I. AACE HANDBOOK PREFACEThe Association for Assessment in Counseling and Education (AACE), formerly the Association for

Assessment in Counseling (AAC), formerly the Association for Measurement and Evaluation in Counseling and Development, AMECD, formerly the Association for Measurement and Evaluation in Guidance, AMEG) was chartered as the seventh Division of the American Counseling Association (ACA, formerly the American Association for Counseling and Development, formerly the American Personnel and Guidance Association) at its annual convention in April, 1965. The founding President was Harold Seashore. AACE's initial Bylaws declared its purpose to be:

The purpose of AMEG, as originally defined, shall be to provide leadership in measurement and evaluation within the framework of APGA. To achieve this purpose, AMEG shall:

a. Provide a forum for the discussion of ethical, social, and technical problems related to measurement and evaluation within the guidance area.

b. Improve the standards of professional service in the field of measurement and evaluation in guidance by:

(1) Identifying problems and concerns relating to the use of tests and other evaluative devices within the guidance area;

(2) Stimulating research and developmental activities relating to these problems; and

(3) Disseminating the results of research relating to the development of new devices and techniques in measurement and evaluation with practical significance for the guidance fields.

c. Promote better communication between the producers of measurement and evaluation devices and consumers working in the guidance area.

d. Promote greater technical competency in the use and interpretation of measurement and evaluation devices in guidance work.

Bruce Thompson presented a review of the Division's history in the January/February, 1992, issue of the Journal of Counseling and Development. Since its inception in 1965, AACE as an organization and many of its individual members have assumed national leadership roles in promoting responsible use of measurement instruments, including their selection, administration, scoring, interpretation, and communication. AACE has been represented on major groups engaged in the development of standards for measurement and evaluation, including the position statement on the Responsibilities of Users of Standardized Tests (RUST), the Joint Committee on Standards for Educational Evaluation's statement of standards for evaluation of educational programs, projects and materials, and the Joint Committee on Testing Practices (JCTP), AACE’s and American School Counselors Associaton’s Competencies in Assessment and Evaluation for School Counselors, and ACA’s Standards For Qualifications of Test Users American Counseling Association

In 1974, AMEG published its first monograph, "The Forest, Trees, Branches, and Leaves, Revisited: Norm, Domain, Objective, and Criterion-Referenced Assessments for Educational Assessment and Evaluation," by J. Richard Harsh. In 1978, with NVGA, AMEG co-sponsored publication of a series of monographs on "How to Improve Career Development Programs" based on analyses of the results of the Career and Occupational Development Tests of the National Assessment of Educational Progress.

In October, 1980, the Association for Measurement and Evaluation in Counseling and Development Statement on "Legislation Affecting Testing for Selection in Educational and Occupational Programs" was published. In December, 1981, "PRO-TEST, A Response From the Association for Measurement and Evaluation in Counseling and Development," edited by Donald G. Zytowski, appeared in the Fall issue of NEWSNOTES.

Continuing this long history, in March, 1993, AACE published its booklet, "Multicultural Assessment Standards: A Compilation for Counselors," edited by Dale Prediger. It was updated and augmented by Wendy Charkow-Bordeau in 2003.

In 2002 and 2003, AACE produced for sale, two monographs: “Applying the Standards for Educational and Psychological Testing: What Counselor’s Need to Know,” written by a team of AACE members, and “A Parent’s Survival Skills for School Testing” written by Dr. Janet Wall.

AACE has flourished and has expanded its sphere of professional influence under theleadership of its presidents. These presidents have been:

The first draft of this Handbook was developed during Charles Dolan's presidency in 1976-77. Anita Mitchell, then immediate past-president, gathered and edited the material with a recommendation that each succeeding past-president be responsible for an annual update of the Handbook. This has been done each year.

The Handbook is designed to provide guidelines for new and continuing officers. It represents a system for ensuring that necessary tasks will not be overlooked, and that there will be no duplication of effort in the administration of the organization.

Each officer and committee chairperson is urged to review the description of her/his duties and responsibilities and to contact the current past-president to suggest additions, changes, or deletions. The Handbook is revised upon the vote of the Board in response to specific proposed revisions.

II. ORGANIZATIONAL GOVERNANCE

EXECUTIVE COMMITTEE

The Executive Committee of AACE is composed of voting members including the President, Past President, President-Elect, Secretary, Treasurer and the Governing Council Representative, ex officio without vote. The Executive Committee has the power to act for the Association on matters requiring decisions (not contrary to the Bylaws) between regular meetings of the Executive Council.

EXECUTIVE COUNCIL

The Executive Council is composed of the members of the Executive Committee, plus three Members-at-Large. The latter are designated the Member-at-Large for Awards, for Membership and Chapters, and for Publications.

The Executive Council meets at least once a year at the ACA National Convention. A second meeting is generally held in the fall of that same year.

The Executive Council makes decisions on behalf of AACE during the interim between Business Meetings of AACE.

See Article III, Section 2 of the AACE Bylaws for additional information about Council functions.

STANDING COMMITTEES

Standing Committees serve the Association in matters identified as priority goals needing continuous pursuit. Committee chairpersons serve for a period of three years and are appointed by the person who serves as AACE President for the first year of their term, subject to reconfirmation each year by the incoming President.

Each Standing Committee is tied directly into the Executive Council of the Association as an assigned

responsibility of a designated member of the Council, as appointed by the President.

TEMPORARY COMMITTEES

Temporary Committees are established by an AACE President to work on matters of an immediate or non-recurring character related to specific purposes of AACE.

