Adoption of ASEAN Charter fostersunity and cooperation of members

The 13th ASEAN Summit of Heads of State/Government of ASEAN member countries tookplace in Singapore on 20 November and wasattended by Heads of State/Government ofmember countries—Myanmar, Brunei, Cam-bodia, Indonesia, Laos, Malaysia, the Philip-pines, Singapore, Thailand and Vietnam.

At the summit, Prime Minister GeneralThein Sein and Heads of State/Government ofASEAN members signed the ASEAN Charter,the Declaration on Implementation of ASEANEconomic Community, the ASEAN Declara-tion on Environmental Sustainability and theASEAN Declaration on Climate Change.

Adopting the ASEAN Charter by membercountries means setting up one of the mile-stones in 40 years. ASEAN has been organizedextensively encompassing all nations in South-East Asia step by step, overcoming a variety ofdifficulties. ASEAN is a community that hascommon vision and characteristics and canshare joys and sorrows through mutual re-spects. ASEAN countries share common concernin a region with peace, stability and long-termeconomic growth. Several agreements have beenreached to respect sovereignty, equality, terri-torial integrity, non-interference in the inter-nal affairs of one another, and to cooperate ina friendly way among themselves.

Having signed the Declarations of the Sin-gapore Summit including the ASEAN Charterat the 13th ASEAN Summit of Heads of State/Government, member countries will be able toforge cohesion and integration.

LONDON, 24 Nov — Britain’s Government scrambled to defend its record onFriday after five former defence chiefs accused Prime Minister Gordon Brownof neglecting the Armed Forces and risking soldiers’ lives.

Former military heads have occasionally grumbled in the past that the ArmedForces are underfunded for two wars in Iraq and Afghanistan. But speeches inthe House of Lords by five retired Armed Forces chiefs on Thursday amountedto an attack on their former political masters unheard of in modern times.

The criticism came on the day a report accused the government of selling offthe Defence Ministry's research arm for far too little money, allowing a handfulof senior civil servants who negotiated the deal to earn millions of pounds.

Admiral Michael Boyce, who led British forces into Iraq before retiring in2003, said there was “blood on the floor” at the Ministry of Defence as officialsrushed to slash spending programmes while soldiers fought abroad.

General Charles Guthrie, chief of defence staff from 1997-2001, said Brownwas personally to blame for failing to fund the forces during a decade in chargeof the treasury.

“He was the most unsympathetic Chancellor of the Exchequer as far asdefence is concerned,” he said. “I think really he must take much of the blamefor the very serious situation we find the services in today.” —MNA/Reuters

GENEVA, 23 Nov —Switzerland announcedon Wednesday that itwould end its four years'cooperation with theNATO-led internationalforces in Afghanistan byrecalling its militarypersonnel.

Two Swiss Armyofficers, currently work-ing with a German teamin the northeasternKunduz Province, will

return home by Marchnext year, Swiss DefenceMinister Samuel Schmidtold a Press conference inBern, the Swissinfowebsite reported.

Schmid said he tookthe decision for securityreasons. The NATO-ledmission in Afghanistanhas become a peaceenforcement operationrather than a peacekeepingduty, he said.

According to Schmid,a continued Swiss Militarypresence in Afghanistan—although “rather sym-bolic” — is impossiblebecause it goes against thespirit of the Constitutionand is not in line with thelaw.

The Swiss decisioncomes a few weeks after ameeting of NATO defenceministers to boost effortsto provide security inAfghanistan.

CANBERRA, 23 Nov — A 6.7 magnitude earthquakehit near Papua New Guinea (PNG)’s port city of Lae,the second largest city of the country, Thursday night.

To formulate the constitution based on the fundamental principles and detailed basic principles, the Commission for Drafting State Constitution has alreadybeen formed. Meanwhile, we welcome the meetings betweenMinister for Relations U Aung Kyi and Daw Aung San Suu Kyi as a process to contribute to implementation of the seven-step Road Map.

