VISION AND MISSIONFor a country of India’s size with a huge population of youth and women, providing ‘demonstrable’ and ‘employable skills’ has become critically important at a time when the Central Government aims to train over 40 crore people in different skill-sets by 2022. Being spread far and wide in every nook and corner of the country, the Textile and Apparel Sectors not only provide wage and self-employment to millions of people but have the capacity to transform several clusters of rural economy if properly linked and nurtured.

Apparel Training and Design Centre (ATDC) is a dedicated Public Vocational Training Provider under the aegis of AEPC and has the largest number of exclusive directly run training centres for the apparel sector and is arguably the single largest training provider for a single domain vocational trade in India.

ATDC’s Vision is encapsulated in “Imparting Skills, Improving Lives & Innovating Future” aptly, with an eye on Revolution 4.0.

OBJECTIVES Provide skilled and well trained industry-ready human resources to the

textile–apparel value chain in order to improve the technical edge in apparel manufacturing as per international benchmarks.

Generate employment opportunities for the weaker sections of the society by providing them training in the field of apparel design manufacturing and allied areas.

Upgrade the technical and technological skills of human resources to improve quality, productivity, efficiency levels of the downstream Apparel Industry in particular.

Prepare the industry for the Industrial Revolution 4.0 by introducing Change Management courses through ATDC-IAM-CE Programmes.

Equip the candidates with soft- life skills in addition to domain skills so that they can withstand rapidly changing performance parameters in various job situations.

APPAREL TRAINING AND DESIGN CENTRE Draping its students in excellence

An institute which has trained over 3,00,000 candidates over the last decade, the Apparel Training and Design Centre (ATDC) has found a place of prominence among students across

the country. It is not only one of the most sought-after Vocational Education Institute in the apparel export and domestic industries but also provide short-mid-longer term trade courses for different Ministries, National Apex Agencies & Skill Missions, etc. ATDC is a training partner of NSDC and preferred training provider for several CSR providing companies including GAP India & Groz Beckert etc. It has also trained over one lakh students over the last decade in the longer-duration vocational courses, helping them with wage employment, leading to better quality of live for their families.

Designing futures by the InstituteUnder the aegis of the Apparel Export Promotion Council AEPC, ATDC has earned its name as the Largest Quality Vocational Training Network for the Apparel Sector. There are over 175 ATDCs pan-India which are comprised of 65 ATDC Vocational Institutes and more than 100 ATDC-SMART Centres. They are present in clusters

across 25 states all over India and are affiliated to NSDC as a non-funding partner along with approval from the AMHSSC as a training partner and the main centre for training of trainers. ATDC has implemented training programmes in collaboration with various Central and State government agencies like Ministry of Textiles (ISDS), DDU-GKY by the MoRD, GoI, National Scheduled Castes Finance and Development Corporation (NSCFDC), National Backward Classes Finance and Development Corporation (NBCFDC) and several others. It has PSU’s like Oil and Natural Gas Corporation (ONGC), Container Corporation of India (CONCOR) etc. The Apparel Sector has the maximum potential for employment generation, both in urban and rural areas, especially the capacity to revive the rural economy, and connect rural youth with the mainstream.

A comprehensive view about the ATDC coursesThe ATDC Vocational Institutes offer a wide range of courses that are vital component to train the youth in the field of apparel, fashion and lifestyle for careers in an integrated fashion eco–system. The B.Vocational

programme was initiated in collaboration with the Rajiv Gandhi National Institute of Youth Development (RGNIYD), an INI under 35/2012 Act of Parliament) and approved by the All India Council of Technical Education (AICTE). ATDC offers a wide range of courses such as AMT, FDT (both one diploma programmes) as well as B.Voc in Apparel Manufacturing and Entrepreneurship and, B.Voc in Fashion Design and Retail. The institute also has a strong focus on Soft-Life-Skills, where, the students after finishing the course are ready to join the apparel/fashion/lifestyle industries in both domestic as well as export sectors. Another significant course is the Continuing Education Programme, meant for the working professionals to upgrade their skills in the context of rapidly changing technology. Conducted in collaboration with the IAM industry projects and CE Programmes Division & NISTI Textile Institute UK, including GAP P.A.C.E. Programme to a large of students, it gives them the choice of part-time and weekend short-time courses. The concept of Power Courses improves the chances of being employable while keeping the trends in the fashion/textiles, apparel and lifestyle industries in mind. It overall addresses key challenges that the students may face and build a learning environment for everyone by utilizing summer workshops, industry workshops and seminars. Apart from these options, students can also take up courses with duration of 3 months to 1 year offered at select ATDC centres.ATDC has a vast pool of over 500-plus qualified and experienced faculty members with a wide range of domain expertise, covering most of skill intensive areas of textile-apparel value chain. The ATDCs render yeomen service to the downstream Apparel export and domestic industries, having trained over 2,17,000 candidates in entry-level trade courses under ISDS of MOT, GoI since 2010 as a Component I implementing agency till 2017 and also about one lakh candidates in longer-duration Vocational courses in recent years, thus improving the lives of trained candidates who received wage employment in apparel units post ATDC-training and their dependent family members. The National Placement Cell of ATDC through state/ regional and national level “Rozgar Melas” and Meets have been able to place about 70%-73% of candidates in wage employment and out of these, 10%-15% of candidates have taken up self-employment.ATDC has been availing direct funding/bridge funding towards its various training programmes for the benefits of students from Central and State government departments/agencies like Ministry of Textiles (ISDS), National Scheduled Castes Finance and Development Corporation (NSFDC), National SafaiKaramcharis Finance and Development Corporation (NSCFDC), National Backward Classes Finance and Development Corporation (NBCFDC), and PSU’s like Oil and Natural Gas Corporation (ONGC), Container Corporation of India (CONCOR), etc. ATDC has been honoured with Best Vocational Training Provider 2018 – Gold by ASSOCHAM, ‘Best Training

