doing well.Diapers, formula and an incubator were flown to the carrier theday of the birth, which Urban did not specify. The incubator wasused to support the helicopter medical evacuation to shore, Urbansaid.

As the baby was born at sea aboard an operational unit, themain focus for the U.S. Navy, the ship and its crew is the safetyand well-being of the baby and the mother. The baby and mother have arrived in Bahrain via helicopter with a medical escort and have been taken to ashore-based hospital for follow on care, Urban said in an email to The Virginian-Pilot.

The family practitioner aboard Ike, who delivered the baby, is certified in child birth and has experience delivering babies. A number of personnelassigned to Ike medical department have received training to deliver and care for a newborn. The Navy requires annual health examinations and for expectant mothers to self-report pregnancy within two weeks of confirmation from a medicalcare provider, according to Navy Personnel Command.

But Urban said the sailors chain of command wasnt aware of the pregnancy. It wasnt immediately clear Monday whether the sailor herselfknew she was pregnant.

Navy policy says expectant mothers are allowed to remain on a ship up to the 20th week of pregnancy and only if the time for medical evacuation to anemergency treatment facility is less than six hours, according to Urban. The Eisenhower left Norfolk on June 1.

While it would have been preferred to send her to her homeport earlier, per policy, we are now focused on caring for the health and welfare of ourSailor and the newest member of our Navy family, he said.

Urban said the sailor, whose name has not been released, is assigned to a squadron in Carrier Air Wing Three. Aircraft from the air wing have beenflying combat missions over Iraq and Syria in support of Operation Inherent Resolve. ^ US Navy Demonstrates Blackwing UAV

Shephard News Team, September 12The US Navy has successfully demonstrated the ability of the submarine-launched Blackwing UAS to link with a swarm of unmanned undersea vehicles(UUVs) and communicate with the submarine's combat control system. The demo took place during the navy's Annual Naval Technology Exercise(ANTX) in August. During the exercise the Blackwing UAS was used to provide communications relay for command and control. An AeroVironment-developed securedigital datalink called DDL, which was integrated into all Blackwing UAS, relayed real-time information from the surrogate submarine via the Blackwingto and from multiple UUVs. Blackwing builds on AeroVironments Switchblade Lethal Miniature Aerial Missile System and its common DDL to provide the navy with adeployable submarine-launched UAS optimised for distributed anti-access/area denial environments. The UAS is designed to provide intelligence, surveillance and reconnaissance capabilities to submarine commanders as well as high-speed data andcommunication relay for command and control between geographically separated vessels such as surface ships, UUVs and manned submarines. Kirk Flittie, AeroVironment vice president and general manager of its unmanned aircraft systems business segment, said: Our Naval UnderseaWarfare Center partners seek solutions for quickly and seamlessly linking the air and undersea domains to enhance warfighter capability. 'Blackwing delivers significant value to the undersea community, and we look forward to working closely with our partners to expand this powerful newcapability to enable underwater vehicles and cross-domain interoperability.' ^
