Introduction from Kevin Powell, Chief Information Officer (CIO) Thank you for showing an interest in this exciting position. Broxtowe Borough Council aims to ensure the delivery of efficient and effective services for local residents. There are high levels of satisfaction with the Council and with the area as a place to live. The Council’s predominant operating model is in-house service delivery and active leadership and participation in shared service arrangements. As you will see from the job profile, the post has a wide range of responsibilities across the ICT services both in management and strategy. This is a great opportunity for a qualified ICT professional to lead a committed technical team in delivering a high quality service. ABOUT BROXTOWE

Our Borough Ideally placed in the heart of England, Broxtowe has a unique landscape which maintains a rich diversity of rural and urban features. We occupy a narrow stretch of land covering 8,055 hectares in South Nottinghamshire. The City of Nottingham borders much of the eastern and southern boundaries of our borough; to the north lies the Nottinghamshire district of Ashfield and to our west the Derbyshire boroughs of Erewash and Amber Valley. Our relatively small size makes us one of the most densely populated councils in the East Midlands. Two thirds of our borough is open countryside and the main centres of population are Beeston and Stapleford in the south and Eastwood and Kimberley in the north. We have a population of around 110,000 with 48,000 households. Transport links by road and rail are good and we enjoy a wide choice of housing in town and country locations, excellent leisure and recreational amenities and employment opportunities in a wide range of sectors.

Our Council We are a large local employer with over 800 employees and led by a corporate management team consisting of a Chief Executive, Deputy Chief Executive and two strategic directors, each of whom has their own departmental responsibilities. Our offices are mainly located in Beeston and we have a purpose built depot at Kimberley. Bramcote Crematorium is owned and operated jointly with Erewash Borough Council. We have 3 leisure centres at Bramcote, Chilwell and Kimberley. In Eastwood we also have a heritage centre at Durban House and the D H Lawrence birthplace museum. Two satellite cash offices exist at Stapleford and Eastwood. We have 44 elected councillors representing 21 wards and they provide strong links to our communities. In addition we have 9 parish/town councils. Broxtowe Borough Council has an all-party cabinet which includes a number of portfolio holders who lead our work. Our Corporate Plan, ensures that we are focused on delivering high quality services which are value for money and which provide tangible benefits for local people. The Council is committed to partnership working as we believe that better services can be provided by working together.

CORPORATE PLAN 2016-20 The Council’s Corporate Plan was revised in 2016. Following consultation the Council streamlined the overall objectives whilst retaining its five priorities.

OUR ICT SERVICE

Introduction

The next few years will witness further significant changes across the public sector. The shape and size of the council is likely to change but the need to provide high levels of service to our residents will remain and be set against a backdrop of further reduced budgets.

With these challenges come new opportunities; using ICT to enable the Council to deliver its priorities, improve interaction and engagement with residents, deliver efficiencies and support the New Ways of Working programme launched in July 2017.

The Assistant ICT Manager will be responsible for the strategic development, implementation and operational management of ITIL good practice standards and is the most senior technically skilled role within the ICT team providing 4th line support when necessary and working to design and maintain the technical environment.

ICT is no longer just a support service; it has become a critical service. ICT underpins and supports the Strategic objectives of the Council and its partnerships. If it is unavailable, the organisation cannot operate. It has the ability to transform the way services are organised and delivered and has a fundamental role to play in improving efficiency, reducing cost across the organisation and underpinning the transformational change programme.

Investment is being made into new technologies, equipping those working out in the borough, those working from home and the traditional office worker with the appropriate tools necessary to do their job. To support this security of information and its communication is being continually reviewed and improved.

ICT is taking the lead on the Digital Strategy which will deliver initiatives to encourage customer contact to shift to more efficient access channels and to provide greater opportunities for self-service transactions.

Scope The ICT Service includes, but is not limited to, the following elements:

• Hosting of Data Centre. The Council operates a single Data Centre within its Council Offices in Beeston.

• Servers and Virtualisation. Virtualisation provides a standardised operational environment for server infrastructure which can be managed from a local or remote data centre.

o Over 90% of the Council’s servers have been virtualised using VMware; 101 virtual servers are currently deployed.

o There are now 14 physical servers deployed in total including the hosts of the virtual environment. There remains currently about 115 logical server environments to support.

o The underlying operating system is Windows Server 2008 R2.

