Hospital safety and preparedness for disasters assessment progress report
Introduction:
Assessment of existing health facilities safety (in the state) will provide the policy makers with
comprehensive information that will assist in identifying areas that need improvement, and prioritizing
interventions in order to develop and implement concrete action plans for safer hospitals in all states;
and will provide a base for the design, implementation and evaluation of the safe hospital initiative
programme.
The objective of the assessment:To assess the hospitals preparedness for disasters in Sudan, to provide information that will assist in
identifying areas that need improvement, and prioritizing interventions.
This will be achieved through the following:
1. To assess the structural vulnerability of the hospitals in Sudan with regards to:a. Safety of the structural system and type of building materialsb. Prior events affecting hospital safety
2. To assess the non-structural vulnerability of hospital with regards to:a. Critical systems ( electricity, water supplyetc)b. Office and storeroom furnishings and equipmentc. Medical and laboratory equipment and supplies
3. To assess the functional vulnerability of hospitals with regards to:a. Operational and Contingency plans, guidelines for disaster:b. Availability of medicines, supplies, instruments, and equipment for use in Emergency.
4. To assess the hospital human resources in term of availability organization, training and
Networking type o hazard at the area.

The Steps of this assessment:
1- Developing of working group
The ministry of health develop two committees: one is the national higher committee head it by the
undersecretary and compose of the head of the research directorate, the director of the public health andemergency directorate, the EHA director, the EHA-WHO director and Military representative.
The second committee was the technical one which is headed by the supervisor of the assessment Dr. Mona
Hassan and compose of technical members and coordinator.
2- Preparation of the assessment documents which are the assessment proposal and the action plan
The assessment proposal have been developed by the technical committee and reviewed by the national
committee. Then the action plan has been develop based on the proposal.

Modification and adoption the hospital safety index tools.
The tools which will be use is the EMRO safe hospital index which adopted by the technical committee to the
country context in several meeting and then reviewed and indorsed by the national committee.
4- Manage the process of the assessment
The technical committee had arranged the meetings with the relevant directorate and the national committee to
insure the consensuses on the document and the safety hospital index.
5- Selection of the evaluator
The two committees have been agreed to develop 7 teams to evaluate. Each team compose of 2 medical
personnel and one civil engineer and one medical engineer. The criteria of the medical personnel are:
Medical or disaster academic degree. Prefer have experience in hospitals. English speaking skills. Involved in previous survey or assessment

6- Training of the evaluator
The evaluator received training sessions on the safety hospital index then piloted this index.
7- The piloting
The pilot conducted in 4 hospitals (El-ban Jadid El-nou El-Turky Awad Hessin hospital). The evaluator
comments were:
- In the structural part there was one change in the ranking of the risk and safety.- Non technical comment about the approach of asking the questions and the format of the index paper
The pilot has clarify a rang of time for filling the index properly which is between 3 to 4 hours.
