Statement from the Tasmania Government The government is taking steps to ease COVID-19 restrictions in a balanced way that supports both the health and safety of all Tasmanians.

The Australian Institute of Sport Framework for Rebooting Sport (AIS Framework) is the guiding document for resuming sport and recreation in Tasmania and specifies activities for community and individual sports according to the level of restrictions currently in place.

A return to full sporting activity (indoors and outdoors) in alignment with Level C of the AIS framework comes into place as of midday Friday 26 June 2020.

The maximum density limit of 2 square metres per person applies for outdoor and indoor sport, with a cap of 1,000 people outdoors and 250 people per single undivided space indoors (participants, athletes, support staff, officials, spectators and volunteers are counted within the maximum).

Where practical, players and athletes should maintain 1.5 metres from other people. Larger teams should consider maintaining some small group separation at training. Non-essential social gatherings should be limited.

COVID-19 Safety Plan for workplaces

All workplaces (including sporting organisations) are required to implement measures to meet the COVID-19 minimum standards and record this in a COVID-19 Safety Plan.

The WorkSafe Tasmania website outlines the minimum standards that workplaces are required to meet, in order to manage the ongoing risk of COVID-19 transmission. A set of guidelines has been developed to support the sport and recreation sector on how best to meet the minimum standards. Sporting organisations in Tasmania should prepare COVID-19 Safety Plans to ensure they comply with the minimum standards in relation to physical distancing, cleaning, general hygiene practices and health of participants.

State Sporting Organisations (SSO) should submit their COVID-19 Safety Plans to Communities, Sport and Recreation (CSR) at [email protected]. CSR will not be providing endorsement of COVID-19 Safety Plans but will be able to check them for general compliance. All sports clubs and associations should discuss their COVID-19 Safety Plans with their relevant SSO in the first instance.

Sport and recreation facilities Sport and recreation facility owners and managers are encouraged, as part of their COVID-19 Safety Plan, to consider appropriate control measures when reopening facilities, including cleaning and general hygiene practices.

Change rooms, showers and toilets at sporting centres/facilities are permitted to be used, but people are encouraged to continue to avoid using these facilities where possible. Non-essential personnel should be discouraged from entering change rooms.

Current Restrictions for Sport & Recreation – 9th November 2020

Gatherings are limited to 1,000 people (including athletes and support staff) in the outdoors of a premises for community sport and 250 for an undivided space in an indoor premises, or a maximum of one person per 2 square metres under the density limit, whichever is less.

Indoor pools are limited to 250 people (including athletes and support staff) in each single undivided space, or a maximum of one person per 2 square metres under the density limit, whichever is less. Outdoor pools are limited to a maximum of 1,000 people (including athletes and support staff) in the whole outdoor area of premises, or a maximum of one person per 2 square metres under the density limit, whichever is less.

All people in any single undivided space count towards the maximum number of people permitted. For example, spectators at a pool, athletes and coaches, and canteen staff at a sporting facility are all counted within the maximum number of people permitted.

For sporting and recreation facilities with multiple indoor spaces, the gathering cap applies separately to each single undivided indoor space. For example, a multi-purpose sporting venue with multiple, separate, undivided indoor spaces, could have up to 250 people in each of these spaces (the density limit applies). However, the maximum of 1,000 people outdoors of a premise at one time, applies regardless of whether there are multiple outdoor areas.

Sporting activities permitted based on Level C of the AIS Framework for Rebooting Sport, meaning the following are permitted: full contact training. full competition sport (contact and non-contact). sharing of equipment where necessary; and use of change rooms and other shared facilities.

Larger teams should consider maintaining some small group separation at training and non-essential social gatherings should be limited.

Gathering limits and the requirement to maintain physical distancing where practical applies to all sports, exercise, and recreation.

COVID-19 Symptoms and Testing

The symptoms of COVID-19 are like colds and flus and may include a fever; sore throat; cough ;tiredness; or

difficulty breathing

If you are experiencing any of these symptoms, or within the last 14 days you have been in contact with a person who has tested positive to COVID-19 or has the above symptoms, do not attend a stadium or training facility. Instead, follow quarantine and testing requirements and contact the COVID-19 Public Health hotline – 1800 671 738.