REPRESENTATIVES TO OTHER ORGANIZATIONS

The representative to the ACA Governing Council is a member of the AACE Executive Council. Representatives to other organizations occasionally are appointed. As of September, 1996, AACE's appointed representatives include:

The duties of the President shall be to:

1. Leadership and Governance

a. exert leadership in the achievement of the purposes of AACE,b. preside at the Business Meetings of AACE, of the Executive Council, and of the Executive

Committee,c. serve in a clearing capacity for internal organizational questions, concerns and suggestions,

2. Financial Oversighta. work closely with the AACE Convention Committee to insure responsible coverage of all

convention procedures,b. work closely with the Treasurer in the preparation and administration of the budget and

expenditures,

Organizational Oversighta. serve ex-officio on all AACE committees,b. coordinate activities of editors and committees,c. provide potential chairpersons with a copy of the relevant pages from this Handbook,,d. inform all committee chairs of their budget and procedures for exceeding the budget, and

3. Appointments, Nominations, Electionsa. appoint the members of AACE committees, the expiration of whose term of office is during the

President's term, except as otherwise specified in the Bylaws,b. contact AACE nominees to inform them of national election results,c. appoint governing body alternates,d. appoint the MECD Editor from nominees of the MECD Editor Nomination Committee,e. appoint the NEWSNOTES Editor from nominees of the NEWSNOTES Editor Nomination

Committee,f. assist President-Elect in making appointments to ACA committees with Executive Council

4. Communication and Correspondence a. annually request plans of action from Committee Chairs in time for the Fall Executive Council

meeting,b. receive and direct ACA reports, memos, and inquiries,c. receive and direct outside reports, memos, and inquiries,d. prepare and distribute a PRESIDENT'S LETTER, as necessary,e. supply copy to COUNSELING TODAY for the division sections,f. provide the President's Message for NEWSNOTES and NEWSBYTES,g. conduct the official correspondence of AACE, including issuance of notice of meetings, e.g.,

Executive Council meetings,h. prepare a report of AACE activities to be presented at each meeting of the ACA Governing

Council including, as outgoing President, the report for the upcoming July Governing Council meeting

5. Conventions, Meetingsa. communicate convention meeting times,

b. work with State (Regional) Division presidents to encourage state and regional meetings,c. host the President's Reception and Social Hour at the annual convention,

7. Represent AACEa. serve as liaison between AACE officers and committees and the ACA headquarters staff,b. seek AACE's involvement in national efforts related to measurement and evaluation in

counseling and development,c. attend meetings of ACA Division Presidents,d. participate with members in the creation of, and support of, appropriate new ways of advancing

the purposes of AACE through activities and services,e. serve as a member of ACA's Committee of President’s and Regional Chairs (COPARC).

B. PRESIDENT-ELECT

The duties of the President-Elect shall be to:

1. Perform the duties of the President in the event of the resignation, absence, incapacity, or death of the President,

2. serve as a member of the AACE Executive Council and of the Executive Committee,3. establish and maintain contact with the AACE President-Elect-Elect,4. establish and maintain contact with the Presidents-Elect of other ACA divisions and with the President-

Elect of ACA,5. serve as chair of AACE luncheon program committee,6. select and arrange for the speaker for the AACE luncheon program at the annual convention of ACA and

work with the convention coordinating committee on luncheon details, 7. order the Award of Appreciation to be presented to the outgoing President during the AACE convention

luncheon,8. order certificates of recognition for meritorious service to the Association for outgoing officers and all

committee chairs to be presented at the AACE convention luncheon meeting,9. attend meetings of COPARC, as appropriate,10. select Convention Program Chairperson for the following year to serve during the term of the President-

Elect's presidency,11. select committee chairpersons and editors (with Member-at-large for Publications) to replace those whose

terms of office are expiring and make appointments by convention time,12. serve as liaison between the Executive Council and assigned committees,13. keep files of activities and transfer them to the succeeding President-Elect,14. submit a written report of activities and recommendations to the President for each Executive Council

Meeting and the AACE Annual Business Meeting,15. pass on all relevant file material to her/his successor,16. perform such other duties to promote and carry out the programs and objectives of AACE as may be

requested or delegated by the President, or assigned by action of the Executive Council.

TERM OF OFFICE

C. PAST PRESIDENT

The duties of the Past President shall be to:

GENERAL RESPONSIBILITIES

COMMITTEE RESPONSIBILITIES

1. Serve as chairperson of the AACE Nominations and Elections Committee extending through the Fall Executive Council Meeting beyond the expiration of the Past President's term of office (see Nominations and Elections Committee).

2. Serve as chairperson of the Handbook Committee; prepare updated Handbook for distribution to the Executive Council at the Fall Meeting immediately following the Past President's term of office (see Handbook Committee).

TERM OF OFFICE

D. SECRETARY

The duties of the Secretary shall be to:

GENERAL RESPONSIBILITIES

1. Serve as a member of the AACE Council and of the Executive Committee,a. write official correspondence as requested by the President or the Executive Council,b. serve as liaison between AACE and ACA Archives staff,c. submit a written report of activities and recommendations to the President for each Executive

Council Meeting and the AACE Annual Business Meeting,d. pass on all relevant file material to her/his successor,

2. Keep records of the proceedings of the AACE Council and of the AACE Executive Committee,a. take minutes of the Executive Council Meetings and of Business Meetings and prepare minutes

for distribution to the Executive Council at the earliest possible date,b. send one copy of each set of initial and approved Executive Council and Annual Business

Meeting minutes to the appointed liaison at ACA,c. send two copies of each set of initial and approved Executive Council and Annual Business

Meeting minutes to the AACE Treasurer for forwarding to the ACA Comptroller,d. maintain a continuous log of motions passed as a part of the usual minutes of the Executive