Institution of the Year-National’ by Franchise India along with ‘Best Institute: Innovation 2018’ by ASSOCHAM, Best Vocational Training Provider 2018 by ASSOCHAM, and the most significant ‘UK-India Skills Forum Award’ in 2018. ATDC has been recognized by the “Knowledge Review magazine” among the “10 MOST PROMISING INSTITUTES IN NORTH INDIA 2019”. ATDC pursues skills-excellence in an integrated manner by creating a “step ladder-training eco-system” with clear focus on “skilling of aspirational Indian youth especially women for wage & self-employment” aimed at the downstream Apparel Sector which has the maximum potential for employment generation, especially to revive the rural economy.ATDC was registered on Feb 15, 1991 as a Society under the Societies Registration Act 1860, in New Delhi with the mission to upgrade the ‘technical and technological skills’ of the human resources employed in the Textile-Apparel Value Chain, working with the garment export units. ACADEMIC PROGRAMMES National vocational training provider with about 175 centres pan-India, dedicated to apparel sector

ATDC has established 65 Vocational Institutes offering longer-duration Diploma programmes and 30 SKP’s approved by AICTE as Skill Knowledge Provider to offer Bachelor’s in Vocational Education through RGNIYD (Rajiv Gandhi National Institute of Youth Development) to offer two B.Voc Programmes B. Voc in Apparel Manufacturing & Entrepreneurship and B.Voc in Fashion Design & Retail. This makes ATDC the only organization offering shop floor, supervisory and managerial level courses within the education and training eco-system i.e. SMART training for taking care of courses of 1-month to 4-month duration (Skill Level 01-03) and ATDC Vocational Institutes (Skill Level 04-05) for offering months to one year certificate & diploma courses and offering three-year B. Voc courses (Skill Level 05-06-07) based on the “National Vocational Qualification Framework (NVQF)’ of AICTE. The impact potential of ATDC is outlined in the comprehensive Skill Pyramid Model for the Apparel Sector which creates a comprehensive training ecosystem offering mobility and progression to aspiring students.

Creation of such a comprehensive training ecosystem has accorded a prime position of the largest quality vocational & training provider for the Apparel sector to ATDC which has won four prestigious awards- the “ASSOCHAM Award” for Best Institute Innovation 2018, “Educational Excellence Award 2018” by ASSOCHAM, Best Vocational Institute 2018 by Assocham and the UK-India Skills Forum Award for demonstration of outstanding commitment to the skills agenda by providing employable skills to youth, women & disadvantaged sections of the society.

Bachelor’s Degree ProgrammeATDC signed a significant MoU with AICTE on 31st December, 2014 for implementation of new generation B.Voc Programmes in Apparel-Fashion-Textiles under the National Vocational Qualification Framework (NVQF). Thirty ATDCs were approved by AICTE as SKPs and the MoU facilitated ATDC to join hands with a “University” for offering 3 years Bachelor’s Degree

Programmes. ATDC has collaborated with Rajiv Gandhi National Institute of Youth Development (RGNIYD), an Institute of National Importance (INI) under an Act of Parliament 35/2012, and started B.Voc AME and B.Voc FDR from July 2015. Year 2019-22 is the 5th session for admission in B.Voc Programmes. The total enrollment so far in five academic session has been 1125 students across 25 ATDC-SKPS with 837 candidates under training. The MoU with the AICTE was for a period of 3 years i.e. till 31st December, 2017. AICTE subsequently accorded extension of approval to 30 ATDCs as SKPs under NSQF for a further period of 3 years w.e.f. 31st December, 2017 till 31st December, 2020 on existing terms and conditions vide its letter no. F.No. 2-2/D-SDC/ATDC-SKP/2017 dated 9th April 2018. The MoU with RGNIYD was signed on 14th June, 2015 for a period of 6 years i.e. till 14th June, 2021 and with the extension of MoU with AICTE till 31st December, 2020, ATDC has necessary approvals in place to offer 3-year’s B.Voc Programmes for 2018-19, 2019-20 and 2020-21 Admission sessions. Twenty-five ATDC-SKPs are presently offering B.Voc Programmes and 837 students are under training in these ATDC-HUBs. July 2019 session is the 5th year of admissions in the B.Voc Degree courses and 3 new ATDC-HUBs at Bhopal, Kanpur and Dwarka in New Delhi have been added, in terms of infrastructure & faculty resources to start the longer-duration courses. About 285 new admissions have been confirmed for 2019-20 Academic session. The first Convocation for award of degree to 230 student

of 1st & 2nd batch of B.Voc students is scheduled in October this year. B.Voc students have bagged good placement in the garment and retail industries.ATDC has signed an MoU with AICTE to offer:

B.Voc in Apparel Manufacturing & Entrepreneurship.

B.Voc in Fashion Design & Retail.

As per the scheme, for award of Diploma/Advance Diploma/Degree, the “Vocational Credits” granted by SKP and “General Credits” granted by University are to be collated. Accordingly, ATDC has collaborated with RGNIYD to impart Level 5, 6 and 7 of the NSQF as SKPs.The new-generation courses are offered at select 25 ATDCs which are approved by AICTE as “Skill Knowledge Provider” (SKP) located close to Apparel Textile Clusters such as Jaipur, Okhla, Dwarka, Noida, Kanpur, Gurgaon, Faridabad, Bengaluru, Hyderabad, Guindy, Tirupur, Kolkata, Bhubaneswar, Chhindwara , Indore, Surat, Mumbai, Kannur, Thiruvananthapuram, Raipur, Ludhiana, Ranchi, Patna, Chandigarh and Bhopal. Graduating students from different ATDCs have showcased their collections during the Times Fashion Week in Bengaluru, Delhi and Mumbai and found that it has given them enough exposure to launch themselves in the industry as entrepreneur and designers.

