ก. การเป็นตลาดและฐานการผลิตเดียวกัน

• 1.2 ความตกลงการค้าสนิค้าของอาเซยีน (ASEAN Trade in Goods: ATIGA) (1) เป็นความตกลงท่ีรวมทกุขอ้บทใน CEPT-AFTA และนำามาปรบัใหช้ดัเจนและ

รดักมุมากขึ้น ทาให ้ATIGA เป็นความตกลงของภาครฐัท่ีมผีลบงัคับใชท้างกฎหมาย และเป็นประโยชน์ต่อภาคเอกชน

(2) ภาคผนวกแนบท้ายความตกลง ATIGA แสดงตารางการลดภาษีของสมาชกิอาเซยีนแต่ละประเทศ โดยแจกแจงรายละเอียดอัตราภาษีนำาเขา้สำาหรบัสนิค้าแต่ละรายการในแต่ละปีจนถึงปี 2558 เพื่อความโปรง่ใสและภาคธุรกิจคาดการณ์ได้

(3) ประกอบด้วย มาตรการต่างๆ ท่ีนำาไปสูก่ารบรรลเุป้าหมายการเคล่ือนยา้ยสนิค้าเสรีในอาเซยีน ได้แก่ การลด/ยกเลิกภาษี การยกเลิกอุปสรรคทางการค้าท่ีมใิชภ่าษี กฎวา่ด้วยถิ่นกำาเนิดสนิค้า การอานวยความสะดวกทางการค้า ศุลกากร มาตรฐานและความสอดคล้อง และมาตรการสขุอนามยัและสขุอนามยัพชื ATIGA จงึเป็นความตกลงท่ีครอบคลมุพนัธกรณีท่ีเกี่ยวขอ้งกับการค้าสนิค้าทัง้หมด มกีลไกการดาเนินงาน และการจดัโครงสรา้งองค์กรที่ชดัเจน เพื่อชว่ยให้การดำาเนินงานของคณะทางานรายสาขาของอาเซยีนสอดคล้องกัน

(4) ได้ปรบัปรุงขอ้บทเรื่องมาตรการทางการค้าท่ีมใิชภ่าษี (Non-tariff measures: NTMs) โดยการจดัประเภท NTMs และจดัตั้งกลไกการติดตามการปฏิบติัตามพนัธกรณีการยกเลิกอุปสรรคทางการค้าท่ีมใิชภ่าษี (Non-tariff barriers: NTBs)

(5) ใหค้วามสำาคัญมาตรการด้านอานวยความสะดวกทางการค้า โดยรวมกรอบงานการอานวยความ สะดวกทางการค้าไวภ้ายใต้ความตกลง ATIGA โดยอาเซยีนได้จดัทำาแผนงานด้านการอานวยความสะดวกทางการค้าสาหรบัปี 2552-2558