Council and bring this log to Executive Council and Business Meetings,e. present minutes to Executive Council and Business Meetings,f. maintain a file of minutes of the last three years,

3. Produce annual AACE official letterhead and distribute to all members of the Executive Council (if necessary),

4. Serve as liaison between the Executive Council and assigned committees, a. retrieve materials from the Archives as needed, i.e., for a display at a national convention,b. inform Executive Council members and committee chairpersons concerning the collection

and storage of AACE documents,c. save minutes, motions, motion log, official correspondence, and all dated committee reports and

send to the Archives. The organization of submissions should follow the agenda of each Executive Council and Annual Business Meeting,

5. Handle correspondence when feasible and appropriate,

COMMITTEE RESPONSIBILITIES

1. Serve as a member of the Bylaws Committee (see Bylaws Committee)

TERM OF OFFICE

E. TREASURER

The duties of the Treasurer shall be to:

GENERAL RESPONSIBILITIES

1. serve as a member of the AACE Executive Council and of the Executive Committee,2. review and approve requests for disbursements which have been authorized by the Executive Council,3. present reports of the financial status of AACE to the Executive Council and to the AACE membership at

the Business Meeting,4. recommend limitations for individual budget categories,5. prepare, duplicate, and distribute the budget,6. present a recommended budget to the Executive Council for review and approval,7. recommend changes in budget procedures for AACE and ACA,8. report to the Executive Committee and/or Executive Council regarding unexpected budgetary problems,9. maintain the financial record of AACE in permanent record form,10. work closely with the President in preparing an annual financial report of the Association's status, subject

to audit by the proper persons,11. maintain a current balance for each budget item of the Association's activities,12. file the proposed budget which has been approved by the Executive Council with ACA,13. work with the Executive Committee to determine possible sources of income,14. pass on all relevant file material to her/his successor,15. attend ACA division/region Treasurers' workshops,16. serve as AACE liaison to ACA Accounting Office,17. forward AACE, minutes and appropriate documentation to the ACA Accounting Office when requested,

and18. notify President if any budget expense request exceeds 10% above the line item in the budget. Such an

excess requires AACE Executive Committee approval prior to payment.19. track sales of any products and services offered by AACEE and make payment of any royalties

TERM OF OFFICE

Two years, July 1 to June 30 (1994-96, 96-98, 98-2000, etc.)

F. REPRESENTATIVE TO THE ACA GOVERNING COUNCIL*

The duties of the AACE Representative to the ACA Governing Council shall be to:

GENERAL RESPONSIBILITIES

1. attend each ACA Governing Council meeting,2. serve as a member of the AACE Executive Council,3. communicate to the President and to the AACE Executive Council all emerging, pending, and finalized

ACA Governing Council actions that may affect AACE,4. recommend AACE positions on ACA Governing Council agenda items,5. cause items of concern to AACE to be placed on the ACA Governing Council agenda,6. suggest to the Executive Council areas in which AACE should take initiative in seeking ACA Governing

Council action,7. prepare, where appropriate, resolutions to be presented to the ACA Governing Council,8. notify the President when unable to attend an ACA Governing Council meeting so the President may

appoint an alternate to attend,9. represent the policies and positions of AACE on all matters coming before the ACA Governing Council

for discussion or action,10. serve as advisor to the President and to the Executive Council,11. serve as liaison between the Executive Council and assigned committees,12. submit a written report of activities and recommendations to the President for each Executive Council

meeting and an oral report at the AACE Annual Business Meeting, and 13. pass on all relevant file material to her/his successor.

TERM OF OFFICE

Three years, July 1 to June 30 (1995-98, 98-2001, 01-04, etc.)

*NOTECandidates shall be nominated by the Executive Committee from those AACE Past Presidents available to serve in this capacity. Candidates who will be Past Presidents by the time of the election shall be eligible for nomination. The Executive Council will select two nominees from this group at its ACA Convention meeting immediately preceding expiration of the incumbent's second year of office. The two nominees will be the ones submitted for the final election ballot.

G. MEMBER-AT-LARGE FOR MEMBERSHIP

The duties of the Member-at-Large for Membership shall be to:

1. serve as a member of the Executive Council,2. participate, at the request of the President, in AACE activities related to the functions of the AACE

Membership Committee (see section titled MEMBERSHIP ACTIVITIES),6. actively conduct membership drives to increase membership in the organization6. serve as liaison between the State (Regional) Divisions and the AACE Executive Council,7. generally coordinate all AACE responsibilities which have relevance to the activities of the State

(Regional) Divisions,8. coordinate with the Bylaws Committee proposed State (Regional) Division Bylaws with AACE and ACA

Bylaws,9. submit a written report of activities and recommendations to AACE Annual Business Meeting,10. pass on all relevant file material to her/his successor,11. promote the development of new nationally chartered state and regional AACE divisions, and assist in

the maintenance of state and regional AACE chapter growth, and12. serve on the Awards Committee.

MEMBERSHIP ACTIVITIES

1. Send letter of welcome to each new member. (Labels come from ACA.)

This letter can include a copy of Multicultural Assessment Standards, or a copy of the Code of Fair Testing Practices in Education or a copy of Responsibilities of Users of Standardized Tests. Other timely material may be included as appropriate. For example, in the summer and early fall of 1994 each new member received the announcement about the Assessment '95 conference and form for submitting a proposal.

2. Send letter to each lapsed member. (Labels come each month from ACA.)

Currently this letter is presented as a reminder (“Did you know that your AACE membership has lapsed?”). It emphasizes reasons for continuing membership -- the journal, other publications, and AACE activities.