Preparing for this show gave me self-confidence and belief in my own creation. Working in teams, leading and preparing our own designs was stressful but very productive for my fashion sense and education. LONGER-DURATION CERTIFICATE & DIPLOMA PROGRAMMES (AVI)ATDC is offering long-term Diploma and Certificate programmes aligned with the National Skill Qualification Framework (NSQF). These are from skill level 4-7 according to common norms of Ministry of Skill Development and Entrepreneurship (MSDE). These programmes are training industry-ready professionals who are readily absorbed by the growing Apparel Industry. There are around 30 ATDC

HUBS which are offering training for AVI-Direct enrolled candidates. These centres have enrolled around 370 AVI-Direct students in the January 2019 session and around 900 in the July 2019 session. Students enrolled are given an insight into the various aspects of Apparel Industry and they can choose their field of interest to build a career in the Apparel Sector.

GAP INC. USASome of the deserving women candidates are being also offered GAP Inc.’s “Merit cum Means” scholarship. Women candidates were offered “Merit- cum-Means Freeship” by GAP Inc. for July 2018. The scholarship has been offered to meritorious girl candidates who want to pursue their career in the Apparel industry. These aspiring girls belong to economically-weaker sections of the society with annual family income of less than rupees 2.5 lakh. With this scholarships, these girls from the disadvantaged sections could pursue vocational education in the Diploma programmes offered by ATDC. GIS have given financial assistance to these young women aiming to create a mark in Textile /Apparel/ garment/Fashion industry.

AVI centres across India recently celebrated “World Youth Skill Day”, where several competitions were held for students from nearby colleges and skills-sets were highlighted. The fervour with which it was celebrated pan-India was highly appreciated by DG & CEO Dr. (Prof.) Darlie Koshy. Centres participated in fashion shows, innovations, sustainable garments workshops, Accessory-making workshop, Khadi design creations, Handloom design innovation and technical textiles seminars, etc. giving them confidence as well as hands-on experience. NSDC shared the logo along with Skill India logo for AVI-Direct students’ certification. All the direct students are issued certificates through stringent assessment process internally which are endorsed by NSDC and Skill India.

ATDC students developed products for “ATDC Shoppe” and the samples prepared were selected for bulk production and further showcasing exhibition-cum-sale to be organized.

Mahindra Pride Classes in collaboration with Mahindra Group were organized for the students at ATDC centres in NCR as a pilot. The students were trained in effective communication, life/soft skills, soft skills and interview preparation. Students received it well.

ATDC partners with National Apex Sponsoring Agencies for Skill Development Training Program for the underprivileged communities: 2018-19For this F.Y. 2018-2019, ATDC received total sanction target of training 4058 candidates through 4 National Apex Sponsoring Agencies; the National Scheduled Caste & Finance Development Corporation (NSCFDC), National Backward Class Finance Development Corporation (NBCFDC), National Handicapped Finance Development Corporation (NHFDC) & National Safai Karamcharis Finance Development Corporation (NSKFDC) and the same conducted in 56 ATDCs across 45 districts & 15 states. During the F.Y. 2018-19 with the total sanctioned amount of Rs. 5.08 crore of which about 3609 trainees have completed training and 1359 candidates i.e. 74% are being placed in wage & self-employment and few opted for further studies. Few student in ATDC Rai Bareli have started their small boutique enterprises.

Trainers” who are eligible to conduct the P.A.C.E. TOT independently. For the year 2019, ATDC proposes to train 100 additional P.A.C.E Trainers & conduct P.A.C.E. ‘ToT’ for other GAP Partners of Apparel Industry. We plan to include about 100 ATDC Centres with a target

to train 6,000 candidates in P.A.C.E Soft-Skills which has been aiding students in improving communication skills, reducing absenteeism and helping them build confidence to become a better human being with industry orientation and self-motivation.

P.A.C.E life-skills modules have brought the concept of self-learning for ATDC students, making them aware of the important life skills aspects required for their career enhancement. Further, our faculty members too learnt about an effective teaching methodology making a big difference in teaching-learning pedagogy. Gap Inc. P.A.C.E. is an innovative programme for women & youths providing foundation life & soft skills which help them advance in the workplace and their personal lives. PA.C.E. Modules-based learning help empower them to use individual skills and negotiate better to cope up with challenges in their lives.

THE GAP INDIA “MERIT-CUM-MEANS” FREESHIPS FOR 110 WOMEN CANDIDATES FOR ONE YEAR/SIX MONTHS DIPLOMA PROGRAMMES, FOR FY 2018-20

VISIT OF ATDC MANAGEMENT TEAM TO THE APPAREL FACTORIES / INSTITUTES IN VIETNAM AND CAMBODIA DURING 13th JUNE TO 20th JUNE, 2019.

In the year 2018, GAP India extended support to ATDC students with “Merit-cum-Means” free-ship of 80%-90% of course fee for 1-year Diploma Programmes especially to women belonging to Economically Weaker Sections (EWS).

