1. Definitions:
Where used in this RFI, each word or phrase listed below have the definition indicated:
1.1 Israel Electric Corp. Ltd.
1.2 NG – Natural Gas.
1.3 NG Power Station – Electrical Power station which consists of: Gas Valve Station,
Gas skid, Gas Burner System, NG Filters and Pre-heaters, Gas Turbine coupled with
a Steam Turbine (Combined Cycle), NG fired steam boiler, NG fired Auxiliary
Boiler.
1.4 NG distribution System.
1.5 HAZOP – Hazard And Operability study.
1.6 PRMS – Pressure Reduction and Metering System.
1.7 INGL – Israel Natural Gas Lines. (Gas Transmission System)
1.8 NGA – Natural Gas Authority (of Israel).
1.9 P&ID – Piping and Instrumentation Diagrams.
1.10 PFD – Piping Flow Diagram.
1.11 NDT – Non Destructive Testing.

2. Project Description:
2.1 The IEC is required by the NGA (Natural Gas Authority) to perform a comprehensive
asset integrity and condition assessment of the Natural Gas Distribution System inside
its power station by an Independent Inspection notified Body to be able to demonstrate
continued system operation at the design conditions. These assessments shall be
performed individually per specific NG power station.
2.2 The following power stations are included in the scope of work:

Two (2) gas turbines and two (2)
Auxiliary boilers
Haifa
Six (6) gas turbines and two (2) Auxiliary
boilers
Hagit
One (1) gas turbine and one (1) Auxiliary
boiler
Alon tavor

2.3 Main Parameters for Gas Consumers.
2.3.1 Gas Turbine
Design Pressure: 25 to 40 bars
Design Capacity: 65,000 – 85,000 m3/hr
Design Temperature: –10 to 50°C
Gaz Pipes: 10" dia. 200 to 1,000 m long.
2.3.2 Auxiliary Boilers
Design Pressure: 1 bar (approx.)
Design Capacity: 900 – 1000 m3/hr
Design Temperature: –10 to 50°C
Pipes: 4" dia., 200 m to 1,000 m long (about)

2.3.3 Steam Boilers
Design Pressure: 5 to 7 bars
Design Capacity: 65,000 m3/hr (approx.)
Design Temperature: –10 to 50°C
Pipes: 16" dia. to 24", about 500 m long.
It is considered best practice that the comprehensive asset integrity and condition assessment is
undertaken every four years. The reports generated shall contain a definitive list of integrity
condition monitoring activities in association with the prescribed intervals between these activities.
3. Scope of Work: 3.1 Main
a. Contractor should perform, in the agreed time schedule, the comprehensive asset
integrity report and condition assessment of the NG piping & systems inside IEC's
Power Stations listed in Para 2.
b. Contractor shall submit an assessment integrity report for each Power Station site.
c. The NG system boundaries are:
- Start point: pipes at PRMS outlet.
- End points: flanges entering the skids of the Gas Consumers (Gas Turbines or
the auxiliary boiler or the steam boiler).
d. The NG boundaries are shown on the PFD attached (Appendix 2).
e. The report shall cover all aspect of the design, construction, maintenance, and
existing state of the NG systems.
f. Contractor shall receive and review the following documents after signing the
contract:
f.1 The NG system "Engineering Plan", approved for construction
by the NGA.
f.2 The following construction documents will be submitted:
Cathodic Protection Reports.
Pipe Book.

Pressure and Leak test.
General Layout of the power stations site.
PFD and P&ID.
NDT reports.
WQTR, WPS and PQR reports.

Procedures
Cathodic protection.
Running and Testing procedure.
Emergency Procedure.
System Log Book.
HAZOP reports.
3.2 Options.
Contractor shall give an optional price for:
- First repeated assessment after 4 or 5 years.
- Second repeated assessment 4 to 5 years later.

4. Detailed Requirements:
4.1 The Contractor , being a "Notified Body" shall assess the Natural Gas Systems, pipelines
and related equipment and facilities, under the contract, and shall certify that the system
is constructed, tested, cold commissioned and operates in accordance with the plans,
drawings, specification and permits.
4.2 The Contractor will inspect all the supplied documents and facilities and issue the
Company an "Asset integrity and condition assessment report". This will be forwarded
to the NGA for the purpose of NG final approval.
4.3 Pipelines:
The pipelines (buried or exposed) and buried valve stations integrity assessment is to
include the following, but not limited to, as applicable:
Verification of Design, Construction and Testing:
o Design and Pressure Testing Criteria.
o Pipe As-Made Documentation and Weld Quality.
o Depth of Cover.
o Sleeves.
o Additional Impact Protection.
Site State of Development.
Operation and Maintenance:
o Annual MOP Records.
o Fatigue Life.
o Gas Quality History.
o Corrosion Control.
o Ground Movements.
o Nitrogen-Filled Sleeves.
o Valves.
o Records.
Recommendations.
Implementation Plan of The Recommendations Made.

4.4 Above Ground Installations (AGI's):
For each specific AGI, the assessment is to include the following, but is not limited to, all
AGI components and equipment e.g. Pipe Spools, Valves, Filters, Meters, PSV's etc.:
Visual Inspection Report by the Independent Inspection Body.
Routine Check Records.
Functional Check Records.
Major Overhaul Records.
Records of Replacement of Major Items of Equipment.
Valve Maintenance Records.
Control System Check Records.
Equipment and Component Integrity Examination Records.
Corrosion Control/Maintenance Painting Records.
Recommendations and Plan for Implementation.

5. Work Location and Schedule:
5.1 The work will include all the Company's NG Power Stations in Israel per the attached map
showing the site location of each power station (see Ap. 1).
5.2 The Contractor will have about 3 months of work to inspect all the necessary facilities and
equipment and issue the relevant approvals for submission.

LEGAL STATUS OF THIS RFI:
IEC shall be under no obligation to enter any transaction with any party whomsoever
who responds to or participates in any procedure for the Receipt of Information to be
used for the purposes of acquisition of services/equipment/systems/goods or data which
is the subject of the Request for Information (hereinafter referred to as: "RFI") or for
purposes of their development, application, production or construction. . IEC shall be entitled to use the information obtained by way of the RFI, as well as any
data, solution, process, technique or suggestion contained in any of the responses or
documents/response material submitted to IEC related thereto. Without derogating from
the above, IEC shall keep any information/data received from any person responding to
the RFI in strict confidence and shall not permit the use or use same for any purpose than
for its own needs unless such information must be disclosed subject to a right granted by
law.
A response to an RFI shall not bestow upon any person responding thereto (hereinafter
referred to as the "Respondent") any advantage in any procurement procedure, if such
procedure should be publicized at all, and IEC shall not be obliged to include the
Respondent in the procurement process. Any exceptions, changes or additions to these above instructions (whether contained in
any response to the RFI or otherwise) shall be devoid of validity and legal effect and
shall not obligate IEC.