3. Recruit new members:

a. Each fall write to AACE members who are counselor educators (college faculty who teach/train people to be counselors) asking them to recruit student members among their students and colleagues and send each 5-10 AACE membership brochures. (Brochures available from ACA.) Include announcement of student research award (available from Member-at-Large for Awards) and encourage submission of nominations to Awards Coordinator.

b. Each spring write to AACE members who are counselor educators suggesting that they encourage their graduating students to become members of AACE and/or that the faculty member of department

give AACE memberships as awards to outstanding students/graduates (send each 5-10 membership brochures).c. Contact each ACA state branch president and/or executive to: 1) determine if there isa state division of AACE and, if so, who the AACE state division president is; 2) determine who will distribute AACE membership brochures at the state branch meetings if there is no state division of AACE; 3) obtain name and address of state branch newsletter editor. (This information is not currently available from ACA, but they can supply mailing labels for state branch presidents and executive officers.)

d. Contact each AACE state division president (as identified above). Send them information about AACE awards (available from Member-at-Large for Awards) and encourage them to submit nominations. Send each state division forms for submission for project proposals and encourage them to submit proposals for state projects. Work with the state divisions on activities to increase AACE membership.

e. Convention Booth: Prepare an “Add AACE to your ACA membership” flyer for use in AACE exhibit booth at ACA convention (and possible use at meetings sponsored by other divisions). Plan (with convention coordinator) for the distribution of AACE membership brochures and other materials (journal, newsletter, other publications,) to be available in AACE's convention booth at the ACA convention to attract new members.

f. Arrange for the distribution of AACE membership brochures (order from ACA) and display of AACE publications at state branch meetings and other conferences and meetings, such as those sponsored by ACA divisions.

g. Prepare articles about AACE activities, such as conferences, publications, and special projects, for state newsletters and/or newsletters of other ACA divisions. Include information about how to Join AACE in these articles.

4. Monitor data on AACE membership.

A monthly report is prepared by ACA. Use this data as a means of verifying the effects of various recruiting efforts. Note that the data from the labels (number of new members minus number of lapsed members) does not yield an accurate figure on total membership since there is no information about lapsed members who reinstate their membership.

5. Collect data to monitor the effectiveness of any special membership recruitment activities (such as special promotions to other ACA divisions/other organizations or the free memberships offered, e.g., at the Assessment '03 conference).

Make a list of all individuals who receive promotional materials for a campaign and note if they become members. Make a list of all individuals given a free AACE membership and note if they renew the following year.

6. Order from ACA, at least once a year (suggest ordering in early summer to allow time for review before fall activities), a full print-out of current AACE membership.

This print-out is the only source of background information (sex, race/ethnicity, highest degree, employment setting, etc.) on individual AACE members (and not all choose to provide this information). Review this print-out to update the list of AACE members who are counselor educators. Prepare other special lists as appropriate (or request a special print-out from ACA). For example, this year a list of AACE members who identify themselves as members of racial/ethnic minorities was generated by the membership chair and sent to the chair of the Committee on Multicultural Concerns.

H. MEMBER-AT-LARGE FOR PUBLICATIONS

The duties of the Member-at-Large for Publications shall be to:

1. serve as a member of the Executive Council,2. participate, at the request of the President, in AACE activities related to the functions of the AACE

Executive Council which are not included in the duties of other officers of AACE,3. serve as liaison to committees and other ACA divisions, as assigned by the President,4. provide appropriate materials for the NEWSNOTES and NEWSBYTES and website Editors,5. chair the Publications Committee,6. serve as liaison between AACE Executive Council and (a) the NEWSNOTES and NEWSBYTES editor,

(b) MECD journal editor, (c) Publications Committee, and (d) the AACE website editor7. As chair of the Publications Committee, coordinate the publication process for any monographs and

books published by AACE,8. with input from the Executive Council, create publications policies to enhance all AACE publications9. provide technical assistance and training to the NEWSNOTES, NEWSBYTES, website, and MECD

editors as needed (e.g., financial affairs, organizational issues),10. review annual plans for the NEWSNOTES, NEWSBYTES, website, and MECD editors in consultation

with the Publications Committee,11. undertake other duties as assigned by the President on an as-needed basis,12. when appropriate conduct searches, and make recommendations to the President, for the NEWSNOTES,

NEWSBYTES, website, and MECD editors, and13. serve on the Awards Committee.

I. MEMBER-AT-LARGE FOR AWARDS

The duties of the Member-at-Large for Awards shall be to:

J. MECD EDITOR

The duties of the MECD Editor shall be to:

GENERAL RESPONSIBILITIES

1. Encourage and solicit scholarly articles for publication in MECD,2. recommend all nominations as replacements for the MECD Editorial Board to the Executive Council,3. serve as liaison to the ACA Press,4. cooperate with ACA Headquarters staff in matters pertaining to the publication and distribution of the

Journal,5. prepare and administer the MECD budget in cooperation with the Treasurer,6. coordinate the review by the Editorial Board of submitted professional manuscripts that meet MECD

criteria and standards,7. communicate with authors concerning review, revision, and/or acceptance of their manuscripts,8. develop editorial operating policies,9. recommend to the Executive Council policies for advertisements in the Journal,10. make final selections of materials to be included in each issue and specify placement of materials,11. develop and administer editorial policies, and transmit these policies to the Past-President for inclusion in

the ASSOCIATION HANDBOOK (see next section),12. initiate the production of special issues of MECD and select guest editors, as appropriate,13. submit a written report of activities, recommendations, and plan of action to the President and the

Member-at-Large for Publication for each Executive Council Meeting and the AACE Annual Business Meeting, and

Executive Council,7. work with the Treasurer and Advertising Manager to coordinate all activities related to paid

advertisements,8. develop and administer the NEWSNOTES budget,9. maintain a Board of Editorial Consultants, seeking replacements from recommendations of the Executive

Council,10. submit a written report of activities and recommendations to the President for each Executive Council

Meeting and AACE Annual Business Meeting,11. pass on all relevant file material to her/his successor,12. submit an annual plan for NEWSNOTES to the Member-at-Large for Publications, and13. see that a Call for Programs is published in NEWSNOTES in the issue that immediately follows the

III. MECD/NEWSNOTES EDITOR SELECTION/APPOINTMENT PROCESS

The following procedure for selection and appointment of the MECD editor was. approved by the Executive Council in 1987-88, and the procedure for the selection and appointment of the NEWSNOTES Editor was approved in 1989-90.

