Establishment of local authorities (PBT) is intended for:  Application and Approval Process.  Certificate of Compliance (CCC) to replace the CFO in which it is issued by the PSP (Prinsiple Submitting Person)  Enactment of the Building and Common Property (Maintenance and Management) Act 2007 (Act 663).  Launch Concept Build Then Sell (BTS). i. The role of the OSC are:  Coordinate and process applications for Planning Permission, Building Plan and land development application under Section 124A and 204D NLC.  Inform decision that applications for planning permission and building plans to the applicant.  Make recommendations to the Land Office land application and provide Application Status Report.

1.0 EMBRACE

Local Centre or One Stop Centre (OSC) was established to ensure the

implementation of improving the delivery system can be implemented

more efficiently and comprehensively in order to improve the efficiency of

public services and stimulate economic growth. OSC role in the processing

of applications for land development as under the provisions of sections

124A and 204D of the National Land Code, planning permission and

building plans simultaneously. OSC implementation is a new way to shorten

ii. The establishment of the OSC in the local authority has already

achieved four years and many improvements have been made to

strengthen the OSC delivery system in local authorities.

2.0 HANG TUAH JAYA MUNICIPAL COUNCIL (MPHTJ)

2.1 Introduction

Hang Tuah Jaya Municipal Council (MPHTJ) established under Section 3 of

the Local Government Act 1976, (Act 171) as a Local Authority of the Hang

Tuah Jaya. Hang Tuah Jaya Municipal Council began operations on

January 1, 2010. Area of 35,733.04 acres, Hang Tuah Jaya is located in the

heart of Malacca covers an area of Central Administration of the State and

District 3 which includes a district of Alor Gajah and Jasin. Figure 2.1 shows

the location of the administration of Hang Tuah Jaya Municipal Council

(MPHTJ).

MPHTJ this important role for the Melaka State Government Administrative

Centre located within its jurisdiction. MPHTJ administrative region containsnine district as described in Table 2.1

2.2 One Stop Centre MPHTJ

2.2.1 OSC Staff MPHTJ

MPHTJ OSC was established in line with MPHTJ establishment

in 2010. Unit MPHTJ OSC had 7 staff headed by a Town

Planning Officer J41, J29 Architectural Assistant, Assistant

Engineer Officer J29, J17 Town Planning Technician,

Administrative Assistant Office Assistant N17 and N1. Unit OSC

under President MPHTJ task. Figure 2.1 shows the

organizational unit MPHTJ OSC.

2.2.2 Task OSC MPHTJ

There are 9 MPHTJ the OSC rolei. Receive, check , check and distribute development

proposals by local central unit .

ii. Reviewing applications and issuing recommendations

on development proposals by agency internal

technical process MPHTJ .

iii. Review the application and issue a certificate of

development proposals by agencies external technical

process .

iv. Review the application and issue a technical review of

development proposals by internal technical agencies

v. Check application to issue technical reviews of

development proposals by external technical agency .

vi. Monitor and coordinate the issuance of certificates

and technical review of internal and external technical

agency by OSC .

vii. Coordinating Committee Meeting OSC .

viii. Monitor and coordinate the communication of the

results of the OSC committee meetings to the State

Council meeting ( MMKN ) and notification of the

decision of the OSC Committee Meeting MMKN to

external technical agencies and OSC Unitix. Production of official approval by the agency of

2.2.3 The involvement of internal and external agencies

The involvement of the technical agency for planningpermission process in Melaka was at 16 agencies involving

both internal and external. Table 2.2 shows the technical

agencies.

2.2.4 Work Flow OSC MPHTJ

i. Stage I - Receive, review, sign and distribute

applications development

At this stage, planning permission, building plans and

engineering plans by applicants will be accepted, reviewed

by the OSC MPHTJ apart from issuing invoices, signing, filing,

submission of application files and distributing applications

Application documents will be distributed to internal and

external technical agency. Every review of the technicalagencies will be submitted by the technical agencies to the

Office of State Lands and Mineral Malacca to be collected

and taken to the Central Committee meeting of the Express

Housing and Industry for approval

i. Stage II – Central Committee Meeting Express Housing

and Industry

This meeting is an alternative state in monitoring the

development in Malacca. Table 2.2 shows the role of these

meetings in the process of planning permission in Malacca

Table 2.2 found that this meeting is a great role for

decision makers to act as a platform for planning

permission in Malacca.

ii. Coordinating Committee Meeting OSC

Malacca PM will inform each OSC will decide on

applications for planning permission meeting. OSC

Committee meeting will be presented the results of the

meeting of the Central Committee of the Express

Housing and the Industrial KM applications as paper

notification. OSC will distribute an application that has

been approved by a meeting of the Central

Committee of the Express Housing and Industry to the

applicant.