COVID-19 Quarantine Guidelines

If you have been diagnosed with COVID-19, you must stay at home to prevent it spreading to other people. They might also be asked to stay at home if you may have been exposed to the virus.

Staying at home means:

do not go to public places such as work, school, shopping centres, childcare or university ask someone to get food and other necessities for you and leave them at your front door do not let visitors in — only people who usually live with you should be in your home

A person does not need to wear a mask in their home. If they need to go out to seek medical attention, wear a surgical mask to protect others.

Reporting a positive case

If a member tests positive, then the following process must be followed:- Advise all persons who have been in contact within the last 5 days and recommend they get tested

Contact the COVID-19 Public Health hotline on 1800 671 738 for further information and advice

Provide all contact information as directed.

handwashing and coveringmouth and nosewithatissueor sleeve during coughing/sneezing.

Requirement: For indoor events, the Venue Operator must keep a record of attendees including first name, phone number, date, and time of attendance

Recommendations: All venues appoint a SAFETY OFFICER (Branch delegate/Coach) who can administer and implement the restrictions and recommendations to prevent the transmission of COVID-19.

Venue Operators Venues to display signs at the entry point and around the venue including but not limited to: Keep that cough under cover. Good hand hygiene – use hand sanitiser pre, post and during training/programs. Keeping your distance. Operating hours of the venue. Additional rules for use of the Venue; and• Procedures for booking training times (if venue requires). Examples of Government posters available via

Individuals Remember to observe good hygiene: Wash your hands with soap and water for at least twenty (20) seconds Remain 1.5m apart Cover your mouth and nose with a tissue or sleeve during coughing/sneezing, Medical First Aid - athletes and coaches to minimise medical treatment during training. If treatmentis

necessary, exercise increased hygiene measures or seek assistance from medical service following distancing guidelines.

Bring your own equipment including but not limited to clean towel, stretching mat, water bottle and water and do not share; and

Physical distancing decreases the risk of transmission by reducing incidence of contact with other persons through shaking hands or hugging. COVIDSafe Australia requires that participants take reasonable steps to maintain 1.5m distance from all

other people.

2. Physical distancing/contact

Requirement: For indoor events, the Venue Operator must keep a record of attendees including first name, phone number, date, and time of attendance

Recommendations: All venues appoint a SAFETY OFFICER (Branch delegate/Coach) who can administer and implement the restrictions and recommendations to prevent the transmission of COVID-19.

Venue Operators Venues to display signs at the entry point and around the venue including but not limited to: Keeping your distance of 1.5m. Ensure adequate spacing of one person per 2 square metres. Operating hours of the venue; and Additional rules for use of the venue.

Keep your distance

Individuals Individuals must remain at least 1.5m from each other. Individuals can run in the next lane provided they remain at least 1.5m apart. Individuals are reminded that the venue/track is a public facility and unless a privateexclusive

booking, must share access to and use of the facility. Warming up can be conducted either on the track or if safe to do so on the infield provided individuals

attempt to remain 1.5m apart always. At the end of your session make sure you leave the facility promptly.

The Tasmanian Government restrictions currently limit gatherings outdoors to groups of 1000 people to reduce the risk of people spreading Coronavirus (COVID-19). Maximum density limit is one person per 2 square metres.

3. Spectators and Gatherings

Requirement: For indoor events, the Venue Operator must keep a record of attendees including first name, phone number, date, and time of attendance

Recommendations: All venues appoint a SAFETY OFFICER (Branch delegate/Coach) who can administer and implement the restrictions and recommendations to prevent the transmission of COVID-19.

Venue Operators Gathering limits are now determined by the density of the area, up to a maximum of:

250 people for an undivided space in an indoor premise; and

1,000 people in the outdoor space of a premises and includes staff, volunteers, children, and babies.

Maximum density limit is one person per 2 square metres and spectators must maintain 1.5 metres distance.

Checklist 1. Post appropriate signage reminding spectators to maintain 1.5m and one person per 2 square metres 2. Establish specific spectator areas where appropriate within the venue 3. Make regular announcements reminding spectators to maintain physical distancing and comply with

density requirements.