1. An MECD Editor Nominating Committee or NEWSNOTES Editor Nominating Committee shall be established to take responsibility for providing the individual who will make these appointments (the AACE President or President-Elect) with information that will facilitate this process.

2. The committee shall consist of at least three members, ordinarily including the current MECD Editor or NEWSNOTES Editor, as appropriate, and the Publications Coordinator. (Possibilities for other members include, but are not limited to, the other Editor, former Editors, and former AACE Presidents, as available and interested.) The committee members are appointed by the current AACE President, who also selects the Chair. No candidate for the editor positions is eligible to serve on the committee.

3. Duties of the committee shall include the following:

a. Solicit candidates for this position via announcements, personal contacts, etc.,

b. determine what materials must be submitted by candidates (resumes, published work, etc.),

c. review all candidate folders and rank the candidates in terms of their appropriateness for the position,

d. agree on a recommendation to present to the person making the appointment, and

e. provide the person making, the appointment with:

(1) the name of the candidate being recommended;(2) the rankings of all candidates with, if possible, a summary of the reasons for each

ranking; and,(3) the materials submitted by all candidates.

IV. MECD EDITORIAL POLICY

Measurement and Evaluation in Counseling and Development (MECD) is the professional journal of the Association for Assessment in Counseling and Education (AACE). MECD is published under the auspices of the ACA Press. Accordingly, ACA Press holds the copyrights on MECD publication issues. Therefore, AACE and ACA are jointly responsible for the contents of MECD.

The primary responsibility for the material which appears in MECD lies with the MECD Editor. This material is usually developed through cooperation between the MECD Editor and the MECD editorial consultants.

In general, MECD seeks to publish scholarly articles reflecting inquiry and/or discussion on topics of interest to counseling and development professionals. These articles are primarily concerned with professional applications or issues relating to measurement and evaluation. MECD ordinarily does not publish articles containing opinions not supported by evidence marshalled from the scholarly works of others. MECD also does not ordinarily publish news of AACE's activities since that function is fulfilled through AACE's newsletter. Letters to the editor, as well as rejoinders to them, may be published at the MECD Editor's discretion. Whenever possible and desirable, letters and rejoinders are published simultaneously.

Editorial (comment) articles routinely appear in MECD. These articles are developed by the current MECD Editor. In general, these editorials are intended to reflect concerns which the MECD Editor deems are of particular interest and/or importance to the MECD readership. Accordingly, MECD editorials relate primarily to MECD's purposes and not to other aspects of the profession.

MECD articles are developed in accordance with the ACA Press style guidelines. In general, this style reflects the American Psychological Association (APA) Publication Manual (current revised edition), with minor modifications. MECD also adheres to APA's position on the use of nonsexist language, whenever possible.

L. NEWSBYTES EDITOR

The duties of the NEWSBYTES, (AACE’s official electronic newsletter) Editor shall be to:

GENERAL RESPONSIBILITIES

1. Solicit appropriate materials for NEWSBYTES from the President, Executive Council members, Committee Chairpersons, and other members,

2. edit all materials selected for publication in NEWSBYTES,4. make final selection of materials to appear in NEWSBYTES,5. develop and administer editorial policies,6. arrange for the electronic distribution of NEWSBYTES as sufficient materials are available,7. work with the Treasurer and Advertising Manager to coordinate all activities related to paid

advertisements,8. maintain a Board of Editorial Consultants, seeking replacements from recommendations of the Executive

Council,9. submit a written report of activities and recommendations to the President for each Executive Council

Meeting and AACE Annual Business Meeting,10. pass on all relevant file material to her/his successor,14. see that a Call for Programs is published in NEWSBYTES in the issue that immediately follows the

preceding year's convention to reach members sufficiently in advance of the deadline for submitting proposals.

COMMITTEE RESPONSIBILITIES

M. Website Editor

The responsibilities of the Editor of the AACE Website are as follows:

1. Coordinate and establish location for Website.2. Develop and implement Website design.3. Select and incorporate content of the site.4. Continuous maintenance of the site to include updates to content and currency of site links.5. Coordinate with members of the AACE Executive Board and the Member-at-Large for

Publications to assess their inputs for the Website.

The working staff of the Website should consist of an editor and a site designer/maintainer. Both content submitted to the site for possible publication and suggestions for continuing site design and maintenance are approved by the editor. The prime characteristics of the Website are:

1. Provide an efficient, attractive, and professional design2. Incorporate useful information about AACE that is of practical value to ACA and AAC

members.

Perishable content will be at a minimum. Current, valuable, counseling assessment information will be emphasized. Above all, the Website should provide a valuable resource. Efforts will be maintained to harmonize the contribution of the Website with other AACE publications.

TERM OF OFFICEThe Website editor will be appointed for a three-year term.

V. COMMITTEES

NOTE: In this section, AACE committees are addressed in the traditional sequence corresponding to the bylaws, with organizational administrative functions covered first (1-5); subsequent committees are sequenced by goal priority.

