INTRODUCTION

The problems of employment have become a centralglobal concern in recent times.

The informal sector consists of all activitiesoperating outside the official legal and fiscalsystem, with a resulting lack of reliable statisticalinformation.

The informal sector is broadly characterized asconsisting of units engaged in the production ofgoods or services with the primary objective ofgenerating employment and incomes to thepersons concerned.

The informal sector, informal economy, or greyeconomy is the part of an economy that is neithertaxed, nor monitored by any form of government.

Unlike the formal economy, activities ofthe informal economy are not included in the grossnational product (GNP) and gross domestic product(GDP) of a country.

Ethiopia is one of the emerging economies withsimilar facts like other countries in developingregions.

The population of the country is increasing at therate of 2.7% every year and this has become anadditional concern to planners, developmentworkers and the government at large

Unemployment (especially youth unemployment) inEthiopian has become a major development issue.

A significant portion of the urban workforce worksfor unpaid family business;

More than 40% are self-employed in the informaleconomy - most of which live on the edge ofpoverty.

On the other hand, 75% of the workforce isconcentrated in low skill employment sectors.

As an intervention to those issues, the governmenthas crafted an integrated plan and has beenimplementing with the two GTPs and previousintegrated development plans

Thus, it is legitimate to pose question how far theproject has changed the livelihoods of thebeneficiaries in the intervention area.

Therefore the objective of this assessment studywas to evaluate the relevance and impact of theprogramme implemented in the project interventionarea.

Methodology

The evaluation study was conducted from Februaryto June 2016 in all targeted three sub-cities ofAddis Ababa, Ethiopia.

The survey was conducted on a sample consistingof 281 of which 182 were female from 1040 list oftotal targeted beneficiaries.

a total of twelve focused group discussion wereconducted (four FGD per sub city).

FGD was made separately to the different targettypes of the project and at last one mixed groupFGD was conducted per sub city.

Potential Key informants who had been involved inthe project governance, design, monitoring,evaluation and implementation were convenientlyselected and interviewed.

Desk reviews and field visit observations were alsopart of the data collection(project Proposal,agreements, annual plans, LFA, periodic reports,and other relevant literatures were reviewed).

The quantitative data were analyzed via using SPSSversion 20.

Text data, secondary data and FGD/KII weremanaged and analyzed via content analysis interms of key themes.

From the above table, one can easily understandthat the monthly income of the beneficiaries rangesfrom 500 birr to 2000 birr.

Nearly 76 % of the participants pointed out thattheir monthly income has shown a tremendousincrement after attending the training.

The average income per month is around 1250 birrequivalent to 56.82 USD (assuming 1USD=22 birr).

The daily income is around 1.89 USD whichsurpassed the poverty line (1.25 USD a day).

Thus, this project had contribution to reduce themagnitude of abject urban poverty.

Conclusion andRecommendation

The project implemented in the three sub cities ofAddis Ababa has contributed its own share toachieve the first MDG by improving the productivityas well as boosting up the household income of thetarget beneficiaries.

It also aligned itself with the first GTP of thecountry and the MDG by empowering women intheir economic status where 70% of the targetbeneficiaries were female.

Scaling up of the project in Addis Ababa as well asin the other regions is critical where such anintervention has a strong alignment with the GTP IIand Sustainable Development Goal of UN to reducethe toll of urban poverty.