• Storage Area Network (SAN). The SAN is the primary repository for all of the Council’s live data.

• Disaster Recovery and Business Continuity. Broxtowe, Newark, Rushcliffe, Gedling and Mansfield councils have a DR arrangement in place under an ICT Shared Service agreement. Each council makes use of similar technologies which include VMware ESX as the virtualisation platform, and SAN technologies as the storage platform. Each council also shares the same Wide Area Network provider.

• Desktop devices and laptops. The Council currently supports around 550 PC and laptop clients.

o Desktops currently run the Windows 7 operating system.

o The authority has a Microsoft Enterprise Agreement in place to 2018.

o All users print to shared multi-functional devices (MFD).

• Wide Area Network (WAN). The WAN is built around a backbone provided by Virgin Media connecting to both the Town Hall and Civic Offices in Beeston to provide a resilient connection to remote sites.

• Active Directory (AD). AD provides the hierarchical structure which defines the network structure and resources and the security principles for users and other network access control.

• Local Area Network (LAN). The current LAN equipment comprises of Cisco technology.

• Telephony. The current VOIP system including the Contact Centre software is based on Cisco technology. Broxtowe have an ISDN30 technology split across the Town Hall and Civic Offices for resilience but will be moving to SIP technologies in the near future.

• Security and Compliance. For business purposes, the Council maintains compliance with a number of standards including:

o The Government’s PSN Code of Connection (CoCo) to allow connection to the Public Secure Network and GCSx

o Payment Card Industry Data Security Standard (PCI/DSS)

We are seeking an experienced ICT professional to join our ICT Services team. The challenge facing you will be to deliver services across a wide range of business areas supporting a diverse array of applications. Security and standards are key as is the drive to deliver economic, efficient and effective solutions for our customers. You will have a wide range of experience in managing all aspects of an ICT service. You will have a broad range of high level interpersonal skills, being able to communicate effectively both in and outside the organisation and having proven experience of creating and maintaining customer relationships. To succeed in this role you must have excellent diagnostic skills and an advanced technical understanding of security, server and network technologies in a modern ICT environment. In addition, you will be responsible for the implementation and operational management of ITIL good practice standards. You will be educated to degree level and have relevant experience. You must be able to demonstrate how you have managed a team of specialists to deliver ICT services and highly technical projects, both tactical and strategic in nature. A flexible and strongly customer focused approach that consistently demonstrates a ‘can do’ attitude is required; with the ability to communicate clearly with customers in a language they understand is essential. EMPLOYMENT PACKAGE

Working Arrangements The working week is nominally one of 37 hours. However, the seniority and nature of the post will necessitate the working of additional hours for which there will be no additional payment. The grading of the post takes account of the requirement to work outside of the normal working week. There will be a requirement to attend evening meetings.

Leave Entitlement Paid annual leave entitlement will be 30 days increasing to 33 days after 5 years continuous local government service and 35 days after 10 years Broxtowe Borough Council service, plus 8 days statutory holidays.

Pension You will automatically be brought into the Local Government Pension scheme from the first day of employment

Flexible hours of Work

A flexible system of working is operated. Certain categories of employees due to the nature of their work will be excluded from the full flexible hours arrangement but may be able to arrange their normal working day in such a way as to allow some flexibility.

Professional Fees This Council supports membership of professional bodies and will pay one fee per year where such membership is essential to the post, or 50% when it is desirable.

Car Allowance The post carries designated car user status. It will not be necessary for the post holder to provide a car for use on Broxtowe Borough Council business; however, they will be expected to make provision to discharge their duties and responsibilities in an effective manner. Disabled employees who are unable to drive because of their disability, but who occupy posts with the designated car user status, will be allowed to use taxis to carry out their duties where no other forms of transport are appropriate. Posts with the designated car user status will have access to free car parking at an appropriate car park within the borough. The Council reserves the right to reallocate car park spaces at any time however, a minimum of two weeks notice will be given wherever possible to employees regarding any change. Posts with designated car user status will have access to the Council’s car loan scheme. Any employee who claims for a car mileage rate must beforehand, provide relevant car user details including confirmation of the MOT (if applicable), insurance and driving licence.
