    up? Some students know exactly what they want to do, but most havent got a

    clue. The idea o choosing a career is intimidating, and it eels like its ar in the

    uture. Theres little time in the commotion o classes, activities, sports, work, and un to

    think about what career you want to pursue ater graduation rom high school or college.

    It pays, though, to take the time to think about your uture career. The truth is that

    youll save a lot o time and money i you have a direction in lie, as opposed to just

    nishing high school and worrying about it later. Its really a matter o dollars and

    sense. I you choose a career direction now, you can select classes and activities that will

    make you highly marketableand highly paidwhen you look or work. And it only

    makes sense to have an idea o what you want to do rather than just wandering aimlessly

    through school.

    Nobody wants that. Not your parents. Not your teachers. Not your riends. They want

    you tobesomebody. They want you to use your talents, ollow your interests, and pursue

    your ambitions to become great at what you love to

    do in lie. Thats what you should want, too.

    So the time is right to take charge o your lie and

    think about the uture. You need a plan o action

    or how to get rom where you are today to where

    you want to be in a ew years: starting out on a

    personally and proessionally rewarding career.

    First, you need to gure out some thingsabout yoursel. This step can be as simpleas writing down a list o your interests (likevideo games or rock climbing), your hopesand dreams (like helping others), your

    talents (like writing or math ability), andyour weaknesses (i youre squeamish at thesight o blood, or example, you might notwant to be a doctor).

    Follow up on this inormal exerciseby taking some ormal assessments todetermine your interests and abilities.

    Common assessments include the Kuder(www.kuder.com), Bridges (www.bridges.

    com), Career Cruising (www.careercruising.com), COIN (www.coinedu.com), and Myers-

    Briggs (www.myersbriggs.org) tests. These toolsgive most students some career exploration

    awareness by the time they enter eighth orninth grade.

    Once youve learned about yoursel, learnmore about your career options. There arethousands o occupations out there o which

    you may never have heard, and others that donot yet exist because the technologies have not

    been developed. Fortunately, there are plentyo resources (see inside back cover) or you, and

    they are as close as the nearest computer.One o the most helpul is the Occupation

    and Skill Computer-Assisted Researcher(or OSCAR, or short) rom the TexasWorkorce Commission. It is a vast database

    o inormation about hundreds o proessions.You can nd OSCAR at www.ioscar.org/tx.Another good place to start is O*NET (www.onetcenter.org).

    Gather inormationabout what you can earn inthe careers in which youare interested. Find out

    whether the careersyou are consideringhave a promisingutureare theyadding or losing

    Create Yor TAP

    Once you have a better idea o your interests andabilities, you are ready to plan or high school and

    beyond. The Texas Achievement Plan, or TAP, isyour plan or preparing or the career o your choice.

    Students rst choose a cluster, not a particularoccupational goal. In the eighth grade a studentmight choose Government courses and then laterbecome interested in a narrower eld such ashomeland security or urban planning.

    First students choose a cluster, not a particulargoal. A student could then pursue a two-year degreeas a tax examiner or a city manager.

    You should set up a TAP that takes you throughcareer preparation ater high school, revising your

    plan as needed as you go along. I your career plans

    include college study, ask your counselor about testsrequired or admission to college, such as the PSAT,SAT, or ACT.

    Many Texas schools oer innovative programsto prepare students or specic career areas.

    These include career and technical education(CTE) programs, academies, and magnet schools.

    Once youve decided on a career direction, askyour counselor about special programs in yourarea that may provide related experiences in yourchosen career.

    Samuel Odamah enrolled in the architectureprogram at the University o Texas at Arlington,

    having ound his career calling at Dallass SkylineCareer Development Center, a high school withcareer programs in a number o dierent elds.

    Townview Magnet in Dallas is working onusing courses rom the Government and PublicAdministration Career Cluster this all.

    Skyline is one o the ew schools in the countrythat oer programs in architecture, Odamah says.

