HamptonRoadsRegionalWaterSupplyPlanHRPDCstaffsummarizedtheJuly24,2013meetingwithDepartmentofEnvironmentalQualitystafftoreviewtheagency’stentativecompliancereviewoftheHamptonRoadsRegionalWaterSupplyPlan.DEQiscompilinginformationfromallwatersupplyplansintoadatabase tosupport futureplanupdatesand theStateWaterSupplyPlan.DEQrequestedthatHRPDCprovidethreeitemsrequiredforcompliancewithin60daysandhasflaggedotheritemstobeaddressedinthenextiterationofthePlan.AcopyoftheresponselettertoDEQwillbeprovidedtotheCommittee.ACTION: Noaction.

WaterandWastewaterRateStructuresProjectHardcopiesofthepre‐finalwaterandwastewaterratestructuresreportandtwopagesummarywereprovidedtotheCommitteeforreviewandcommentthroughAugust16,2013.TheCommitteeagreedonthereporttitleof“WaterandWastewaterUtilities,DesigningtheRateStructureoftheFuture.”ThefinalreportwillbeprovidedtotheHRPDCExecutiveCommitteeaspartoftheagendapacketfortheSeptember19,2013Commissionmeeting.TheHRPDCstaffpresentedthedraftprojectpresentationtotheregion’sChiefAdministrativeOfficers(CAOs)onJuly18,2013andsolicitedgeneralfeedbackinpreparationfortheSeptember19,2013presentationtotheHRPDCExecutiveCommittee.TheCAOshadnosuggestionsforchangesoredits.HRPDCreviewedthepresentationwiththeCommittee.Suggestionsincludededitstothechartcomparingutilityandservicebillsacrosssectorsandtheregionalutilityobjectives.TheCommitteenotedthat,althoughCouncilreactionstofixedfeesandfeeimpactswillvaryacrosslocalities,itisimportanttoemphasizethatcurrentratestructuresarenotsustainable.

Gloucester,HRSD,JCSA,andNorfolkcurrentlydonothavefixedcomponentsofutilitybills.NewportNewsWaterworks’notedthattheutility’snewbimonthlyfixedfeeof$22stillprovidesservicetousersatlessthan$1perdayandthatthiscomparisoniseffectiveincommunicatingthevalueofservicetocustomers.TheCommitteemayconsiderincludingdevelopmentofacustomereducationstrategyintheFY14workplan.ACTION: Noaction.
4. GroundwaterProgramProposedbyMissionH2OVirginiaHRPDC staff provided background information on Mission H20 Virginia, a group thattracks water supply issues and comments on regulatory proposals on behalf of themembership consisting of industrial, commercial and municipal users, and utilities.Mission H2O Virginia has invited the HRPDC Directors of Utilities Committee toparticipate as a member in a new groundwater initiative. The Committee discussedMission H2O Virginia’s desire to help develop alternatives and guidance through afutureadvisorycommitteeandthegroup’sproposaltousegroundwatersimulationstodemonstratetheneedfordifferentpermitevaluationcriteriatoprotectgroundwaterinsensitiveareasalongthefallline.General interest was expressed by the Committee, but more information onmembershipdues isrequired. Itwasnotedthatthe initiativehasregional importanceandthatanHRPDCrepresentativemaybeadvantageous.HRPDCstaffwillconfirmthemembership requirements and follow up with Committee members regarding thedecisiononparticipation.ACTION: Noaction.
5. RegionalSanitarySewerSystemAssetConsolidationStudyHDRprovidedasummaryofcommentsontheRegionalSewerConsolidationStudyonAugust 6, 2013. The Committee discussed the comment regarding the potential for aregional approach to system improvements without transfer of assets to a regionalentity.TheCommitteediscussedpolicyandadministrative issuesandthetimelineforlocaldecisionsandcouncilactionsbytheendofFebruary2014.ACTION: Noaction.

LegislativeAgenda:HRPDCstaffrevieweditemsfromlastyear’slegislativeagendathatwereofinteresttoutilitiesandaskedtoCommitteetocommentonwhetheranychangesoradditionsshouldbeincorporatedintothisyear’s

legislativeagenda.TheCommitteedidnothaveanynewitems,butnotedthecontinuedsupportofmaintainingthemoratoriumonuraniummining.
AttheCommittee’srequest,HRPDCstaffwillsharewithCommitteemembersanyitemsdevelopedforenergypolicies.
FY14WorkProgramandFY15Budget:ThedraftbudgetforFY15isthesameas the FY14 budget and will be discussed at the September meeting. Thesuggestionwasmadetoconsiderdesignatingfundsforconsultantservices.HRPDC staff reviewed potential ideas for the FY14 work program, includingupdating the Source Water Assessment Program, groundwater mitigationclaims/MOA, outreach related to Rate Structure whitepaper, integratedplanning,water supply plan updates or data collection, and follow up toUASIstudy.AlistwillbeprovidedinadvanceoftheSeptemberCommitteemeeting.
BusinessContinuityPlans forWaterUtilities: On June 17, 2013, theWaterResearch Foundation, AWWA, and U.S. EPA published a guidance document,template, and online training video modules for business continuityplanning/continuity of operations planning for water utilities (access projectinformation at http://www.waterrf.org/Pages/Projects.aspx?PID=4319). ThisguidanceandtemplatetoolisconsistentwithInitiative1DoftheHamptonRoadsWaterandWastewaterSystemsEmergencyPreparednessandResponseRegionalImprovement Plan (December 2012), which recommended development ofregional guidance for continuity of operations planning. The Committee willconsidercontinuityplanningfortheFY14workprogram.
AWWA survey on Water Demand Impact of the Recession: AWWA is
requesting utility member participation in a web‐based survey about waterdemandimpactsof therecent"GreatRecession."Thesurvey ispartofaWaterResearchFoundationprojectentitled,"WaterDemandForecastinginUncertainTimes: IsolatingtheEffectsof theGreatRecession"(#4458).ThesurveyclosesonAugust15,2013(link:https://www.surveymonkey.com/s/WaterRF4458).

American PublicWorks Association (APWA): The APWA 2014 conferencewill be held in Newport News and the City asks for the Committees help andsupport.Ms.JudiHines,AssistantDirectorofNewportNewsPublicWorks,istheincomingAPWApresident.
BureauofLaborStatistics:SuffolkPublicUtilitieswasvisitedbytheBureauofLabor Statistics for purposes of reviewing water and sewer rates and ratestructureinformationwithrespecttotheconsumerpriceindex.

The proposed amendments will allowwider use of rainwater harvesting in voluntary green building applications toreduce or eliminate stormwater runoff through low impact developmentpractices.Thecaptureanduseofrainwaterreducestheenvironmentalimpactofdevelopmentandprotectsthequalityofstreamsandlocalwaterways.In areas where stormwater runoff cannot be infiltrated on site, the use ofrainwaterharvestingasastormwaterbestmanagementpracticeandasasourceof non‐potable water can create financial incentives for otherwise nonviableprojects. In these cases, the cost of installing and maintaining a rainwaterharvesting system may be offset by savings from downsized stormwaterinfrastructure and reduced potablewater use. The proposed amendmentswillallow local governments toachievedevelopmentneedsandproject compliancewith stormwater regulations while promoting environmental quality andsustainabilitygoals.InfutureupdatestothissectionoftheVirginiaUniformStatewideBuildingCode,HRPDC urges the Department of Housing and Community Development tocontinue coordination with the Department of Health and the Department ofEnvironmentalQualitytoensurethatpublichealthandenvironmentalconcernsarevettedthroughthecodechangeprocess.
