Attorney General of Louisiana Office of the Attorney General 1885 North Third Street Baton Rouge, LA 70802 USA Dear Attorney General, I am writing on behalf of Louisiana prisoner Albert Woodfox, who has spent more than 40 years in solitary confinement for a crime he has always maintained he did not commit. I ask that you act in the interests of justice and dignity to ensure his release. Decades of isolation and deprivation described as torture by the UN Special Rapporteur on Torture have taken an appalling toll on his health. You have the power to end this injustice. If the State had not spent time and resources appealing every decision in his favor, Mr. Woodfox would already be a free man. Please end this ordeal and allow Mr. Woodfox’s release from prison immediately. Sincerely,

Minister of Justice and Human Rights, c/o Amnesty International Burkina Faso, 08 Av. Houari Boumedienne, Ouagadougou 08 BP 11344, Burkina Faso Dear Minister, I am deeply concerned about the widespread practice of early and forced marriage in Burkina Faso, and particularly the Sahel region. As you will know, early and forced marriage is banned under your country’s laws, as well as under international and regional human rights treaties to which Burkina Faso is party. But in practice, studies have shown that 52% of girls in Burkina Faso are married before the age of 18, with far-reaching consequences for their health, safety and human rights. Minister, I urge your government to: x Enforce and ensure the application of national laws and international obligations banning forced

and early marriage.

x Guarantee protection as well as shelter and support services for victims of early and forced marriages.

x Raise awareness in the population about the ban on forced and early marriage, and also about where girls can find assistance if they are at risk.

Sincerely,

Minister of Justice, Ministry of Justice, Transparency and Human Rights, 96 Mesogeion Avenue, 115 27 Athens, Greece

Dear Minister,

In August 2014, Costas and his refugee partner were badly beaten up in a homophobic and racist

attack in central Athens. No suspects have ever been identified or punished.

In 2015, the number of reported attacks against gay, lesbian, bisexual, transgender or intersex

(LGBTI) people have more than doubled compared to 2014. Racist attacks remain an ongoing issue.

Despite positive legislative steps, the Greek authorities have not done enough to tackle rising

violence motivated by hatred. They repeatedly fail to unmask any hate motive behind attacks, and to

protect everyone affected. Additionally, the lack of legal recognition of same-sex couples and of

gender identity makes the LGBTI community feel even more vulnerable.

Minister, I urge you to:

x Personally ensure this hate crime is promptly, independently and impartially investigated and that Costas and his partner get compensation for the injuries and trauma they have suffered. x Find and punish those responsible with a sentence that fully recognizes the hate motive behind their crime. x Take all necessary measures to ensure all LGBTI people, refugees and migrants, people of color, and other targets for hate crimes in Greece can live free from harassment and violence. x Ensure the legal recognition of relationships of all gender combinations and of gender identity.

Sincerely,

President Joseph Kabila Cabinet du President de la République Palais de la Nation Av. De Lemera Kinshasa-Gombe République Démocratique du Congo Dear President Kabila, In March 2015, Fred Bauma and Yves Makwambala were arrested after organizing an event in Kinshasa which encouraged young people to take an interest in politics and go to vote. They have been in prison ever since, awaiting trial for serious crimes against the state despite the lack of evidence against them. They have been labeled “terrorists and plotters” by officials, in what appears to be an attempt to intimidate activists and stifle democratic debate. President Kabila, in view of these deeply concerning events, I call on you to: x Order the immediate and unconditional release of Mr. Bauma and Mr. Makwambala, and have

all charges against them dropped.

x Release and drop charges against other activists, opposition party members, and others detained solely for their political views or having participated in peaceful activities.

Sincerely,

President Islam Karimov Rezidentsia Prezidenta ul. Uzbekistanskaia 43 Tashkent 700163 Uzbekistan Dear President Karimov, Muhammad Bekzhanov, a respected journalist, has spent the last 16 years in prison following an unfair trial in which he was sentenced on the basis of a confession he gave after being beaten, suffocated and given electric shocks. No proper investigation into his torture has ever been conducted and repeated calls for a fair retrial have been ignored. Uzbekistan is party to numerous international human rights treaties, which prohibit torture and the use of torture-tainted evidence in court. In spite of this, torture continues to be used by Uzbekistani security forces to extract confessions which are used in courts to secure convictions. President Karimov, I urge you to: x Ensure the prompt release of Muhammad Bekzhanov.

x Ensure a prompt, impartial and effective investigation into allegations that he was tortured in

custody.