For the July 2019 session GAP Inc. New Delhi Office offered the free-ship support for 120 women/girl candidates with financial support of 90 -80% for training in select ATDC Centres in AMT, FDT, and Production Supervisor & Quality Executive Courses. ATDC Ludhiana, Salem, Dharmapuri, Surat, Bhopal, Lucknow, Dilshad Garden will take up. While GAP IT Service, Hyderabad Development Centre has approved providing free-ship to about 45 women/girl candidates in 1 year Diploma Program. This Free-ship support is extended to women belonging to the marginalized sections of the society who are at the receiving end to take up higher studies. A detailed report on 1st batch of successfully trained beneficiaries was submitted to the GAP P.A.C.E officials, with commendable success rate in industry-wage placement.

ATDC-GAP Partnership of more than a year with implementation of P.A.C.E. project has created an opportunity to interact and take note of best and next practices from large number of GAP Inc. vendors especially in competing countries like Cambodia, Vietnam and Bangladesh who are implementing GAP, P.A.C.E. programmes in their factories for improving performance parameters, especially the productivity of the

shop-floor workforce. GAP India office assisted in organizing a visit for ATDC Management delegation consisting of Chairman, ATDC & AEPC, Sr. Vice-Chairman, ATDC, DG & CEO and Registrar & GM visit from 13th June to 20th June 2019 to select factories in Cambodia and Vietnam to study the implementation of P.A.C.E. Programme and also to visit the state-of-the-art factories/institutes and their training systems.

ATDC TRAINING PROJECTS THROUGH VARIOUS STATE SKILL MISSIONSA total sanction to train 9,978 candidates has been received from the State Skill Missions against different MoUs excluding DDU-GKY for the current Financial Year 2018-19, out of which approximately 5,061 plus candidates were trained till 31st March, 2019. The training of remaining 4917 candidates was carried forward to add to the target of next Financial Year, i.e. 2019-20. ATDC-DDU-GKY PROJECT

ATDC BECOMES PROJECT IMPLEMENTING AGENCY UNDER DDU-GKY PROJECT

Vision: Transform rural poor youth into an economically-independent and globally relevant workforce

The Ministry of Rural Development (MoRD) announced the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) Antyodaya Diwas, on

25th September 2014. DDU-GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth.

DDU-GKY is uniquely focused on rural youth between the ages of 15 and 35 from poor families. As part of the Skill India campaign, it plays an instrumental role in supporting the social and economic programmes of the government like Make In India, Digital India, Smart cities, Start-Up India and Stand-Up India campaigns.

Over 180 million or 69% of the country’s youth population between the ages of 18 and 34 live in rural areas. Of these, youth from poor families with no or marginal employment number about 55 million at the bottom of the pyramid.

DDU-GKY is present in 28 states and UTs, across 669 districts, impacting youth from over 7,294 blocks. It currently has over 1242 projects being implemented by over 557 partners, in more than 585 trades from 50 industry sectors. Over 7.9 Lakh candidates have been trained and over 3.6 Lakh candidates have been placed in jobs as on 11th July, 2019. From 2012, DDU-GKY has so far committed an investment of more than Rs 5,600 crore, impacting rural youth pan-India.

On 5th December 2017, ATDC signed the MoU with Ministry of Rural Development for implementation of “Placement Linked Skill Development Programme called Deen Dayal Upadhyaya Grameen Kaushalya Yojana” which aims at alleviation of rural poverty through skill development and regular job placement for rural youth. ATDC has committed to train at least 2,000 candidates in first 2 years and ensure placement of 70% candidates as per the guidelines of the project. The training centres under the scheme have been named as “ATDC DDU-GKY Skill Academy”.

STATE-WISE FINANCIAL SUMMARYATDC has been sanctioned a total project cost of Rs 41.8 crore across 6 states under the DDU-GKY project.

DDU-GKY project is sponsored by both State Govt. as well as Central Govt. under which, the candidates receive free-of-cost training with additional benefits of boarding, lodging, to & fro expenses, placement support, free train-ing and learning material, etc.

ATDC has so far received first installments from all 6 states for initial target completion.

PROGRESS OF ATDC-ToT ACADEMY

The Training of Trainer’s Academy (ATDC-ToT Academy) is an ATDC initiative with a key objective to upgrade the knowledge base and skill levels

of ATDC Faculty Resources and Industry Personnel in the Apparel Industry while providing better quality trainers/supervisors for the industry. Various activities undertaken by ATDC-ToT Academy were as under:

1. TRAINING OF TRAINERS (ToT) of various Implementing Agencies of Skill Training Projects:ATDC-ToT Academy had signed an MoU dated 14th June, 2017 with Apparel, Made-ups & Home furnishing Sector Skill Council (AMH-SSC) for conducting the Training of

Trainers for various State Skill Development Missions, PMKVY, ASAP etc. ATDC-ToT Academy under the provisions of the above MoU has conducted 64 AMHSSC-ToTs, covering the training of 1625 trainers of 525 authorised training partners and ATDC’s own trainers.

Such ToTs were conducted for 24 job roles in the Apparel Sector. For conducting the above ToTs, ATDC-ToT Academy has a pool of 40 SSC Certified Master Trainers and 142 SSC Certified Faculty Trainers in North, South, East and West zones to take care of training of trainers in all regions.

2. TOMT ‘Certification & Assessment of ATDC Master Trainers’ by AMHSSC for various ATDC Training Skills Projects organised by ATDC-ToT Academy, NHO 26th and 29th November 2018

4. Technical Intervention Programme for Garment Clusters: Government of Maharashtra has notified certain garment clusters in Maharashtra, for the growth of garment industry in such clusters. ATDC has been chosen by the state gov-ernment authorities for conducting ‘Technical Intervention Programme’ for cluster members of such garment clusters and accordingly four Technical Intervention Programmes were organized for cluster members of Amravati, Yavatmal District, Ahmednagar and Kopargaon.