    In some careers, Skyline students could even getproessional certications or licenses right in highschool. It was a great place because you could ndout whether you really wanted to enter a career.

    Odamah says that the career cluster system atSkyline taught him the value o planning or hiscareer and his lie. We learned about planning

    ahead, he says. Those who plan thingsahead o time dont have to catch up. Its justa matter o what a person wants out o lie.Planning gives you a better platormor success.

    Acareer cluster is a group o occupations and broadindustries that share certain eatures. The Government& Public Administration cluster, or example, includes

    legislators and agricultural inspectors. Texas has adopted 16career clusters (see back cover), the same ones designated anddeveloped by the U.S. Department o Education. As the graphicbelow shows, within each cluster are programs o study, whichare more specic groupings o similar occupations. Think o aprogram o study as being like a college major. In Government& Public Administration, you might choose to ocus onGovernance or National Security in high school and college.

    Related Occpato

    Each program o study includes a range o related occupations;legislator is an example o an occupation that alls withinGovernance. Choosing a career cluster and program o studywill help you acquire the knowledge and skills youll needto enter your chosen career. It will allow you to ollow a

    seamless course o study rom high school into college or otherpostsecondary education or training. The electives you choosecan complement your core academic classes to prepare you orthe challenges o the real world o work.

    Reew Yor TAP Eac YearDont get locked into a cluster and program o study you dontlike. You should reexamine your TAP at least once a year andchange programs or clusters i your interests have changed.Choosing a cluster and program o study, even i it changes later,means that youll have a direction in lie. The idea is to be awareo whats going on in your lie and take control o your uture.When you know where your education is going and why, your

    classes will become more meaningul. Youll make contact withstudents, teachers, and employers who share your interest in aparticular career area. Youll have experiences that are un andexciting. Youll be on your way to success in school, in a career,and in lie.

    ATAP is a Texas Achievement Plan, and its asmart idea to create one to guide your studiesthrough high school and into college or other

    postsecondary education or training. Your TAPrepresents your plan to take control o your education

    and career choices. Working with your parents/guardians and guidance counselor, you can pick thecluster on which you want to ocus your studies as well

    Careers in this program run the gamut,says Janie Headrick, state coordinatoror the Texas Heritage Trails Program.

    The program partners the Texas HistoricalCommission in Austin with the States

    tourism eorts to publicize scenic drives ortravelers interested in Texas history.

    This program represents the wide range oproessions that make up the Government &

    Public Administration career cluster.In some ways, our employees need to

    be generalists, Headrick says, but withspecic knowledge as well. Obviously, adegree in history is great, but so is English or

    journalism because we do so much writing.And a marketing degree helps, because we are

    selling the state to tourists. We have peoplewho specialize in human resources andsomeone else whose specialty is working withnonprot organizationsgroups that otenhelp to get the word out about Texas travel.

    local government oers careers in more areasthan almost any othercluster: accounting andastronautics, tourismand transportation,law enorcement andlegislation, and more.

    employees in 2007,according to thePartnership or PublicService, a nonprotorganization dedicatedto revitalizing ederalgovernment service.According to the Texas

    Workorce Commission, Texas stateagencies employed an additional 353,000

    people, and 1.1 million more people workedor local governments.

    The ederal government is projected to losemore than one-third o its permanent, ull-time workorce to retirement and attritionwithin the next ve years, which means therewill be many opportunities or employment.

    Texas state and local governments areexpected to hire an additional 767,000 peopleby 2011.

    Beyond the wide variety o jobs available,

    there are a number o good reasons toconsider a career in Government & Public

    Administration. Most public-sector positionsoer excellent benets, 8-to-5 work hours,liberal leave time, and reasonably steadyemployment (you generally dont have toworry about your employer going bankrupt,as many employees in the private sector do).

    The government is also a career builder,says Tim McManus, vice president o

    education and outreach or the Partnershipor Public Service in Washington, D.C.Employees have opportunities early on that,

    at entry level, they wont get anywhere else.For example, in a private-practice law rm, itmay be years beore a lawyer gets courtroomexperience. As an attorney or the ederal

    government, it may be simply a mattero months.