Sincerely,

President Bashar al-Assad, c/o His Excellency Bashar Ja’afari, Syria UN Permanent Representative in New York, 820 Second Avenue, 15th Floor, New York, NY 10017 USA Dear President Assad, Rania Alabbasi and her six young children were taken from their home by government agents in March 2013 and have not been seen or heard of since. No reason for their arrest was given at the time and Syrian authorities have given no information about their well-being or whereabouts. Your government has also ignored a 2014 UN resolution calling for an end to these ‘enforced disappearances’. President, I urge you to: x Release Rania’s six children unconditionally.

x Release Rania or charge her of an internationally recognizable offense and try her in line with

international fair trial standards.

x Reveal the fate and whereabouts of Rania Alabbasi and her children and grant them access to their family and lawyer.

x Ensure that Rania and her children are protected from any torture and other ill-treatment and receive any medical attention they may require.

x Give independent monitors unrestricted access to all people deprived of their liberty across Syria.

Benito Antonio Lara Fernández, Minister of Justice, Ministro de Justicia y Seguridad Pública, 17 Avenida Norte, Complejo Plan Maestro, Edificio B1, nivel 1, Alamenda Juan Pablo II, San Salvador, El Salvador

Dear Minister of Justice,

Teodora del Carmen Vásquez is currently serving a 30 year prison sentence for aggravated homicide, after suffering a still-birth at work. She was presumed guilty of having an “abortion” rather than the potential victim of pregnancy complications.

Teodora’s trial was flawed and lacking in due process. She was presumed guilty and, being from a poor family, could not afford an effective legal team to represent her.

Minister, I call on you to:

x Take action to ensure Teodora del Carmen Vásquez is immediately released.

x Take action to release all other women incarcerated for pregnancy-related complications who have exhausted other legal remedies.

Teodora has already spent over eight years in jail. She is now applying for her sentence to be commuted. Her last hope is in your hands.

Sincerely,

Marco Antonio Higuera Gómez, Procurador General de Justicia del Estado de Sinaloa, Procuraduría General de Justicia del Estado de Sinaloa, Blvd. Enrique Sánchez Alonso No. 1833, Desarrollo Plan Tres Ríos, C.P. 80030, Culiacán, Sinaloa México Dear Attorney General, In July 2012, Yecenia Armenta Graciano was brutally beaten, suffocated and raped by plain-clothed state police in Culiacán until she ‘confessed’ to the murder of her husband. She was forced to sign a statement while blindfolded. In detention, official doctors examined Yecenia but failed to document her injuries. Two independent medical examinations conducted in line with international standards have concluded that torture took place. Yecenia has spent the last three years in prison, charged solely on her so-called ‘confession’ that was obtained through torture. The prosecution has failed to present any evidence of the crime she has been accused of. Attorney General, I call on you to: x Drop the charges against Yecenia Armenta and release her immediately.

x Carry out a full, prompt and impartial investigation into the torture suffered by Yecenia Armenta

and bring all those responsible to justice.

Prime Minister Najib Razak, Main Block, Perdana Putra Building, Federal Government Administrative Centre, 62502, Putrajaya, Malaysia Dear Prime Minister, Political cartoonist Zulkiflee Anwar “Zunar” Ulhaque currently faces a lengthy prison sentence under the Sedition Act, after posting tweets condemning the jailing of opposition leader Anwar Ibrahim. Zunar has faced ongoing harassment, including intimidation, arrest and imprisonment, since his offices were first raided by police in 2009. The 1948 Sedition Act is draconian and is increasingly being used to interrogate, arrest or charge people such as Zunar for peacefully exercising their right to freedom of expression. Prime Minister, I call on you to: x Drop the charges against Zunar immediately.

x Ensure that Zunar and those working with him are not subjected to any form of restrictions or

harassment in connection to their peaceful exercise of their right to freedom of expression.

x Repeal the Sedition Act and other laws which restrict the right to freedom of expression.
