Stakeholder Survey on the potential Copernicus Forest
Monitoring and REDD+ Service Component
• Launched in April 2019
• Key stakeholders from the
identified stakeholder groups
were invited to respond
• The survey was completed by
the stakeholder, or as part of a
structured interview which
allowed additional discussions
on relevant details
• Preliminary findings
<Event, Date> Page 15
Copernicus forest monitoring:
stakeholder needs (interviews)
• 36 key stakeholders have been invited to complete
the questionnaire
• 18 questionnaires have been completed from:• Kenya Forest Service
• National Carbon Monitoring Centre
(Tanzania)
• REDD Republic of Congo (CNIAF)
• Forest Inventories and Planning
Institutes (FIPI), Ministry of
Agriculture and Rural Development
(MARD), Vietnam
• Cameroon
• Republic of Congo
• Malawi Department of Forestry
• East African Science & Technology
Commission (EASTECO)

Copernicus forest monitoring:
stakeholder needs
Main requirements for the service
• General support and encouragement for Copernicus global forest
monitoring service
• Data/service long-term continuity is key
• Also meeting needs of broader land use sector, including FLR,
land degradation, commodities, sustainable management
• Accurate, reliable, accountable... uncertainties should be
assessed for all products – perhaps provided as a layer
• Supported with capacity building
• Many stakeholders: open access, interactive, user friendly
• Manipulate/target based on country specific needs

Other products proposed by stakeholders
• Biomass map
• Degradation and regrowth at 10 m / regeneration status
• Biodiversity and key habitats
• Ecosystem map
• Forest disturbance map (clearance and selective logging) –
annual
• Biotic and abiotic damage maps
• Structural variables – dominant species, height, volume
• Need to assign reason for detected forest loss – both
immediate and longer term land uses

Capacities for forest monitoring
• Online survey:
https://www.surveymonkey.com/r/ZQ9SP62
The survey will remain open
• Establishes the levels of maturity of concepts (i.e. a
platform/ infrastructure, method/tool,
dataset/product) which can support REDD+ and EO
forest monitoring tasks

Summary of preliminary findings
1. General support/encouragement for Copernicus global
forest monitoring service for a broad range of needs:
• National reporting and policy processes
• Global/independent assessments
• Local implementation and land management
2. Majority of stakeholders require detailed information:
• Spatial (<30 m)
• Time: (1-3 years, <1 year, near-real time)
• Thematic: forest, land cover/use, other
categories/change types (degradation, regrowth ...)
3. Capacities/experiences exist and have been
demonstrated, in particular for forest changes; large
area and for varying country examples (i.e. Lat. Am.)
<Event, Date> Page 29
Summary of preliminary findings
1. Copernicus expected to delivery for long-term
commitments
2. Many stakeholders: open, interactive, user friendly
access
3. Service should be accurate, reliable, accountable
4. Interest in both global/large area and targeted
country/user specific services
5. Consider needs of broader land use sector, including
FLR, land degradation, commodities, sustainable
forestry (i.e. also habitats, biodiversity)
6. Remaining gaps and R&D needs

Moving on from preliminary findings
Breakout Group Discussion 1 (this afternoon)
1. Current national forest monitoring frameworks and
needs for improvements to meet stakeholder needs
2. Existing international and European technical
capacities
Breakout Group Discussion 2 (tomorrow morning)
1. Scoping of a Copernicus Service Component to
support REDD+ and wider forest management needs
2. Gaps and R&D needs for a future Copernicus Service
for REDD+ and wider forest management needs
<Event, Date> Page 32
Moving on from preliminary findings
• User needs and stakeholder surveys as starting point: aim
to get feedback and additional requirements and priorities
• Each group will have a set of questions that we would like
to everyone to provide input
• Reporting back from breakout groups, plenary discussions
• Synthesis:
• Towards finalizing user needs and capacity assessment
• Scoping/defining a framework for a Copernicus global
forest monitoring service
• Identification of R&D needs and priorities