However, the national race groups and organizations that had returned to the legal fold, rejected the statement issued in Singapore on 8 November by MrGambari authorized by Daw Aung San Suu Kyi. These are complicated problems resulting from the statement. As such, we express that in future she should not issuestatements abroad through Mr Gambari.

(1) she represents political parties, political forces, especially national race groups that are nothing to do with her based on her sole wish to coerce thegovernment; (2) she does not wish to acknowledge the National Convention held in line with the seven-step Road Map and fundamental principles and detailedbasic principles laid down by the National Convention; (3) she thinks herself to be savior relegating political parties, political forces, especially national racegroups instead of extending mutual respect and understanding. And this may harm national reconsolidation efforts and the building of a democratic nation by theentire national people to a certain extent.9. Therefore, we hereby announce that Daw Aung San Suu Kyi and the NLD need to take part in the successful realization of the seven-step Road Map and lifting

of economic sanctions imposed on the nation. Only then, will the building of mutual trust between the government and the NLD led by Daw Aung San Suu Kyibe possible, and will a new democratic nation soon be established with the least suffering.

Census shows NYC populationat record high

NEW YORK, 23 Nov — The population of New York City has reached a recordhigh of 8.25 million people, NY1 news channel reported on Wednesday.

The new numbers mean the city will receive an additional 77 million US dollarsin federal aid, much of which will be put toward affordable housing, the report said.

The increase comes after a recent challenge to the Census Bureau’s 2000 countby the mayor’s office.

It's the fourth straight year the city has successfully challenged census figures,raising the population by a total of 200,000 additional people.

BEIJING, 23 Nov —Beijing has set up newautomatic weatherstations (AWS) aroundlocal sports venues, inorder to provide accurateweather forecasts for the2008 Olympic Games, alocal newspaper — theBeijing News — reportedon Wednesday.

Currently, the city has

176 AWSs, one for everyfive square kilometres inurban areas and one forevery 10 or 15 squarekilometres in the suburbs,a spokesman for themunicipal meteorologicalbureau told the news-paper.

According to theofficial, the bureauplans to build up to 15AWSs for Olympicsites, of which 12 havebeen completed.

The completed stationsare in major Olympicvenues like OlympicNational Park, ShunyiOlympic Aquatic Park,Chaoyang Park,Xiannongtan Stadium,Fengtai Sport Centre,Beijing CountryEquestrian Park, and theTennis Centre of OlympicNational Park.

“The 13th one is beingbuilt in the base of theParalympic Games inBeijing’s northeastern

Shunyi District,” said theofficial.

“AWSs in Olympicsites have to meet specialrequirements such as theability to measurevisibility and totalradiation and ultra-violetray radiation. That is inaddition to measuringtemperature, barometricpressure, humidity, winddirection, wind force andprecipitation”, he said.

“These AWSs willcollect meteorologicalinformation at theOlympic venues on alarge scale and help localmeteorological offices toprovide more accurateand timely weatherforecasts,” he added.

Zhang Mingying, anexpert with the bureau,said that to obtain moredetailed and accurateweather information,more AWSs will be builtin the city next year.

WASHINGTON, 24 Nov —Five people were founddead Friday in an apparentmurder-suicide in a smallpark northwest ofWashington, DC, FoxNews reported.

Police say four of thevictims, a woman andthree children, were foundtogether at the entrance ofthe park, some 40kilometres from the UScapital.

The body of a manwas found later nearby,who died from an apparentself-inflicted gunshotwound.

All the killings tookplace in the previous night,the Thanksgiving night,police said.

KUALA LUMPUR, 23Nov — The term “goldensands” has taken on awhole new literal meaningat the Kampung SeriPantai beach, Malaysiansouthern Johor State, localmedia reported onThursday.

Vietnam raisespetroleum retail prices

HANOI, 23 Nov — Petroleum firms in Vietnamincreased retail prices of petroleum products onThursday morning due to rising world prices, accordingto the Vietnamese Ministry of Industry and Trade.