The Technical Intervention Programmes have been well appreciated by cluster members and government authorities.

5. Workshop in “Apparel Product Development with Surface Ornamentation” for Vanamitra Project through KSWDC (Kerala State Women’s Development Corporation Pvt Ltd.)Kerala State Women’s Development Corporation Pvt Ltd. (KSWDC) requested ATDC ToT Academy, Thiruvanantha-puram for training of 18 tribal women candidates under their Vanamitra Project. Training started by 31st December and was completed by 31st January 2019. However, as per the request of KSWDC, the training extended for another 10 days starting from 4th February, 2019 to 15th February, 2019.

RPL INITIATIVESRecognition of Prior Learning (RPL) is a flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE), Government of India.

ATDC got initial sanction of 12955 candidates under RPL Type -2 (Employer Premises) from NSDC for 12 Job Roles w.e.f. 7th April 2017. ATDC launched the programme from Ludhiana. The project got over on 31st December 2018 and ATDC completed the target enrollment of 12955 candidates under RPL type -2.

RPL Phase -2 SANCTION Against the fresh proposal of ATDC submitted to NSDC for extension of RPL (Type-2) project, NSDC had sanctioned the target of 10,000 (RPL type-2) for the year 2019-2020. Under current sanction, ATDC can conduct RPL in 16 states - Andhra Pradesh, Bihar, Punjab, Rajasthan, Haryana, Delhi, Uttar Pradesh, Kerala, Tamil Nadu, Karnataka, Telangana, Madhya Pradesh, Gujarat, Maharashtra, West Bengal and Uttarakhand in seven job roles viz. SMO, SMO-Knits, Inline Checker, Finisher, Packer, Hand Embroider and Fabric Cutter.

Against the fresh proposal of ATDC submitted to NSDC for extension of RPL (Type-2) project, NSDC have sanctioned the target of 3000 (RPL type-2) after completion of these targets, NSDC has further released the targets, of 7000 (RPL typye-2) without any geographical restrictions to be completed till December 2019.

CSR ACTIVITIES The main activity of the DepartmentATDC CSR department is implementing a CSR project titled “Employment Linked Vocational Training”. In this project, Vocational Training and Employable Skills are being provided to unemployed/underprivileged youth especially from the weaker sections of the society, comprising school dropouts, post Higher Secondary school learners as well as graduates who wish to pursue their studies further but could not for pecuniary reasons/poor financial conditions and could not get employment. Post the training, the trainees are helped with taking wage-employment in appropriate vocation under the CSR initiative of various PSUs/Corporates/Donations, etc. They are also being encouraged to take self-employment.

ATDC has introduced a scheme of receiving sponsorship from the willing Donors/Corporates/PSUs, etc. towards the course fee for such students. CSR is one of the route for funding the course fee of needy students under the CSR initiative of Corporates /PSUs /Donations from individuals. Total progress so farUnder the above CSR scheme, ATDC has approached various leading Public Sector Undertakings (PSUs) Corporations/ Donations, resulting in ATDC having directly received CSR sponsorship of 2,450 candidates till date form the various CSR funding agencies i.e National Thermal Power Corporation (NTPC), CII-HPCL, Cheshire Homes-India (CHI), REC Limited, Oil & Natural Gas Corporation (ONGC), Eastern Coalfields Limited (ECL), National Fertilizers Limited (NFL), Groz-Beckert Asia Pvt. Ltd. Wacker Metroark Chemicals Pvt Ltd. Tynor Orthotics Pvt. Ltd. Richa Global Exports Pvt. Ltd. and Rajan Gulati and Mohan Singh Chhatwal Charitable Trust.

Year 2018-19 in focusIn the year 2018-19, some of the projects successfully completed and closure report has been submitted to sponsoring agencies like REC Limited, Wacker Metroark Chemicals Pvt. Ltd. Groz-Beckert Asia Pvt. Ltd. The placement was achieved in more than 70% cases.

1. Students/Faculty/Spl. ActivitiesDuring the above CSR training activities, students visited the Apparel Industries and Mega fashion fairs to improve their knowledge about the activities and trends in the Industries. During the training, students made various products like clothes and bags, etc. Special technical seminars were arranged by GBA technical team for the CSR students.

2. Future plans

i. Sponsorship of 3rd project by M/s. Groz-Beckert Asia Pvt. Ltd for the financial year 2019-20.On further persuasion and after being satisfied with the quality of training at ATDC’s 6 locations, M/s. Groz-Beckert Asia Pvt. Ltd. has sponsored full course fee, cost of Tool Kits and advertisement charges for Mobilization, for 20 candidates each at ATDC- Jaipur and ATDC- Indore.

Dilshad Garden, Dwarka, Tirupur and Mumbai region in 330 hrs. Sewing Machine Operator (SMO) course and 20 candidates each at ATDC-Dilshad Garden, Tirupur, Bengaluru and Mumbai region for training in 600 hrs. Sewing Machine Maintenance course making it a total of 200 candidates for the year 2019-20.Execution of MoU between ATDC and GBA, Chandigarh has been done on 9th April 2019.