Rajah 2.2 shows the working process in OSC MPHTJ

Figure 2.2 shows the process of working briefly in Unit OSC.

Through this figure to show that the principle of the Malacca

State Government is facilitating the planning permission

process saves time. This approach can help Government of

Mallaca besides controlling and monitoring the results agree

with the state governments and local authorities themselves.

3.0 ISSUES AND PROBLEMS IMPLEMENTATION OF OSC MPHTJ

In general, the issues and problems in the implementation of OSC in MPHTJstudied in terms of the application, processing and decision involving

several parties, namely the applicant, internal departments, external

technical agencies, local planning authorities and the state authorities.

These parties are involved, directly or indirectly, which is seen as

contributing to the problems in the implementation of the OSC in MPHTJ.

3.1 An understanding of the existing OSC procedures that are less obvious

to the applicant.

A small number of applicants still practice long before the OSC procedure

where they still refer to other technical departments of the conditions

before submitting the application to the OSC . Requirements and

conditions referred to internal departments not transparent and not paid to

the applicant in accordance with existing procedures OSC cause theapplicant to submit an application that is not complete and does not

comply with the requirements of the department and this delay the

application process. For example, the review letter diterimam from external

agencies managed by the applicant is not accepted by the OSC MPHTJ all

documents should be submitted directly to the OSC MPHTJ . This has given

rise to different procedures when the applicant does not refer to the OSC

MPHTJ as the main coordinator for all applications in the area of

administration . In addition applicants to submit supporting documents

specifically for copy of the original document clear and relevant supporting

documents such as technical reviews that have expired . This will

complicate the process of applying to other departments to review.

3.2 Requirements and different conditions at the application stage.

In contrast to the local planning authority in other states, has mandatedprocedures MPHTJ OSC plans and reports the number of copies to be

submitted by 15 sets against the requirements adopted in other OSC. This

causes the applicant is often argued in particular checklist quantities for

internal and external circulation. The place also needs new internal and

external departments to determine the current ad hoc revisions of the

application that was causing the applicant had to provide a list of the

requirements to avoid delayed application.

So in general it can be concluded that the OSC implementation issues and

problems occur when there is a need and requirements of different

departments at the federal, state and county to cause confusion on the

applicant even in the same state. These differences are also apparent

between the districts by the same department.

3.3 Procedures and norms of the inconsistencies between internal and

external technical department.

Procedure of work processes in the sepertimana MPHTJ OSC OSC OSC

Guidebook is clear namely as a facilitator, whose role simplify the process

and shorten the entire period beyond graduation petition. But once in the

petition process, there is still a lack of uniformity regarding the future norm

3.3.1 Delays in receiving comments from the technical department

of internal and external.

Technical Department failed to give any response (response written

or absent ) or failed the comment after receiving the documents

from the OSC in a timely manner. In case MPHTJ , there are

comments from technical departments that have not been

accepted until the OSC meeting place. This may occur because of

increased workload with appointments to the Committee OSC while

other tasks involving planning control .

In addition , the time charter OSC , 14 days or 40 days ( for no RT )

required to External Technical Department to remove the review

could not be observed because the departments have their own

charter different . This occurs because some applications will not be

eligible reviewed the technical department at the district to receive

and to be submitted to the headquarters . This causes a delay

occurs when the outcome had Unsuspend up technical reviews

available .

On the issue of delay and failure to make this review , refers to the

meeting of the National Council for Local Government ( MNKT ) 60th

on June 3, 2008 have agreed if there is no response from the

technical department in meeting the OSC for 2 times in a row then

the OSC committee meetings can make results. However, accordingto the Head of the OSC , the practice is not happening in MPHTJ for

review of technical departments will be available after the meeting

OSC although basically it does not comply with the norms stipulated

time , nevertheless the procedure is still running as specified .

3.4 Lack of skills and understanding of the application at the counter

OSC.