In combination with good hygiene practices, a similar pre-emptive measure is to promote behaviourssuchasnot sharingdrinkbottles,towels,andlimitingtheshareduseofequipment. Equipment that that touches the head of face or cannot be effectively cleaned (for example, if madefrom soft materialsorclothing) should not be shared. Where

sharing equipmentcannot be avoided, equipment with smooth surfaces should be cleaned between sessions

4. Sharing Equipment

Requirement: For indoor events, the Venue Operator must keep a record of attendees including first name, phone number, date, and time of attendance

Recommendations: All venues appoint a SAFETY OFFICER (Branch delegate/Coach) who can administer and implement the restrictions and recommendations to prevent the transmission of COVID-19.

Current conditions state that equipment can be shared where necessary.

Equipment may include (but not limited to):

Javelins

Shot Puts

Discus

Hammers

Hurdles

Starting blocks

Personal training equipment

Exercise/stretching mats

Weights

PERSONAL – Throws equipment

Make sure your equipment is cleaned prior to attending training and it is recommended no-one else uses your equipment.

Keep disinfectant wipes in your bag in case you need to clean your equipment during training.

It is recommended you are the only person that retrieves your equipment.

CLUBS/BRANCH/VENUES Equipment Where Clubs, Branches and Venues have purchased training equipment that can be used by individuals, all equipment should be cleaned by a designated Club, Branch or Coach representative before/after use. It is recommended that equipment is booked by individuals for use at specified times. The following process is recommended:

All equipment is cleaned before and after use and stored in a safe and clean environment. The equipment is retrieved from storage by one designated Club or Branch representative ready for

use by an individual.

All equipment bookings contain name, email and mobile number and each individual signs the equipment IN and OUT with appropriate time stamp.

It will be the responsibility of the individual to collect and return the equipment. The equipment is to be cleaned before being issued out for the next booking.

HURDLES PERSONAL training (brought to and taken from the venue)

Make sure your equipment is cleaned prior to attending training.

Only one person should move the hurdles on to and off the track as required.

Bring appropriate cleaning/disinfectant wipes in your bag in case you need to clean your equipment during training.

VENUE – where the venue has hurdles for use

Venues may decide to ask individuals to book the use of hurdles and can adopt the recommended process as outlined for CLUB/VENUES throws equipment

Hurdles can be placed in groups of six (6) and one person from each GROUP is to be designated to collect, move, and return the hurdles at the end of the activity

Hurdles should be cleaned before the next use

POLE VAULT – updated 26 June

Training will be conducted in groups of no greater than four (4) athletes.

Pole Vault equipment includes uprights, mats, bars, and pole. Athletes and others will be required to sanitise their hands prior to training and have hand

sanitiser available for use while training.

It is recommended that athletes will be responsible for collecting their own poles from storage and will be the only person who touches their poles throughout training.

Uprights and bar will be collected from storage, installed, and adjusted by a single person throughout training. The same person will then be responsible for sanitising the upright/bar and returning to storage at the completion of training.

Upon completion of training, all equipment that has been touched will be cleaned/sanitised. This includes poles, bars, uprights, and the mat.

To minimise the risk of transmission of infection, there will be a period of at least 48 hours between training sessions.

HIGH JUMP – updated 26 June

Training will be conducted in groups of no greater than four (4) athletes.

High Jump equipment includes uprights, mats, and high jump bars.

Two people (a coach and the high jumper) can change the height of the bar and replace the training/jumping bar after each attempt.

Athletes and others will be required to sanitise their hands prior to training and have hand sanitiser available for use while training.

Upon completion of training, all equipment that has been touched will be cleaned/sanitised. This includes bars, uprights, and the mat.

To minimise risk of transmission of infection there will be a period of at least 48 hours between training sessions.

LONG JUMP/TRIPLE JUMP -updated 26 June

Training will be conducted in groups of no greater than four (4) athletes.

Jumps equipment includes measuring tapes, measuring spike, rakes, brooms, run upmarkers and pins.

Athletes and others will be required to sanitise their hands prior to training and have hand sanitiser available for use while training.

At the end of training, the sand in the pit must be ‘turned over’ using a shovel/spade so that the jumping area used is sufficiently aerated so that the pit can be sprayed with cleaning solution before use by the next jumper.

