Range of drainage areas served by MTD (acres):

The nature oJ"the Filterra Biofiltration System enables the device to *€a,l a variety of'drainage areas. The technology is scalable and sized based on maximunt infiltration rateoJ 140"/hr.Include sizing chart or describe sizing criteria:Please see atta.ched quick sizing chart, developed based on the methodology outlined inChapter I I of the Virgiruia Stormwater Management Handbook, July 2013. This chart isintended for initial estimates based on a Jlow through sizing metlaodology to account .forTreatment Volume (Tv) attenuation only in the Filterra system itself utilizing the standard9" a"f ponding provided prior to bypass in those systems. Awiliary attenuatiort storage ofthe Tv may be provided through Ltpsfream storage components and/or a higher pondingelevatiorc to optimize media surface area. In these instances, Contech recommends thatmass loading be evaluatedJor all filnation systems lo ensure a proper minimum surfacearea is provided when auxiliary attenuation is provided. Mass loadingfor Filterra hasbeen calculatedfor three studies at 140"/hr as indicated in the table below:

Notes:1. The Geosyntec study evaluated 10 systems instolled in Virginia. Filterro's use in Virginio at

that time wos os approved via Technicol Bulletin 6 and wos bosed on a a3i% Filter Surfoce

Area to Drainoge oreo (FSA/DA) ratio.

2. The sizing for the system tested for New Jersey was based on o 0.40% FSA/DA, however on

annuol maintenance cycle was recommended at thot sizing. Contech recommends a 6

month maintenonce intervol for Filterro in Virginio, ond therefore thot sizing can be halved

(assuming half of the pollutont mass loading would be present at maintenance).

Based on these studies, for Virginia, Contech recommends a minimum FSA/DA ratio of0.33%when upstreamflow attenuation is provided in order to preserve therecommended 6 month maintenance interval. This number is conservative given theother data points providecl.

We suggest contactingi our Maryland ffice.fttr project specific sizing.Intended application: on-line or ofiline:Filterra Biofiltration Systems are avttiluhle in online or off-line conJiguratians.Media used (if applicable):The Filterra Biofiltratian System uses a proprietary blend of bioretention wedia.

Additional approvals in Delaware, Massachusetts, Georgia, Maine, New York, Texas,

and Oregon have been achieved across the country utilizing TAPE and TARP reciprocity. The Filterra Biofiltration system has historically been one of the most rigorously tested,

cammerci{rlly available MTDs on the market.

Was an established testing protocol followed?ENoffi Yes, (1) Provide narre of testing protocol followed, (2) list any protocol deviations:

Filterra Biofiltration systems has previously been tested via TARP (2003), TAPE (2008),TAPE (2011) and NJCAT (2013). The TARP and most recent TAPE studies were

Page 5: Attachment Manufactured Treatment (MTD) Registration

provided to VA DEQ on February l4th, 2014. The 3''d-party test submitted vtith thisapplicationJbllows TAPE protocols and was used to satis.fy NCDENR performancecriteria established under the Preliminary Evaluation Period (PEP) process guidelinesas described in the 2007 NCDENR Stormwater BMP Manual and the Quality AssuranceProject Plan (NC State 2013) previously submitted to NCDENR.

Provide the information below and provide a performance report (attach report):

For lab tests:i. Summarize the specific settings for each test run (flow rates, run times, loading

rates) and performance for each run:

ii. If a synthetic sediment product was used, include information about the particle

size distribution of the test material:

iii. If less than full-scaie setup was tested, describe the ratio of that tested to the full-scale MTD:

For field tests:i. Provide the address, average annual rainfall and characterized rainfall pattern, and

the average annual number of storms for the field-test location:The existing parking lot of an Amtrak train station ttt 472 Hay St, Fayetteville, NC28301 was retroJittedwith a 6- by 1-foot Filterra Biofilnation system, whichtreats 0.25 acres of impervious asphalt and concrete catchment. The system was

installed in September of 2012 and activcsted October 2nd, 2012 by Contech

Engineered Solutions, LLC. For this project, a crape myrtle (Lagerstroemia) was

installed as the tree genus (Figtre 2l). The tree frame and grate cast in the top

slab of the concrete structure sits at the top-of-curb elevation, below which is a

headspace. Water con'veyed via curb and gutter Jlow enters the system through asix foot wide open-throated curb inlet and is conveyed at a design inJiltration rateof 140 inches per hour through a media bed depth o/ 2l inches. Similar toconventional bioretention, an underdrain surrounded by washed aggregate drainstreated stormwater to the existing drainage infrastructure.

