Invitation for Bids – Rebidding

1. The People’s Republic of Bangladesh has received financing from the toward the cost of Coastal Towns Environmental Infrastructure Project (CTEIP). Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Amtali Pourashava, District: Barguna, ("the Employer") invites online bids/tenders from eligible Bidders for the Construction of 02 nos Boat Landing Station in Amtali Pourashava ("the Works").

3. National competitive bidding will be conducted in compliance with ADB's Procurement Guidelines through electronic Government Procurement (e-GP) system and is open to all Bidders from eligible countries as described in the Bidding Documents.

Tenders are invited for one or more lots. Time for Completion under each Lot is 365 days following with 365 days of DNP, both Lots are to be performed concurrently. Each lot must be priced separately.  Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

To be qualified for the award of a contract(s), tenderers must satisfy the following minimum criteria:

1. The tenderer shall have an average annual turnover as prime contractor the last 3 years (2015-2017) not less than

-USD 1,500,000- for Lot 1 equivalent

-USD 600,000- for Lot 2 equivalent

2. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for a period of 4 months, estimated as not less than:

-USD 300,000 - for Lot 1

-USD 120,000 - for Lot 2

or equivalent, taking into account the applicant's commitments for other contracts.

3. Participation as contractor or management contractor in at least two (2) contracts within the last five (5) years (from 2013 to 2017), with a value of at least

- USD 600,000 for Lot 1, and

- USD 200,000 for Lot 2,

that have been successfully and substantially completed and that are similar to the proposed Works contracts. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.

Having experience in the construction of city water supply networks in urban areas and major traffic routes, including network construction and rehabilitation, civil and earth works, delivery and installation of water pressure pipes (HDPE, ductile iron, and steel), road works and reinstatement of roads after construction and civil construction.

The tenderer or its agent will be able to carry out the supplier’s obligation on maintenance during the warranty period of the manufacturer or producer and spare parts stocking obligations prescribed in these tender documents. The tenderer has to provide the necessary certificates, licenses or letter of authorization.

4. In case the tender is submitted by JVCA, it shall meet the following qualification requirements:

a)         The JVCA must satisfy collectively all qualification criteria, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture's total capacity. 

b)         Each partner shall meet not less than thirty percent (30%) while the lead partner shall meet not less than seventy percent (70%) of all the qualifying criteria for the turnover and the availability of the financial means.

c)         Each partner shall satisfy the requirements with regard to the soundness of the financial position and non-performance history.

d)         The lead partner of the JVCA shall demonstrate that he acted as a main contractor [supplier] on contract(s) of similar magnitude.

Tenderers submitting tenders for more than one lot have to demonstrate that they meet cumulative requirements to average annual turnover and cash-flow of respective lots and specific experience at the highest requirement.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

The tender shall be accompanied by a tender security. The amount and currency of the tender security is:

USD 12,000.- (twelve thousand) for Lot 1

USD 4,000.- (four thousand) for Lot 2

The tender documents will be issued upon showing the bank invoice as confirmation of payment done by tenderer for receiving tender package. 1. The Government of the Socialist Republic of Vietnam has received financing from the Asian Development Bank (hereinafter called "ADB") toward the cost of the Secondary Cities Development Project Part of this financing will be used for payments under the contract package named above. 01. This invitation for bids has been issued to all Electro-Mechanical Contractors, who are eligible and qualified in accordance with the conditions stated in the Bidding Documents, and are interested to participate in undertaking PLANT and Design – Build Contract (PDB) of Lot - 2: Electro-Mechanical Works of Rahughat Hydroelectric Project (RGHEP) of capacity 40MW. 2. Raghuganga Hydropower Limited (RGHPL), the "Employer", a Company promoted by Nepal Electricity Authority (NEA), has completed the financial closure including soft loan portion being provided by the EXIM Bank of India and funds from Nepal Electricity Authority (NEA) and Government of Nepal (GON). It is intended to apply the part of the proceeds of these resources for eligible payments under the contract for which this invitation to Bid is issued.

3. The Works are based on FIDIC Conditions of Contract for PLANT and Design - Build (PDB) - First Edition, 1999. The Electro-Mechanical Works include Design, Manufacture, Supply, Delivery, Installation, Testing and Commissioning of all Electro-Mechanical equipment as stated in the Bid Documents.

4. Bidding will be conducted in accordance with Single Stage, Two Envelope Bidding Procedure, as set forth in the Bidding Document, Volume I.