All equipment used in or around the jumps pit must be cleaned after use.

Under current conditions, use of indoor facilities such as club rooms, change rooms, toilets

and other shared facilities is permitted. Refer to information under sport and recreation

5. Indoor Activities (updated 13 November 2020)

Requirement: For indoor events, the Venue Operator must keep a record of attendees that are in the venue for fifteen (15) minutes or longer, including first name, phone number, date, and time of attendance. Contact details must be kept for 28 days after a person has entered a premises.

Recommendations: All venues appoint a SAFETY OFFICER (Branch delegate/Coach) who can administer and implement the restrictions and recommendations to prevent the transmission of COVID-19.

Venue Operators

Use of Club Rooms, change rooms, club gyms (AT Tin Shed) and other indoor areas is permitted.

Toilets should be open and accessible during advertised training times and during events.

Toilets should be cleaned daily (Local Council responsibility) Soap dispensers/paper towels are to be checked daily and replaced/filled as required (Local

Council responsibility)

NOTE: In the South, the Athletics South buildings and the Athletics Tasmania office areas are to adhere to WorkSafe Tasmania recommended cleaning minimum standards. Indoor function space is open where the number of people permitted according to the density limits is less than the gathering limit, the lower number applies. This applies where applicable to our Northern Branch and North West Club when in control of the venue.

Opening hours for the athletics track should be clearly advertised (Club/Coach/Branch responsibility when hiring venue, otherwise Local Council responsibility)

Notices should clearly show that the Tin Shed Gym is open for Tin Shed members only and that TOILETS are open (Local Council responsibility).

The Tasmanian Government has eased the restrictions on travel to participate in sport and

recreation activities from 26 June 2020.

6. Travel

Requirement: For indoor events, the Venue Operator must keep a record of attendees including first name, phone number, date, and time of attendance

Recommendations: All venues appoint a SAFETY OFFICER (Branch delegate/Coach) who can administer and implement the restrictions and recommendations to prevent the transmission of COVID-19.

There is no restriction on physical activity and there are no restrictions on access to training venues according to an athlete’s place of residence in Tasmania (providing they have not visited a designated COVID-19 hotspot in the last 14 days). Low-Risk People who have travelled to or are visiting from areas deemed low-risk according to Public Health advice (currently including the ACT, NSW, NT, Queensland, SA, WA or New Zealand) are not required to quarantine upon arrival and are permitted to enter athletics venues unrestricted. Based on Public Health advice, travellers from the above low-risk areas are permitted to transit directly through medium or high-risk areas without being subject to quarantine requirements when arriving in Tasmania if they comply with certain criteria. High-Risk People who have travelled to or are visiting from areas deemed high-risk according to Public Health advice (currently including VIC, overseas countries other than New Zealand and cruise ships) are required to complete 14 days’ quarantine upon arrival in Tasmania. They are not permitted to attend athletics events or venues until the completion of their mandatory quarantine.

Venue Operators can include any restrictions on all communications, websites, and/or booking forms to this effect.

Toreducethestrainon Tasmania’shealthandemergency services,commonsense shouldbe usedinavoidingactivities thathaveahighriskofinjurythatmayresultin hospitalisation.

7. High Injury Activity

Requirement: For indoor events, the Venue Operator must keep a record of attendees including first name, phone number, date, and time of attendance

Recommendations: All venues appoint a SAFETY OFFICER (Branch delegate/Coach) who can administer and implement the restrictions and recommendations to prevent the transmission of COVID-19.

Training activities involving throwing implements are to be conducted in the usual course of practice. Where venues have a designated and approved throwing cage for hammer and discus and shot-put areas, individuals must observe all rules and regulations for the use of these areas.

Where javelin is permitted individuals must observe all rules and regulations for this area.

While our sport is a ‘non-contact activity’, individuals are reminded to observe the following rules:

Track use – updated 10 November – Level C of the AIS Framework for Rebooting Sport

Full training and competition allowed

Warm up – updated 10 November

Individuals are reminded that the venue/track is a public facility and unless it is a private exclusive booking, must share access to and use of the facility

Warming up can be conducted, individuals where possible remain 1.5m apart

At the end of your warmup, training, competition, use of or warm down, make sure you promptly leave thetraining area

8. Group/Team Activity

Recommendations: All venues appoint a SAFETY OFFICER (Branch delegate/Coach) who can administer and implement the restrictions and recommendations to prevent the transmission of COVID-19.