A. STANDING COMMITTEES

GOAL AREA: ORGANIZATION, ADMINISTRATION, AND MANAGEMENT

1. EXECUTIVE COMMITTEE

The purpose of the Executive Committee is to conduct the business of the Association.

The duties of the Executive Committee shall be to:

GENERAL RESPONSIBILITIES

1. Act for the association on matters requiring decisions (not contrary to the Bylaws) between regular meetings of the Executive Council, and

2. approve any budget expense more than 10 percent above its budget line.

TERM OF OFFICE AND COMMITTEE MEMBERSHIP,

The Executive Committee of AACE is composed of voting members including the President, Past President, President-Elect, Secretary and Treasurer, and the Governing Council Representative, ex officio without vote; the term on the committee is the same as the members' terms for their elective offices.

2. BYLAWS COMMITTEE

The purpose of the Bylaws Committee is to insure that the Bylaws of the Association are maintained.

The duties of the Bylaws Committee shall be to:

GENERAL RESPONSIBILITIES

1. Solicit and process suggested Bylaws changes from the AACE membership and the Executive Council,

2. Draft proposed amendments to the Bylaws for presentation to the membership,3. Review changes in AACE Bylaws and draft proposed AACE Bylaws changes needed to keep the

two documents consistent,4. Keep the membership informed about changes in the Bylaws,5. Maintain a current set of Bylaws at all times, and distribute updated copies of the Bylaws,6. Maintain accurate records and transfer files to the incoming Bylaws chairperson, and7. Submit a written report of activities and recommendations to the President for each Executive

Council meeting and the AACE annual Business Meeting.

TERM OF OFFICE FOR THE CHAIR AND COMMITTEE MEMBERSHIP

Three years, July 1 to June 30, for the chairperson; the Secretary serves as a member of the committee.

3. HANDBOOK COMMITTEE

The purpose of the Handbook Committee is to insure that the Association Handbook is maintained annually.

The duties of the Handbook Committee shall be to:

GENERAL RESPONSIBILITIES

1. Provide the Past-President with suggestions for Handbook changes,2. Present possible changes to the Executive Council,3. Update the Handbook in time for the Fall Executive Council Meeting,4 Produce a copy of the updated Handbook on disk for use in successive revisions.5 Submit a written report of activities and recommendations to the AACE President for each

Executive Council Meeting (Fall, Spring) and the AACE Annual Business Meeting6 Pass on relevant file material to the chairperson’s successor.

TERM OF OFFICE FOR THE CHAIR AND COMMITTEE MEMBERSHIP

The three immediate Past-Presidents serve as the Handbook Committee with the current Past-President serving as chair during her/his term of office through delivery of the revised Handbook during the Fall immediately following her/his term as Past-President.

4. MEMBERSHIP COMMITTEE

The purpose of the Membership Committee is to maintain or increase Association membership by informing current and potential members of the benefits of a professional association with AACE.

The duties of the Membership Committee (chaired by the Member-at-Large for Membership) shall be to:

GENERAL RESPONSIBILITIES

1. Promote membership in the Association,2. Design and implement promotional activities and procedures,3. Design new membership brochures as needed,4. Arrange for appropriate distribution of membership brochures,5. Analyze lapsed membership for patterns and suggest to the Executive Council appropriate

actions to prevent membership losses,6. Inform the membership of activities of the Committee,7. Recommend changes in membership application and/or renewals and review these with the ACA

Membership Chairperson,8. Report to and collaborate

with the Member-at-Large for Membership

9. Submit a written report of activities and recommendations to the AACE President for each Executive Council Meeting (Fall, Spring) and the AACE Business Meeting.

10. Pass on relevant file material to the chairperson’s successor.

TERM OF OFFICE FOR THE CHAIR

Three years, July 1 to June 30, for the chairperson, coinciding with his/her term as Member-at-Large for Membership.

5. NOMINATIONS AND ELECTIONS COMMITTEE

The purpose of the Nominations and Elections Committee is to secure candidates for open positions on the Executive Council.

The duties of the Nominations and Elections Committee shall be to:

GENERAL RESPONSIBILITIES

1. Canvass by mail and solicit names at the ACA convention, AACE annual State (Regional) Division meetings, the AACE annual Business Meeting, and the membership at large through the appropriate issue of NEWSNOTES and NEWSBYTES, nominations for the elective offices of AACE (Exclusive of the Representative to the ACA Governing Council),

2. Prepare a slate containing not fewer than two names for each AACE office to be filled ,3. Select the nominees to appear on the slate on the basis of qualifications for the office, number of

nominating votes received, geographical location, field of interest, and the consent of the nominees,

4. Provide nominees with a copy of the appropriate pages from this HANDBOOK,5. Serve as a liaison between AACE and the ACA Nominations and Elections Committee, and

present slates of nominations in appropriate format to ACA Headquarters by the due dates established by ACA,

6. Publish AACE's slate of nominees in the appropriate issue of NEWSNOTES and NEWSBYTES to reach the membership prior to the ACA December election,

7. Prepare a slate of nominees for the Representative to the ACA Governing Council to be voted on by the Executive Council (see section II.F. information),

8. Ensure the announcement of the election results at the annual Business Meeting,9. Submit a written report of activities and recommendations to the AACE President for each

Executive Council Meeting (Fall, Spring) and the AACE Business Meeting.10. Pass on relevant file material to the chairperson’s successor.

TERM OF OFFICE FOR THE CHAIR AND COMMITTEE MEMBERSHIP

The Committee shall consist of the immediate Past-President as Chairperson, for about 16 months, from July 1 through the next fall meeting of the Executive Council, and the two preceding Past-Presidents of AACE, as available to serve in this capacity.