    Eighty-our percent o all ederal jobs arelocated outside the Washington area, reportsMcManus. There are jobs all over the U.S. andthe world. In act, Texas is one o the top states interms o concentration o ederal employees.

    A great reason to pursue Government & PublicAdministration is the chance to improve lives.

    I nd that a lot o students want to dosomething that serves the greater good, saysMatthew Upton, director o student services

    or the Bush School o Government and Public

    Service at Texas A&M University.For example, Ill hear students say, Im

    interested in education and I want to helpchange policies or the better. While the salariesin Government & Public Administration arecertainly decent, students oten are looking ormore than just a paycheck.

    McManus agrees. As an employee o thegovernment, youre really making a dierence inthe lives o Americans, he says.

    Because government hires people rom almost

    every proession, salaries or Government &Public Administration positions vary widely

    depending on occupation and experience.The Texas Workorce Commission says the

    average wage or substance abuse and behavioraldisorders counselors is $16.42 an hour, while theaverage social and community service managerearns $25.36 an hour. For those interested involunteer service coordination, salaries begin

    McManus lists business unctions(especially accounting), security and

    protection, scientic research andengineering, and medicine and publichealth as some o the astest-growing areas

    o public employment.

    I you look at these areas, he says,the demand is not much dierent thanin the private sector. The governmenthas to compete or the same talent asother employers.

    While working his way through collegeat the University o Texas in Austin asa Volvo mechanic, Bryan Kelly kept

    his eyes on his ultimate goal.I want to be a rocket scientist, he wouldtell riends bluntly, wiping

    engine grease rom his hands.One year ater receiving his

    bachelors degree in aerospaceengineering in 1994, Kelly

    was contracted as an attitude andpointing ocer with the NationalAeronautics and Space Administration

    (NASA), sitting at a console at theJohnson Space Center in Houstontelling astronauts where to fy the

    space shuttle.

    Kellys job was just one o themany opportunities available

    in Government & PublicAdministration, which includesdiverse elds rom astronautics tozoology. As with many positionsin government, his job requires alot o teamwork.

    I planned the whole position o theship rom eight minutes ater launch to

    landing, he explains. So most days, about20 percent o the time, I was in meetingsto hear about what tasks needed to beaccomplished and how the ships orientationwould aect them. A third o the day I wouldbe in the lab, developing mathematicalmodels [to ensure that the ship would be

    in the correct position at the correct time],reading over a coworkers plan, or havinghim or her double-check my work. Anotherthird o the day, Id do simulations on theconsolelots o practiceto make sure Ihad it right.

    Other Government & Public Administrationcareers involve strong communication skills.When Bill Kuntz, with degrees in nance andbusiness administration, began his career,he expected to be a number cruncher,

    but he nds management and marketingcommunications skills are more important asexecutive director o the Texas Department

    o Licensing and Regulation in Austin, whichregulates licensing or dozens o proessions,including electrician and cosmetology.

    My position is providing vision andleadership to the agency, says Kuntzenthusiastically. Sometimes I wake up at 2in the morning thinking o new ways toimprove eciency.

    Imagine attending a U.S. SupremeCourt session in Washington, D.C.Could a high school student understand

    the public policy issues and legal cases thejustices discuss?

    Sonia Ramirez did. I understoodeverything. It blew my mind, says thehigh school senior at the Magnet Centeror Public Service: Government, Law, andLaw Enorcement at the Yvonne A. EwellTownview Center in Dallas (see LivingLaboratory at right).

    Ramirezs elective hours at the magnetschool were spent studying government

    and law. As part o that program, she hadresearched the very issue the U.S. SupremeCourt justices were discussing the day shevisited the court.

    It was that day in the U.S. SupremeCourt that Ramirez knew she couldachieve her dream o being a politician or

    Supreme Court justice. It let me knowI could do this; this is something I canmake my lies work.

    most careers in the cluster require the abilityto communicate in written orm, observesReyes. At the higher levels, you have to be ableto explain things in such a way that the public

    will understand, whether it is a budget or apublic works program.