Fayetteville is a city locoted in the coastal plain of North Carolina, and receives

41.3 inches of rainfall per year NOA4 Station 316891). The site is located in l2-digit hyclrologic unit code 030300040704 in the Cape Fear basin (9,700 mi2),

Upper Cape Fear sub-basin (1,630 mi2), and the Cross Creek watershed. The

region is comprised of predominately sandy or sandy loam soils. To design the

Filterra to treat the necessary (1 " or 1.5 ") water quality volume, Withers andRavenel (2008) conductecl an engineering analysis that developed sizingforFilterra in North Carolina. Through this analysis, the maximum size drainagearea to each size of Filterua@ unit was determined. Sizing charts were developed

fbr both the I " and 1.5 " water quality treatment goals required.for the ,state ofNorth Carolina using a "vv*orsl case" 100% impervious drainage area.

Page 6: Attachment Manufactured Treatment (MTD) Registration

The attached report details that TAPE field testing protocol was Jbllowed.

ii. Provide the total contributing drainage area for the test site, percent of impervious

area in the drainage area, and percentages of land uses within the drainage area

(acres):

The Filterra Bia{iltration system tested treated A.25 acres af impervious asphalt

and concrete catchment of a highly urbanized, highly impentious area.

Surrounding land uses include industrial/commericial and traditional mixed-use

downtown uses in nature and are located adjacent ta a traditionctl downtown,

main-street We roadway featuring multiple lanes of dedicated vehicular trffic,multi-modal pedestrian amenities, streetscape and on-street, angular parking.

The Filterrawas sized using a "worst case" 100% impervious drainage area.

iii. Describe pretreatment, bypass conditions, or other special circumstances at the

test site:

Filterra does not lypically utilize pretreatment. The system is designed to functionw ithout pr e -tr e atment.

iv. Provide the number of storms monitored and describe the monitored storm events

(amount of precipitation, duration, etc.):

During the testing period, 34 storms were manitoredfor nutrients and 29 storms

were monitoredfor sediment. A description of these slorms, as well as the fullhydrologic history of the testing period (125 stnrms), can be Jbund within the

attached report.

v. Describe whether or not monitoring examined seasonal variation in MTDperformance:

The study lastedfor 22 months and therefore, accounts for the seasonality by

having a monitoring period lastingfor more than one (1) year.

vi. If particle size distribution was detennined for monitored runoff and/or sediment

collected by the MTD, provide this information:

PSD was analyzed during the testing period. See Tables 25, 26, & 27 contained in

10. Maintenance:

What is the generic inspection and maintenance plan/procedure? (attach necessarydocuments):

Semi-annual maintenance is anticipated and the typical maintenance af the Filteta is

described below.

Is there a maintenance track recor#history that can be documented?

f]No, no track record.

I Yes, track record exists; (provide rnaintenance kack record, location, and sizing ofthree to five MTDs instailed in Virginia [preferred] or elsewhere):

7. Col'z Pizzo - Virginia Beach, VA (lnstalled in 2007)

Recognizing that maintenance is an integral function of the MTD, provide the following:amount of runoff treated, the water quality of the runoff, and what is the expectedmaintenance frequency for this MTD in Virgini4 per year?

Page 8: Attachment Manufactured Treatment (MTD) Registration

The amount of runafftreated and the type of constituents associatedwith the runoffiscontingent on the size of the device selected and the canditians of the surrounding surfaceand land uses. Maintenance is anticipated 2x per year. Each maintenance visit generallyconsists of the following tasks:1. Inspection of Filterra and surrounding area2. Removal of debrk, trash and mulch3. Mulchreplacement4. Plant health evaluation and pruning or replacement as necessary5. Clean area cround Filterru6. Complete paperwork

Total life expectancy of MTD when properly operated in Virginia and, if relevant, lifeexpectancy of media:

l{ith proper and regular msintenance, it is anticipated thflt Filterra Biofiltration systemscan last approximately 20 yems. The concrete structure the media resides in can be

anticipated to last signtficantly longer given the traditional lifespan of concrete.

For media or amendments firnctioning based on cation exchange or adsorption, how longwill the media last before breakthrough (indicator capacity is nearly reached) occurs?Cation exchange is just ane af many processes utilized by the Filterra BioFiltrationsystem. A general ltfespan af approximately 20 years can be expected if the BMP issubject to proper and regular maintenance.

For media or amendments functioning based on cation or adsorption, how has

the longevity of the media or amendments been quantified prior to breakthrough (attachnecessary perforrnance data or documents)? The Cation Exchange Capacity associatedwith Filterra's proprietary media isconsidered company confidential in ordev to protect trsde secrets. $ 62.1-44.15:40 and $62.1-44.21 allowfor the withholding of such informationfrom documents thatwould bepotentially shared outside af DEQ and the State Water Control Board

Is the maintenance procedure and/or are materials/components proprietary?

f, Yes, proprietary

X No, not proprietaryGenerally speaking, the mainterunce required of the Filteno Biofiltration system is notproprietary, except in the rare cases where the proprietary media may need partial orcomplete replacement. Maintenance generally consists of removing accumulatedsedimentslwaste that gets trapped on the mulch layer and replacing the mulch layer witltafresh supply of mulch.
