Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body that supports
the Australian Urban Water Industry. Its members and associate members provide water and
sewerage services to approximately 20 million Australians and many of Austra lia’s largest
industrial and commercial enterprises.
The Association facilitates collaboration, knowledge sharing, networking and cooperation
within the urban water industry. It is proud of the collegiate attitude of its members which
has led to industry-wide approaches to national water issues.
WSAA can demonstrate success in the standardisation of industry performance monitoring
and benchmarking, as well as many research outcomes of national significance. The WSAA
Executive retains strong links with policy makers and legislative bodies and their influences,
to monitor emerging issues of importance to the urban water industry. WSAA is regularly
consulted and its advice sought by decision makers when developing strategic directions for
the water industry.
WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information
relating to the provision of urban water services between industry, government and the
community, and to promote sustainable water resource management.
The Association’s main activities focus on four areas:
1. Influencing national and state policies on the provision of urban water services and
sustainable water resource management;
2. Promoting debate on environmentally sustainable development and management of
water resources and the community health requirements of public water supplies;
3. Improving industry performance and establishing benchmarks and industry leading
practices for water service processes; and
4. Fostering the exchange of information on education, training, research, water and
wastewater management and treatment and other matters of common interest

1 EXECUTIVE SUMMARY
AVK Australia Pty Ltd is part of the AVK Group, an international manufacturer of valves and
fittings, with factories in Australia, Denmark, USA, Saudi Arabia, Netherlands, France,
Holland, Poland, Germany, Malaysia, and China. AVK has over 40 years’ experience in the
manufacture and supply of a comprehensive range of products that includes gate valves,
butterfly valves, hydrants, couplings, penstocks, knife gate valves and fittings. AVK Australia
has the overall responsibility for manufacturing, sales and marketing activities in Australia
and New Zealand.
The range of AVK Series 600 Universal Couplings submitted for appraisal includes straight
barrel couplings, stepped barrel couplings, flanged adapters and end caps in sizes from
DN40 to DN400. The couplings are manufactured to comply with AS/NZS4998:2009 Bolted
unrestrained mechanical couplings for water works purposes .
The couplings are available with short barrel and long barrel configurations. The end rings
are thermal bonded polymeric coated ductile iron and the barrels are either thermal bonded
polymeric coated ductile iron or Grade 316 Stainless Steel.
AVK has submitted copies of their ISO 9001 Quality Management System Licence and
StandardsMark product certification Licence to AS/NZS 4998.
The complete range of couplings submitted for appraisal is listed in Section 4, although not
all products are contained within the StandardsMark product schedule.
Section 4 details the products listed on the StandardsMark schedule and also denotes those
products that have been satisfactorily type tested in accordance with AS/NZS 4998
requirements. It is acknowledged that the complete range of couplings as submitted has
been widely utilised by Australian Water Agencies over many years, however this Appraisal
endorsement is limited to products that have been demonstrated to conform to AS/NZS 4998.
Whilst end caps are not specifically contained within AS/NZS 4998 the joints on these fittings
are identical to those on the couplings and are therefore considered as conforming.
Issue 2 of this report addressed the future work items identified in PA 1502. All stainless
steel washers utilised in their coupling range now fully conform to the dimensional
requirements of ISO 7089.
AVK sources its components from various manufacturers in Denmark and China. Thermal
bonded polymeric coatings are applied to the ductile iron components at the AVK
manufacturing facility in Wingfield, South Australia. Assembly and testing is also completed
at the AVK manufacturing facility.
AVK Series 600 Universal Couplings in sizes from DN40 to DN225 are considered as ‘fit for
purpose’.
Based on the information available and the successful performance under the nominated
type test regime this product has been rated ‘B’ with a life expectancy in excess of 50 years.
This rating is only a general guide to life expectancy and may increase or decrease as a
result of the system operating conditions, preventative maintenance programs, operating
environment and other geographical and site specific factors.
1.1 Recommendations
It is recommended that WSAA members and associates, subject to any specific requirements
of the member or associate, accept or authorise AVK Series 600 Couplings in sizes DN40
to DN225, as detailed in this report, for use in Waterworks purposes, provided they are
installed in accordance with WSAA Codes and the manufacturer’s requirements, where
specified.