Regarding A92 petroleum product, the retail pricerose by 1,700 Vietnamese dong (VND) (over 0.1 USdollar) to 13,000 VND (over 0.8 dollar) per litre.

The price hike, decided by petroleum businesses,happened when the world oil price neared 100 dollarsper barrel. This is the fifth time the petroleum retailprices in Vietnam have been adjusted since thebeginning of this year.

Vietnam spent over six trillion VND (375 milliondollars) on subsidizing retail prices of the products inthe first ten months of this year, according to theministry’s preliminary statistics.

The ministry has estimated that the figure mayreach 12 trillion VND (750 million dollars) this year ifoil prices stand at around 90 dollars per barrel.

Vietnam imported nearly 10.4 million tons ofpetroleum products worth over 5.8 billion dollars inthe first ten months of this year, posting year-on-yearrises of 12.1 per cent and 16 per cent, respectively,according to the General Statistics Office.

— Global warming is oneof the most significantthreats facing humankind,researchers warned, asthey unveiled a studyshowing how climatechanges in the past led tofamine, wars and popula-tion declines.

The world’s growingpopulation may be unableto adequately adapt toecological changes

brought about by theexpected rise in globaltemperatures, scientists inChina, Hong Kong, theUnited States and Britainwrote in the journal Pro-ceedings of the NationalAcademy of Sciences.

“The warmer tempera-tures are probably goodfor a while, but beyondsome level plants will bestressed,” said PeterBrecke, associate profes-

sor in the Georgia Instituteof Technology’s SamNunn School of Interna-tional Affairs.

“With more droughtsand a rapidly growingpopulation, it is going toget harder and harder toprovide food for everyoneand thus we should not besurprised to see moreinstances of starvation andprobably more cases ofhungry people clashingover scarce food andwater.” Trawling throughhistory and working outcorrelative patterns, theteam found that tempera-ture declines were follow-ed by wars, famines andpopulation reductions.

The researchers exa-mined the time periodbetween 1400 and 1900, orthe Little Ice Age, whichrecorded the lowest averageglobal temperatures around1450, 1650 and 1820, eachseparated by slightwarming intervals. “Whensuch ecological situations

occur, people tend to moveto another place. Such massmovement leads to war, likein the 13th Century, whenthe Mongolians suffered adrought and they invadedChina,” David Zhang,geography professor at theUniversity of Hong Kong,said in an interview onThursday.

NEW YORK, 23 Nov—Although patients whoundergo liver transplantsin the US have a better90-day survival rate,many of those whoundergo the procedure inthe UK and Ireland seemto do better after the firstyear, UK researchersreport in the Novemberissue of Gut.

Dr Muhammad FDawwas of Addenb-rooke’s Hospital,Cambridge and colleaguesnote that international

comparisons of surgicalresults can be problematicand often fail to allow forlong-term results.

However, they pointout that the “standardizednature of liver trans-plantation practice makesit uniquely placed forundertaking reliableinternational comparisonsof surgical outcome”.

To investigate further,the researchers examineddata for a 10-year period.The data covered all 5,925transplants performed in

the UK and NorthernIreland as well as all41,866 transplants con-ducted in the US duringthe same time interval.

In the UK group, at 90days, the mortality wasabout 17 per cent greaterthan in the US Similar90-day mortality in-creases were seen in theUK group for patients withacute liver failure — 27per cent — and for thosewith chronic liver disease— 18% per cent.

Indonesia promises cashbonus for winning athletes

JAKARTA, 24 Nov — Indonesian State Minister forYouth and Sports Affairs Adhyaksa Dault promisedeach Southeast Asian (SEA) Games gold medalist acash bonus of 200 million rupiah (21,505 US dollars)and a house for each winning coach.

"You were chosen to win and not to lose, so each mustbring home medals," the Jakarta Post daily Thursdayquoted the minister as saying.