ii. CSR- Sponsorship of the candidates under CSR-funding from M/s. Oil and Natural Gas Corporation (ONGC), New Delhi for the year 2019-20.The MoUs were signed with ONGC, New Delhi on 08.10.2018 for training of 165 candidates, 55 each at ATDC-Kashipur, Jodhpur and Gandhinagar and the training of all batches are undergoing at the centres. The project will complete on 31st March, 2020. Among other MoUs signed with ONGC, New Delhi for sponsorship of candidates, 100 each at ATDC-Ariyalur and ATDC-Cuddalore, training at both the centres are undergoing. The project will be completed in August, 2020

iii. CSR-sponsorship of the candidates by M/s. Eastern Coalfields Limited (ECL), Burdwan (West Bengal) for ATDC-Ranigang & Rajmahal. In response to the proposal submitted and follow up with office of Eastern Coalfields Limited (ECL), they have sponsored 150 candidates for ATDC Raniganj and 150 candidates for Rajmahal in 330 hrs. Sewing Machine Operator (SMO) course.An MoU for Raniganj has been signed on 23rd April 2019 and another MoU for Rajmahal was signed on 25th May 2019. The training at both the places have begun.

iv. CSR- Sponsorship of the candidates under CSR-funding from M/s. Tynor Orthotics Pvt. Ltd., Ludhiana for the year 2019-20.In 2018, M/s Tynor Orthotics Pvt. Ltd. sponsored two candidates in 3 years B.Voc degree course at ATDC-Chandigarh. The training of both the candidates is being successfully implemented at ATDC-Chandigarh. To explore the possibility of further sponsorship, discussions were held with M/s Tynor for the year 2019-20.

v. CSR-funding proposal submitted to M/s. REC Limited, New Delhi for the year 2019-20.On successfully completion of the 1st project with RECL, for year 2019-20 another CSR funding proposal for training of 1,100 candidates has been submitted to office

of RECL, New Delhi for the year 2019-20. They had advised to submit the proposal with the focus on Aspirational states/districts with the ratio of with Aspirational districts to rest of areas as 40:60 i.e. minimum 40% candidates from aspirational states/districts.

vi. CSR-funding proposal submitted to M/s. ONGC, Kolkata for the year 2019-20.On successfully completion of the training of 25 women candidates belonging to BPL categories sponsored by ONGC, Kolkata implemented by ATDC-Sanotshpur, another proposal for training of 100 candidates in Production Supervisor-Sewing, 50 each at ATDc-Jalpaiguri and ATDC-Santoshpur has been submitted to office of ONGC, Kolkata.

vii. CSR-funding proposal submitted to HCL Foundation for the year 2019-20.To explore the possibility of CSR Grant from HCL, an online project has been submitted for ATDC Employment Linked Vocation Training to 150 candidates.

viii. CSR-funding proposal submitted to HCL-Uday Foundation for the year 2019-20.To explore the possibility of CSR funding from HCL foundation, we have submitted a project to HCL-Uday foundation as per the prescribed format of HCL-Udya for 5 cities i.e. Bengaluru, Chennai, Hyderabad, Lucknow and Noida for 300 candidates.

ix. CSR- Sponsorship of the candidates under CSR-funding from M/s. Versatile Enterprises Pvt.Ltd., Ludhiana for the year 2019-20.A proposal for initial sponsorship of few students in one year Apparel Manufacturing Technology (AMT) course has been submitted to office of M/s. Versatile Enterprises Pvt. Ltd., Ludhiana.

Background

ATDC’s Employment-linked Vocational Training project is a scalable, efficient and comprehensive vocational training programme which is in line with theory of Change for high impact as it equips the underprivileged, unemployed youth with employable skills and help them in gaining wage/self-employment and, thereby, improving the socio-economic status of their families as well. This programme is also catering to the needs of Apparel Industry which is always short of skilled workers. Intervention

The Apparel Training and Design Centre (ATDC) has implemented the “Employment Linked Vocational Training” under the CSR assistance of Rural Electrification Corporation Limited (RECL) for 540 underprivileged youths belonging to SC, ST, Other Backward Classes,

Minorities, women and person from economically weaker section of the society in Apparel Sector for shop-floor employment/self-employment in garment trade. ATDC implemented project through its select 12 ATDC centres i.e ATDC-Ludhiana, Chandigarh, Faridabad, Sirsa, Kolkata, Santoshpur, Jalpaiguri, Ranchi, Patna, Bhubaneswar, Cuttack and Surat in 8 states pan-India.

Before starting of Training Programme, a Baseline survey was conducted by an IICA empaneled Research Agency at all proposed 8 states to find out unemployed/underprivileged youth especially from weaker segment of the society, comprising of school dropouts, Post Higher Secondary School learners as well and graduates who wish to pursue their studies further but could not pursue for pecuniary reasons/poor financial conditions and who were normally not able to get employment.

committee comprising of 3 members of ATDC was set up to conduct the interviews and select the deserving candidates at all the proposed centres.

The project was launched at ATDC Faridabad in October, 2017 in the presence of Sh. C.P. Bhatia, General Manager (F&A and CSR), Sh. Vijay Jindal, ATDC-LMC-Convener Faridabad, Sh. J.D. After starting of the training programme at all the

proposed centres, Tool kit bags were distributed to the selected candidates at all the centres.

After careful selection of the candidates through panel interviews, implementation of training in ATDC’s Employment Vocational Training Programme i.e. 6 months Production Supervisor-Sewing (PSS)/Apparel Pattern Making-Basic course were started at all proposed 12 centres. During the above CSR training activities, students visited Apparel Manufacturing Units and Fashion fairs like IIGF to improve their knowledge about the scope and careers in Textiles Apparel value chain. During the training, students also designed and

created various products like clothes, cloth bags & accessories, etc.

After successful completion of the training, passed and eligible candidates were distributed stipend cheques as a hand-hold activity.

