 Attending a Planning Committee meeting What time does the Planning Committee Start?  The meeting starts at 4.00 pm in the Council Chamber, County H all, Newport Who are the Members of this Committee?  The Planning Committee is made up of 12 members (including the Chairman), appointed on a politically proportionate basis from the membership of the Isle of Wight Council. The quorum is six members of the Planning Committee. Which Council Officers attend the meeting to advise the Committee?  The Head of Planning Services, Planning Officers, a Highways Officer on behalf of Island Roads, a Solicitor and a Democratic Services Officer What will happen at the meeting? The Chairman will:   Ask the Committee to con firm the minutes of the previous meeting  Invite Members of the Committee and Officers to declare any interest they may have. Respond to any written Public Questions, received in accordance with the Council’s constitution.  Each application is then dealt with in turn, The relevant Planning Officer will provide a short presentation outlining the recommendation for that application.  Any public speak ers will be invited to speak in the following order:  Objectors’  Parish/Town Council  Applicant/Agent/Supports’ Each group will have up to three minutes with a maximum of three people speaking for each group. The time will be divided equally amongst them. The Planning Officer to respond to any points made as necessary. The local Member may speak, including any not on the Committee.   • Councillors entitled to vote on the application will be Councillors of the Planning Committee. If the local Councillor in a particular case is a Member of the Committee he/she is not entitled to vote. At the conclusion of the debate, the Committee will either:

    1. Refuse the application 2. Approve the application (sometimes with conditions or legal agreements) 3. Defer a decision

    The Chairman will:

    Respond to any Councillors questions

    Close the meeting

    USEFUL INFORMATION

    Councillors will sit according to a seating plan, which is displayed in the Public Gallery.

    Councillors will not vote on an application if they have not been present for the whole debate, they will sit at the back of the Chamber and wait for the end of the debate before they retake their seat.

    All members of the Planning Committee have to undertake mandatory training prior to participating in any decision making process.

    N.B. Please be aware that you will be speaking in public, and press reporters may be present.

    Please note that all meetings that are open to the public and press may be filmed or recorded and/or commented on online by the council or any member of the public or press. However this activity must not disrupt the meeting, and if it does you will be asked to stop and possibly to leave the meeting. If you wish to record, film or photograph the council meeting or if you believe that being filmed or recorded would pose a risk to the safety of you or others then please speak with the democratic services officer prior to that start of the meeting. Their contact details are on the agenda papers. If the press and public are excluded for part of a meeting because confidential or exempt information is likely to be disclosed, there is no right to record that part of the meeting. All recording and filming equipment must be removed from the meeting room when the public and press are excluded.