AVK Australia has the overall responsibility for manufacturing, sales and marketing activities
in Australia and New Zealand.
3 THE MANUFACTURER
AVK assembles the Series 600 range of couplings at its Wingfield facility in Adelaide, South
Australia.
Components are sourced from Denmark and China. AVK has requested that the identity of
their Chinese suppliers remain “commercial in confidence” however has provided copies of
Quality Management System licences to ISO 9001 together with typical material test reports.
The ductile iron components are coated by AVK at its Wingfield manufacturing facility in
accordance with AS/NZS 4158 Thermal-bonded polymeric coatings on valves and fittings for
water industry purposes utilising Akzo Nobel Resicoat Fusion Bonded Epoxy.
4 THE PRODUCT
The AVK Series 600 Couplings comprise a range of unrestrained mechanical couplings
suitable for jointing spigot ends of pipe manufactured from grey or ductile iron, steel, PVC-
U, PVC-M, PVC-O and Asbestos Cement.
The complete range of available couplings is given in Tables 1 to 5 with an indication of
those products that have StandardsMark product certification and those that have been
deemed as compliant to AS/NZS 4998 Type Test requirements. The products marked •• under the Type Test heading denote products actually type tested and those marked • represent those products qualified as compliant.
It is acknowledged that the complete range of couplings, as submitted, has been widely
utilised by Australian Water Agencies over many years, however this Appraisal endorsement
is limited to products that have been demonstrated to conform to AS/NZS 4998.

5 SCOPE OF THE APPRAISAL
This appraisal extends to AVK Series 601 Straight Couplings, Series 602 Stepped
Couplings, Series 603 Flanged Adapters and Series 605 End Caps for DN40 to DN400 as
listed in Tables 1 to 5. Type Testing has been completed for DN40 to DN225 couplings and
are therefore deemed to comply with AS/NZS 4998.
6 APPRAISAL CRITERIA
6.1 Quality Assurance Requirements
The WSAA product appraisal network accepts bolted unrestrained mechanical couplings for
waterworks purposes manufactured under cover of a third party certified management
system complying with AS/NZS ISO 9001 and having ISO Type 5 product certification in
accordance with AS/NZS 4998:2008 by a JAS-ANZ accredited Certification Assessment
Body (CAB) or by a CAB accredited by an international accreditation system recognised by
JAS-ANZ.
6.2 Performance Requirements
AVK Series 600 couplings have been appraised for compliance with AS/NZS 4998:2009.
Appraisal criteria is also determined by the WSAA Infrastructure Products and Materials
Network and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members. The following Product Specification is also relevant to this application:
WSA PS 270 – Mechanical Coupling Non End Thrust Restraint for Pressure Applications
Copies of the above Product Specification can be found in Appendix D or downloaded from
the WSAA website.
7 COMPLIANCE WITH APPRAISAL CRITERIA
7.1 Compliance with Quality Assurance Requirements
AVK Australia has submitted the following quality certificates:
ISO 9001:2008 Certificate of Registration No. QEC 13894 issued by SAI-Global
AS/NZS 4998:2009 StandardsMark Licence SMK40397 issued by SAI-Global

In addition copies of ISO 9001 licences have been submitted for the various component
suppliers however their identity has been requested to remain “commercial in confidence”.
Copies of relevant quality certificates are attached in Appendix A.
7.2 Compliance with Performance Requirements
Type test reports have been submitted to demonstrate compliance with the requirements of
AS/NZS 4998:2009 for DN40 to DN225 couplings. The standard nominates that where a
coupling range contains two or more couplings of the same nominal size a successful test
on one coupling shall qualify the others, provided the same design criteria can be
demonstrated.
The University of South Australia, Australian Irrigation Technology and Hydraulics Centre, a
NATA certified laboratory, conducted the tests.
7.2.1 Material Requirements
The Series 600 Coupling range is manufactured using materials conforming to Table 6 of
AS/NZS 4998:2008. AVK has provided copies of typical test certificates to demonstrate
compliance.