The Venue Operator/Local Council will determine the maximum number of groups (1000 people) that can be within the venue at any one time. It is recommended that the following be considered: The number of entry and exit points to ensure that individuals can enter and leave without being at

risk of unreasonable contact. The capacity of the venue to conduct training on the track and on the in-field at the same timewithout

endangering any participants. The ability to create and if necessary ‘mark out’ or flag areas where groups may meet and place their

belongings and/or possessions without being at risk of unnecessary contact; and The capacity of the running track to manage groups training on the track ensuring appropriate

distancing between individuals.

Coaches and individuals are required to make sure that their groups maintain physical distancing and comply with all rules and restrictions in place.

COACHING PROTOCOLS

Coaches will play a pivotal role to ensure that the group activity always complies with the restrictions in

place.

It is recommended that Coaches:

Keep a record of attendees including first name, phone number, date, and time ofattendance at

each training session

Structure physical activities that comply with physical distancing; and

Remind individuals about the rules in place during the activity.

Look out for any symptoms such as fever, shortness of breath, coughing and or high temperatures and discuss

them with the individual before advising the Safety Officer to discuss an appropriate course of action.

Remind individuals not to SPIT at any time.

If an individual is unwell during training (e.g. vomiting) the individual (and coach) will be required to clean

any effected area as soon as possible.

COVID-19 Safe Events and Activities A Framework for COVID-19 Safe Events and Activities in Tasmania

The Tasmanian Government has launched A Framework for COVID-19 Safe Events and Activities in Tasmania to support event organisers to plan and hold larger-scale COVID-19 safe events from 1 December 2020.

The Framework has been developed in consultation with the events, sports, arts, and entertainment sectors and is consistent with World Health Organization, Australian Health Protection Principal Committee, and Public Health Services advice. It will be a living document and will be reviewed over time as the rules for mass gatherings and events are updated to reflect the changing COVID-19 situation in Tasmania. The Framework will enable organisers to apply to hold an event under one of three levels. Please see below for the requirements and descriptions of each level.

We have also released the Guidance on Managing Events and Activities in a COVID-19 Environment document. This Guidance is intended to assist organisers to plan events in a COVID-19 environment and should be read in conjunction with the Framework for COVID-19 Safe Events and Activities in Tasmania (the Framework). This document is prepared in advance of Directions being issued by the Director of Public Health which will enact that Framework. Further, we have a Guide for Cultural and Creative Sectors to assist in creating a plan to reopen safely for staff and patrons, addressing your particular circumstances.

Registration process

The Director of Public Health has requested that event organisers register Level Two and Three events and activities, to ensure that:

organisers can be contacted immediately if circumstances change or if a person who attended is identified as a COVID-19 case following the event; and

police, emergency, and health services are aware of the number and magnitude of upcoming events and can allocate resources accordingly.

This application process will be completed through an online form, you will be notified of the outcome of this assessment within 21 days.

How to apply to hold an event at each Level

Level 1

Requirements:

Review the Framework available here.

Review the Guidance on Managing Events and Activities in a COVID-19 Environment.

Complete an Events COVID-19 Safety Plan using this template.

Implement the required public health measures.

It is not necessary to register this type of event.

Event Description:

Free moving indoor events can have up to 250 people

Free moving outdoor events can have up to 1 000 people

Seated indoor events can occupy up to 50% of seated capacity with a maximum of 500 people (including patrons, staff, and performers)

Seated outdoor events can occupy up to 50% of seated capacity with a maximum of 2 000 people (including patrons, staff, and performers)

Events with multiple separate areas or sites can have up to 2 000 people in total

Level 2

Requirements:

Complete an Events COVID-19 Safety Plan using this template.

Implement the required public health measures.

Consideration may be given to allowing one event to be held across multiple sites, each with up to 10 000 people, where the Events COVID-19 Safety Plan demonstrates that the event has been designed to minimise the risk of mixing of people between the physically distinct sites