5. The bidder must be an Indian Entity/Party or Joint Venture among Indian Entities registered in India and /or incorporated / established under any law in force in India. Maximum number of joint venture partners shall be limited to three (3) and lead partner shall meet at least 51 % while other partners shall meet at least 20% of the requirement.

7. Indian Entity/Party should have manufacturing & testing facilities in India for Turbines and Generator and the same shall be manufactured in India.

8. Bidders are required to meet the following qualification criteria:

a. Experience as a Prime Contractor or Lead Partner in a joint venture on PLANT and Design – Build (PDB)Project of at least two Electro-Mechanical contracts in a Hydroelectric Project of capacity ≥ 40 MW within the last (10) years ending last day of month previous to the one in which Bids are invited. At least one such project shall be outside the bidder’s country.

b. Successfully completed, either by the bidder company itself or by associate manufacturer(s) who have given authorization to the bidder in required format, design, manufacturing, supply, erection and commissioning of the following Electro-Mechanical items and/or works in preceding (10) ten years ending last day of month previous to the one in which Bids are invited.

i) Must have done design, engineering, manufacturing, supply, erection and commissioning of at least four Pelton turbines of minimum 20 MW single unit capacity. At least two such turbines must have been in successful operation outside the country of manufacturer for at least 24 months from the date of commissioning.

ii) Must have done design, engineering, manufacturing, supply, erection and commissioning of at least four generators with related equipments for hydroelectric scheme of minimum 20MW single unit capacity. At least two such generators must have been in successful operation outside the country of manufacturer for at least 24 months from the date of commissioning.

c. Possess minimum average annual construction turnover of US $ Seven million (US $ 7,000,000/-) calculated as total certified payments received for contracts in progress or completed, during preceding three (3) financial years.

d. Able to demonstrate a financial resource requirement of US $ Eight Hundred Thousand (US $ 800,000/-).

e. Able to demonstrate a positive Net Worth.

f. Able to demonstrate adequate Manpower to be used for the project.

State Communal Enterprise Kostanay Heat and Power Company, hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Kostanay District Heating Project.

The Purchaser now invites sealed tenders from the suppliers for the following contract KoDHP-9R, Construction of DN 500 interconnection pipeline (Lermontova st.).

The Project is implemented on the territory of Kostanay City of the Republic of Kazakhstan.

Project Description:

The Enguri hydropower scheme is located at the Enguri River in west Georgia. The hydro-power cascade of the Enguri and Vardnili Hydropower Plants (“HPPs”) was commissioned in late 1970s. Their share of electricity generation reaches 40% of the country’s electricity production and represents the largest hydropower scheme in the national power system.

EBRD became involved in financing of the Enguri and Vardnili HPP Rehabilitation Project (the “Project”) in 2000. The project involved a full-scale rehabilitation of the hydro cascade. A new loan financing provided by EBRD in 2018 aims to resolve a number of safety issues.

Assignment Description:

On the basis of the Consultancy Procurement Document the Client intends to select and contract a consulting company (the Consultant) to perform the annual maintenance audit on the Enguri and Vardnili hydropower scheme and to produce an annual operation and maintenance (“O&M”) program for the years 2018 to 2021 (the Assignment).

Engurhesi Ltd, hereinafter referred to as “the Client”, intends using part of the proceeds of a Loan from European Bank for Reconstruction and Development, hereinafter referred to as “the Bank” towards the cost of Enguri Hydro Power Plant Rehabilitation Project.

Malaysia's government has said a major China-backed rail link project can only be viable with a "drastic" price reduction by the Chinese contractor as the actual cost of the venture is 81 billion ringgit ($20 billion).

The 688 kilometre (430 miles) East Coast Rail Link is a key part of China's regional Belt and Road infrastructure initiative. It would connect Malaysia's west coast to rural eastern states. It is largely financed by China and the main contract was awarded in 2016 to the China Communication Construction Company, or CCCC, by former Prime Minister Najib Razak, who was defeated in May 9 elections.

Finance Minister Lim Guan Eng said the project final cost, which is nearly 50 per cent higher than that estimated by the previous government, includes land acquisition, interest, fees and other operational costs. The 81 billion ringgit doesn't include operating costs, he said.

343 infra projects show cost overrun of Rs 2.16 trn over delays: Report

As many as 343 infrastructure projects, each worth Rs 1.5 billion or above, have shown cost overrun of Rs 2.16 trillion owing to delays and other reasons, a report said.

It has also been observed that "project agencies are not reporting revised cost estimates and commissioning schedules for many projects, which suggests that time/cost overrun figures are underreported", according to the report.

The Ministry of Statistics and Programme Implementation monitors infrastructure projects worth Rs 1.5 billion and above.