Different to most of the OSC in other countries , the OSC MPHJ fully

embodied under PBPT MPHTJ including employees and accomplices

among employees PBPT MPHTJ itself. So the study is run, in addition to the

have only a single helper designer, an auxiliary employee who acts as an

and 204D, National Land Code requiring Planning Permission also

processed under OSC MPHTJ .

However before circulars for review made to the State Land officials ,problems arise when employees ' front desk ' lack of understanding and

knowledge regarding land matters if the applicant requested the solemn

advice before submission is made. Proficiency is essential for maintaining

the reputation MPHTJ in improving the delivery system among users. In this

case, extensive knowledge and efficiency of employees during the OSC

should be improved in addition to interweave during good cooperation

with depth technical positions and outcomes .

4.0 IMPROVEMENT IN OSC IMPLEMENTATION

Based on the issues and problems in the implementation of the OSC in

MPHTJ, research has suggested several improvements to the existing system

so that OSC implementation more efficiently in the years to come. Among

the proposed improvements are as follows:

4.1 Increase the understanding, knowledge and standardization of the

procedures OSC among applicants and OSC officials.

4.1.1 Pre-Consultation

Based on the interviews conducted, the Head of OSC encourages

applicants to pre-prior consultation with the OSC, particularly in

order to avoid confusion in the quantity of documents and other

advisory services. In parts even during the pre-consultation process

of the land office officials also encouraged to be on the counter

OSC to provide advice in relation to the land.

In addition, MPHTJ also encouraged to provide a manual / info kiosks

for applicants who come to explain the application process.

However so far the department does not require pre OSC MPHTJ

these negotiations. It is dependent upon the needs and preferences

of the applicant itself.

4.1.2 Use of Templates Uniform

Head of MPHTJ OSC also noted for increased uniformity of

procedure among technical agencies, the ministry has provided

uniform template for the three existing template of the Uniform

Template Document Checklist, Checklist External Technical Agency

and Detailed Checklist Internal Technical Agencies as improvements

and has been adopted OSC MPHTJ for all new applications from

April 2011. This is to reduce red tape and procedures among internal

and external agencies in processing applications.

4.1.3 Well cooperation with officials OSC technical departments.

To increase knowledge about the procedure and the need for

planning permission, the officers in the department should have the

initiative OSC discretion to increase the skills and knowledge to

establish good cooperation with technical departments. This will

facilitate the dissemination of accurate information to applicants

and avoid conflicts between departments in MPHTJ.

4.2 Increase efficient delivery system and efficiently at the local

planning authority and external agencies.

4.2.1 The use of OSC Online as a novel mechanism of request

submission of documents.

Until now only 10 PBPT sake only that uses OSC Online system,

however once MPHTJ OSC is in the process of receiving OSC Online

use this. However for the purposes of this system, MPHTJ need to be

willing to improve and improved system capasity terms of ICT

infrastructure to support the purposes of the system. Besides hands-

on training also needs to be held among the royal agencies and

also among the professionals. The OSC Online System will be used at

run entirely by MPHTJ ahead Disember 2011, but as it also depends

on the willingness of other technical agencies to ascending level of

ICT infrastructure systems, respectively.

4.2.2 Extending the OSC announcements

Organize information sessions and spreading through pamphlets,

portals, seminars, etc. to raise public awareness, especially of the

applicant and the landowners about the importance of knowing the

procedures and procedures prior to submitting an application to the

local planning authority.

4.2.3 Periodically Monitoring

Conduct regular monitoring of the implementation of the OSC at the

state level to be implemented by the Coordination Committee at

the Department of Local Government. This is to ensure smooth

implementation of the OSC as well as monitor existing problems and

suggest improvements over time.

5.0 CONCLUSION

OSC MPHTJ established as an initiative of OSC functions under the

administration of LPA MPHTJ expanded to receive and process applications

for land development, planning permission, building plan, earthworks and

drainage plan and the way in unison so as to be distributed to departments

and related technical for the purpose of review. MPHTJ OSC

implementation is based on the procedures set by the ministry. However, in

performing the procedure, the OSC MPHTJ still faced with the problems of

implementation which is to some extent affected the smooth running of the

application process. However, improvements have been carried out from

time to time by various federal, state and local planning authorities to

ensure implementation MPHTJ own OSC established in the times to come.
