President’s Message The chapter got back on track after cancelling past president’s night in January due to freezing weath-

er. Ken Shifflett organized a wonderful evening for chapter past presidents including dinner, guest speaker

and gaming. Many great prizes were raffled including the Kurt McCullough’s Research Promotion wine raffle.

It was a particularly special night for me because

I was honored to present Kimberly Thompson her

past president’s pin. Kimberly is the ASHRAE Houston chapter’s first female president, but I believe her legacy is organizing

us for the future. As she moved through the officer positions, Kimberly did the challenging work of establish-

ing procedures and systems that her successors will use for the foreseeable future.

Do you remember a few years ago when you had to either bring cash or a check to pay for chapter

events? When Kimberly was treasurer, she recognized that people pay with credit cards and organized the

square reader. This innovation streamlines registration and makes chapter events much more enjoyable be-

cause people can easily pay for the chapter’s many fundraising events.

Kimberly organized the research promotion (RP) sponsorship program that is used every year. She

also introduced Sporting Clays and Top Golf to the RP events. Many hundreds of thousands of dollars have

been raised through Kimberly’s RP system.

Kimberly organizes the roster, set up the Basecamp web site and keeps track of the many chapter

procedures. She built a broad deep foundation that the chapter is standing on as we move into the future.

Kimberly is also continuing her involvement with the chapter and is the incoming Region Vice Chair – Re-

search Promotion.

Kimberly had many more accomplishments during her time on the board. Please thank her for the

lasting legacy next time you see her.

I look forward to seeing you at student night. Please be sure to register

for the golf tournament on March 26 and plan to attend student night on

March28.

Past President’s Night At the last meeting, 2016-2017 Past President Kimberly

Thompson was awarded her Past President’s Pin by current

president Bill Chalmers. Not only was Kimberly recognized for

being the first female president for the Houston Chapter, her

many accolades were highlighted as she moved through the

officer positions. As treasurer, she coordinated the funding of

equipment that allow members to pay with credit cards at

events. She organized the RP sponsorship program that

is still in place and started the annual Sporting Clay

event. The foundation that she built for the chapter will

Grassroots Government

Lawmakers Fund the Government Until March 23

The House and Senate passed a continuing resolution (CR) early in the morning on February 9 to extend government funding through March 23. President Trump signed the CR a few hours later, officially ending a government shutdown that lasted only a few hours. The spending plan includes $89.3 billion in disaster relief funds and removes budget caps, increasing spending to $700 billion for defense programs and $591 billion for non-defense programs in 2018. The deal also includes tax extenders for carbon cap-ture, nuclear energy, geothermal, residential energy properties and energy efficiency including retroactive-ly reinstating for only 2017:

the 25C tax credit for purchases of nonbusiness energy property;

the 45L tax credit for energy-efficient new homes; and

the 179D tax deduction for "energy efficiency improvements to lighting, heating, cooling, ventilation, and hot water systems of commercial buildings."

The debt limit, which was projected to be reached at the end of February by the non-partisan Congres-sional Budget Office (CBO), was also raised until March 2019 as part of the CR.

The White House Releases FY19 Budget Proposal

The White House released their FY19 budget proposal on February 12. The budget was released with a 26-page addendum to reflect changes made following the CR on February 9 that removed budget caps and provided an additional $63 billion in non-defense spending. The proposal is similar to the White House's FY18 request in regards to funding for the Department of Energy (DOE) and the Environmental Protection Agency (EPA). Although the DOE's budget is increased in the proposal, the Office of Energy Effi-ciency and Renewable Energy would see a 66% reduction in comparison to the 2017 budget in order to offset a large increase for the National Nuclear Security Administration. The EPA's budget would also be significantly reduced under the Administration's budget proposal by slashing the budget for flood mapping and eliminating several climate study programs. The budget proposal does not eliminate the Energy Star program that was zeroed-out in the FY18 budget proposal. Instead, the FY19 budget proposal authorizes $46 million for the program with the funds being paid back through user fees. The FY19 budget also in-cludes several of the President's campaign promises including funding for a southern border wall, modern-izing the health systems for veterans, and funds to fight the ongoing opioid epidemic. Environmental Design Considerations for Hospital Operating Rooms (Part-1)

This is the first in a series of short articles I've written covering some of the environmental design considerations for hospital operating rooms. I hope you will find it helpful.

There is a saying; the devil is in the details. Nowhere is this more true than when it comes to de-signing hospital operating room (OR) environments. When sizing HVAC systems, load analysis software will typically estimate the cooling load and calculate the air-conditioning (A/C) unit capacity required. Cool-ing load considerations include the outdoor ambient condition, desired indoor space conditions (both tem-perature and humidity), ventilation air requirements, building heat gain and infiltration, internal heat sources, and additional factors that influence A/C unit sizing. The software determines the required condi-tioned supply temperature (dry bulb/wet bulb) and airflow (in cubic feet per minute), while usually calcu-lating these conditions with an emphasis on satisfying the space sensible cooling requirement. This is be-cause in reality, the A/C system will be controlled by a thermostat responding to temperature and not hu-midity. This can result in a room relative humidity that deviates (floats up or down) from the desired value. Considered non-critical environments, commercial buildings designed like this may have summer indoor comfort requirements calling for 75°F db (dry bulb) at 50% rh (relative humidity) with an allowable toler-ance of (+/-) 5% from set point.

Unlike commercial buildings, hospital ORs are considered critical care environments and usually require more stringent space design and control, to conditions such as 60°F db at 40% rh with an allowable tolerance of (+/-) 1% from set point. ASHRAE and FGI standards mandate air-change requirements for the quantity of conditioned air that must be provided, and achieving the desired environmental conditions re-quires simultaneously satisfying both the sensible (temperature) and latent (moisture) load components. An analysis of this magnitude may be outside the capability of traditional load calculation software, requir-ing additional evaluation to ensure the humidity component of the load is properly addressed, particularly when designing for dry environments such as an OR.

Part 2 in this series will delve into some of the additional sensible and latent load analysis consider-ations that should be taken into account when undertaking the environmental design of a hospital oper-ating room.