"Total original cost of implementation of the 1,304 projects was Rs 16.21 trillion and their anticipated completion cost is likely to be Rs 18.38 trillion, which reflects overall cost overruns of Rs 2.16 trillion (13.36% of original cost)," The ministry's latest report for February 2018 said.

Of the 1,304 projects, 343 reported cost overrun and 262 times escalation.

According to the report, the expenditure incurred on these projects till February 2018 is Rs 6.36 trillion, which is 34.60 per cent of the anticipated cost of the projects.

While 14 projects are ahead of schedule, 307 are on schedule, 262 are delayed, 343 projects are showing cost overrun and 100 projects are showing both time and cost overrun with respect to original implementation schedules, the report said.

However, it said the number of delayed projects decreased to 222 if the delay is calculated with reference to latest revised schedules of completion.

"For 721 projects, where original/anticipated commissioning date has not been reported, all concerned have been requested to provide the original/anticipated commissioning date so that these projects can be monitored for completion vis-a-vis the targeted dates," the report said.

Of the 262 delayed projects, 53 projects have an overall delay in the range of 1 to 12 months, 55 projects (13-24 months), 83 projects (25-60 months) and 71 projects (61 months and above).

The report attributes the time overrun to a host of issues, including delay in land acquisition, forest clearance, supply of equipment, fund constraint, Maoist incursion, legal cases and law and order situation.

The brief reasons for time overruns as reported by various project implementing agencies are delay in land acquisition, delay in forest clearance, delay in supply of equipment, fund constraints and geological surprises, among others.

Ahead of the annual meeting of its board of governors here next week, a senior official from the Asian Infrastructure Investment Bank (AIIB) on Wednesday said it will pump $1.9 billion into various Indian projects.

The country, the second largest shareholder in the Beijing-headquartered lender, is already the largest borrower accounting for commitments to the tune of $ 1.2 billion of the overall $ 4.5-billion committed so far.

"We have another $ 1.9 billion for Indian projects in the pipeline," vice-president and corporate secretary Danny Alexander told PTI here.

He said the project pipeline includes an investment in the National Investment and Infrastructure Fund (NIIF), the Mumbai Metro, major irrigation and flood management projects in Bengal, making of Andhra's new capital city Amravathi, and two more projects in Andhra focused on rural roads and urban water supply.

The projects to which the $ 1.2 billion have been committed include a rural connectivity project in MP, Bengaluru Metro, power transmission in Tamil Nadu, rural roads in Gujarat, the power-for-all project in Andhra and a $ 150 -million investment in an infrastructure fund floated by Morgan Stanley, Alexander said.

When asked if the any of these projects will get finalised at the next week's annual meeting, he replied in the negative, saying the bank's directors take a call on the lending proposals and not the governors, which include the finance ministers of all shareholder states.

Alexander said the forthcoming annual meeting, which is the third in its history and the first being held in the country, will concentrate on getting the private sector to play a more active role in funding the infrastructure needs of their respective nations, adding the resources available at AIIB's command may not be sufficient to address such needs.

"Infrastructure needs in India and the whole of Asia are so huge that they cannot be only met by the AIIB and by other multilateral agencies and governments," Alexander said.

To achieve the same objective, the summit will be having an Asian Infrastructure Forum, where the member governments will present projects to financiers and other experts for possible deals in the future.

Prime Minister Narendra Modi will be attending the meet being held on June 25-26 in the Nariman Point business district. Over 2,000 delegates from member- countries are expected to attend the two-day summit, which will have 22 seminars on dedicated topics.

A minister from the Chinese finance ministry is expected to represent the largest shareholder of the AIIB, while others attending the meet will include the British Chancellor of the Exchequer Philip Hammond and other ministers from member countries, he said.

The next annual meet of the body is set to be held in Luxemburg, Alexander said, adding non-Asian members have grown to 30, taking the overall memberships to 86 now.

Seeking to dispel misperceptions that is an alternative to the Bretton Woods Institutions like the World Bank and International Monetary Fund, he said the AIIB believes in collaborating with them and working together and not replacing or competing with them.

"We are a partner with the existing institutions and not trying to compete with them," Alexander said, adding a majority of its projects have World Bank or Asian Development Bank as co-financiers.

The AIIB is also interested in eventually taking equity in infra projects, he said, adding the investment in the Morgan Stanley fund is a precursor to the same.

With sovereign wealth funds and pension funds taking an increased interest in the country, he said the infra needs of the country are so high that it requires for infrastructure and the AIIB would like to "crowd-in" investments from other investors in projects.