After successful completion of the training, 3rd party assessment of the candidates was done by the NSDC/MSD&E, Govt. of India, nominated Apparel Made Ups and Home Furnishing Sector Skill Council (AMH-SSC) and passed candidates were also awarded Skill certificates by the AMH-SSC and NSDC, MSD&E. Out of total candidates, substantial percentage of over 75% of candidates got industry-wage placement and many chose self-employment route.

Findings of the Survey

Pre-intervention baseline survey analysis had shown the following findings:Majority of the members of household were from youth category and had the qualification of upto 10th standard. Very few of them were 12th pass or graduates.

In the concerned districts, the social group comprises of mixed category of SC, ST, OBC and others. The youth were majorly engaged in either farming or were unemployed.

Most of these youth wanted to gain employable skills and get wage-employment. There is a great potential

demand of skill training on Production Supervisor and Fashion Design courses of Apparel sector.

There are ample numbers of SHGs but their exposure in Apparel Sector was very limited. Post-intervention baseline survey findings bring out the following impact of the interventions:The beneficiaries of the project were from mixed socio-economic cultural backgrounds, both male and female candidates from SC, ST, OBC and General categories. Most of them got the wage employment and some of them also opted to pursue self-employment. The results showed that wage employment was mostly in SME sector followed by the boutiques.

Substantial changes were observed among the employed candidates in terms of their lifestyle over their previous practices which was observed through various qualitative factors like purchase of household items like music system, fridge, TV, renovation of house and buying smart phones.The quality of their lifestyle also got enhanced which was gauged by qualitative factors like eating outside in restaurants, going to salons for haircut, purchasing of

new clothes for self and families. There was a substantial & visible socio-cultural impact on the beneficiaries and their families. They gained the respect in the society, major improvement in self-confidence and self-esteem. The enhanced employability increased the motivation in them for future carrier mobility. The under privileged youth and their families got streamlined with mainstream of the society.

ATDC training centres conduct regular placement workshops to prepare students write proper applications, hone presentation skills, face job

interviews and aptitude tests so that they are ready to step into the industry after completing their course. After successful completion of the course, assistance is provided to students through the National Placement Cell at the ATDC National Head Office as well as other centres for suitable placement or self-employment. The Placement Cell is very active in linking students with the industry.Rozgar Melas and regional/local placement drives are also organized during which reputed companies take interview and recruit students. The ATDC network, thus, has a strong connection with the key apparel

manufacturers and exporters through AEPC’s members, there are over 8,000 registered manufacturers. We have recently signed an MoU with AEPC for better placement opportunity for our students. Rozgar Melas: ATDC is conducting ‘Rozgar Melas’ in major catchment areas and taking the industry right at the door steps and recruit candidates. In just 46 Melas where 235 companies participated, over 5,816 candidates have been selected and offered gainful employment. As this experiment was fruitful, more “Rozgar Melas” are being organized in various states.

ATDC-IAM CE PROGRAMMES & PROJECTS DIVISION

Since its launch on 15th March 2018, the ATDC- IAM Textile Institute (TI), UK and Continuing Education (CE) programmes have gradually

positioned themselves among other popular courses offered by ATDC such as AVI, B.VoC etc.. ATDC-IAM CE programmes offer flexible timings to candidates, which has made these programmes popular as weekend or Saturday/Sunday programmes.The CE programmes are focused on working and non-working professionals aiming to up and skill themselves.

A good traction of 21 Direct candidates in last one year has built up. The candidates belong to both working and non-working sections. Around 150 candidates have enrolled in workshops and seminars category. The traction for Saturday/Sunday courses had already built at its Gurgaon centre and is expected to grow further with new centres in Jaipur, Noida & KTM Tirupur. Till date, the operating expenses of ATDC–IAM CE programme are negligible as it is using existing resources of ATDC Centres which includes faculty and staff.

In the 61st BOG of ATDC held on 31st July 2018 with reference to Agenda Item No. 61.08, BOG approved to convert the CE Programmes to hybrid mode, thus catering both offline/online students to ease the location and timing problems faced by most of them. Following which, an extensive task of creation of online learning module was started with M/s Growth Hackers. The launch of NISTI TI UK online modules was discussed in meetings with Chairman NISTI, DG & CEO ATDC along with academic department team of ATDC, following which the proposal on approval of Sr. Vice Chairman

ATDC was sent to North Indian Section of Textile Institute (NISTI). NISTI confirmed to launch the online modules during “Technical Textile Conference” at India Habitat Centre in New Delhi. On 12th July 2019, the workshop titled “Opportunities in High Growth Segments of Technical Textiles ” was organized in collaboration with NISTI & IITA, Mumbai. The online modules for E-learning will give candidates flexible learning hours and resolve location issues and is expected to be first of its kind learning platform for the Apparel Industry.

Launch of Online Learning Modules with NISTI

The workshop on “Opportunities in High Growth Segments of Technical Textiles” organized by NISTI & ITTA

received great response. ATDC had also put up a stall during the workshop, which brought textile enthusiasts to the stall. During the event, NISTI & ITTA honoured Textile & Apparel Industry stalwarts and also bestowed awards to Sri HKL Magu, Chairman AEPC & ATDC & Sri Rakesh Vaid, Sr. Vice Chairman ATDC for their contribution to the Apparel industry and taking steps to popularize & support the industry training initiatives. Speaking on the occasion, Dr. (Prof.) Darlie Koshy, DG & CEO ATDC briefed present members on the launch of online modules and stressed on the importance of technology for training & modern skilling. Participation in Events & Exhibitions

