    5 The consent to operate and forHazardous Waste authorization is yetto be issued by Assam PollutionControl Board.

    Matter regarding Consent to Operate andHazardous Waste authorization has beentaken up with Pollution Control Board ,Assam. To this effect a letter has beensubmitted for issue of Hazardous Wasteauthorization vide our letter No,S&E /E / 26 / 7645 dated 3 1.08.20 16.

    Regarding Consent to operate certainclarification were sought by PCBA towhich OIL has submitted the reply videletter No. S&E/ S&E/E/20/L303 dated19"08.2016

    6 The project should prepareenvironmental manual which shouldbe made available at all drillingsites/project sites in line with "SafeOperating Manual".

    Environmental Manual has been madeavailable at all drilling sites/ projectsites in line with "Safe OperatingManual".

    B The proposed project to furtherreduce the gas flaring and to minimizegas flaring by adopting newtechnology & methods may beimplemented early so that flared gascan be utilized for power generationby installing micro -turbines & screwcompressors.

    Present average gas flare in Assam andArunachal Pradesh is 0.22 MMSCMD. Gasproduced in High pressure system isdirectly transported and supplied toconsumers without any flare. HoweverLow pressure gas produced requirescompression facility for onwardtransportation. OIL has its owncompression facilities in different areafor the purpose. In addition OlL hashired compression services in someinstallations. In recent times this hiredcompression service has been extendedto Heveda and Baghjan area andsuccessfully commissioned in fune, 2016.These compressors are capable ofcompressing gas from L.0 Kg/cm2 todelivery pressure of maximum 25Kg/cmZ. With this service in Heveda andBaghjan area 60,000 SCMD gas has beenmonetized and flare reducedaccordingly. The contract has theprovision of putting up additionalcompressor in case of increase of lowpressure gas production in these areas.OIL has commissioned new SCADAsystem for on line monitoring of Gasproduction, utilization and flare. Withthis SCADA, real time monitoring ofintegrated gas management systemincluding various control systems inconnected production installationsacross the fields in Assam and AP isbeing done and action taken foroptimum use of resources to keep theflare at minimum. Accordingly action hasbeen initiated for power generation byinstalling micro-turbines.

    11, The formation water of Moran OCShas substantial oil content, thereforeOWS treatment system needs to berevamped.

    The dosing rate of De-oiler chemical hasbeen adjusted in consultation with R&Ddeptt. of OIL followed by Carefulskimming of the seperated oil. As a result, the oil content of formation water hasdecreased from LLo/o to 1-O%(Reportenclosed as Annexure-VlII).

    12 During visit of Mechaki area, itobserved that OIL sludge is spreadaround production storage tanks atQPS and existing storage pits andponds need to be reclaimed.

    Oil sludge has been picked up and areahas been cleaned. Since the existingtanks were leaking two nos. new tankshave been installed and commissioned.Photographs enclosed as Annexure-lX.

    13 The project of QUIPPO is required torevamp the solid waste disposal lineat drilling well sites to avoid a spreadof waste drill cuttings and mud beforereaching to disposal pits to helpimproving the house keeping furtherat sites.

    Revamping of Solid waste disposal lines/ nullah has been completed. Spread ofsolid waste has already been removedand dumped in the lined pit.Photographs after revamping of solidwaste line with clean area below the lineare enclosed as Annexure-X.

    14 During visit of Bhogpara OCS, it wasobserved that formation water hasvery high TDS,TSS and OlL content,not suitable to inject in the deepwells. The treatment system forformation water needs to berevamped,

    Vigorous skimming of formation waterwas carried out and water samples wereanalyzed. It has been observed that theoii content has come down to aacceptable level. Efforts are on to bringdown the TSS level.

    15 During visit to drilling DGY well, itobserved that road inside the drillingarea needs improvement. The storagepits of drill cuttings are almost full.The project must carry out waterqualiW analysis for the surroundings

    Drilling operation at Loc: DGY had beencompleted and rig was released on18/07120L6. Water sample has beencollected from the effluent pits and thesurrounding water bodies of Loc: DGY.No abnormalities were found in the

  • not polluted.At Makum OCS,sludgemanagement needs improvement andplantation may be done at the sites.

    In Makum OCS , Ex-Situ Bioremediationfor oily sludge of approx volume 800 m3has been initiated through existingcontract signed with M/s OTBL videemail dated 04.08.2016.

    Plantation of flowering plants forbeautification in viciniLy of IM's officewas advised. Saplings for the same havebeen procured and planted in suitableareas in the vicinity of IM's office.(Photograph enclosed as Annexure XIII)
