2. Overview

2.1 Purpose This document describes the process undertaken by ATI Australia to investigate the condition of vertical infrastructure and line of sight on behalf of Clarendon College at the DELWP Crowes Lookout Communications site.

2.2 Scope This report will document:

• The overall condition of the site, including vertical infrastructure, installed components on the tower, compound and communications enclosure.

• Any items of concern resulting from the surveys regarding the vertical infrastructure, installed components on the tower, compound and communications enclosure and recommend remedial action

• Confirmation of the current installations upon the tower

• Estimation of the current tower structural load as well as available headroom for new installations

3. Method The following is a summary of the method used to survey the condition of the installation.

• Confirm or cross check site locations using: o Site Address/GPS Co-ordinates o Google Earth

• Attend site to perform survey of compound, structure and building.

• Assessment of any existing structural analysis.

• Photos to be taken of the site.

• Provide results and relevant photos of the site.

5. Tower Survey This section presents the findings of the site survey for the condition of the vertical infrastructure installed at DELWP Crowes Lookout.

5.1 Tower details DELWP Crowes Lookout is a 35 metre square steel lattice tower with a fire watch hut on top. The manufacturer of the tower is not known, and was not evident from the site visit.

5.2 Tower Condition. The tower looks to be in good condition. There is evidence of significant rusting and deterioration of the tower componentry at its base.

5.3 Tower Loading

The tower is substantially loaded almost exclusively at the head height of the tower.

5.4 Condition of Vertical Infrastructure There is evidence of significant corrosion of the base of the tower componentry. This is present on all four tower legs as they attached to the tower’s foundations. Structural design information supplied implies that the tower is overloaded.

5.5 Line of Sight The line of sight between the tower and the target facility near Port Campbell is clear from a low level. The Line of sight to the target location in Yuulong is blocked by several tree lined ridges to the SW of Crowes, a tower would be needed at that site to achieve line of sight.





6. Summary The site at DELWP Crowes Lookout is not appropriate for use by Clarendon College for the following reasons:

• No line of sight to the target location

• Tower is short, poorly positioned and overloaded
