Maharvi

Sakhi Sarwar Block is located in the province ofPunjab. OPII, as an operator, has carried out aseismic survey of 200 LKM in 2005. The workcommitment in this Concession includes drillingof two Exploration wells before July 2009.

OPII re-entered Amoco's original Sakhi Sarwar-1well in 2007 and drilled deeper to 15,180 feetinto the Pab Formation of Cretaceous age. Re-entry well tested Gas at 500 Mscfd, which provedthe existence of an active petroleum system in thisseismically mapped large Sakhi Sarwar structure.OPII has 80% Working Interest in the block whileZaver Petroleum has 20%.

Marwat Block is located in the prolific Bannu andKohat Plateau of the Upper Indus Basin. Thisblock was awarded to OPII and a sister companyZaver Petroleum on January 22, 2007, for aperiod of five years. This block is on trend withmany oil and gas discoveries in the Tal Block to theNorth and Safed Koh in the South. The existingseismic data and three surface structures suggestgood prospects in the block. The minimum workprogram includes acquisition of 100 LKM of 2Dseismic. OPII has 85% Working Interest in theblock and Zaver Petroleum 15% W.I.

This block is located in the Punjab Platform of theCentral Indus Basin. Mahrvi Block was awardedto OPII and Zaver Petroleum on January 22,2007, for a period of five years. Sinjhoro Block is located in southern Indus Basin.Nine discoveries have been made from thefourteen exploratory wells drilled in the area byOGDCL as Operator that translates to a 60%success ratio. The commerciality of thesediscoveries has been approved by GOP.Development plan has been submitted to theDGPC. OPII holds 19% pre-discovery while postdiscovery Working Interest is 15% in this block.

In Mehar Concession, Mehar-1 well was a Gas &Condensate discovery from the Pab Sandstone ofthe Cretaceous age. Mehar-2, an appraisal wellwas drilled about 130 meters down-dip ofMehar-1 well at Cretaceous level, which testedgood quantities of Gas/condensate. The Ranikotformation of the Paleocene age was also testedwith commercial quantities of gas/condensate.The Development and Production Lease onMehar has been granted. Petronas Carigalli is theoperator of Mehar Block and OPII has 15% W.I.in the pre-discovery phase while post discoveryW. I. is 11.84%.

To dateBhangali Field has produced 3.7 MMbbls of Oiland 9 BCF of Gas, Dhurnal has produced 50MMbbls of Oil and 129 BCF of Gas and RatanaField has produced 32 BCF of Gas, 1.3 MMbbls ofCondensate, 4557 MT of LPG & 1584 MT ofSulphur.

OPII is making efforts to find additional potentialreserves as well as recover remaining reservesfrom these large thrust structures. OPII as anoperator holds 40% W.I. in 45.3 Km2 Bhangali,70% W.I. in 64.2 Km2 Dhurnal and 65.91% W.I.in 214.5 Km2 Ratana D&PL.

Page 12: att1-28

Dhurnal central production facilities are locatedoff Fateh Jang road 65km south of Islamabad.Orient had drilled seven wells at Dhurnal, four ofthem are producers and three are water injectionwells.

The Facilities consist of wells gathering network, three phase separation, crude oil desalting, glycoldehydration, electric power generation, sales gaspipeline to SNGPL, sales gas metering, condensate processing, storage and shipping. Agas lift compressor (K-305) is installed for the gaslift of producing wells and gas sales to meet theSNGPL line pressure. Being the central facility forthe Northern fields, Dhurnal has largewarehouse, pipe yard, offices, workshops andcamp facilities.

A 50,000 bwpd water treatment and injectionfacility is installed for pressure maintenance. Theinjection water is transported from Soanwaterbed through an 18Km, 12-inch dia pipeline. An 18,000 bwpd produced water treatment andhandling facility is also installed to dispose theproduced water in the reservoir.

Ratana surface facilities were installed in 1992.The gas processing plant has a capacity of 30MMscfd. It comprises of three-phase inletseparator, electric power generation, Glycol

Securing finances for an oil company form thecredit markets is a challenging task given thehigh-risk environment under which anexploration and production company operates. The bulk of financing is utilized for fielddevelopment and infrastructure for theexploitation of oil and gas.

OPII has enjoyed a sound financial standing incredit markets. This is demonstrated by the factthat JCR-VIS Credit Rating, Pakistan's onlyinternationally affiliated credit rating agency hasassigned medium to long term entity rating of"A" (Single "A") with stable outlook and short-term entity rating of "A-1" (Single "A" One) toOPII.

The future cash flows of upstream oil and gascompanies are dependent on new exploration, which is risky and also requires substantial capitaloutlay. These uncertainties have been somewhatmitigated in Orient's case due to the quantum ofproven reserves ensuring substantial future cashflows. In this regard the Company raised asubstantial amount of non-recourse and recoursefinancing from the local and internationalmarkets, which demonstrated the confidence ofleading financial institutions in OPII as being acreditworthy entity with a clean repaymentrecord.

In addition to the various financial arrangements,OPII's management embarked upon the first everTFC issue by an oil exploration and productioncompany in Pakistan through a SpecialProduction Vehicle (SPV). A comprehensivelystructured and financially viable project, the TFCissue brought a new dimension to financingoperations of the company and also pioneeredthese very dynamics in Pakistan's financial sector.Various companies in the corporate sector have

Term Finance Certificates (TFCs) & PrivatePlacements

Access to Financial Market

ORIENT PETROLEUM International Inc.OPII

financing high cost operations. The companyissued 2 local TFCs which were over subscribedand the first one has matured and fully settledand the second one trading at a premium.

In addition to the local markets, the company wasthe first private sector entity to raise non-recoursefinancing internationally with the object oflowering it local cost of borrowing anddeveloping an appetite for Pakistan Risk inInternational financial markets. This was again afirst and a very successful transaction. A strongrelationship was also developed with theinstitutions with the objective of futurepartnerships and investment in Pakistan and elsewhere around the globe.

The strong credit rating for OPII in the financialmarkets also lends comfort to its joint venturepartners and potential future partners on itsability to finance and carry out operations invarious exploration areas throughout Pakistan.

Mr. Hassan Ali Hashwani (President), Mr. Rustom B. Kanga(Director) and Mr. Kamran Ahmed (Director OP UK Ltd.)with Senior Executives of Credit Suisses at its Head Officein London, UK, at the lunch and closing Ceremony forthe first ever non-recourse facility against securitization offuture sales receivables of oil and gas emanating formPakistan in the London market.