GUIDELINES FOR NOMINATIONS AND ELECTIONS COMMITTEE

The following are suggested as guidelines to be applied by the members of the Nominations and Elections Committee.

1. The Nominations and Elections Committee shall be composed of the three most recent Past-President with the immediate Past-President serving as the chairperson. In the event that any Past-President is unavailable to serve, Past-Presidents, in reverse order of vacancy of office, shall be contacted by the President and asked to serve.

2. The chairperson shall solicit the membership through NEWSNOTES and NEWSBYTES for recommendations of persons to be considered for nomination. A member may recommend more than one person to be considered for each office. The Committee also will secure from the AACE membership, nominees representing AACE for President of ACA.

The committee will solicit input from the members of the AACE Executive Council. Furthermore, the three past presidents will make every effort to arrive at consensual decisions involving all three members. The committee chair will periodically update the AACE president on progress toward developing a slate, and will also provide at the time nominations are sent to

ACA a written report to the AACE president that details the manner in which all three committee members participated in all decisions.

3. The names of two candidates for each elective office will be selected by the committee from andy submissions and from their own considerations of appropriate nominees.

4. The committee will reach a 2 out of 3 agreement for each candidate. The names of the candidates will be sent by letter from the committee chairperson to ACA.

5. As stated in the Bylaws, Article III, Sec. 4 h, "Officers may be re-elected, except that any person who has been elected to the office of President-Elect may not again be a candidate for that office within five years of her or his previous candidacy." It is recommended that this be expanded to include all other officers with the exception of the office of AACE Representative to the ACA Governing Council, whose term limitations are set by that body.

6. The nomination of the candidates for the position of AACE Representative to the ACA Governing Council shall be conducted as follows: During the second year of the incumbent's three-year term, the chairperson of the Nominations and Elections Committee shall canvass by mail all former presidents who still are members in good standing of the organization to determine their willingness to be considered for nomination. The names of those who answered in the affirmative will be submitted to the Executive Council at their meeting during the annual convention. The council members will each vote for their preferred candidate. Those two receiving the highest number of votes will have their names placed on the election ballot.

7. The council has recommended that any active member of AACE can be nominated for any elective office except that of AACE President, which typically will be limited to those who previously have served as an elected or ex-officio member of the Executive Council, and that of AACE Representative to the ACA Governing Council, which shall be limited to former presidents of AACE.

8. The President of the organization will receive the election results from ACA and will be responsible for notifying all candidates of the outcome of the election.

GOAL AREA: PROFESSIONAL DEVELOPMENT

6. CONVENTION COMMITTEE(Also see section titled "AACE Guide to ACA Convention")

The purpose of the Convention Committee is to make arrangements for Association activities at the annual conference of the American Counseling Association.

The duties of the Convention Committee shall be to:

GENERAL RESPONSIBILITIES

1. Serve as AACE representative to the ACA Convention Committee (the chairperson serves in this capacity),

2. Work cooperatively with the ACA Convention Program Committee and with ACA Headquarters,

3. Attend meetings of the ACA Program Committee (the chairperson attends such meetings),4. Screen these programs, and select those most representative of AACE interests/needs/concerns,5. Present to the Executive Council at its fall meeting, if possible, a list of approved programs,6. Prepare a list of scheduled programs and meetings to be printed in NEWSNOTES prior to the

convention,7. Prepare news releases for newspapers, journals, etc.,8. Work with the President and President-Elect to schedule rooms, speakers, meals, etc., for AACE

special events,9. Arrange for facilities, equipment, and other details for each program accepted for presentation,10. Deploy members to cover the various convention tasks, such as meals, hospitality, facilities, etc.,11. Prepare a report of the year's activities and submit this report to the Executive Council,12. Maintain a record of all procedures, activities, and correspondence. and transfer these records to

The duties of the Committee on Assessment Training in Career Counseling shall be to:

1. Identify current and timely assessment issues of significant importance to the specialty area of career counseling and address the issues in a manner that will promote the highest degree of career counselor professional assessment practices.

2. Collaborate with NCDA and ACES to better understand career counselors’ assessment needs and to promote continual assessment advancement and training opportunities for practicing career counselors.

3. Collaborate with NCDA, ACES and CACREP to promote a standardized core assessment curriculum for career counselors-in-training that will meet or exceed the necessary assessment skills and knowledge base required for the changing level of practice within the specialty area of career counseling.

4. Collaborate with AACE’s Public Policy and Legislation Committee on issues involving career counseling assessment practices and policies.

Identify current and timely assessment issues of significant importance to the specialty area of mental health counselor practice and training, and create an annual strategic plan to address same in a manner that will promote the highest degree of mental health counselor professional assessment practices.

2. Work in collaboration with AACE and mental health counselors to better understand mental health counselors’ assessment needs and promote continual assessment advancement and training opportunities for practicing mental health counselors through AACE, ACA, and related ACA divisions (i.e., AMHCA), and other national certifying boards (i.e., NBCC [CCMHC]).

3. Work in collaboration with AACE, counselor educators, and CACREP to promote a standardized core assessment curriculum for clinical mental health counselors-in-training that will meet or exceed the necessary assessment skills and knowledge base required for the changing level of practice within the specialty area of mental health counseling.

4. Serve as a liaison between AACE and businesses or enterprises which sell or distribute assessment instruments or materials in a manner which will protect the purchasing rights of qualified mental health counselors in accordance to ethical and professional assessment standards set forth by AACE and ACA.

5. Be given the opportunity to serve the AACE President and the AACE Executive Council related to pressing assessment topics that affect or which may have influence upon assessment practices within the mental health counseling specialty.

