Thank you Mary Jean for talking with me and your interest in my comments regarding the proposed English Property PUD. I am not completly certain that this particular PUD will impact the problems that I have described below; however, I want to make certain that they are addressed if applicable now or later involving such a project. I have copied Jay and Rick on my comments also. In addition, I have copied two of the DHHA board members ( I am also a board member) and hope that they will pass this information on to the remaining board members as I do not have their email addresses with me. From the intersection of Orange Avenue and Blairstone in the area of Kay Avenue, there is extremely inadequate control of water runoff down to Diamondhead Homeowners Association (DHHA - Par Lane, which is a circle in our area and Hilaman Golf Course). When I first moved to DHHA the runoff was very bad in several areas and continues to be so. Two of these areas I have partially resolved, one with the help of the city and the other with a lot of back breaking work and money. The first problem that I had to immediately resolve when I moved to DHHA was the runoff from the homes off both sides of Kay Avenue. Evidently this issue was not addressed when the permitting process and construction was being done. The runoff is so bad that the soil under the entire left side of my house was eroding and I had to deal with it quickly and effectively to protect to structure of my home. To resolve the erosion, I spent over $10,000 installing a dry creek bed with over 8,000 pounds of rock winding down the left side of my home. This dry creek bed becomes a very wet creek bed that was designed to slow and control the flow of the water from properties on Kay Avenue. I also installed gutters that dumped all of the water from my roof into the dry creek bed. I terraced and landscaped the entire area to slow the water and help control the erosion. While this certainly improved the eye appeal and erosion along the side of my house, there is still major runoff from the hill and the homes/apartments up the hill; this costly project only resolved what happened to the water once it hit my property. The water continues to flow downhill - how amazing - and after a rain I have to shovel the sand and clay carried downhill off my sidewalk. In addition, during Tropical Storm Dennis or a particularly heavy and steady rain, I have had to bail water off my front porch to keep it from coming into my home. To deal with this issue, I have put in french drains to move the water into my dry creek bed. I know of 3 other homeowners in DHHA that have also had to build french drains to deal with the downhill river. Basically, I have spent well over $25,000 on my small yard to help control the downhill slide! Hilaman Golf Course catches the rest of the water at the bottom of the hill. Due to erosion Hilaman cannot grow grass in several areas near DHHA. I don't know if the problem exists elsewhere on the course. Although it is still a problem of runoff from the neighborhoods above I entreat you to ask the city to attempt to resolve the problem whether or not it has anything to do with the English Property PUD. The second problem is that Par Lane runs downhill into DHHA. The asphalt road is a channel of water that flows directly into DHHA and has eroded our common area and then runs along the east

side of the property. There has been so much runoff that several houses have flooded from it in the past. We asked the city to look into this issue by attempting to channel the water off Par Lane into the existing drain along the road before it gets to DHHA. When this was researched - I have stood out in the pouring rain to evaluate the problem and devise a solution - it was discovered that the water never even entered the drains - they was no way that it could. One drain was buried in more than 2 feet of soil and the water ran down the center of Par Lane not along the side and into the drain. We designed an inverted V to channel the water running down the center of Par Lane into the existing drain and the other drain was released from its burial. Now there is less erosion of the common area; however, it still is an issue along the eastern side of DHHA and somewhat in the common area. Lastly, I will mention the amount of traffic on Blairstone, the speed at which vehicles round the corner at Kay and Blairstone, and vehicles do not adhere to the prohibition of turning right on a red light from Kay onto Blairstone. All three of these are concerns. I have almost been hit several times while turning right on a GREEN light off Kay because cars are traveling at such a high speed that they do not see me pulling out and they ignore the red stop light. Vehicular traffic to and from Southwood during rush hours is heavy. I hope that this information is clear and concise - I did add some humor because I cannot resist! As I mentioned in our conversation, the proposed PUD is required to construct a number of stormwater ponds; thirteen (13) ponds to be exact.
