1. Differentiate Urban Design, Urban Planning, and Site Planning
There are two points wherein the three terms differ in their meaning. The first point is
in the scale or scope of the definition as denoted by the words Urban and Site. The second
point is in the definition of the words Design and Planning.
Let us discuss the first point. The word Urban denotes a scale which refers to
whole cities or large towns.This comes from its history as a Latin word which means city.
On the other hand, the word Site connotes a scale which can be best described as
localor that of a smaller scale than Urban.
In the second point of difference, we shall discuss the difference between the
words design and planning.
Design, in its broadest definition, is a purpose or intention that e!ists or is thought to
e!ist behind an action, fact or material ob"ect.# It may mean that which is an abstraction of a
created thing or things or may mean the acti$ity with which we create such abstraction.
Design is about a visionand ma%ing that $ision a reality. It is visionary and creative.In
construction and architecture, more often than not, design tac%les the physical aspects of the
pro"ect li%e form.
Planning, on the other hand, in its broadest definition, is the process of analysis and
organi&ation of acti$ities re'uired to achie$e a desired ob"ecti$e. It is about ta%ing measuresto achie$e a goal following an assumed future course. It is anticipatory and strategic. In
construction and architecture, more often than not, planning tacles the policies and
processes that would affect the urban en$ironment.

Urban designwould be the process of !aing a vision of urban or city scale a
reality.
Urban Planningwould then be the process of studying and creating policiesthat
would shape the urban future and acco!!odate any changesand challenges that the
urban fabric may face.
Site Planningwould be the process of studying and organi"ing activities and
policiesin anticipation of the $arious changes that would befall a site.
#he first two wor in the urban scale while the latter wor in the local scale.
Urban design focuses on achieving a vision while Urban Planning and Site Planning
focuses on acco!!odating those evolving visions. Though their differences may
appear subtle and insignificant to the layman, they do perform $ery distinct and important
processes. Professionals of the built en$ironment should be aware of the differences,

importance, strengths, and wea%nesses of the three processes. )eanwhile, they should not
forget that all three form part of the ne$er ending cycle of urban e$olution. They play an
important synergy in this cycle and their harmony is of utmost importance in the creation of
an e!cellent and li$eable urban en$ironment.
$. %ow !uch is the budget allotted by the govern!ent to provincial !unicipalities&
The budget allotment process falls under the responsibilities of the national
go$ernment through the Department of *udget and )anagement. +ll go$ernment units such
as pro$incial municipalities obtain their budgets through this allotment process.
The mechanics of how pro$incial go$ernments recei$e funds, called the Internal
e$enue +llotment -I+ is written in the Local /o$ernment 0ode of the Philippines under
epublic +ct 1o. 2345 sec. 678. This law states that Local /o$ernment Units -L/Us areentitled to a computed percentage share of the total re$enues of the Philippine 1ational
/o$ernment. The go$ernment would first determine the I+ for L/Us, then determine the
I+ for the indi$idual L/U concerned.
This scheme allots to L/Us a budget of forty -95: of the total internal re$enue of
the national go$ernment. Of this forty -95: percent, thirty;four -orty -95: of the Total Internal e$enues of the /o$ernment