7.2.2 Polymeric Coating
Ductile iron components are internally and externally FBE coated in accordance with AS/NZS
4158 at AVK’s Wingfield manufacturing facility in South Australia. SAI-Global includes
auditing of the coating operation during regular certification surveillance audits.
The coating used is Akzo Nobel Resicoat Fusion Bonded Epoxy. A copy of Akzo Nobel’s
AS/NZS 4158 StandardsMark licence has been provided.
7.2.3 Elastomeric Seals
AVK Gummi, a member of the AVK group, produces the EPDM elastomeric seals utilised in
the Series 600 Couplings. AVK Gummi’s specification datasheet for the EUW-75 compound
is included in Appendix B and meets the requirements of AS1646. Certificates of Conformity
have been provided to demonstrate compliance with the specification.
7.2.4 Effect on Water
Both the elastomeric seal and the internal surfaces of the coupling are in contact with the
water. AS/NZS 4020 test reports from the Australian Water Quality Centre have been
submitted to demonstrate compliance of these components.
7.3.1 Design
The AVK Series 600 range of couplings is a global design manufactured by the AVK Group
worldwide and consists of the following configurations.
Series 601 Long and Short barrels, DN40 to DN400.

7.3.1.1 Coupling Barrel Lengths
AS/NZS 4998 nominates minimum barrel lengths for both short and long barrel couplings
and flanged adapters. The AVK Series 600 couplings comply with these requirements.
Details of barrel length, for each coupling, is nominated in the Data Sheets attached in
Appendix B.
7.3.1.2 Nominal Joint Deflection
AVK couplings can be installed with an allowable deflection up to 4° at each coupling joint.
7.3.1.3 Nominal Pipe Setting Gap.
A nominal pipe setting gap for AVK Couplings, Stepped Couplings, Flanged Adaptors and
end caps is given in the Installation Manual attached in Appendix B.
7.3.1.4 Leak tightness
When installed in accordance with the installation manual the couplings are designed to hold
pressure with maximum deflection.
7.3.1.5 Fasteners
Grade 316 stainless steel fasteners, coated with a galling prevention compound, Delta®-
Seal, are utilised in the couplings.
7.3.1.6 Welding
Welding of AVK stainless steel barrels is carried out in accordance with AS/NZS 1554.6 and
is capable of meeting the requirements of the inter-granular corrosion test specified in AS
2205.10.1. All stainless steel barrels are passivated in accordance with ASTM A380.
Qualification records have been provided to demonstrate compliance.
8 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
The AVK Installation Manual for Series 600 Couplings, Flanged Adapters and End Caps is
attached in Appendix B and is also available on the AVK website at www.avkvalves.com.au.
9 PRODUCT MARKING
AVK Couplings have cast-in markings in accordance with the requirements of AS/NZS
4998:2009. Stainless Steel barrels are marked using a stencil.

AVK couplings are packaged on wooden pallets, protected by corrugated cardboard packing
and shrink wrapping.

11 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of the
Competition and Consumer Act 2010 (Cth). Details of AVK Australia’s warranty are included
in their terms and conditions of sale.

AVK Series 601 couplings were first appraised in 2004 and have been approved and used
by most Australian Water Utilities for more than a decade.
13 DISCUSSION
The AVK Series 600 Universal coupling range consisting of straight couplings, stepped
couplings, flanged adapters and end caps have been shown to comply with AS/NZS 4998 in
sizes DN40 to DN225. Whilst the range of couplings extends to DN400, type testing has not
been completed for sizes above DN225. Nevertheless the couplings have been successfully
used by most Water Utilities within Australia for more than a decade.
14 OUTCOMES OF EXPERT PANEL PRODUCT REVIEW
Questions raised from the review together with responses are detailed below:
Q1 Do the washers used on the couplings comply with ISO 7089 dimensions as specified in
AS/NZS 4998? We have observed that washers are often used with undersize thicknesses.
Answer: AVK advises that the M16 washers previously utilised in their couplings did not fully
comply with the dimensional requirements of ISO 7089. The washer thicknesses compared
to requirements are:

AVK has correct this anomaly in Issue 2 of this report. The washers for all M16 fasteners
have been designated 3mm thickness and Bills of material (BOM) have been adjusted

Answer: Reach is defined in AS/NZS 4998 as "A nominated range of pipe outside diameter
sizes that may be joined by a particular coupling end”.
15 LIFE EXPECTANCY
Based on the information available and the successful performance under the nominated
type test regime this product has been rated ‘B’ with a life expectancy in excess of 50 years.
This rating is only a general guide to life expectancy and may increase or decrease as a
result of the system operating conditions, preventative maintenance programs, operating
environment and other geographical and site specific factors.