    Reyes also recommends history coursesbecause they provide a good oundationin how governments were ormed. Mathis important, as well; it gives you thebackground to understand how government

    budgets work, he says.

    Proram o stdy ElecteLike Ramirez, students can take electivecourses to prepare or a career in Government& Public Administration. One electiverecommended or all programs o study inthis cluster (see Program Profles at let)

    is Business Law. No matter what area ogovernment youre interested in, youregoing to deal with laws, says Karen French,guidance counselor at Georgetown HighSchool in Georgetown.

    Students should choose other electivesbased on which o the seven programs o study

    they might like to pursue. For example, i astudent is interested in a career in Revenue &Taxation, Regulation, or Public Management

    & Administration, business courses such asRevenue, Taxation, and Regulation and

    Business Law, or Accounting shouldbe high on the list. Careers in taxationinvolve business principles as they

    At age 23, Diana Palacios is alreadya political leader. She has served asa delegate to the state Republican

    convention, as precinct chair or theRepublican Party in the city o Denton, and asvice chair or the College Republicans at theUniversity o North Texas in Denton.

    describing hersel as a shy ninth grader.What made the dierence? Student council,she says.

    organizations are great preparation or thiscluster, says Daniel Reyes, teacher specialist orsocial studies at the San Antonio IndependentSchool District. They give students asense o being in service to the public andthe opportunity to develop leadership andteamwork skills. Community service clubsinclude the Key Club, the Leo Club, and the

    National Honor Society.

    Business Proessionals oAmerica (BPA) and FutureBusiness Leaders o America(FBLA) are also recommendedor all the programs ostudy in this cluster. Theseorganizations help students

    grow proessionally and developleadership skills.

    Debate and speech clubs prepare studentsor the many jobs in this cluster that require

    you to quickly analyze and speak aboutissues, says Robert L. Giesler, principal

    at the Magnet Center or Public Service:Government, Law, and Law Enorcement.(See Living Laboratory on page 13 andCommunication Competition at right.)

    For the Foreign Service program o study,language clubs are a good choice, says KarenFrench, guidance counselor at GeorgetownHigh School.

    For the Planning, National Security, and

    Regulation programs o study, the ExplorerProgram is recommended. It provides

    members with training sessions and volunteerexperience in law enorcement activities.

    It might not be possible to be a senator orgovernment planner in high school, butstudents can certainly act like one. TheAmerican Legion sponsors both a Boys State

    and a Girls State, during which studentsrole-play operating city, county, and stategovernments. Students can read inormation

    in books, but these programs give a true tasteo what its like to be in the political arena,says Connie Bridges, executive director or theAmerican Legion Auxiliary Texas Girls State.

    A career portolio is not simplya resume, although it can certainlyinclude one. So what should go in acareer portolio? A variety o things,

    depending on your own personalexperiences. It could include transcriptsand grades; writing samples; letterso recommendation rom teachers,mentors, or employers; awards youvereceived; and items that documentother activities, such as internships and

    job shadowing experiences.

    You need to be specicdates, howmany years, any awards, what theymeant, and who you received themrom, says Grace Brauchle, who helpsstudents put their portolios togetheras the career center coordinator orLehman High School in Kyle.

    Brauchle says portolios come in

    shadowing, internships, and volunteer work.In job shadowing, students ollow a

    proessional in the workplace or a day to seersthand what the job is like. Attending eventssuch as campaign rallies or school board

    meetings is another way to gain exposure

    to Government & Public Administration.Actively volunteering is even better, says Reyes.Contact a city council member and ask

    about ways to become involved. For example,students can work on a neighborhoodimprovement project, he says.

    Students might also volunteer in apolitical campaign, says Sally Burt, outreachrepresentative or U.S. Congresswoman KayGranger. It will give students the favor o the

    political side o public service.