4. Plan for dissemination of position papers among members of AACE and other appropriate organizations,

1. Consider publication of manuscripts or other material of professional value and interest to AACE members via media other than MECD, NEWSNOTES, and NEWSBYTES,

3. Pursue appropriate opportunities for cooperation with other ACA divisions in publication of materials of value and interest to members of more than one division,

4. Solicit advertising for AACE publications in line with established policy and guidelines,5. Receive reports from the editors of MECD, NEWSNOTES, and NEWSBYTES for transmittal to

the Executive Council,6. Submit a written report of activities and recommendations to the President for each Executive

The purpose of the Committee on Position Statements and Standards is to review and recommend action on proposed position statements or standards regarding assessment.

The duties of the Committee on Position Statement and Standards shall be to:

1. Review and recommend to the Executive Council action on any position statement or standards under consideration by AACE, or in areas of relevance to the Association,

2. Regularly review all officially adopted AACE positions and standards and propose revisions as appropriate,

3. Upon request, review position statements, standards, and/or guidelines of other ACA divisions and advise the Executive Council of their impact relative to the mission, goals, and needs of AACE and its membership,

4. Submit a written report of activities and recommendations to the President for each Executive Council Meeting (Fall, Spring) and the AACE Annual Business Meeting, and

5. Pass on all relevant material to the chairperson's successor.

BACKGROUND

The October 5, 1978, issue of GUIDEPOST contained an ACA policy statement titled Responsibilities of Users of Standardized Tests (the RUST Statement, developed jointly by ACA and AACE). Because of the changing national climate as it affects users of tests, the ACA statement was reviewed annually, and updated as needed through AACE's Responsibilities of Users of Standardized Tests Review Committee. In 1988, ACA adopted an extensive revision of the RUST Statement which had been developed by the Committee and approved by AACE. Titled Responsibilities of Users of Standardized Tests, it was published in the May 11, 1989, issue of Counseling Today. In March of 2003, AACE approved an updated version of the RUST. It was published as part of the Summer, 2003 NEWSNOTES.

In 1987-88, the responsibilities of this Committee were expanded and its name changed to reflect an extended mission. These new responsibilities include reviewing all current and proposed position statements and standards relevant to AACE, such as the RUST Statement, and advising the Executive Council relative to support and use of such statements. The President appoints the Chairperson of this Committee who then identifies persons to serve on the Committee (appointments to be made by the AACE President with the approval of the Executive Council). Committee members are selected for their knowledge and experience in testing and for their interest in and availability for the task.

21. COMMITTEE ON PUBLIC POLICY AND LEGISLATION

The purpose of the Committee on Public Policy and Legislation is to promote the rights of appropriately trained counselors to use tests in counseling.

The duties of the Committee on Public Policy and Legislation shall be to:

GENERAL RESPONSIBILITIES

1. Uphold and insure the rights of all appropriately trained and experienced professional counselors nationwide to routinely administer, score, and interpret all standardized psychometric tests in the course of their professional duties. This includes all educational and vocational instruments as well as all standardized tests specifically employed to diagnose and treat intelligence, cognitive, behavioral, personality, emotional and mental problems and conditions; including, a client's adjustment to any disability or handicapping condition.

2. In cases where a professional counselor's rights to perform these duties is challenged, State Licensing Boards shall immediately notify the Committee's Chairperson and be provided with direction and guidance on how to most productively address these matters. From that point henceforth, the Committee's Chairperson, or designee, shall serve as a coordinator in facilitating organized involvement of all other necessary branches of the American Counseling Association to clarify this matter as soon as possible.

3. Furthermore, it is also a function of this Committee to educate, formally and informally, the public, professional counselors and colleagues from all other mental health disciplines about the diversity of educational, vocational, and clinical assessment skills encompassed by representatives of the Counseling discipline.

There are no standing committees for this goal area. However, the Association provides representatives to extra-Association committees which carry out the functions of this goal area.

22. REPRESENTATIVES TO INTERNATIONAL AND INTER-PROFESSIONAL ORGANIZATIONS (CACREP, JCTP, JCTS, JCSEE)

The purpose of the Representatives to International and Inter-Professional Organizations is to represent the Association at meetings of allied organizations.

The duties of Representatives to International and Inter-Professional Organizations shall be:

1. Represent the Association and its interests to the extent permitted by the Bylaws of the organization to which the Representative is posted,

2. Perform duties as are assigned by the organization,3. Submit a written report of activities and recommendations to the AACE President for each

Representatives shall serve terms as stipulated by the organization to which they serve as representative. .

23. JOINT COMMITTEE ON TESTING PRACTICES

The Joint Committee on Testing Practices (JCTP) was established in 1985 by the American Educational Research Association (AERA), the American Psychological Association (APA), and the National Council on Measurement in Education (NCME). The American Counseling Association (ACA) and the American Speech-Language Hearing Association (ASHA) joined JCTP in 1987 and AERA completed its membership in 1988. The National Association of School Psychologists (NASP) and National Association of Test Directors (NATD) have since joined JCTP, which now consists of ACA, APA, ASHA, NASP, NCME, AERA, and NATD. Each association appoints two representatives to JCTP, preferably including one who is closely associated with test development and publishing.

B. TEMPORARY COMMITTEES

The AACE and ASCA Committee on School Counselor Assessment and Evaluation Competencies has been formulated to update the competencies.

Temporary Committees are often discontinued after a few years when the short-term goals for which they were created have been accomplished or incorporated into the work of another committee, or when they have ceased to function productively.

Temporary Committees may also be converted to Standing Committees of the Association by action of the Executive Council. In recent years, three previously temporary committees -- the Committee on Assessment Training in School Counseling, the Committee on Technology in Assessment, and the Committee on Public Policy and Legislation -- have been made Standing Committees.