Each member of a winning team — in team eventslike volleyball, basketball and soccer — will receive a200-million-rupiah bonus, he said during the inaugura-tion of the country's contingent on Wednesday.

"If it comes true, we will be very happy. For us, it's notabout the bonus but winning the gold for the country ismore important," volleyball player Joni Sugiyatno wasquoted as saying. However, sports observer TommyApriantono was shocked by the minister's statement.

The quality of English footballhas come under scrutiny since the3-2 defeat to Croatia at Wembleyon Wednesday which put Englandout of the competition and resultedin the sacking of coach SteveMcClaren. Ferguson, the most suc-cessful club manager in Englishfootball history, believes, however,that there is still room for optimismand said McClaren's successor didnot face a hopeless task.

"It (the job) is near impossiblebut it's not impossible becauseyou have to think there is a good

thread in the England squad that isbetter than the performance of theother night," he told reporters.

"There are good players. There'sno point in saying everything iswrong and everything is black —it's not. There are good playersabout."

Piece of Indonesian passengerjet’s wing drops off

JAKARTA, 23 Nov — A chunk of wing dropped off an Indonesian passenger plane carrying 144 peopleminutes after take-off, forcing the aircraft to return to the capital, an airline official said on Thursday.

Wednesday’s incidentat Jakarta Airport renewedconcerns about the safetyof flying in Indonesiafollowing two major airaccidents this year.

The Boeing 737-400operated by Batavia Air

landed safely and noneof 138 passengers andsix crew members werehurt, said AntonSitumeang, a spokesmanfor the airline.

Situmeang said theplane, which was due to

fly to Pontianak on BorneoIsland, could have con-tinued its journey safelywithout the part, whichmeasured 40 centimetres(1.3 feet) by 50 centi-metres. “But the pilotdecided to return to the

airport. It was a standardprocedure,” he said.

Frans Wenas, seniorinvestigator at Indonesia’sNational Transport SafetyCommittee, said thebroken piece landed nearthe airport. Batavia Airis one of several bud-get carriers to emergein Indonesia followingthe liberalization of theair industry in the late 1990s.

But the country hassuffered a string of deadlyaccidents in recent years,raising questions aboutaviation safety.

154 passengers rescued after cruiselinercrash in Antarctic Ocean

LONDON, 24 Nov— A total of 154 on board a luxury cruiseliner which sankafter hitting an iceberg in the Antarctic Ocean were rescued on Friday.

The stricken Exploreris now listing at 45 degreesnear the South ShetlandIslands, off the Argentiniancoast, Sky news reported.

The 100 passengersand 54 crew were evacuatedon lifeboats and afterenduring temperatures ofminor 5 degree Celsius.Among them were 24British, four Irish, 14

Americans, 12 Canadiansand 10 Australians.

They were thenferried to cruiseship theNord Norge, which wasone of five boats sent to thescene, before sending backto Port Ushuaia, Argentina.

Nord Norge captainArnvid Hansen said,“Everybody is in a goodposition. People are cold

but there is nohypothermia”.

Myohaung section is the last one of the railroad.The government made sustained efforts with te-

nacity to complete a railroad in parallel with the 385.5-mile Yangon-Mandalay Railroad. Then, the govern-ment’s benevolence towards the people has yieldedfruits.

By reinforcing the main railroad, passenger trainsand cargo trains can make more runs, can run at higherspeed, and will be more punctual with security andsafety.

Today, there have been a lot of changes andadvancements in the transport sector, but rail transpor-tation still remains a reliable transport means interna-tionally and locally. Therefore, the government ispaying serious attention to this point.

The government is also taking measures for smoothand safe transport and more train runs.

In its bid to upgrade the rail transportation sector,the government is taking steps such as upgrading theold railroads and building new ones, upgrading mainrailroads including Yangon-Mandalay Railroad todual ones, launching more locomotives and cargocoaches and upgrading old ones, building new sta-tions and upgrading railway stations to internationallevel ones.
