Executive Summary

I. At SOM3, Senior Officials endorsed the CTI recommendation that the APEC Secretariat

nominate experts from APEC Study Centers to supplement the existing list of experts, nominated by member economies, to undertake reviews. The Executive Director has asked APEC Study Centers to provide the Secretariat with the names of experts affiliated with the Centers who might be interested in being included on the List of Experts by the end of August 2007. As of 27 August, the Secretariat has received expressions of interest from the following five persons, and the Executive Director nominates all of them to be included in the List of Experts for future selection:

1. Mr. Tony Hinton, Managing Director, International Consultant, Australia 2. Ms. Kristen Bondietti, Senior Consultant, ITS Global, Australia 3. Mr. Malcolm Bosworth, Visiting Senior Research Fellow, Crawford School of Economics

and Government, ANU College of Asia and the Pacific, Australia 4. Mr. Arianto A. Patunru, Institute for Economic and Social Research, Department of

Economics, University of Indonesia, Indonesia 5. Mr. Peter Petri, Carl J. Shapiro Professor of International Finance, Brandeis University,

United States

The updated consolidated List of Experts, with these names included, is attached. II. The List of Review Teams for Chile, Mexico and Singapore, whose review sessions will be

conducted at SOM III 2008, are attached for SOM approval. Based on the IAP Peer Review Guidelines, the Secretariat selected the Experts and the CTI Chair selected the Moderators.

III. Regarding the IAP Peer Review for Peru, because of a conflicting assignment, Mr. Peter

Clark informed the Secretariat on 24 August that he must withdraw from the IAP Peer Review team. Therefore, the Secretariat would like to seek SOM approval on the replacement of Mr. Peter Clark with Mr. Gordon LaFortune, who is a Consultant with Grey, Clark, Shih Associates, Limited, Canada.

IV. Under the IAP Peer Review Guidelines the APEC Secretariat is to inform SOM of the Division

of Work among the Experts in the IAP Peer Review Teams for Canada, Peru, and the United States at CSOM 2007 or intersessionally. The Division of Work is attached for information.

Required Action/Decision Points It is recommended that SOM:

1. Endorse the five nominees from APEC Study Centers to be included in the List of the Experts;

2. Approve the List of Review Teams for Chile, Mexico, and Singapore, and also approve the replacement of Mr. Clark with Mr. LaFortune for Peru; and

3. Take note of the Division of Work among the Experts in Review Teams for Canada, Peru, and

the United States.

Pprepared reports commissioned by Australia on the benefits of trade and investment liberalization and of deregulation and administartive reform.

Well related to the poverty analysis and country program development or aid management. Other specialised economies include Zimbabwe, Papua New Guinea, Ghana, Nigeria and Bangladesh.