ATDC participated in several exhibitions this year, which included fashion weeks, garments fairs, education fairs, summits, skill forums etc. The

participation not only helped ATDC promote its brand but also kept the staff updated about latest industry requirements and practices. Trade shows are important steps in making brand publicity and also see what the latest industry trends are.ATDC recently participated in the India International at Garment Fair (IIGF) Greater Noida and showcased its strength as backbone of the Apparel Industry, It collaborated with organisers of IIGF to showcase exclusive collection of Barbie dolls garments hand

tailored to perfection. Seven collections as per theme of “Fashion Forecast for Spring Summer 2020” were made by designer group “Pros & Pros”. The collection received huge response from visitors who were amazed to look at the craftsmanship of miniature garments created by ATDC students and faculty members from different ATDC Centres. ATDC also put up its own stall at the fair to promote its different programmes.The flyers and brochures were distributed during the fair to different exhibitors on last day of the fair. HR, ADMINISTRATION & LEGAL DEPARTMENT

With the changing technological and economic environment, the role of Human Resources department has also changed

in the industry. Today, HR is playing a role of Business Partner rather than just handling conventional functions of recruitment, selection, on-board training, performance management and pay roll management, etc.Since ATDC is not in the core business of manufacturing any product or providing any service in general commercial market, it is serving a social cause led by a mission, hence HR is striving to become the mission partner. HR is facilitating higher management in shaping the ATDC and helping them to achieve their long and short term targets.Apart from handling routine activities, HR is partnering in attaining the social and annual financial goal of the ATDC. Some of initiatives adopted by Establishment, HR, Admin & Legal Department at ATDC HR are mentioned below: -

1. For cost optimization, three major functions of ATDC have been merged in one department i.e. HR, Administration & Legal, which is now functioning as one unit that not only ensures the smoothness in the system but also acts as a cost-saver on account of manpower.

2. HR & Administration is rationalizing the unproductive manpower cost, initially from the three heads Security, Housekeeping and Attendants. HR & Admin has saved approx. Rs. 40 lakh in a year by rationalization.

3. HR & Administration has also strengthen the manpower efficiency at ATDC Centres. HR is now

providing manpower in financially viable centres after getting the revenue versus expenditure statement.

4. Recently, HR & Administration has adopted a new task to streamline the inactive centres which do not have any prospect for enrolling students. Such centres are under consideration for closing after due approval. HR has saved substantial expenditure by closing down these centres which were inactive for a long period and there is no plan by any Vertical Head to make such centres financially viable. HR & Admin has closed approx. 12 centres in the last two months and substantial cost on account of rent, electricity, telephone and staff has been saved which, in turn increased the efficiency of other centres.

5. HR & Administration has improved the Turn Around Time (TAT) and have become responsive for productive change / improvements.

6. Recently HR has renewed its Mediclaim Policy and incorporated some value added features in it the benefit of employees.

7. HR has been instrumental in establishing DDU-GKY Project on pan-India basis. HR is providing requisite manpower at all centres in a time-bound manner and executing the MoUs wherever required.

HR is working in Mission Mode and the Management of ATDC will witness some more positive, productive and visible changes in HR, Administration & Legal areas at ATDC in due course of time.

12th Annual Principals & Regional Managers MeetThe 12th Annual Principals & Regional Managers meet was conducted at ATDC Thiruvananthapuram from 25th to 27th April 2019. The theme for the meet was focused on “Transforming ATDC India in Disruptive Times”. FINANCE & ACCOUNTS DEPARTMENT AT ATDC

The finance plays a vital role in the success of any organization. This is because finance impact every segment of an organization’s

operations and programmes.The Finance & Accounts Department of ATDC is committed to the objective of maintaining sound financial and accounting systems across all level of the organization, with high standard of accountability and transparency.This is achieved with the help of having the standardized policies and procedure with respect to accounting system, reporting system, a formalized Internal Control System and procedures at all the levels. All the systems are formally documented into procedures manual which is followed across the organization. Further, ATDCs financial systems and procedures are regularly reviewed, upgraded and documented.Ongoing orientation and training are provided to the finance and accounts staff across the organization to build capacities and further enhance effectiveness.The Finance & Accounts Department of ATDC is also committed to accountability and recognizes that to achieve this they must have a strong code of conduct towards FSG/BOG/AGM members. In order to promote this the Finance & Accounts Department of ATDC provides FSG/BOG/AGM members with regular reports on the performance of ATDC related to financial and accounting matters.ATDC normally closes its books of accounts on March 31 of every financial year, which are then audited by the Statutory Auditors M/s SCV & Co. LLP who are one of the leading Audit Firms in India.

ASSET MANAGEMENTATDC with over 170 centres pan-India has a large amount of moveable and immovable assets lying at its centres and NHO. Each Capital Item was coded by Marker Pen and entered in the Fixed Asset Register manually. As the times are changing fast and with the rapid expansion of ATDC, the need of the hour is to introduce Digital Asset Coding System in ATDC. With a broad vision & directions of ATDC Management; M/s PCS Infinity has been appointed to implement Digital Coding System (QR Coding). M/s PCS Infinity is one of the leading Asset Management Company, with the ownership of the software they have developed, which is user friendly as well. This system will not only generate QR Codes but also change the entire asset management system of ATDC. Since ATDC’s asset details have been uploaded on Asset Infinity software, following functions can now be managed with a single click.

1) Categorization of Assets2) Maintaining Fixed Asset Register3) Tracking of Assets/ Assets Relocation4) Calculating Depreciation of assets as per IT Act5) Asset Maintenance scheduling

Tagging of Assets with QR Code Label is in progress and soon, each and every ATDC Asset whether it is Sewing Machine, Furniture or Office Equipment etc. will be marked digitally, that can be read easily through any smart phone having QR Code reader and access can be given by ATDC NHO.
