Appeals for online and paper tests are set by DCs within TIDE, under Appeals. With DC approval, DAs may also submit appeals in TIDE. Invalidations of online tests may be set now through the end-of-day on June 25.

After AIR receives and processes the paper scoring database from MI, students will be loaded in TIDE Appeals. DCs and DAs may set invalidations, when necessary, according to the schedule on this slide.

As with all appeals in TIDE, the approval of invalidations is set at a state level. When invalidations are requested after the dates outlined on this slide, DCs will be

required to pull paper reports from the hard copy shipment, prior to distributing to parents. New reports will be able to be printed from TIDE, with the invalidation code applied.

Student participation codes may set in TIDE, under After Testing > Data Cleanup. This includes setting Attempt Codes, for establishing the reason students were not tested. Student Exemptions (NNEP, Home-based, Private School, and F1 Visa) may also be set under Participation Codes. The Attempt Codes and Student Exemption data set in TIDE is for district use only. The state will utilize CEDARS data to establish exemption results.

High School students whose IEP states L2 Basic as the designated setting for ELA, Math, or Science must be identified in this application, under the L2 Basic label. All L2 Basic designations must be set by no later than July 3.

o When a high school student needs to be marked as L2 Basic after the close of this window, this process must be completed in the Retro Basic application of the CAA/CIA Database.

All reporting documents, as outlined in the Professional Standards and Security, Incident, and Reporting Guidelines (PIRG), are required to be reported to the state. Reports can be faxed to the Assessment Operations office at (360) 586-2728, or uploaded the SFTP.

o Instructions to support use of the SFTP can be found within the Excel Test Incident log, posted to the Portal.

o All reporting documents must be submitted by no later than end-of-day on June 23.

o Please do not send secure or confidential student information through email.

When completing Test Incident reports, it is important to note whether students were able to complete their testing opportunity without further incident. If a situation limited a student’s access to complete the test, OSPI and AIR will review the details of the reported incident.

A Test Material Variance Form is completed when discrepancies are discovered in the quantity of materials received from or returned to the vendor, or when materials are damaged.

o Missing or damaged materials must also be notated in your District Administration and Security Report.

The District Administration and Security Report must be completed, signed by the superintendent, and submitted within one week of the conclusion of the district’s test administration. A separate report must be submitted to the state for the Spring administration and when students are assessed for the Fall and Winter Retake administrations.

o DCs will use the School Site Administration and Security Reports to answer the questions on the district report.

Districts are required to maintain copies of all reporting documents for audit. Follow your district retention schedule and the schedule outlined in the Test Coordinators Manual for retention and destruction of these documents.

In spring 2017 your students took one or more of the Smarter Balanced, MSP, Off-Grade Level, and/or EOC assessments.

When your shipment of student individual score reports arrive August 17—18, it will include two copies of each report. One copy should be sent home to the parents and one copy is intended for the student’s cumulative file.

State testing letter templates, in English, are being updated for release the first of August to assist in communication with families. These are templates and are for you to customize with information specific to your schools.

The Updated English versions of the Your Child’s Progress handout and Graduation in Washington Toolkit will also be available the first part of August.

Translated versions of the above communication materials will be available the first part of September.

The 2017-18 testing schedule calendar has been posted to the OSPI State Testing Timelines and Calendars website for your convenience.

Also available is the previous SY 2016-17 schedule for your reference. It is important to review the state schedule when considering your schools testing

schedules. All testing must conclude within the state mandated window for each grade level assessment.

When considering your testing schedules:o Please keep in mind that Smarter Balanced, the new Science assessment,

and ELPA21 will be administered online only, with exception to students whose IEPs stipulate that paper is the appropriate testing method for state assessments.

o It also is important to look for early release, late start, holidays, system downtimes, and winter and spring break schedules.

o When approving schools schedules, be sure that enough days are provided for the PT to ensure that testing does not exceed the 15 day expiration rule.

These are special educator workgroup meetings that only happen in the school year when a new test id debuted. Teachers need to have experience with the NGSS to serve on these work groups. Educators can be involved in these meetings even if they have not participated in item development.

In March we gave a report on recruiting educators to participate in a wide range of activities working for Smarter Balanced between now and the end of the calendar year. At that point, we had over 200 educators who applied.

We wanted to let folks know that two new opportunities came open for educators, and we have had about 100 educators apply for those opportunities. These will occur in October, and we have both notified applicants of their selection status and passed select names along to Smarter Balanced. Thank you for supporting educators in attending and participating in this important work.

Folks interested in these kinds of opportunities or are interested in updates from any of a number of different OSPI departments can sign up to receive email and text alerts from OSPI. Follow the link on this slide or click on the red envelope icon (shown on screen) on any OSPI page.

In a similar way, we reported in March on OSPI’s recruitment of educators for a round of member-managed item writing. This is in addition to the Smarter Balanced teacher recruitment described on the previous slide. This member-managed work is an opportunity for educators to write and review items with guidance from OSPI staff using Smarter Balanced item development resources.

This work was originally scheduled for April, but had to be rescheduled to mid and late July. As with the Smarter Balanced opportunities, educators who are signed up to receive email and text alerts from the ELA and mathematics assessment offices can receive these kinds of opportunity notices.

The Smarter Balanced Assessment Consortium recently released a publicly-facing Digital Library storefront. This web page is designed to give a glimpse in to the resources, uses, features, and more of the Digital Library. There are links to a few different types of resources on the page as well as several videos describing how educators can use the Digital Library and some of the new features available in the Digital Library.

The webpage also includes a link to the Digital Library log in page and a link educators can use to register for their free Digital Library account. This free registration requires the use of an approved, educational-institution email address.

We encourage you to share this page with any interested stakeholders, including parents, community partners, and others to increase their understanding of the Digital Library and its role in a complete assessment system.

There are 3 modes for the Performance Tasks in grades 3 through 5: informational, opinion, and narrative.

The percentages of insufficient and off-purpose have gone down from 2016 to 2017 in all three modes, with the exception of a small up-tick in grade 5 narrative for insufficient. The informational and opinion modes have very small percentages of off-purpose in both years. The narrative mode has more off-purpose responses than insufficient responses in both years.

The names of the 3 modes for the Performance Tasks in grades 6 through 8 are slightly different than in the previous grades. The informational task is called “explanatory” and the opinion task is called “argumentative.” The narrative task name remains the same.

Note: The changes in updated operating systems (removing support for WindowsVista, Mac OS X 10.6, and iOS 8) will impact only 124 out of nearly 300,000 devices used during 2016-17, but are included so districts can plan accordingly for 2017-18.
