1. Case study aim
Project’s aim for Bulgaria: to test a new model for inspection, innovative for Bulgarian inspection practice – inspection of network of schools, conceptualized in the framework of the project as form of ‘polycentric inspection’.
Case study aim: to evaluate how the Inspectorate adapts its’ inspection framework and procedure to network goals and context and what is the impact of the network inspection on schools and their stakeholders.
Partners: Sofia University “St. Kliment Ohridski”, Faculty of Education (coordinator, investigator), Regional Inspectorate of Education Sofia-city, 10 schools in Sofia who joint voluntarily and have signed agreement for cooperation.

The Sofia network of schools was established for PINS project purposes (no regulations, no funding or other resources were available for its functioning)
Within the framework of the project the Sofia network of schools, the Inspectorate and the university are collaborating to improve school education and management through identifying and addressing common issues, sharing good practices, developing common know-how and by testing and introducing innovative practices.

2. The context: school inspection system in Bulgaria
School networks There are few functioning school associations where schools
cooperate and share good practices (for example the associations of vocational schools, private schools and English language schools).
No regulations on formal or non-formal networks of schools exist.
School inspection system (till recently) 28 Regional Inspectorates of Education (RIE) Types of inspections: full inspection of a single school,
thematic inspection of a single school or a number of schools, ongoing inspections (principal or teacher evaluation, in case of complaint or violation of education regulations)

Till recently Inspection regulations spread in several documents, no
standards or standardized instruments for inspection. Regulated inspection procedure (phases, Inspectorate and schools’ obligations) and documents (inspection plan, order, written report, year report-analysis, etc.). Inspection results were not public.
Inspection methods: checking of school records and documentation, classroom observation, discussions with teachers and school management team, rarely – discussion with other stakeholders (students, parents) or analysis of other sources of information
Inspectorates control and support schools improvements and professional development of teachers and principals
There are no regulations on inspection of networks of schools or relative practice

Recent developments and changes
New Pre-school and school education Act (since August 2016)
New inspection regulations (framework) (enforced end of 2016 – beginning of 2017)
National Inspectorate of Education to be established, introducing school inspection standards. Will be implementing only single school full inspections every 5 years (with exception of failing schools)
RIE transformed into Regional Departments of Education having the same functions of controlling and supporting schools, implementing all types of inspections mentioned above but full single school inspections.

Recent developments and changes (2)
All stakeholders opinions and external context influence will be taken into account during the inspection procedure, variety of methods are to be used, inspection results will be available to public.
Self-evaluation of schools becomes compulsory for all schools (every two years) being part of quality management system in education.
Some limitations of the new inspection framework (some details of the inspection procedure are not regulated, more innovative approaches to school inspection are mot included, as network inspections)

Sofia network of schools establishment
Regular meetings of all partners, sharing good schooling practices, discussions on similar issues schools are facing, cooperation for creating common know-how, trainings for professional development, etc.

Second phase, experimenting (09.2015 - 08.2016)
A model for polycentric inspection of Sofia network was tested and implemented in 3 steps (on parental involvement topic):
o self-evaluation of schools in the network (01.2016)
o peer-evaluation of schools in the network (03.2016)
o thematic inspection of Sofia school network by Sofia Inspectorate of Education (04.2016)
Framework for inspection designed by the inspectorate building up on Self- and peer evaluation framework developed by the network

Continuing collaboration of network partners:
planning and implementation of measures in response to inspection recommendations, sharing good practices and support for improvements, dissemination of results to schools’ stakeholders and other interested parties (other principals, Inspectorates, MES).

1. After self-evaluation and before peer-evaluation (02.2016)
2. After peer-evaluation and before inspection (03-04.3016)
3. After the inspection of the network (05-06.2016)
4. 8 months after the polycentric inspection (01.2017).
Research methods and instruments
Action research, interviews, questionnaires, observation, focus groups, documents analysis, desk research.
A number of country specific instruments were developed and implemented (for the purposes of school-self-evaluation, questionnaires for teachers, parents, etc.)

Polycentric inspection procedure:
positives and negatives
Created framework for thematic inspection of school network (in context of no inspection standards available) based on self-and peer-evaluation framework developed by the network
Agreed schedule for the school visits and information provided by the schools prior to visits
Adapted inspection procedure and documents for the purposes of network inspection
New methods for inspection used. All stakeholders’ opinion was taken into account (new practice)
Inspection judgment took into account self- and peer-evaluation findings

Network and schools results
Created common know-how of the network (framework for self-and peer-evaluation, evaluation instruments, other products (i.e. standardized tests students’ achievements)
Enriched managerial and evaluation competences of the principals and members of evaluation teams
The inspectorate was an active partner of the network which influenced positively the evaluation and inspection processes and results
Improved practices for parental involvement, including parents’ participation in school decision making (school development strategy, school year plan, changes introduced due to suggestions given by parents during testing of the model)
Improved and other areas of schooling, introduction of new practices adapted from other schools in the network (based on shared experiences and recommendations from peer-evaluation and network inspection).

Decision making in the network reached through active participation of all partners and consensus, collaboration based on mutual respect.
The non-formal network transformed into legal NGO for continuous cooperation, dissemination and sustainability of results
Schools and their principals are ready to share their experience and know-how with other schools and principals interested in the polycentric model and other good practices

Summary of results (2)
“Implemented polycentric inspection and the analysis of the results leads to the conclusion for the benefits of such a model of inspection for both participating parties – inspectors and those being inspected. In such a mode of inspection opportunities for support and collaboration within the school network are present, not only regarding particular issue or theme, but in general”
