Existing initiatives - IGCC

• The International Grid Control Cooperation (IGCC)

• Reference project for Imbalance Netting platform – advanced initiative

• Optimizes the use of FRR (avoids the use in opposite direction)

• Multilateral TSO-TSO model

Existing initiatives - MARI

• Manually Activated Reserves Initiative (MARI)

• Reference project for mFRR platform

• Dimensioning of mFRR – local responsibility in line with GLEB

• Integration of balancing energy markets for mFRR is in the focus

• Multilateral TSO-TSO model with cross-border marginal price (principle similar to day ahead market) – an auction per 15min. blocks

Existing initiatives - TERRE

• Trans European Replacement Reserves Exchange (TERRE)

• Reference project for RR platform – advanced initiative

• Dimensioning of mFRR – local responsibility in line with GLEB

• Multilateral TSO-TSO model with cross-border marginal price

• Scheduled activation (30min full activation time)

• 15min blocks; one auction per hour

IN recommendation

• Imbalance Netting is beneficial in any conditions

• Larger the IN area is, benefits are larger

• NOS BiH reported plans to join INC (AT, SI, HR), being the member of SHB block

• EMS already non-operating member of IGCC

• Since CGES already in dry runs with EMS, pre-netting within IGCC can be well permanent solution

• As well as with MEPSO (being part of SMM block), when ready

• Other TSOs to join whenever ready

mFRR and RR recommendation

• The proposal for the exchange of mFRR and RR in the Western Balkans is also based on the TSO-TSO model.

• activations of Balancing Service Providers (BSPs) of both mFRR and RR energy in another area of responsibility are realized through the connecting TSO.

• The conducted dry runs based on the recorded data (activations, bids, prices), provide tentative estimation of annual benefits at a level of EUR 4.3 million per year, from introduction of mFRR & RR cooperation in the WB6 region

• Objective; joining EU platforms

• Intermediate step – WB6 early implementation
